The United Nations Framework Convention on Climate Change (UNFCCC) Regional Collaboration Centre for East and Southern Africa, in partnership with UN Women and the Global Green Growth Institute (GGGI), Ministry of Environment, Forestry and Tourism Namibia and the EIF Namibia held a three-day workshop focused on integrating gender considerations into Nationally Determined Contributions (NDCs) and Long-Term Low-Emission Development Strategies (LT-LEDS) at the Hilton Hotel in Windhoek.

Long-Term Low-Emission Development Strategies are essential policy tools that guide countries in defining sustainable, low-emission pathways as part of their commitments to the Paris Agreement. Recognising the critical role of gender equality and women's empowerment in achieving these goals, this workshop aims to enhance the integration of gender issues into climate policies across East and Southern Africa.

The aim of the workshop was to equip participants with practical tools and knowledge to integrate gender into climate strategies.

Utilising the step-by-step methodology developed by UN Women, attendees applied this approach to Long-Term Low-Emission Development Strategies (LT-LEDS), drawing lessons relevant to their national contexts. Additionally, the event seeks to enhance participants' understanding of how to effectively incorporate gender considerations into climate policies, ensuring these policies are inclusive and responsive. Furthermore, the workshop fosters collaboration and peer learning, creating opportunities for participants to share experiences and strengthen regional efforts in integrating gender into climate instruments.

The event brought together National Gender and Climate Change Focal Points from various countries in the region, alongside resource persons from partner organizations and subject matter experts. Countries present were Angola, Botswana, Ethiopia, Eswatini, Kenya, Lesotho, Mauritius, Mozambique, Namibia, Seychelles, Tanzania, Uganda, Zambia and Zimbabwe. This collaborative effort is timely as countries prepare their NDC 3.0 submissions due in 2025.

Exploring Innovative Means of Rural and Peri-Urban Electrification Through Renewable Energy in Namibia

Under the theme of Energy Day at COP29 - the Namibia Pavilion hosted a panel discussion on “Exploring Innovative Means of Rural and Peri-Urban Electrification Through Renewable Energy in Namibia”. Moderated by Mr. Cosmos Shaduka, Project Manager from the “Towards an Inclusive Design of the Renewable Energy Transition (TIDRET)” an initiative which is funded by the European Union Global Climate Change Alliance Plus (EU GCCA+) initiative and the German Ministry for Economic Cooperation and Development (BMZ) through MEFT’s “Climate Change and Inclusive Use of Natural Resources Project (CCIU-EU)” implemented by GIZ and administered by the Environmental Investment Fund (EIF), provided key insights into Namibia’s renewable energy landscape.

The esteemed panel featured Mr. Alfeus Shekunyenge, Technical Advisor for the Climate Change and Inclusive Use of Natural Resources project (CCIU-EU) funded by the European Union, and the German Ministry for Economic Cooperation and Development (BMZ), and Mr. Matias Moyo from the Electricity Control Board (ECB) of Namibia.

Namibia remains a net importer of electricity, with the majority of electricity sourced from South Africa. A transformative shift however is underway, prioritising investment in renewable energy to strengthen energy independence and enhance the achievement of the Nationally Determined Contributions (NDCs). The unbundling of the energy market through policies such as the Modified Single Buyer (MSB) has sparked private sector involvement in the segment leading to utility-scaled project development that makes significant inroads into the energy deficit.

The session underscored the success of partnerships such as the CCIU-EU initiative, which aligns with Namibia’s Vision 2030 and Sustainable Development Goals. Panelists identified emerging sectorial trends including green hydrogen, affordable energy storage, decentralized microgrids, and enabling policy frameworks as catalytic towards driving the energy transition.

Challenges such as limited financing, underdeveloped infrastructure, and regulatory frameworks persist. Effective solutions discussed included fostering regional collaboration, leveraging international funding, and prioritising capacity-building.

Renewable energy represents the cornerstone of Namibia’s electrification strategy. Harnessing the country’s abundant solar and wind resources in various facets ensures a sustainable, inclusive, and resilient energy future while advancing national and global climate goals. The session demonstrated Namibia’s potential as a leader in renewable energy innovation and commitment to sustainable development.
