Passport Seva Kendras to be open on Saturdays for PCC

In order to bring down the long appointment cycle for Police Clearance Certificate (PCC) applications, Passports Seva Kendras in Telangana began functioning on Saturdays to process PCC applications exclusively.

Accordingly, three PSKs in Hyderabad (Ameerpet, Begumpet and Tolichowki), one in Nizamabad and one in Karimnagar, were open this Saturday for processing applications for PCCs, with a total of 1,534 PCC applications being processed the first day.

According to a note issued by Regional Passport Officer Dasari Balaiah, in addition to daily issued appointments, separate appointments for next Saturday (September 10) were also being released for all five PSKs under the RPO, Hyderabad.

All Indians wishing to work in Saudi Arabia will be required to produce a Police Clearance Certificate (PCC) to be worked in Saudi Arabia.

Saudi Arabian Consulate in Mumbai has instructed travel agents to furnish Police Clearance Certificates for any employment visa endorsement, according to sources. The new rule will come into effect from 22nd August, they said.

The mandatory PCC norm already existed in the Saudi Arabian Embassy in New Delhi for some time and it was due to be implemented in Mumbai.

It is noteworthy to mention that including Telangana all southern states approach the Saudi Consulate in Mumbai for visa processing. In fact, lion share of Indian visas are being processed by consulate in Mumbai.

The Passport offices will issue PCCs on the request of the police stations. The similar method already exists in Kuwait in the Gulf Region.

The PCC rule is being implemented to maintain the country’s image as crime free. The system will ensure only law-abiding prospective employees come to Saudi Arabia to work.

Passports may soon stop serving as valid proof of address in India, with the Ministry of Externala Affairs announcing that the last page will no longer be printed in the new passports issued.

The last page of the passport includes the father or legal guardian’s name, along with the names of the holder’s mother, spouse and their address.

* Online passport application form now requires the applicant to provide the name of any one among the father, mother or legal guardian.

* No marriage certificates needed for married applicants.

* No need to name the spouse in cases of applicants who are divorcees.

Centre to implement E-passports by next year

The Centre will roll out chip embedded e-passports, which can be incorporated with passports so that the information can be verified electronically, in the first phase by next year.

Minister of state for External Affairs V K Singh said here today that fully digital passports that could be even carried in mobile phones would be introduced in the next phase.

Singh was talking to media persons during a visit to the Regional Passport office here.

He said that facilities for e-passports are being installed and it is expected that all fresh passports to be issued from next year would have the chips incorporated in it.

The minister also said that once the delay in police verification process is sorted out through electronic passing of information, the time required for issuing passports could be minimised.

In reply to a question, Singh said the restrictions imposed on overseas recruitment of nurses and female domestic workers had helped curb the exploitation in the sector.

Singh, who had recently visited Saudi to help those stranded there following job losses, said the Saudi government is cooperating in getting the claims of Indian workers from Saudi employers.

He also advised those still going to Saudi to take up employment to be cautious and go through genuine channels.

The Regional Passport Office (RPO) here has asked citizens to immediately do away with their handwritten passports, saying not switching to machine-readable ones will cause them problem in getting visas.

According to the passport office, as of today, 2.5 lakh handwritten passports with 20 years validity are in the circulation across the country which need to be converted into machine-readable ones.

According to another official at RPO, those who fail to renew or convert their passports into machine readable one may be denied visas henceforth.

Change of old passports – 24th November last date

Hyderabad: International Civil Aviation Organization has fixed 24th November as the deadline for changing handwritten passports. After this date all such passports would be treated as invalid since all the foreign governments do not issue visa to the persons travelling on non-machine readable passports.

Govt. of India has introduced modern machine readable passports since 2001. However passport issued before 2001, especially during the 1990 decade for a period of 20 years come under non-readable passports. According to an estimate, there were 2.86 lakh such passports were in use till 2014.

