USAID/OFDA, Catholic Relief Services, in partnership with CARITAS, has implemented the Youth Emergency Action Committees (YEAC) project in vulnerable communities in Jamaica, St. Lucia, Grenada, and the Dominican Republic. This project is based and built upon the experiences and successes of the Community Risk Reduction through Youth Emergency Action Committees in Urban Neighborhoods of Kingston, J

amaica project (YEAC, 2009-2011). Project activities include the formation and strengthening of YEACs in highly vulnerable communities; engaging youth as leaders in a process of community risk reduction; training community members in Disaster Preparedness, Mitigation, and Management (DPMM); developing community hazard risk reduction plans and selecting, planning, and implementing hazard risk mitigation activities. The project is currently focused on integrating each YEAC in their local DRR network, as well as strengthening their regional response capacity. YEACs also strengthened the capacities of their communities through the implementation of early warning systems and emergency drills. Specific accomplishments of each island-nation will be detailed in this session by YEAC members themselves.

YEAC Saint Lucia Honours Exceptional Youth in Disaster Risk Management at 2024 Awards Ceremony
The Youth Emergency Action Committees (YEAC) Saint Lucia celebrated the outstanding contributions of young people in Disaster Risk Management (DRM) at its highly anticipated 2024 Awards Ceremony on Sunday, January 26th. Themed "Honouring Youth in DRM 2024," the event recognized the tangible impact these individuals are making in building community resilience.
YEAC Saint Lucia is dedicated to acknowledging the hard work and dedication of those who champion this critical cause. The award categories were carefully selected to reflect the diverse aspects of DRM, honoured achievements in areas such as outstanding leadership, dedicated volunteerism, and exemplary emergency training and response. These prestigious awards were presented to young leaders and pioneers who inspire and motivate others to take action in disaster risk management and community mitigation.
YEAC Saint Lucia also expressed its sincere appreciation to key individuals from various sectors of emergency response and DRM including representatives from the St. Lucia Fire Service, the National Emergency Management Organisation (NEMO), BHA’s Regional Disaster Resilience Program (RDAP) Team and Humanitarian OpenStreetMap Team (HOT), for their ongoing support in fostering youth skill development in disaster risk reduction and management (DRR/M).
Looking ahead, YEAC Saint Lucia remains steadfast in its mission to empower and equip young people for leadership roles in Disaster Risk Management. The organization anticipates even greater achievements in the coming years and is committed to strengthening its partnerships with all who support this vital work. YEAC Saint Lucia joined the global community in observing International Day for Disaster Risk Reduction or DRR which was recognized on Sunday October 13th. ID4DRR day serves as a vital reminder of the importance of building resilience in our communities and preparing for the challenges posed by natural and man-made disasters.

The theme for 2024, “Empowering the Next Generation for a Resilient Future,” emphasizes the crucial role that youth play in shaping a safer, more prepared world. YEAC believes by equipping the younger generation with the knowledge and skills in disaster risk reduction (DRR), we can foster a culture of preparedness that extends across generations.

YEAC Volunteers took to the streets of La Clery to engage community members in topics on the phases of DRR which are Mitigation, Preparedness, Response and Recovery. In the collage above see some ways in which the YEAC project promotes DRR round the clock yearly.

On Sunday, September 29th, YEAC Saint Lucia took to the north of the Island to celebrate our 13th Anniversary with an exciting beach activity for members. The day began with an inspiring leadership session led by Fire Officer Geber Ferdinand, who guided participants through topics of leadership, team management and team dynamics.
As the day progressed, members participated in various team-building exercises that showcased and tested their skills in emergency response: light search and rescue, first aid etc. A few participants were challenged to take up leadership rolls and team dynamics was evaluated. Fun was part of the plan with activities including lime and spoon races and tug of war.
YEAC St. Lucia extends a heartfelt thank you to all members who have participated in emergency response training, life skills courses, hurricane relief efforts, and other initiatives over the past 13 years. Your support has been invaluable, and we look forward to many more years of collaboration and growth together!

On Wednesday 19th September, a small cohort of YEAC volunteers met to update the Flood Resilience Mapping Project of the community of Marc, Bexon on the Humanitarian OpenStreetMap Team (HOT) Tasking Manager. Here the team added vital mapping data needed to compile a report on the flood risk status of this community. If you are a trained OSM mapper and would like to add your mapping skills to this Youth-led Disaster Risk Reduction initiative we encourage you to follow the steps below:

Following Y.E.A.C Saint Lucia’s initial visit to Saint Vincent and the Grenadines, where we gathered crucial information on how Caritas Antilles could assist the affected islands, we returned with essential hurricane relief items, including solar lanterns, female hygiene kits, and disaster kits. Our journey began on Saturday, August 3rd, as we sailed to the islands of Mayreau and Canouan, both severely impacted by Hurricane Beryl. We observed houses with missing roofs, uprooted trees and poles, and boats washed up on the beautiful white sand beaches now devastated by the storm. Our team of Y.E.A.C volunteers set up distribution points and provided much-needed supplies to eligible households.
On Sunday, August 4th, we visited Union Island, which had also suffered extensive damage. The island was strewn with debris—vehicles without windscreens, galvanized sheets scattered across open fields, and walls partially collapsed from buildings. We drove around the island, stopping at various locations to distribute supplies. Despite the devastation, the residents of Mayreau, Canouan, and Union Island have shown remarkable resilience and determination to restore their beautiful islands. Caritas Antilles, with the support of Y.E.A.C Saint Lucia volunteers, remains committed to assisting our sister islands during this challenging time.

The Youth Emergency Action Committees (YEAC) of Saint Lucia was called into action by our parent organization, Caritas Antilles, to provide assistance to our sister island, Saint Vincent and the Grenadines, as they grapple with the aftermath of Hurricane Beryl. A dedicated group of trained volunteers promptly responded to offer their support. The YEAC swiftly mobilized resources to aid in relief efforts, delivering crucial supplies like lanterns, tarps, and hygiene kits to those affected. Our team of enthusiastic young volunteers worked tirelessly to organize and distribute these supplies on the mainland of St. Vincent and Union Island. As Saint Vincent and the Grenadines continue their recovery from the impact of Hurricane Beryl, we commend the dedication of these volunteers and eagerly anticipate their ongoing service in aiding St. Vincent during this critical period.
