Tanah Rata, 30 Julai 2018 - SPRM meneruskan agenda untuk merakyatkan SPRM melalui Program Merakyatkan SPRM Bersama NGO dengan kerjasama Regional Environment Awareness Cameron Highlands (REACH) yang diadakan di Dewan Puncak Arabella, Tanah Rata Cameron Highlands.

REACH merupakan sebuah Pertubuhan Bukan Kerajaan (NGO) yang memperjuangkan isu alam sekitar di Cameron Highlands yang ditubuhkan pada tahun 2001.

Program bertujuan untuk memberikan maklumat serta pendedahan kepada pemimpin NGO khususnya komuniti Cina berkaitan fungsi dan peranan SPRM terutamanya dari aspek pencegahan.

Dianggarkan seramai 50 orang menghadiri program ini yang terdiri daripada pemimpin Komuniti Persatuan Pekebun Bunga, Persatuan Pekebun Sayur dan Persatuan Pekebun Buah sekitar Cameron Highlands.

Sesi forum bertajuk 'Rasuah : Tangisan Cameron Highlands' menampilkan YBhg.Datuk Haji Mustafar Bin Haji Ali, Timbalan Ketua Pesuruhjaya Pencegahan SPRM, Encik Ramakrishnan a/l Ramasamy Presiden REACH, Encik Wong Seng Yee Naib Presiden 2, Pertubuhan Pengusaha Pertanian Cameron Highlands dan Penolong Pesuruhjaya Samsul Bin Salip yang bertindak sebagai moderator.

Menurut YBhg. Datuk Mustafar, "pendidikan sangat penting dalam mengembalikan semula keceriaan Cameron Highlands".

"SPRM telah mengadakan pelbagai program kesedaran untuk menyedarkan masyarakat betapa pentingnya menjaga alam sekitar. SPRM turut membuka pejabat di Cameron Highlands serta meletakkan beberapa pegawai untuk memudahkan penduduk setempat membuat laporan rasuah”, katanya lagi.

Presiden REACH Encik Ramakrishnan berkata, “REACH ditubuhkan sejak 15 tahun yang lalu memperjuangkan isu-isu berkenaan alam sekitar. Sejak ia ditubuhkan, pelbagai rungutan masyarakat terhadap beberapa isu seperti isu air yang tidak mencukupi dan tercemar serta isu sampah yang semakin banyak masih berlarutan sehingga kini”, tegasnya.

Sementara itu, Encik Wong Seng Yee berharap agar tempat tanaman yang diusahakan oleh pekebun-pekebun perlulah mematuhi sistem tempat tanaman kekal. Ujarnya lagi, “komitmen dari penduduk setempat juga sangat penting bagi menjaga dan mengembalikan keindahan Cameron Highlands”.

ACUTE labour shortage is threatening Cameron Highlands’ agricultural sector, which can lead to severe financial losses for farmers and rising vegetable prices.

Cameron Highlands Agricultural Cooperative Association representative Wong Seng Yee said the shortage was about 50 per cent, with at least a quarter of farmlands lying fallow.

“The tight manpower situation has been ongoing for many years, but has never been this serious,” he told the New Sunday Times.

“Farmers are facing market failure and production problems, especially those who export their produce.

“The labour shortage delays harvest and replanting, thereby reducing yields, which means they are not able to meet their contractual obligations.”

He said the situation could lead to higher vegetable prices.

Cameron Highlands Malay Farmers Association president Datuk Syed Abdul Rahman said many farmers depended on manual labour due to geographical constraints.

Farmers were also unwilling to invest in technology as many of them, especially small-scale farmers, relied on temporary occupation leases (TOL) for the land they used.

The advancing age of some farmers left them with no choice but to depend on foreign workers because locals demanded higher wages, which farmers were unwilling to pay.

An unskilled foreign worker
is paid RM1,000 to RM1,100 a month to work in farms in Cameron Highlands, and if the worker was promoted to supervisory role, he could earn between RM2,000 and RM3,000.

Syed said the Immigration
Department should set up a foreign labour office in Cameron Highlands to make the hiring of foreign workers easier.

Approval for the hiring of foreign workers is based on acreage and type of crops. Under Home Ministry regulations, only three foreign workers can be hired per acre.

Floriculturist K.C. Kwang said some requirements were near impossible to meet, such as the certificate of fitness for workers’ accommodation.

He said most workers’ accommodation were built on TOL land. Workers often lived in temporary quarters, some in makeshift zinc huts, with inadequate sanitary facilities.

He said it was not that employers did not want to take the well-being of their workers seriously, but many farmland was on TOL land in remote or hilly areas, with no proper access to water and electricity.

People’s Progressive Party (MyPPP) president Tan Sri M. Kayveas said it was estimated that there was more than 15,000 foreign workers in Cameron Highlands, both legal and illegal.

He said some foreign workers, mostly Bangladeshis, started their own farms on land rented out by retiring farmers and Orang Asli.

He said a holistic solution was needed to solve the problem, instead of stop-gap measures that allowed more foreign workers to come in easily.

