1 BACK GROUND-With Indian economy galloping ahead at the breath taking pace of 8 to 9 percent growth rat
e, the second fastest growing economy in the world after Chinaas also large number of Indian companies becoming multinational and global, the corporate world in India is now giving lot of incentives to their employees to go to hill resorts to the stress free themselves. This year alone the foreign tourism in India has recorded 10 per cent growth.
2. Despite this tourism boom the UP and Uttarakhand Government in power have not done much to cash on to this developing tourism market. There is hardly any infrastructure development in the hill stations in these states. The private entrepreneurs’ have also not ventured much in this field. The facilities in Nanital Complex are limited but the prices charged by the local people are on the higher side as the customers do not have any alternative but to pay these high prices.
3. CONCEPT-These prevailing conditions gives our group ideal opportunity to venture in this field in the hill regions of Uttarakhand and UP. We already posses some land in very good spots like Bhimtal, Dwarahat and Mukteshwar. We will further acquire more land in these areas based on our need as the land is still going cheap here. Having consolidated our land acquisition in these areas we will then start building a resort to include both Bhimtal and Mukteshwar as part of the same resort. This will be our pilot project. Having learnt the basic nitty-gritty of running a resort of this type then we will open more such resorts in Rani Khet where we already have land and at Dwarahat. Depending upon our success we then will acquire more such lands in other hill areas for more such resorts.
4. We will build this Blue Mountain Resort at Bhimtal and Mukteshwar Complex on brick system. That is to say initially our focus will be at Bhimtal where we already have some land and a cottage. There after having commissioned Bhimtal we then will start work on Mukteshwar. By this time the Bhimtal complex will start earning us income.
5. At Bhimtal Complex thrust will be on middle class and upper middle class tourists. We will provide cottages here having one bedroom with attached bath room a small sitting room kitchen.
6. These cottages will be fully furnished with gas stove in kitchen cooking utensils cutlery and entire linen. The thrust will be for a couple who may be honeymooning couple or couple with kids. To accommodate the kids the customer will have the facility to have two extra beds of folding type which we will provide. Of course the customer will have to pay extra for the additional beds (Maximum two).
7. We will not allow booking of these cottages to bachelors. Only couples (male+female) can get it booked. This will ensure the sanctity of the place.
8. We should not forget that the tourists coming to our hill resorts are not looking for too many comforts. These comforts in any case are available to them in their respective towns and countries. They are basically coming to hills to be very near to mother nature and away from the bustle of the metro towns and contamination in the air. So instead of building these cottages with cement and steel which will cost more we may think of making prefabricated cottages or building from the best teak wood available as is the case in Shimla and other places. This will give the tourist feeling of being close to mother nature. This will also reduce our building cost. Of course we will take the advice of best architect so that our cottage look like old British County houses.
9. We will provide them with all the basic amenities like room heating, running hot water, fire place etc. For this apart from normal power supply we will also explore the possibility of installing wind mill and solar heaters for water and room warming. Government is providing these facilities on subsidized rates to install.
10. At Bhimtal Complex our thrust will be for the tourists to cook for themselves. Towards his end we will open our own grocery shop here which will stock everything of daily need like milk, egg, poultry, milk products, vegetables, grocery items etc. Aim being that our customer will not be required to go anywhere for purchasing these items. For those customers who want cooked food we will have fixed menu system and our own kitchen. The customer will have to give orders in advance for supply of cooked food. He will have an option to come and have his meal in our small restaurant which we will open or we will supply the food to him in hot cases in his cottage. For this room supply he will have to pay service charges.
11. ACCOMODATION-At Bhimtal we should plan to build at least 30 to 35 cottages. Towards this end we should plan to acquire more land here. Nowadays Corporate houses rent out these cottages for themselves on yearly basis. We will encourage this. Dependingupon availability of land we may even plan a conference hall with modern facilities so that big corporate houses can hold their conferences here and may even book the whole resost.
12. MUKTASAR EXTENSION OF BLUE MOUNTAIN RESORT COMPLEX –After having built the Bhimtal Complex and put it in commercial use our next step would be to develop the Mukteswar Complex of our Blue Mountain Resort. Since Mukteswar is located at higher height, is much less developed , is more beautiful and has a spiritual connotation we will build our resort here for upper class Indians, NRI Indians and Foreigners.
