SERN SERN - Italy and Sweden building Europe together.

We aim at developing in a structural manner the relations between local and regional authorities in Sweden and in Italy. The rationale at the basis of the network rests in its horizontal approach to the relations between the two areas through a wide involvement of local actors of the participating local and regional authorities. The objective is therefore to foster an approach to international r

elations that stretches upon a number of policy areas (education, environment, local development and social inclusion) and that involves, together with the local authorities, a broad range of actors like educational institutions, non profit organisations, and other economic actors interested in acquiring new contacts and developing new projects in cooperation with the other members of the network. Over the year, the network developed more than 130 projects at European level and is driving a continuous process of exchange and cooperation between Swedes and Italians. A cooperation that, with the new strategy, will continue in the next seven years towards more inclusive communities, crucial for a sustainable European integration, through services for vulnerable groups, active citizenship and quality education. Communities that are also digitalized with open and efficient public administrations and digital skills for all; that are green and sustainable, focusing on actions to reduce vulnerability to the effects of climate change, to enhance sustainable tourism and smart mobility. SERN counts on a wide variety of contacts among local/regional authorities (and their national associations) in 13 EU countries.

We close 2024 with two new Local Green Deals signed under the Intelligent Cities Challenge (ICC) initiative, where SERN leads a consortium of Italian and Swedish cities.

🌍 Trollhättans Stad has partnered with Innovatum Science Park and the Association of Entrepreneurs in Trollhättan to accelerate the green transition in industrial areas like Skogstorpa and Stallbacka. This collaboration aims to improve energy efficiency, increase local electricity production, and unlock EU funding opportunities for future development projects.

🌍 Comune di Cervia has joined forces with Terme di Cervia to drive renewable energy production, energy efficiency, and sustainable tourism, aligning with its 2030 carbon neutrality goals.

These two join the one previously signed by Vänersborgs kommun, completing the trio of our ICC consortium cities committed to advancing local sustainability through ambitious agreements.

In January, we’ll share insights directly from the municipalities involved, exploring how they worked together with stakeholders to achieve shared goals. Stay tuned! 🌿💡

🍃Borgotaro e il Progetto MIST: come rendere le microdestinazioni più attrattive per i visitatori?

Che serata interessante e ricca di stimoli a Borgotaro! Insieme agli stakeholder locali, che collaborano quotidianamente con l’amministrazione comunale, abbiamo discusso del progetto MIST - Potenziare le Microdestinazioni per il Turismo Sostenibile. L'obiettivo? Sviluppare un'offerta turistica convincente, attrattiva e sostenibile, prendendo ispirazione dalle esperienze europee apprese in Svezia.
Il Comune di Borgo Val di Taro, coinvolto da SERN come partner associato nel progetto MIST, ha partecipato a ottobre alla conferenza internazionale a Halmstad 🇸🇪 insieme all’assessora Mortali e ad Alessio Ciancolini dell’ufficio turistico. Qui, diverse microdestinazioni europee si sono confrontate, scambiando esperienze, soluzioni innovative e buone pratiche per affrontare le sfide comuni del turismo locale.

Last November, SERN organised the Training Week on Youth and Inclusion, hosted by Linköpings kommun 🦁 in Sweden. This initiative, part of the SERN Accreditation Project and the SERN Thematic Wall (STW), demonstrated our commitment to addressing key challenges for our communities such as mental health and inclusion for children and young people, through training activities.

📚 What did the training involve?
Our training provided participants from the Italian children's social services sector with a unique opportunity to learn from Swedish practices. Activities included:
✨ Presentations on Linköping’s welfare system and innovative mental health strategies for young people.
✨ Study visits to schools and organisations like BRIS, which advocates for children’s rights and mental well-being.
✨ A day in Mjölby kommun, exploring student health services and participating in interactive workshops.
✨ Group discussions and team activities, where participants exchanged ideas and developed two project themes to be further explored in the coming months.

Wishing our Swedish friends a very happy Saint Lucia Day!

Today is Lucia – one of the most beloved Swedish traditions! 😍
At the heart of it is Lucia, the bearer of light in the Swedish winter darkness. 🕯️
Her head crowned with a wreath with candles – real ones or battery-powered – Lucia leads a singing procession of candle-carrying handmaidens and ‘star boys’, all dressed in white gowns. 🤩
On 13 December, the traditional Lucia songs can be heard in countless corners of the country – at schools, workplaces and in church. 🎶
The Lucia celebration also includes gingerbread biscuits and sweet, saffron-flavoured buns shaped like curled-up cats and with raisin eyes. Often served with Swedish mulled wine ('glögg') or coffee. ☕
The Lucia tradition can be traced back both to the martyr St Lucia of Syracuse, who died in 304, and to the Swedish legend of Lucia as Adam’s first wife.

Today at SERN, we had the pleasure of hosting a delegation of representatives from four regions in southern Sweden: Region Jönköpings län , Region Kalmar län, Region Blekinge, and Region Gotland.

The meeting took place at our Secretariat and focused on key topics such as innovation, strategies to attract and exchange talents across our territories, and potential opportunities for future cooperation.
This exchange provided valuable insights into how transnational collaboration strengthens innovation and sustainable development, fostering growth and resilience across our regions.
Representatives from our members, including the Province of Parma, Città di Parma, and EmiliAmbiente Spa, actively contributed to the discussion. We were also joined by the Regione Emilia-Romagna and , who enriched the exchange with their expertise.

To conclude the Equal4Green seminar, we heard from a great panel featuring Cecilia Burenby (Mayor of Mjölby kommun & Chair of the SERN Executive Board), Annalisa Corrado (Member of the European Parliament), and Roberta Mori (Italian National Spokesperson for Democratic Women and former Chair of the ExecutiveBoard). They discussed important issues like whether the overlooks gender, how to implement a socially fair green transition at the local level, and how to address the lack of women in STEM to ensure equal access to opportunities in the green economy.

A big thank you to our panelists for the insightful discussion and to everyone who attended and contributed to making the event in Cavriago a success.

Achieving gender equality requires action at all levels, from local communities to European policies. Only by working together at every stage can we create lasting change and ensure that the green transition benefits everyone.

During the seminar participants had the chance to take part in a study visit to Città di Parma. The visit started with a presentation by Dominique Zilocchi and Caterina Bonetti, Councillor for Educational Services and Digital Transition, who shared insights into the efforts of the Municipality of Parma to advance gender equality.

The Municipality of Parma is collaborating with the organization Səx & the City Milano to create the Parma . Florencia Andreola presented the objectives of the initiative. The goal is to map the city's spaces and suggest how urban planning can incorporate a gender-equal perspective. The project aims to analyze public spaces through the lens of gender equality, considering how spaces are used differently by various genders and how to ensure more inclusive and accessible urban environments for all.

The third activity of the Equal4Green international seminar focused on sharing local experiences and approaches to sustainability and gender equality. Isak Johansson and Johanna Berg Meneghini presented Trollhättans Stad’s work on sustainable urban planning, providing inspiring examples of green initiatives. Suvi Holm followed by detailing how Ekokumppanit - Tampereen kaupunki fosters a workplace culture that prioritizes equality.

Next, Linda Gustafsson presented Umeå kommun's approach to embedding gender equality in urban planning, including the role of their gender equality committee. Enzkreis shared insights into how their gender equality team engages 28 local communities in meaningful activities. Finally, Lotta Alajoki discussed Vantaan kaupunki - Vanda Stad - City of Vantaa strategies for promoting sustainability and equality, emphasizing the city’s inclusive vision.