Strict housing rules a challenge for farmers

CAMERON Highlands authorities admit that farmers are facing labour shortage, saying one of the main reasons is housing regulation conflicts.

District Agricultural Head Officer Shazwan Safie said it was difficult for farmers to provide accommodation with certificate of fitness (CF) as they were not allowed to build living quarters on land with temporary occupation leases (TOL).

He said authorities had acknowledge this problem with the Labour Department and had suggested that employers rent houses outside the farm.

“The law states that if you
want more workers, you need to
fulfil housing requirements. The homes need to have a CF.

“It is difficult to build a home on the farm that can get a CF, thus why (authorities) suggest renting houses outside the farm, in town.

“Rent in Cameron Highlands is expensive. Many farmers cannot afford it. A unit can cost about RM1,000 per month. And farmers will need to provide transport,” he told the New Sunday Times.

He said farmers were forced build temporary quarters, such as makeshift zinc huts, on their land, which affected applications to hire more foreign workers.

He said his office would evaluate all farmers’ applications for foreign workers, adding that rules allowed only six workers per hectare, but that depended on the Home Ministry’s approval.

He said there were other criteria farmers needed to fulfil, such as the Good Agriculture Practice certification.

“For those with the certification, we may consider giving support because of the extra effort they put in their operations.

“But in most cases, they get approved for (fewer workers), and this causes the shortage.”

Immigration director-general Datuk Seri Mustafar Ali said the department understood farmers’ plight, and assured them that the department was taking a proactive approach to providing services to deal with the issue.

He said the department used an office at the District Islamic Affairs Department to provide documentation services to foreign workers at Cameron Highlands.

“We are planning to set up a permanent office at a building owned by the district office,” he said, adding that the department was looking into setting up various counters, including one to process work passes.

BRINCHANG: A local farmer will be contesting for the Tanah Rata state seat in Pahang as an independent in the coming general election.

Local boy Wong Seng Yee, 39, is taking up the challenge in a constituency where farm issues had always dominated the election campaign discourse.

The Cameron Highlands Agricultural Cooperative Association representative has vowed to fight for the rights of farmers in securing land, with whom he enjoys strong links.

“Farmers shudder at the thought of no Temporary Occupation Licence (TOL) for their farmland.

“It is unfortunate that farmers in Cameron Highlands lived through the recent years’ severe crop loss.

“This was due to the National Security Council-led Ops Gading which was conducted to destroy all illegal farms,” he told the New Straits Times.

Wong, who is also an activist with the Regional Environmental Awareness of Cameron Highlands (Reach), said these issues must be heard and raised in the state assembly.

His manifesto is to bring all the issues to the state assembly in seeking sustainable solutions for Cameron Highlands.

Wong said he would also push for a Highlands Agro Blueprint if he is voted in.

“Cameron Highlands is not only a world famous tourist attraction.

“The region is ranked sixth globally in terms of fresh cut chrysanthemum production for the export market, generating about RM400 million annually.

“The blueprint will help Cameron Highlands to strike a balance between environment, tourism and agriculture,” he said.

He conceded that it will be an uphill task to win, with Barisan Nasional (BN) the firm favourite to wrest back the seat from DAP.

The talk in political circles is that MCA will represent BN in Tanah Rata.

“The most important issue in this agriculture-dominated constituency, known for vegetable and flower cultivation, is land security, and BN seems to be cashing in on this,” said Wong.

Besides farm matters, issues like environmental impact of the highland’s deforestation, traffic congestion and dependence on migrant workers in the farming industry are expected to be raised aggressively by the candidates.

The seat’s incumbent is Pahang DAP veteran Leong Ngah Ngah, who is retiring after serving more than 27 years as an assemblyman in the state.

Wong said it could be a five-cornered fight in Tanah Rata, with Pakatan Harapan, Pas and another independent candidate joining the fray.

The second generation farmer said he would work closely with the state and federal government if he is elected.

Tanah Rata is a Chinese-majority seat with a voter population of 16,000.

Together with the Jelai state seat, it makes up the Cameron Highlands parliamentary constituency, which was narrowly won by MIC in the 2013 general election with a majority of 462 votes.

A vegetable farm in Cameron Highlands. Large tracts of the highlands’ pristine mountainous forest have been cleared for intensive farming of vegetables and flowers.

IN former British colonies such as India, Kenya, Malaysia and Sri Lanka, it is quite common to find so-called “hill stations” in the mountains established by the colonialists looking for a cool escape from the steamy temperatures and humidity of the tropical lowlands.

In 1885, a young geologist and explorer named William Cameron came across a plateau during a mapping expedition in the dense jungle of Banjaran Titiwangsa in Pahang. His name would go on to be associated with the area — the Cameron Highlands — where a hill station established by the British offered weekend respite to the colonial civil servants, planters and miners. Many of the quaint English-style bungalows and cottages remain in the district to this day.