All those persons living in India or abroad who possess non-readable passports should get them changed before the deadline to avoid any inconvenience during their travels.

Police verification to go online for Passport

Police verification for issue/renewal of passports will soon go online bringing the existing 20 days verification process to less than a week.The home ministry is set to allow all superintendents of police officers to access to databases such as National Population Register (NPR), Aadhaar and Electoral Photo I-Card via the Crime and Criminal Tracking Network System (CCTNS) to enable online verification of identity, address and criminal record, if any, of the passport applicant.According to sources, the linking of CCTNS with NPR, UID and EPIC will enable the SP to match the photo and address provided in the passport application with the applicant's NPR, Aadhaar and EPIC records. Also, any criminal history of the applicant may be verified using CCTNS, which seeks to e-integrate police station records and systems across the country.The online police verification will come into action by November. We expect the funding under CCTNS, which was not allocated any resources in this year's budget, to be cleared after the PM returns from his foreign tour," a senior home ministry official said.This is in line with Prime Minister Narendra Modi's recent direction to the foreign and home ministries — conveyed during his June 24 review under Pro-Active Governance and Timely Implementation (PRAGATI) -- to work towards quicker processing of passport services.According to officials this online system for police verification will not only be limited to passport services. But the home ministry plans to extend it to police verification of tenants, domestic servants, and recruitment of govt posts and even to background checks of prospective employees by companies.

Hyderabad airport ranked third best in the world

Hyderabad's Rajiv Gandhi International Airpot (RGIA) has been ranked third best airport in the world in 5-15 Million Passengers Per Annum (MPPA) category.

The airport has been ranked in the Airport Service Quality (ASQ) Awards announced by the Airports Council International (ACI), the global body of airports, for 2014.

RGIA has retained its position among the top three airports in its category for the 6th consecutive year, said a statement by GMR Hyderabad International Airport Limited (GHIAL), the operators of the airport.

It has consistently been rated amongst the top 3 airports in the world, since its inception.

Hyderabad issues record 6.95 lakh passports

The Regional Passport Office, Hyderabad, has issued a record number of 6.95 lakh passports in calendar year 2014. This achievement made the RPO Hyderabad, the top and largest passport office out of 37 RPOs in the country.

Addressing a press conference here on Thursday, RPO Ashwini Sattaru informed that the RPO received nearly 7.17 lakh applications in the year 2014. On an average 4,000 applications were received on daily basis which include nearly 60 per cent fresh applicants. She informed that the RPO had organised 30 Passports Melas in the year 2014. The biggest Mela was held at NIT Warangal where almost 1,000 students applied for their passports. Further, 16 Passports camps were oranised at different places.

There was a 13 per cent increase in the number of passports issued in 2014 compared to previous year. In 2013, as many as 6.32 passports were issued as against the 6.56 applications.

Sattaru said that the passport applications from Mahabubnagar and Medak in Telangana State were issued in record six day period while applications from Adilabad were cleared in nine days. In Andhra Pradesh, passports were issued in just six days for applicants of Krishna while Kadapa and Tirupati stood second with seven day period. She said all the applicants, whose passports are pending, may directly approach the RPO till February 28. From March 1st onwards, they will have to visit after taking an appointment.

The RPO informed that while Hyderabad Police Commissionerate was sending the police verification reports within 21 days, the Cyberabad Police Commissionerate was completing the task in 13 days.

Sattaru also informed that eight districts of Andhra Pradesh State, which are currently under the jurisdiction of Hyderabad RPO, would be transferred to Visakhapatnam Passport Office in the next few months. This includes transfer of Passport Seva Kendra in Vijayawada and Tirupati as well. All the applications from Anantapur, Chittoor, YSR Kadapa, Kurnool, Nellore, Vijayawada, Guntur and Prakasam would need to approach the Passport office in Visakhapatnam for all queries and passport related issues/services.