13. The land that we have in our possession at Mukteshwar is located in centre here. We should acquire the entire land in front extending to the rear end. This entire land is owned by one Mr. Goswami and his family members numbering 11 land portions in all. As the land prices are not much here we may be able to get a fair deal.
14. AT Mukteshwar apart from cottages we must plan for a central restaurant, spa, Conference hall, billiards room, card room and fully equipped bar.
15. ADVENTURE SPORTS-Currently there is great demand for adventure sports in the country especially among the upper end Indians and foreigners. Muktasar provides us this opportunity in abundance. We can plan following adventure sports.
16. TREKKING-At the place where we are planning to build our resort a jungle track goes along the ridge line to the river below. It then comes up through jungle clad ridge line back to our resort.The locals use this track regularly. We can develop this rack for our Trekking sport along with camping sites enroute. We will offer our customers this Trekking facility with our guides leading hem and we providing refreshments enroute.
17. ROCK CLIMBING-A few kilometers from our PROPOSED RESORT IN MUKTESHWAR exists a water fall and sheer rock face which we can be utilized for our rock climbing adventure sport. This sport is very popular among foreign tourists and is also getting popular with Indians. For this we will contact Indian Adventure and Rock Climbing club and give them the franchise to set up the whole thing with royalty being paid to us.
18. PARA GLIDING-Mukteshwar being located at the tallest peak of the area enables us to explore the possibility of setting up Para gliding adventure sport. Towards this end we will take the help and expertise of the Indian Para Gliding Association.
19. SPIRITUALISM-Today Indian spiritualism is in great demand among the foreign tourists, NRI Indians and upper end Indians. Towards this end we must explore the possibility of setting up a YOGA AND MEDITATION centre in our proposed resort at Mukteshwar. In this our trained teachers will teach our customers the art of Yoga and Meditation. In addition we will get various renowned speakers from Shri Ravi Shankar Art of Living School to give our customers talk on Indian spiritualism.
20. NATURE CURE-Mukteshwar Resort provides ideal opportunity for people seeking nature cure methods. We must explore this possibility also. Towards this end will contact major nature cure institutes in India to open a branch with us at Mukteshwar.
21. MANAGEMENT- Our main Resort office will be located at Mukteshwar with our sub office at Bhimtal. The overall senior Manager will be stationed at Mukteshwar while Assistant manager at Bhitmal. Both these managers will be of officer rank and preferably from Army. A Retd Colonel or Lt Col for Mukteshwar while a major/Lt Col for Bhimtal. We will select local Army officers so that they will have full knowledge of the area and its people. We will provide Junior Commissioned Officers (Inspector Rank) under them for help depending upon the need.
22. Staff in Uttarakhand almost every house has a person serving in Army. That is why Army has great respect in Uttarakhand. Their Chief Minister were also an Army Officer. Two Major Regiments mainly KUMAON AND GARHWAL COME FROM UTTARAKHAND having more than 75000 serving soldiers. I will write to the Regimental Centers of these two regiments located at Rani Khet and Lance Down to provide to us highly trained cooks, waiters, barman, drivers and GD Soldiers who are retiring for our Resort Staff. By recruiting them we have the advantage that we will have highly disciplined people who belong to that area. As these people get good pension and all medical and other facilities free from Army our load will be only to provide them with their pay.
23. COSTING-If this plan is approved then it is important that we must get the entire costing done from a reputable firm so that we know how much money we need for implementing this project and how much reserve we must cater for.
24.FUNDING- It is important that instead of putting bulk of money required for this project within our resources we take necessary loan and only put basic minimum money from our resources. This will save income tax for us in a big way. We will also try to convince the Uttarakhand Government THAT SINCE WE ARE PUTTING IN SUCH A BIG PROJECT IN THEIR STATE they should give us Tax and other relief for at least a period of five years.
25. We will meet to Mr Harish Rawat ji CM Uttarakhand and try to convince him that Uttarakhand Government must provide us fully developed infrastructure of Roads, Water and Electricity for our projects at Bhimtal And Mukteshwar.
30. CONCLUSION-This brings us to conclusion of first part of the Concept Paper on Development of resorts in Hill regions of Uttarakhand of UP. The second part concerning AGRI AND LAND DIVISION WILL BE SUBMITTED LATER. UTTARAJ GROUP OF COMPANIES THE AGRO LAND AND FARMS SUB DIVISION
1.INTRODUCTION-This paper is in continuation of Part 1 of the Concept paper on setting up of resorts already submitted.
