Stand aside Israel and the US - This is the plan of the Arab League, the UN, and the EU: “The recovery and reconstruction of Gaza should not wait”, Sigrid Kaag UN Senior Humanitarian and Reconstruction Coordinator for the Strip said,e emphasizing the need for education, healthcare, housing, in addition to establishing governance and security arrangements.
It is clear that Israel and the US must cease and desist. comply with international laws, and get out of the way of the rest of the world to save the citizens of Gaza and all of Palestine and to rebuild their nation.
The Arab League has called upon the UN to be one of the leaders in an overall plan for Gaza, as it has also called upon the EU and the Palestinian Authority. Egypt and Jordan have agreed to train and assist Palestinian security forces and the UN has been called upon to provide peacekeepers.
Tom Fletcher, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator said that the United Nations and its humanitarian partners have the expertise, resolve and moral clarity to deliver aid at the scale necessary to save lives across Gaza. “We have the people. We have the distribution networks. We have the trust of the communities on the ground. And we have the aid itself – 160,000 pallets of it – ready to move. Now. Let us work.”
Ofer Bronchtein, French President Emmanuel Macron's envoy for Israeli-Palestinian affairs stated that France is prepared to deploy its army and French organizations, and possibly other European countries, to assist with the problem and distribute the aid ourselves”.
Sigrid Kraeg added that, “Relatedly, international planning efforts by the UN, the European Union, the World Bank and others are ongoing in support of the Palestinian Authority, and that her mission team has developed financing options for the international community to consider.
The UN’s position is clear. The Palestinian Authority must resume its full responsibilities in Gaza. Prime Minister Mohammed Mustafa’s cabinet has developed comprehensive plans to restore local governance, security and re-establish the rule of law.,” said Ms. Krae, who is also the UN Special Coordinator for the Middle East Peace Process and the former Deputy Prime Minister of the Netherlands.
EU High Representative Kaja Kallas delivered a powerful message: "The killing must stop." As violence escalates in Gaza and tensions rise in the Middle East, Kallas emphasizes the European Union’s unwavering commitment to peace, stability, and the two-state solution, it’s financial commitment to the rebuilding of Gaza working with the UN, the Arab League.
Kaja Kallas, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission announced a multiannual programme for Palestinian recovery and resilience worth up to €1.6 billion and stated, “ The EU is determined to support the Palestinian Authority in its reform efforts. The Comprehensive Programme for Palestine is designed to promote greater Palestinian control, autonomy, and capacity. The EU remains firmly committed to the Two-State solution, as the only way to achieve sustainable peace and security for Israel, the Palestinians, and the region. “
It is clear that both Israel and Hamas give up any designs to govern Gaza and that Israel give up its designs on and occupation of the Wes Bank and East Jerusalem, including relocating all illegal Israeli settlers from Palestinian Territory.
The International Court of Justice noted that UN, and especially the General Assembly and the Security Council, “should consider the precise modalities and further action required to bring to an end as rapidly as possible the unlawful presence of the State of Israel in the Occupied Palestinian Territory.”
In July 2024, the International Court of Justice delivered an advisory opinion determining that the
Palestinian territories constitute one political unit and that Israel's occupation since 1967, and the subsequent creation of Israeli settlements and exploitation of natural resources, are illegal under international law.
The Court concluded that Israel should
1) put an end to its illegal occupation of the Palestinian territories;
2) desist from creating new settlements;
3) evacuate those already established;
4) where Palestinians have lost land and property, that Israel should pay reparations; and
5) that all states, and institutions are under an obligation not to recognise the occupation as legal nor "render aid or assistance" toward maintaining Israel's presence in the occupied territories.
Among the breaches of international law, the Court identified practices such as: forcible evictions; pervasive house demolitions and restrictions on residence and movement; the transfer and retention of settlers into East Jerusalem and the West Bank; the failure to protect Palestinians from settler violence; placing restrictions on access to water; the extension of Israeli law into the West Bank and East Jerusalem; and the exploitation by Israel of resources in the occupied territories.
Per the ICJ decision, every nation has a duty to not only suspend all forms of support for the state of Israel that enables it to maintain the unlawful occupation, but to also prohibit any and all of their citizens and entities from "rendering aid or assistance" toward maintaining Israel's presence in the occupied territories.
It is clear that Israel and the US must cease and desist and get out of the way of the rest of the world.
The time has come.