She also said that From 24 November 2015, all hand-written and non-machine readable passports would become invalid. All passports holders who have been issued handwritten passports with 20 year validity and those who have non-MRP are required to renew their passports for a machine readable one. As per International Civil Aviation Organisation (ICAO) norms, all hand-written and non-MR Passports across the world become invalid after this date. She also said that all passport holders should have a minimum validity of six months for applying for any visa. All passport holders should carefully check for such validity and apply for re-issue of passport. The universal practice in vogue now is, "Once your passport crosses the nine-year mark, it is time to get new passport."

The RPO also urged the Haj pilgrims of 2015 to apply for passports well in advance to avoid last minute rush and tension. She said her office would ensure smooth facilitation at PSKs and early issuance of passports to all Haj pilgrims.

Haj goes high-tech for Indian pilgrims

The Indian Haj mission has introduced several high-tech measures to facilitate the pilgrimage of 136,000 Indians coming for Haj this year.

“We will make use of every form of new-age technology, from Google Maps and smartphone applications, to Facebook, YouTube clips and text messages, to make the journey of our pilgrims as comfortable as possible,” said Indian Consul General B.S. Mubarak at a press conference on Monday.

“The idea is to use every available tool and gadget to keep pilgrims in our loop of communication.”

Having been the Haj consul in Jeddah from 2008 to 2011, Mubarak is fully aware of the challenges that pilgrims face.

“One of the major problems that Indian pilgrims encounter during Haj is losing their way and being unable to find their accommodation, especially in the tent city of Mina, which is where most of the rituals are conducted,” he said.

Indian Haji Accommodation Locator

An Internet-based, user-friendly smartphone application that is compatible with both Android and Apple operating systems has been launched to address this issue. Dubbed the “Indian Haji Accommodation Locator,” the application has a distinct icon reflecting the colors of the Indian flag. The app can be downloaded for free via Google Play Store and iTunes.

“Once downloaded, all you have to do is click on the app’s icon and enter any pilgrim’s cover number or passport number and you will get comprehensive details about their accommodation, including building number, tent number or ‘maktab’ (office) number, plus an easy-to-follow satellite or a regular road map that will lead you to their location, whether in Makkah, Mina or Madinah,” said Mubarak.


The consul general said every pilgrim coming from India is provided with a Saudi cellphone SIM card which they activate upon arrival.

“Connectivity is not a problem at all,” he said. “We send short text messages to these numbers to keep our pilgrims informed about important and immediate developments.”

Mubarak acknowledged that the majority of pilgrims are unaware of the new technology or even the latest gadgets.

“Not everyone has a smartphone and not every pilgrim has the wherewithal to download the application or understand its complexities,” he said.

“However, there are hundreds of volunteers ready to help pilgrims, but the pilgrims themselves are not in a position to explain their exact location.”
Pilgrims and volunteers often speak different Indian languages, making communication difficult.

“Any volunteer can just look at the number on the pilgrim’s steel bracelet that he wears at all times and punch in those details to find out the pilgrim’s exact location,” he said.

“We are doing this for the first time. We may encounter issues, but my mission’s mandate is to minimize the suffering of pilgrims.”

Of the 136,020 pilgrims arriving in the Kingdom this year, 100,020 are coming through the Haj Committee of India, while the rest are being brought in by private tour operators, popularly known as PTOs.

The first Indian Haj flight will arrive in Madinah on Aug. 27 from Kolkata, while the first flight in Jeddah will arrive on Sept. 7 from Aurangabad in Maharashtra.

Saudi Arabian Airlines and Air India will transport pilgrims from 21 embarkation points in India, including Varanasi, Delhi, Hyderabad, Aurangabad, Mumbai, Kolkata, Lucknow, Bangalore, Bhopal, Calicut, Goa, Guwahati, Mangalore, Chennai, Ahmedabad, Indore, Jaipur and Nagpur.

More than 55,000 pilgrims will land in Madinah, while 44,810 will land at Jeddah airport’s Haj Terminal.