2. UTTARAJ GROUP has acquired lot of agricultural land in UP and Uttarakhand region. It also has farms in Dwarahat – Almora, Bhimtal – Nainital, Lucknow & Gorakhpur - UP and other places. It has some land in Dehradun also. Even though these acquisitions have taken place quite some time back however due to various other commitments of the Uttaraj Group the agriculture production in real sense has not yet been started by the Group. Most of these lands and farms are being currently utilized on BATAI (Lease) system where the responsibility of tilling and produce is given to others.
3. It needs to be understood that when we give our land on BATAI (Lease) it is our land being used by others. Needless to say they are not bothered to preserve and properly harness the producing capability of our land. People who take our land on BATAI are basically interested in producing their own commercial crop by overusing our land. This will only harm our commercial interest in the long run and we will face the danger of our land going sterile and non productive due to overuse.
4. With Indian population hitting 1.30 Billion mark we will overtake China in population by the year 2025. Due to this heavy burden of population the urbanization in India is taking place at a very fast pace. Our land mass being static the agricultural land space is shrinking at a fast pace due to this urbanization. In other words the land holdings that we posses today are gold. Our effort should be to acquire more agriculture land and make its optimum utilization in farming, food processing, cold storage etc so that we become a future agriculture giant with our own retail agro produce stores all over India. We may also think of exporting our agro products.
5. It is also important for us to either acquire whole sale dealership of quality fertilizers or produce the same our selves. Similarly we must have our own seed plant which should produce for our own needs as also we market the same.
6. All these issues are discussed in this paper.
7. CURRENT AGRICULTURAL SCENARIO IN INDIA-The food prices in India are sky rocketing. The inflation has touched all time high of 12 percent highest in two decades. The current NDA Government is finding itself powerless to control this food inflation while the common man is suffering and very angry.
8. The answer to this problem is to boost the supply but the biggest bottleneck is Indian Agriculture, where the growth rate over decades has languished at around 2 percent a year. With the elections coming in Uttarakhand and UP in next 12 months and for the centre in 2019 both these state Government and the Central Government are very keen to boost the agricultural production to around 5 percent to check this inflation, otherwise they will lose the elections since the Aam Aadmi is annoyed with the Government in power. This gives the opportunity to our group optimize our own agro land holding production, get concessions from the Government and acquire more agriculture land to boost our productions.
9. The Agricultural product supply faces great bottlenecks in India. In absence of sufficient Cold Storage Plants and Food Processing Plants in rural India every year we lose 50000 Crore worth of farm produce in India which just rots.
10. Food Corporation of India stores 68 million tons of Wheat and Rice out of which due to shortage of storage Godowns around 25 Million tons are stored in open. Most of this goes waste because of bad weather conditions.
11. In addition, due to deep rooted corruption in bureaucracy the farmers do not get proper fertilizers and pest killers in time. Small farmers face the problem of labor. Especially when their crop is ready to be harvested. The labor charges very high prices which becomes difficult for them to pay.
12. Worst is that farmer is required to take his crop to Mandias per the Mandi Act. Here he only gets 35 percent of the actual price being paid by the consumer in urban areas at the other end. The balance of 65 percent price is siphoned off by the middleman. In other words if our Uttaraj Group not only takes our own Agricultural produce but also buys the produce of small farmers (becomes MIDDLEMAN) and sells them in our own retail stores in Urban Areas we will be able to get 65 to 100 percent price profit.
13. UTTARAJ GROUP WHAT NEEDS TO BE DONE IN AGRICULTURAL AND FARMS SUB DIVISION.
14. CONSOLIDATION-It is important for us to consolidate our land holding both in hills and plains and put them on one map with their boundaries fully earmarked. Even if we do not want to construct fencing which will Cost a lot we should at least construct boundary pillars at certain fixed intervals to ensure that our land is recognized and that it is not encroached upon.
15. SOIL TESTING-We should get soil testing of our all land holdings so that we know the productivity pattern of our land mass segment wise.