In that same era, Sir Hugh Low, the British Resident of Perak, envisioned in Cameron Highlands the development of a “sanatorium, health resort and open farmland”. But, it remained untouched until the early 1920s, with the setting up of an Agricultural Experiment Station, and land opened up for the cultivation of tea, fruits and vegetables. Since then, unfortunately, some development in this area has gone on with too little care and forethought.

Cameron Highlands is a unique ecosystem, home to about 700 species of plants, many of them rare. With about 75 per cent of the district 1,000 metres above sea level, the mean annual temperature is 18°C with pleasant day temperatures in the low 20s. The vegetation changes as one ascends the mountain and its woodlands form the prevailing natural ecosystem within and around the prefecture.

Besides its flora, the region is also the habitat for a wide variety of animals, birds, reptiles and insects. Of these, the Sumatran serow, mountain peacock-pheasant and Malayan whistling-thrush are listed in the IUCN Red List of Threatened Species.

The Camerons district is drained by three river systems with 123 tributaries. Their high points serve as the water catchment for the Pahang and Perak rivers. The environmental wellbeing of the district is critical to inhabitants of the surrounding areas.

Overall, much of the Camerons is still forested (estimated at 71 per cent). Jungle trails lead visitors to tranquil spots, waterfalls and aboriginal villages. And developments of the past have brought economic benefits. But to visitors today, it is obvious that these have been achieved at major environmental expense.

The Camerons offer yet another classic case study of how we grapple badly sometimes with sustainable development. Its rich biodiversity could be a magnet for ecotourism, its cool and pleasant temperate weather could be a big draw for the rest-and-recreation crowd, and its soils could nurture sustainable highland agriculture, providing a unique showcase.

Starting at least 10 years ago, environmental degradation of Cameron Highlands became the focus of often emotional discussions in public and government circles, sometimes involving not only the NGOs, but top political leaders and royalty too.

The problem has been intensive farming with little or no enforcement and control — a problem common to many tropical highlands suitable for crops. Large tracts of the Cameron Highlands’ pristine mountainous forest have been cleared for intensive farming of vegetables and flowers, exposing many people to an increased risk of disaster. Due to uncontrolled illegal deforestation for farming, the use of foreign labour became a necessity. Thus, Cameron Highlands became shrouded in two main issues, namely illegal land clearing and illegal foreign workers.

Among the catastrophes of recent memory are the flash floods and landslides affecting Kampung Raja, Ringlet and Bertam Valley in November 2014, which claimed five lives. The then deputy prime minister, Tan Sri Muhyiddin Yassin declared that this was the direct result of environmental degradation caused by illegal land clearing.

He added that plantations that did not comply with standards of highland agriculture were also one of the causes.

“These activities have resulted in excess water trapped by plastic sheets used to cover the crops,” he said.

“The overflowing water runs into the river, flooding the affected areas. We need to identify the unstable areas facing the risk of collapse and work on an action and mitigation plan,” he had said.

In the Camerons, a post-Armageddon like landscape is there for all to see. And with the year-end monsoon season coming soon, one wonders about the status of the promised action plan to mitigate future disasters.

Sustainable development rests on three pillars: social inclusion, economic advancement and environmental preservation. In Cameron Highlands, the presence of branches of virtually every Malaysian bank and a couple of foreign ones testify to economic progress.

But there is a big question mark whether the authorities have done enough with respect to the third pillar, environmental preservation — the very foundation of our national prosperity and well-being.

IPOH: The Perak and Pahang state governments should stop issuing new permits for agriculture or development in Cameron Highlands to prevent further landslides, says Dr A. Xavier Jayakumar.

The Water, Land and Natural Resources Minister said: “I really hope both states will also tighten enforcement on encroachment (into government or forest lands).

"Those found guilty of illegal farming must face the music.

“We need to use the full power of the law to make sure they stop such illegal activities,” he told reporters after Sultan of Perak Sultan Nazrin Muizzuddin Shah proclaimed Kinta Valley as a National Geopark in an event held in Gunung Lang, here.

Dr Xavier added that Sultan Nazrin had, during the event, directed the Perak state government to stop issuing any new (development) permits in areas under Perak leading to the hill station.

“Perak will definitely follow the directive by the Ruler, and I hope that Pahang will follow suit as well,” he added.

With the current monsoon season, several landslides have been reported in Cameron Highlands.

Just last week, three Myanmar nationals were buried alive after a landslide crashed down on their rumah kongsi (workers quarters) in Kuala Terla, in the highlands.

On the Geopark, Dr Xavier said the Kinta Valley consisted of about 1,952 sq km, covering both the Kinta and Kampar districts.

‘The ministry will work closely with the state government to ensure this heritage is well taken care.

“With it being declared as the National Geopark, we are hoping to get more tourists to visit the area,” he added.

He said more exhibitions and events must be held to tell the people about the Geopark which was not only limited to geology but also included heritage, biodiversity, archaeology, history, arts and culture.

“Enforcement and maintenance of the Geopark is also crucial,” he added.

Among those present at the event in Gunung Lang were Raja Permaisuri of Perak Tuanku Zara Salim, and State Tourism, Arts and Culture committee chairman Tan Kar Hing.