A staggering 13,127 pilgrims are above the age of 70. “We are making extra efforts for senior citizens,” said Mubarak. “We are trying to accommodate them in buildings that have easy access and are close to the Grand Mosque,” he said.

Pilgrims have been divided into two categories. Those in the premium “green” category will be housed in Makkah in buildings that are within 1,500 meters of the Holy Mosque’s outer courtyard. The others will be accommodated in the nearby Aziziah district. “A regular and free transport service has been provided for pilgrims in Aziziah,” he said.

Saudi Arabia has reduced the Haj quota for pilgrims coming from abroad by 20 percent in view of the ongoing expansion work in the Grand Mosque. This is the second year that the quota has been slashed, and is also poised to remain reduced during next year’s Haj. “However, from 2016, we expect our quota to be back to normal,” Mubarak said.

Out of the 360,000 Muslims who had applied for Haj in India this year, only 136,000 could be accommodated within the quota.

“For every pilgrim who had been selected, four were rejected,” he said.

Haj Ministry proposes law to limit Umrah visas to 15 days

MADINAH — Umrah pilgrims will only be able to stay in the Kingdom for a maximum 15 days, according to new rules proposed by the Haj Ministry.

Under these new rules, the service-providing companies were advised against bringing in large batches of Umrah pilgrims at any one time, especially during Ramadan.

The ministry also asked them to inform it of any change in accommodation arrangements for their pilgrims.

Al-Madinah daily reported on Monday that the ministry communicated these proposed rules to the companies to obtain their opinions and asked them to send their feedback within a week.

The ministry said after receiving the observations and remarks of the companies, it will draft its new Umrah rules that will be implemented from the next season, which starts in December.

Haj Minister Bandar Hajjar met in Madinah on Sunday with the government and private sector companies in charge of the Umrah pilgrims.

Meanwhile, Hajjar directed his ministry to study a file presented to him by the National Committee for Haj and Umrah that contained proposals to upgrade the services provided to Umrah pilgrims.

The chairman of the committee, Osama Bin Yahya Filali, said the file contained four main sections that outlined the work to be carried out by the pilgrims themselves, their foreign agents, the Umrah companies and the Haj Ministry.

The minister on Sunday met in Makkah with the owners and directors of the Umrah companies.

This was his first meeting with them since he has assumed his portfolio in which he discussed with them all the services to be extended to the pilgrims to make their Haj comfortable.

"We are thankful to the minister for the meeting, during which he has favorably responded to many of our demands," Filali said.

SR150m company eyed to transport domestic pilgrims

The head of the transport committee at Makkah Chamber of Commerce and Industry said local pilgrim companies have begun a feasibility study to set up a transport company with a capital of SR150 million.

Saad Al-Qurashi told Makkah daily one of the main objectives and priorities of the company is to solve the annual problem of renting buses from other countries.

He pointed out local pilgrim companies this year have contracted with specialized land transport companies from Egypt, due to the events in Syria and Turkey, and that the cost of these rented buses have exceeded SR70 million.

He said: “The local pilgrims transport sector has to transport around 105,000 people from different areas in the Kingdom to the Holy Sites.

“This requires around 2,900 buses, of which 820 will be assigned for the transportation of those on low-cost programs.”

Al-Qurashi explained that negotiations were completed with three Egyptian transport companies to provide buses at a cost of SR20,000 to SR25,000 for each vehicle, including drivers for the whole Haj season.

Normally, local transport companies charge SR35,000 to SR50,000 a bus.

He said these buses would arrive in the Kingdom through the Dhiba and Nuwaibei seaports.

He added 11 flights from different airports in the Kingdom have been booked to transport local pilgrims.

Hyderabad short of 50,000 passports

Hyderabad:The city is facing a shortage of passport booklets with 49,111 passports pending for printing and dispatch, the highest across the country. As per the ministry of external affairs, as on August 11, a total of 41,000 passports are still in transit and the Regional Passport Office in Hyderabad has a stock of 11,749. After Hyderabad, it’s Lucknow with a pendency of 42,486, Kolkata with 42,331 and, Bengaluru with 31,910.

