Tourism Ministry cancels Visit Nepal promotions for March but experts say it is too little, too late

As travel entrepreneurs say the coronavirus outbreak has all but doomed Visit Nepal 2020, the prime minister instructs to call it off.

Two weeks ago, Tourism Minister Yogesh Bhattarai announced that Nepal was a “coronavirus free zone” and exhorted foreign travellers to come to Nepal without hesitation.

Unwilling to abandon its Visit Nepal 2020 campaign, Nepal is among the few countries that have not restricted air travel to and from China in the wake of the Covid-19 outbreak, despite the fact that demands for air services have hit rock bottom since February.

But on Saturday, Bhattarai appeared to realise the risk of the Covid-19 outbreak.

“The world is gripped with fear, including powerful countries like the US. Nepal is also affected,” he said, addressing a programme in Boudha on Saturday. “We have decided to cancel major promotional activities in the overseas markets for the time being.”

An emergency meeting was held at the Tourism Ministry on Sunday, which issued a slew of directives to control the spread of the virus. One of its decisions was to cancel promotional events in the overseas markets for the month of March.

While public health and tourism entrepreneurs have welcomed the decision, however belated, to put the brakes on the Visit Nepal 2020 campaign, cancelling promotional events only for March is foolish, said one travel trade entrepreneur who spoke on condition of anonymity.

“The whole Visit Nepal 2020 campaign is meaningless at the time of global crisis,” he said. “It would be wiser to postpone the entire event.”

Sunday’s Tourism Ministry meeting also directed the Civil Aviation Authority of Nepal to submit a report within two days on whether Nepal should restrict flights to and from China based on the strategies of other countries. The outbreak of the coronavirus had prompted thousands of airlines globally to restrict travel into China by the first week of February.

Even China has locked down areas with tens of millions of people in an attempt to stamp out the epidemic. It has also issued a travel advisory to its citizens to restrict unnecessary trips in order to contain the spread of the virus.

“The campaign objective of drawing 800,000 additional tourists without adequate promotional activities was not convincing by itself,” said tourism entrepreneur Yogendra Sakya, who led the Nepal Tourism Year 2011 campaign. “During this crisis, it’s better to stop all overseas promotional expenses immediately.”

Nepal’s tourism year campaign for 2020 seems bound for failure, say entrepreneurs. Even early signs were not positive, as the campaign organisers made numerous gaffes. That the position for chief of the Nepal Tourism Board remained empty for much of January, even after the campaign was launched with much fanfare, should have been a dead giveaway. But things started going downhill much earlier.

The website for Visit Nepal 2020 did not have any promotional content until at least mid-September, for instance. But it seems the coronavirus epidemic has put the final nail on the coffin of Visit Nepal.

Bhattarai’s attempts to keep the campaign going, despite numerous public calls to limit or cancel the promotion, were met with derision and even anger. When he declared Nepal as a “coronavirus free zone”, he became an object of ridicule.

“That was not a promotion; it was arrogance at a time when the entire world is struggling to contain the virus,” said Sakya. “That was definitely not a wise statement from the government.”

The Tourism Ministry’s cancellation of promotions for March came a day after the organizers of the ITB travel trade fair in Berlin, billed as the world's biggest, cancelled the event in the German capital over corona virus fears. The fair brings together more than 10,000 exhibitors from over 180 countries and was due to open on Wednesday.

“Globally no one is on a promotional spree of their countries due to the fear of the virus,” said Navin Trital, senior vice president of the Trekking Agencies Association of Nepal. “It would be another gaffe if Nepali officials travelled around the world promoting Visit Nepal.”

A large team of government officials is all set to fly to Tokyo for the inaugural Nepal Airlines flight on Monday. Japan is one of the countries worst hit by the virus. The Japanese government has only just begun to take more aggressive action, most notably by moving to close schools for a month.

The United States’ Centres for Disease Control and Prevention has advised against all non-essential travel to South Korea, China, Italy and Iran. And the agency has warned older and at-risk travellers to avoid Japan.

Fearing criticism, the Tourism Ministry issued a statement on Sunday that both countries—Japan and Nepal—will not be organizing a formal programmer.

Trital said that it was a waste of money and time for the government and tourism entrepreneurs to push for activities at a time of global crisis.

