Flight Cancellations for January 15 to 24, 2022

Dear PAL passengers:

We continue to experience challenges in sustaining full operations because an increasing number of our frontline and support personnel are unable to report for work due to precautionary quarantine or self-isolation requirements.

We are taking the precaution of cancelling a number of PAL flights, even as our PAL teams do all we can to maintain as many other flights as possible, process all passenger requests and relieve the longer call waiting times and ticket office queues. We are also compelled to cancel some international flights to comply with newly reduced limits to the daily number of passenger arrivals allowed at Manila airport by the Philippine government authorities.

We request your kind understanding as we cope with these temporary challenges.

Our PAL Medical team is actively monitoring the health and wellness of all employees - including our cabin crew and flight teams. PAL adopts and continuously updates strict health and safety protocols to protect all travelers, including full PPE for our cabin crew, aircraft cabin air flow systems that continuously infuse fresh air, and HEPA filters that screen out viruses and other contaminants, for a safer and cleaner environment.

Options for Passengers of Cancelled Flights

We sincerely regret the inconvenience this will cause to your travel plans. Your current tickets are safe and remain valid, and you may avail of the following options if your flight is cancelled:

1. Convert your ticket to Travel Credits equivalent to the unused base fare of your ticket. Voucher validity is one year (1) year from date of issuance.

2. Rebook or Reroute your ticket to another flight with available space within 60 days from the original flight in the same booking class or higher within the same cabin class.

3. Refund ticket without penalties, excluding Ticketing Service Charge

You may request the above through our MyPAL Request Hub facility at https://www.philippineairlines.com/en/ph/home/covid-19/mypalhub.

You may access the online self-reaccommodation tool for flight rebooking. Click the Manage Booking Tab and then select the Flight Disruptions radio button in our homepage www.philippineairlines.com.

If your contact details are in our reservations records, you will be informed of the status of your flights via e-mail, telephone call or SMS/text.

Reminders as we adjust to service constraints:

We encourage you to:
• use our MyPAL Request Hub for rebooking requests, queries and ticket transactions, rather than call our PAL customer hotline or visit our ticket offices (which are unable to fully accommodate the very high volume of calls and requests).
• Please defer less urgent rebooking transactions related to travel within the next seven (7) days, so that we can reserve the customer hotline and ticket offices for the most urgent calls and transactions.
• If you purchased your ticket through a travel agent, please deal directly with your agent for any rebooking or ticketing transaction needs.

We are redirecting more personnel and resources to handle MyPAL Request Hub transactions where they are most needed to help us serve more passengers during this challenging time.
Our Metro Manila city ticket offices will be open only five (5) days a week, from Mondays to Fridays, 9 AM to 5 PM. However, our airport ticket offices at NAIA Terminal 2 (2 AM to 10 PM) and Terminal 3 (8 AM to 5 PM) will remain open on all days of the week; and our Domestic Airport Road ticket office in Pasay City will be open from Mondays to Saturdays.

Advisory No. 228

The Philippines' Inter-Agency Task Force (IATF) has revised arrival guidelines as part of efforts to prevent the spread of new COVID-19 variants.

The new requirements for testing and quarantine of travelers from YELLOW and GREEN list countries take effect today December 3, 2021:

1). For fully vaccinated eligible travelers:
- Negative RT-PCR test taken within 72 hours prior departure
- Facility based quarantine until release of negative results
- SWABBING ON THE 5TH DAY (RT-PCR test)
- Self-monitoring until 14th day from arrival

3).For eligible travelers who are unvaccinated, partially vaccinated or whose vaccination status cannot be independently validated:
- Negative RT-PCR test taken within 72 hours prior departure
- Facility based quarantine until release of negative results
- SWABBING ON THE 7TH DAY (RT-PCR test)
- Home quarantine until the 14th day from arrival

IMPORTANT: Only passengers who comply with the negative RT-PCR test-before-travel requirement shall be allowed to board flights to the Philippines.

Minors traveling with their parents shall follow the testing and quarantine protocol of the parent/guardian with them, regardless of their vaccination status and country of origin.

International passengers who have already arrived and are currently undergoing quarantine shall continue with the testing and quarantine protocols in place at the time of their arrival In the Philippines.