In 2013-14, a total of 85 lakh passports were issued in India and abroad (Indians who applied from other countries). Over 2,800 passports are printed per day at the RPO Hyderabad. The passport booklets are manufactured at the India Security Press in Nasik, which publishes 30,000-40,000 every day. Owing to the increased demand, the press had raised its capacity by 16,000 from February this year. However, it is still hard pressed to meet the targets.

Despite the undivided Andhra Pradesh topping the country for having the fastest police verification, many applicants are still waiting for their fresh or renewed passports, both normal and jumbo books.

As per norms, a normal passport should take a maximum of 30-45 days and a Tatkal passport should take less than a week. The procedure starts with an online application, payment of the fees and receiving an Application Reference Number (ARN). One can also walk in and register.

After booking a certain window time-frame, an applicant has to visit the chosen Passport Seva Kendra and submit the necessary documents, biometric data and attested copies. Post this, the police verification is followed within a week and a Police Clearance Certificate is issued. Once the PCC is issued, the passport is printed, laminated, sent for quality check and then dispatched.

“I had applied for my passport in the second week of June after which the police verification happened within a week. I have been waiting since then for my passport. When I check the online tracking system, a message pops up saying that the police report has been submitted by the Commissioner of Police, Hyderabad City and action for passport printing is initiated, to be followed by lamination, signing, quality check and dispatch.” said an applicant.

In some cases, applicants receive no communication from the passport office in cases of an adverse report during the police verification or if their Police Clearance Certificate is not passed and whether they have to re-confirm details or re-submit some of their documents.

E-passports will be introduced by next year: Official

Hyderabad: The new generation electronic passport, which aims to secure the data and curb the menace of fake passports, is likely to be introduced by next year, a senior government official said on Friday. "A Task Force has been set up to look into the e-passport project, which has held deliberations with different stakeholders (departments). We are planning to start issuing e-passports to new applicants by next year," Joint Secretary (Passport Seva Project) and Chief Passport Officer Muktesh K Pardeshi told reporters.

The e-passport will replace the existing passport document with a plastic card embedded with an electronic chip containing all the details of the passport holder, including biometric information, besides a digital signature of a passport officer, he explained. "In 2013, the Government of India has issued close to 85 lakh passports and other related documents globally and recorded a growth of 14-15 per cent over 2012 (wherein 73.6 lakh passports were issued). Going by this trend, we are expecting to cross the one-crore mark in issuance of passports annually by the end of 2014 calendar year or by early 2015," the Chief Passport Officer said.

"It's also a great opportunity for the Ministry of External Affairs (MEA) to extend one crore citizen service every year. With one crore passports being issued in a year, we will be in a group of handful of countries, with only two countries China and US which are issuing over one crore passports every year," Pardeshi said.

Stating that it would be a great responsibility and opportunity as well as challenge for the passport officials, he said, "We have to scale up and expand our services and have to bring in more efficiency within our passport officials and we always have to be innovative."

Regional Passport Officer (RPO) K Srikar Reddy said the trial for hand-held devices (palm-top computers) for police constables, enabling online police verification at citizens' doorstep is presently on in West Godavari district of Andhra Pradesh and now it is contemplated to start it on a pilot basis under Cyberabad Police Commissionerate here and later to other parts of the state and country.

Hyderabad tops the list of RPOs in terms of the number of applications processed and services rendered at 6.4 lakh and 6.3 lakh, respectively, with 8.9 per cent of total passport services in the country, Reddy said. He added that Visakhapatnam, with 11 days, tops the list of RPOs on time taken in police verification.

Country's second Passport Seva Laghu Kendras (Mini PSKs) will be inaugurated on Saturday in Karimnagar district, he said.