“Even once the virus is controlled, the repercussions would be significant, as a global economic crisis may prevail,” said Trital. “A job crisis would directly affect travel plans.”

Nepal is already suffering from the consequences of the coronavirus outbreak as hotel occupancy rates in Kathmandu, Pokhara and Chitwan have fallen by 70-80 percent, according to hoteliers.

Tourism experts say that it is necessary for Nepal to prepare for an outbreak in Nepal, in addition to restricting promotional activities.

“We should strengthen our preparedness to stop the spread of the virus first and then develop a strategy to heal during the crisis post-coronavirus, said Deepak Raj Joshi, former CEO of the Nepal Tourism Board.

Trital too said that the government needs to change gears and prepare a recovery plan.

“We should be prepared because arrivals to Nepal from the largest source markets like China, the US and the European market will definitely dry up for months. No one knows how long it will continue,” said Trital.

The Visit Nepal 2020 campaign budget would now be better invested in tourism infrastructure and internal promotion, he said.

Given Nepal’s fragile public health system and the lack of adequate response from the Nepal government, the World Health Organization has put Nepal at “very high” risk of a Covid-19 outbreak. The government is now scrambling to step up measures to contain a possible outbreak.

"For the safety of our people, we must screen all international air passengers," Dr Bikas Devkota, spokesperson for the Health Ministry, told the Post in a recent interview. "We are working to send additional staff at the airport health desk and equip more thermal cameras and laser thermometers at the airport."

Devkota said that health experts have also suggested flight restrictions from virus-hit countries and cities.

“But it is up to the government to decide,” he told the Post.

Even government officials are bemoaning the lack of a response from the government, especially travel restrictions, which can be crucial in preventing the entry of the virus into the country.

“Why, when so much is at stake for Nepal, is no one bothered to restrict flights from China?” questioned one senior bureaucrat at the Tourism Ministry. “Flights are neither bringing tourists nor money, but the virus is certain to arrive if we are lenient towards the neighbor.”

Meanwhile, the government on Sunday decided to stop issuing visas on arrival to foreign nationals starting March 7.

At Sunday's Cabinet meeting, Prime Minister Oli instructed the Tourism Ministry to call off Visit Nepal 2020 in view of the virus outbreak and lack of preparation, a minister told the Post. "The concerned ministry will formally take up the issue and most probably postpone the campaign for two years to make it Visit Nepal 2022," said the minister.

The first, and so far only, infection in Nepal was confirmed on January 24.

Since first detected in Wuhan, the capital city of Hubei Province of China, the coronavirus disease has sickened more than 87,500 people across the world. As of Sunday morning, at least 2,987 people have died, all but 117 in mainland China. The virus has so far spread to 50 countries.

VISIT TO RARA NATIONAL PARK :

Sojourn to the Rara region through thick pine and juniper forests and camp next to the sparkling Rara Lake at 2,990 m, walled by green hills on all sides. Boat in the clear waters, hike to nearby hills for nearer views of the mountains and lake, meet the charming local people, or just take a walk around the lake watching out for a wild flower or a rare bird on the way.

The park is surrounded by alpine coniferous vegetation and offers a representative sample of the region's flora and fauna. More than 500 different kinds of flowers, 20 different species of mammals and 214 species of birds can be observed at Rara National Park. As for water life in the lake, the snow trout is the fish variety recorded so far.

The rich vegetation of the park is home to the endangered red panda, musk deer, Himalayan black bear, leopard, jackal, Himalayan tahr, yellow-throated martin, wild dog, wild boar, common langur, rhesus macaque and common otter. During winter the park abounds in bird varieties like coots, great-crested grebe, black-necked grebe, red crested pochard, mallard, common teal, merganser and gulls. Migrant water fowls and gallinaceous birds can also be seen during certain seasons.

Rara in the far northwestern part of Nepal is the smallest national park, while the Rara Lake is the biggest lake in the country. The lake is 167 m deep at some places, and drains into the rivers Mugu Karnali via Nijar Khola. Chuchemara Hill at 4,087 m is the best vantage point to get the magnificent views of the deep blue clear lake and the forested hillsides as well as the snow capped peaks around it.

The easiest means to reach Rara is to take a flight from Nepalgunj to Jumla, from where your destination is 2-3 days walk away. You could also start this refreshing trek in the hilly village of Jumla where apple orchards stretch out over the hills.