GUIDELINES ON TRAVEL TO THE PHILIPPINES FROM RED-LIST COUNTRIES REMAIN THE SAME:

- Inbound international travel shall not be allowed, regardless of vaccination status, for all persons (except as specified below) coming from Red List countries/regions, or who have been to Red List countries/regions within the last 14 days prior to arrival to any port of the Philippines.

EXCEPTION FOR FILIPINOS: - Only Filipinos returning to the Philippines via government-initiated or non-government-initiated repatriation and Bayanihan Flights may be allowed entry subject to the prevailing entry, testing, and quarantine protocols for Red List countries -- facility-based quarantine for 14 days with testing on the 7th day, with day 1 being the date of arrival, notwithstanding a negative RT-PCR result.

Red List includes: South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Eswatini and Mozambique, Austria, Czech Republic, Hungary, The Netherlands, Switzerland, Belgium and Italy.

ENTRY OF FOREIGN TOURISTS REMAIN SUSPENDED
The IATF has suspended the entry of fully vaccinated foreign tourists of non-visa required countries/regions from the Green List. Philippine Airlines operates flights to the following Green list countries/regions: Indonesia, Mainland China, Hong Kong, Taiwan, Japan, United Arab Emirates and Saudi Arabia.

PASSENGER OPTIONS
Should you wish to postpone travel, you may avail of any of the following options:

- Rebook to another flight with available space within 60 days after the original flight in the same booking class or higher within the same cabin class provided that the selected date is within the period of validity of the ticket no additional charge;

- Convert your ticket to a travel voucher equivalent to the unused net value and unused taxes of your ticket; or

- Refund the cost of your ticket, with refund service fees waived

Pursuant to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution Nos. 144, 148 and 148-A Series of 2021, arriving passengers are subject to the following modified quarantine and testing protocols upon arrival in the Philippines from 16 November 2021:

For OFWs and their spouse, parent/s, and/or children traveling with them; and non-OFW Filipino nationals vaccinated in PH or abroad (with VaxCertPH digital vaccination certificate or BOQ/WHO-issued International Certificate of Vaccination or Prophylaxis [ICVP] or the national/state digital certificate of the foreign government where they were vaccinated, which has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF)***
Filipino nationals with vaccination certificates – in paper or digital form, verifiable online or not, with or without reciprocity agreement, certified or not – will be recognized by the Bureau of Quarantine (BOQ) at the port of entry.
However, the certificate holder is still subject to applicable quarantine protocols for Filipino nationals under current risk classifications of their origin as identified by the IATF.
In the case of Japan which is listed under the GREEN List, Filipino nationals have the following options:
Option 1: Facility-based quarantine until the release of a negative RT-PCR test taken in the quarantine facility upon arrival; or
Option 2: When a negative RT-PCR test was taken within 72 hours prior to departure from the country of origin, no facility-based quarantine shall be required but the passenger is enjoined to self-monitor for any symptoms until the fourteenth (14th) day with the first day being the dare of arrival.
For foreign nationals vaccinated abroad (with WHO-issued ICV, or the national/state digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF)***
The BOQ is recognizing the International Certificate of Vaccination or Prophylaxis (ICVP), or the WHO-approved Carte Jaune or Yellow Card, issued by Member States signatory to the convention on International Health Regulations.
However, the certificate holder is still subject to applicable quarantine protocols under current risk classifications of their origin as identified by the IATF.
In the case of Japan which is listed under the GREEN List, a negative RT-PCR test shall be required to be taken within 72 hours prior to departure from the country of origin. Upon arrival, no facility-based quarantine will be further required but the passenger is enjoined to self-monitor for any symptoms until the fourteenth (14th) day with the first day being the dare of arrival.
For passengers who are not fully-vaccinated (or whose vaccination status cannot be independently verified/confirmed by Philippine authorities as valid and authentic)
Day 1 : Arrival/Check-in at quarantine facility
Day 5 : RT-PCR Test Swabbing
Day 6 : Release of Test Results (may take longer than 1 day)
Day 7-14 : After release of test results, self-monitor for any symptoms

*** Japanese government-issued COVID19 vaccination certificates are recognized by the Philippine government.
An individual shall be considered as having been fully vaccinated for COVID-19:

More than or equal to 2 weeks after having received the 2nd dose in a 2-dose series; or
More than or equal to 2 weeks after having received a single-dose vaccine.
The vaccines administered to the individual are included in any of the following:
• Emergency Use Authorization (EUA) List of Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or
• Emergency Use Listing of the World Health Organization.
