Job Information Reporting to the County Secretary

• Duties and Responsibilities
Develop, implement and monitor the delivery of the communication and media strategy and plan within the County’s departments and externally
1. Formulate and implement communication strategies to brand the County and increase viability in national and regional media.
• Liaise with mainstream media for media coverage of County events.
1. Coordinate all public relations related activities including publication of brochures, handbooks, fliers and documentaries
2. Develop, coordinate and implement public initiatives as required in part ix of the County Government Act 2012.
3. Conceptualize, develop, package and disseminate various Mass Information materials on County Government policies, programmes and projects.
• Review all publications produced by the County to ensure that the branding and communication guidelines are uniform and consistent with set communication norms and standards.
• Organize for executive media briefs, write press releases and file County Government communication in the relevant media in liaison with the Executive.
1. Liaise with Governors press unit and media on coverage of County Governments events.
2. Cary out research on possible causes of negative publicity on the County and develop appropriate strategies to address the negative publicity;
3. Prepare and organize for propagation and promotion of County Government’s policies, programmes and projects.
• Requirements for Appointment
For appointment to this grade, an applicant must have requirements for appointment to the position of Deputy Director Information and Public Communication as stated in the Scheme of Service for Information and Public Communication Officers.
1. Served in the grade of Senior Assistant Director of Public Communications or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;
2. Bachelor’s degree in any of the following disciplines: Mass Communication, Communication Studies, International Relations, Journalism, Public Relations, or any other related qualifications from a recognized institution;
• Master’s degree in any of the following disciplines: Mass Communication, Communication Studies, International Relations, Journalism, Public Relations, Social Sciences or any other approved equivalent qualification from a recognized institution;

Job Information Reporting to the County Secretary
• Duties and Responsibilities
1. Identifying issues and areas for policy formulation and reform;

• Undertaking research on legal issues;

2. Preparing periodic County reports and ensuring compliance with regional and international instruments;

• Represent the County in legal and civil matters as need arises;
1. Manage and coordinate the County’s approach towards litigation and other proceedings to which the County is party to;

As the head of legal services in the County, the officer will be responsible for:-
1. Implementation and realization of the Department’s strategic plans and objectives in respect of the legal functions;

• Preparation and implementation of the Department’s performance appraisal systems and contracts;
1. Preparing budgets for the section, managing resources; overall supervision, control, discipline, staff training and development.

(a) Duties and Responsibilities
i. Guiding and supervising the implementation of County government policies, strategies and programmes on the County trade and investment;
ii. Providing consultancy and technical guidance on trade issues to the business community;
iii. Coordinating planning and administration of trade and investment functions of the county;
iv. Managing business information in the County;
v. Overseeing the development of wholesale hubs/ whole sale markets and tier 1 retail markets in the distribution value chain;
vi. Facilitating the settlement of trade disputes;
vii. Addressing public complaints/ customer care issues; and
viii. Organizing and participating in interactive trade fora.
In addition the officer will be required to coordinate preparation of County work plans, setting performance targets and budget estimates; and guiding and supervising staff in the County.
