Job Information Reporting to the County Secretary
(a) Duties and Responsibilities
i. Prepare and implement the County Information and Communication strategic plans
ii. Oversee and monitor the implementation of ICT projects in the County
iii. Participate in monitoring and evaluation of ICT projects and programmes in the County.
iv. Consistently identify ways to improve IT infrastructure in the County.
v. Develop and maintain ICT policies and procedures
vi. Ensuring projects are completed within budget guidelines and maintain best practices for an organization’s infrastructure.
vii. Research on trends and innovations in ICT and advice the County Government appropriately.
viii. Define and seek approval for the level of IT sources required to meet the goals and priorities of the County and schedule major projects.
ix. Schedule major ICT projects, and oversee the implementation of workplans and budgets.

(b) Requirements for Appointment
For appointment to this grade, an officer must have requirements for appointment to the grade of Deputy Director ICT as stated in the Scheme of Service for Information Communication Technology Officers;
i. Served in the grade of Senior Assistant Director, Information Communication Technology or in an equivalent and relevant position in the Public Service for a minimum period of three (3) years;
ii. Master’s degree in Computer Science or any other ICT related discipline from a recognized institution;
iii. Attended a Strategic Leadership Development Programme lasting not less than four (4) weeks from a recognized Institution;
iv. Demonstrated professional ability, Initiative, initiative and competence in organizing and directing ICT services in the Organization.
v. Satisfy the requirements of Chapter six (6) of the Constitution.
NOTE: Possession of relevant professional qualifications in ICT such as Certified Security Manager (CISM), Certified Information System Analyst (CISA) or Cisco Certified Network Administrator (CCNA) and other relevant professional qualifications shall be an added advantage.