16. SUGAR CANE PRODUCTION currently large portion of our agro land is under sugar cane production on Batai. Sugar cane production is only beneficial to us in case we take over the entire production ourselves and we establish Sugar Mill. Along with his we think of establishing our own molasses and jiggery production of hard liquor. In case we do not want to venture into his field then we should change our production pattern to Wheat, Rice, Vegetable and medicinal crops depending upon soil testing.
17. OIL SEEDS CULTIVATION currently in the country the demand is growing of Refined, Soyabeen, Mustard and Sun Flower oils at very fast pace. With the growth of population this demand is further going to grow. It is time we look towards this cultivation. For these either we buy more suitable land or change cultivation pattern on portion of our own land holdings to oil seeds. We then should set up our own cooking oil plant to produce Mustard, Soyabeen and Sunflower oils. Even if we do not have that much land to produce our own requirement of oil seeds we should buy them from the other farmers but setting up of own oil seed plant is a must. State Assembly should he so desire in time to come. Details are contained in following paragraphs-
18. TRACTORS-We should open a tractor section where we should buy and keep number of tractors as also a few trailer trucks to transport these tractors from one place to another. These tractors will be used to till our own land in addition we will hire them to small farmers for tilling their land.
19. THRASHERS-Biggest problem which small farmers face is of harvesting their crops when they are ready and the labour not available. We will have our own thrasher section with number of thrasher machines who will harvest our own lands in addition harvest the land of small farmers on hire.
20. BIO FERTILIZER- We must take on whole sale dealership of quality fertilizer which we should stick. In addition to using this fertilizer in our own lands we will sell to the farmers. This will be in great demand because currently farmers are not getting quality fertilizers and there is big hue and cry.
21. Pool of Labour- Another big bottleneck in rural area is lack of labour specially during harvesting time. We should plan to get permanent labour from Bihar which we will house ourselves so that they can come with their family. This labour we will use for ourselves on our land in addition we will hire them to other farmers. We will be able to house them and feed them from the money we earn on hiring them as also using on our own land. Border Road Organization is using this model and it very successful.
22. Rural Banking Even though today Central Government has number of schemes for farmers including easy loans they have not succeeded much due to prevailing deep rooted corruption. Small farmers still go to local money lenders who charge them 24 percent interest and they have to mortgage their small possession of land. We can venture into the field of Rural Banking under Uttaraj Agro Services to provide loans to small farmers on the prevailing bank rates. Condition being that he will have to mortgage his land to us but we will not take over his land. Till he is able to pay back his loan he will work on his land as our worker and we will have the right to sow our crop on his land. We will do the entire tilling and harvesting and selling his crop and pay him the money after deducting our expenses as also the pay back loan EMI. This way we get more agriculture produce for us at the same time the farmer does not loose his land rather he also gets from us regular income from his land and we get money for our Agro Services.
23. SECURITY AGENCY-With our expanding interests and assets both in Rural and Urban India it will be appreciated that we will need suitable protection to our assets specially in rural India. Today the various security agencies providing guards are basically providing chowkidars with danda who are ill trained and equipped to deal with this rising menace. If Naxal problem is also included in this mosaic then picture becomes even more grim and bleak.
24.It is suggested that UTTARAJ GROUP starts its own security services by directly recruiting people retiring from the Army. All these people are very well trained both in fighting with arms and in unarmed combat. They all retire at the age of 35 to 40. If well paid they will serve the group with complete loyalty. After catering for our own needs we can provide their services to other business firms and raise fair amount of money.
25. ADVANTAGES OF EXPANDING OUR LAND DIVISION
1.With food inflation hitting all time high of 12 percent Government in power in India has no option but to boost our agriculture production. Towards this end they will give lot of concessions to entrepreneurs. This is ideal time to for us to expand our agriculture field.
2.Agriculture income does not attract income tax. Since we have other functional fields also we can show that income towards agriculture and save fair amount of money.
3.We already have fairly large assets in agro land which are being under utilized. By entering in this field we will be able to optimize our assets.
26.HORTICULTURE AND JUICE PRODUCTION.
27. We have few orchards which are producing single unit fruits. Despite being a large orchard the income is not much. This must be corrected.
28. We must develop multi fruit orchards which should be able to give us cash crops every quarter. With demand of fruit juices rising in the country it is time we start producing our own fruit juices from our own horticulture farms.
29. If this concept of mine is approved then I will write a separate project report on how to develop multi unit fruit orchard with an aim to setting up a juice producing industry.
