Here is what will be open and what stays closed in Delhi :

All essential services such as groceries, dairies, shops selling fruits and vegetables, bakeries, and confectionaries shall also remain open.
All emergency personnel will be exempted from the restricting orders.
Banks, insurance offices and ATMs will remain open
Home delivery and takeaway of food by restaurants will be allowed.
Telecommunications, internet services, cable services, and IT enabled services will be open.
Petrol pumps, LPG, CNG, petroleum and gas retail and storage outlets shall remain open.
All private offices will work from home
Only government offices will remain open
Private medical personnel exempted on production of valid ID.
Pregnant women/patients going for medical aid along with attendant, exempted on production of valid ID/doctor's prescription/medical papers.
Those going for testing/vaccination exempted on production of valid ID
Persons coming from/going to Airports/Railway stations/ISBTs allowed to travel on production of valid ticket.
Officials in the officers of diplomats of various countries as well as persons holding any constitutional post exempted on the production of valid ID
Malls, gymnasiums and auditoriums will remain closed till 30 April.
During curfew, movement of persons for marriage related gatherings up to 50 persons (on production of soft or hard copy of marriage card)
During curfew, movement of persons for funeral related gatherings up to 20 persons is continued to be allowed
Media exempted on production of valid ID card.
No restriction on inter-state & intra-state movement/transportation of essential goods. No separate permission/e-pass required for such movements.

After many rounds of hearings, Supreme Court pronounced their verdict regarding Flight ticket Refund on October 1, 2020 and here is a summary of the actual DGCA advise sent to the Court.
1. If the tickets have been booked during the first lockdown period, i.e. 25th of March, 2020 to 14th of April, 2020 for the journeys to be undertaken in both first and second lockdown period i.e. from 25th of March, 2020 to 3rd of May, 2020, in all such cases, a full refund shall be given by the airlines immediately (this is being mandated vide MoCA’s OM dated 16th April, 2020 as the airlines were not supposed to book such tickets).
2. For all other cases, the airlines shall make all endeavours to refund the collected amount to the passenger within 15 days.

3. If on account of financial distress, if the airlines are not able to do so, they shall provide a credit shell equal to the amount of fare collected. This credit shell shall be issued in the name of the passenger who has booked the ticket.
a. The passenger shall be able to consume the credit shell up to 31st March 2021 on any route of his choice. If the passenger wants to buy a ticket of value more than the credit shell, then he can use cash to top it up. If he wants to buy a ticket of value less than the credit shell, he/she can do so, and the balance amount of credit shell shall be
available to him/her.
b. There shall be an incentive mechanism to compensate the passenger if there is a delay in consuming the credit shell – from the date of cancellation up to 30th June 2020 the value of credit shell shall be enhanced by 0.5% of the face value (the amount of fare collected) for every month or part thereof between the date of cancellation and 30th June 2020. Thereafter, the value of the credit shell shall be enhanced by 0.75% of the face value per month, up to March 2021.

c. The credit shell shall be transferable. The passenger can transfer the credit shell to any person, and the airlines shall honour such a transfer. The airlines shall devise a mechanism to facilitate such a transfer.

d. By the end of March 2021, the Airlines shall refund cash to the holder of the credit shell.

3. Notwithstanding what is stated above, the airlines shall refund the full amount in case of travellers who have since expired to the account of the passenger or his representative.

Suspension of international flights extended till Aug 31

New Delhi, Jul 31 (PTI) Aviation regulator DGCA on Friday said the suspension of scheduled international flights to and from the country has been extended till August 31.

Earlier, overseas flights were suspended till July 31.

'The government has decided to extend the suspension on the scheduled international commercial passenger services to/ from India up to 2359 hours IST of 31st August,' the Directorate General of Civil Aviation (DGCA) said in statement.

This restriction will not apply to international all-cargo operations and flights specifically approved by the DGCA. PTI RAM BAL

The Ministry of Civil Aviation announced the establishment of bilateral air bubbles with the US, France, and Germany on July 16. “Between 22nd July - 31 August, Air India will be operating 30 flights a week to the US (New York, Chicago, Washington, New Jersey, and San Francisco), 4 flights a week to Germany (Frankfurt) and 3 flights a week to France (Paris)”, said the Ministry of External Affairs.

India is in the process of establishing similar air corridors with Canada, the UK, other European, and Gulf countries. Here’s a quick guide on the categories of visa holders who can use this facility but let's start at the very beginning.

What is an air bubble?

The temporary arrangements between two countries aimed at restarting commercial passenger services when regular international flights are suspended due to COVID-19. Airlines from both countries are allowed to operate under this arrangement.

Which international airlines are operating right now?

Air India, United Airlines, Air France and Lufthansa are operating flights to and from India under this arrangement

How many flights are operating?

Air India will be operating approximately 222 flights to the US, France, and Germany between July 22 and August 31.

Air France is operating 28 flights from July 18 to August 1 while United Airlines is operating 18 flights between Delhi and the US till July end.

Can you fly to any of these countries on a tourist visa?

These flights are not meant for domestic passengers. Indian nationals on valid tourist visas cannot fly to these countries.

So, who can fly to India from the US, Germany, and France?

Stranded Indian citizens, OCI card holders & diplomats

US citizens, diplomats, permanent residents, OCI cardholders, and Indian nationals with US visa of at least one-month validity but not on a tourist visa.

Who all can fly to France and Germany from India?

French and German citizens, stranded EU citizens, permanent residents, OCI cardholders. Citizens who fall under these categories and are stranded in neighbouring countries will have to obtain permission to exit through India

Seamen of foreign nationalities. Indian seamen can travel subject to permission from the Ministry of Shipping.

Indian nationals with visas of at least one-month validity other than tourist visas.

It is important to note that these air bubbles are meant for repatriating stranded Indians, foreigners, green card holders, permanent legal residents, and those on employment and education visas with a minimum of one month's validity. Before booking tickets it is advisable to check the restrictions in the country of your destination.