The trek leads through remote countryside toward the Tibetan border. A journey into the Jumla region and the beautiful Rara Lake, is probably one of the most rewarding and fascinating treks in all the Himalayan range given its un-spoilt splendor of nature.

The best time to visit the park is autumn, spring and summer. As a well-loved tourist region, tourist services and infrastructure have developed over the years. However, for best experience it is still most advisable to be self sufficient if traveling alone. Lake Rara is also a popular pilgrimage site for Nepalese.

NUWAKOT DURBAR :

Take out a day or two to drive to Nuwakot from Kathmandu and visit the delightful Nuwakot Durbar perched in the mid hills of central Nepal. You could also spend a night in the Trishuli Bazaar and opt for a day hike to the Durbar.

At an elevation of 900 m, the ancient citadel stands proud as if untouched by changing times, amid the quaint Nuwakot Bazaar. While the indoors of the Durbar suffered some damage during the recent earthquake on April 25, 2015, the buildings are still intact and a tour of the premises is still possible. Reconstruction efforts are underway to conserve the heritage site that played a pivotal role in shaping the history of modern Nepal.

The Durbar, which literally means royal palace is still an undiscovered treasure, despite its historical and cultural significance. The seven-story pal­ace fortress was built during the reign of Prithvi Narayan Shah in the 18th century stands little marred by time despite a history of attacks by Malla and later Chinese forces.

Nuwakot is an interesting side trip from Trisuli Ba­zaar, reachable in an hour's climb from the road. Trisuli Bazaar can be reached in 3-4 hours on a regular bus service from Kathmandu. The Nuwakot Bazaar, a small town, that surrounds caters to the small market it gets. Modest food and accommodation services are offered in the Bazaar. A luxury farm house nearby is ready to serve those seeking more.

ABOUT IN NEPAL :

Nepal :
Nepal is a multicultural multilingual and multiethnic country with a population of 28 million comprising of 125 sects and home to 8 of the world’s 10 highest peaks including Mount Everest, the roof of the world at an altitude of 29,029 ft (8848 m).


Kathmandu :

The capital and largest metropolitan city of Nepal. Kathmandu valley consists of three main cities of great historic and cultural interest; Kathmandu, Lalitpur (Patan) and Bhaktapur (Bhadgaon). Population stands at 1 million.
Customs and traditions differ from one part of Nepal to another. A conglomeration lies in capital city Kathmandu where cultures are blending to form a national identity and its culture is mostly influenced by Indian, Mongolian and Tibetan culture.


Pokhara :

Pokhara lies 200 km west of Kathmandu at an altitude of 730 m to 1030 m. Pokhara is also recognized as one of the major destinations for adventure tourism. Micro-light flying, paragliding, rafting, sightseeing, boating, pony trekking and caving are extremely popular form of adventure tourism. Three out of the ten highest mountains in the world — Dhaulagiri, Annapurna I and Manaslu are within a linear distance of 50 km from the city.


Chitwan :

Chitwan is located in the southwestern part of Narayani Zone with Bharatpur, as the fifth largest city of Nepal covering an area of 2,238.39 km (864.25 sq m). Bharatpur is a commercial and service centre of central south Nepal and merger destination for higher education, health care and transportation of the region.
Nepal’s first national park-The Chitwan National Park together with the adjacent Parsa Wildlife Reserve support a species diversity much higher than any other on the Indian subcontinent. Rare species include Bengal tiger, Gharial, Rhino, Leopards, Mugger crocodile, Indian rock python and several species of Deer. The protected areas are guarded by the Nepal Army and patrolled by anti-poaching units.

Lumbini :

Lumbini- the birth place of Lord Buddha, is a Buddhist pilgrimage site in the Rupandehi District of Nepal. Lumbini has a number of temples, including the Mayadevi Temple with the Holy Pond called Puskarini where Buddha’s mother took the ritual dip prior to his birth and where he too, had his first bath. Many monuments, monasteries and a museum- the Lumbini International Research Institute are also located within the holy site. Lumbini was granted World Heritage status by UNESCO in 1997.

Upper Dolpo trek – The hidden valley western part of Nepal :

Upper Dolpo trek offers a real adventure trekking on remote and rugged natural unspoiled corner simply beyond the Himalayan valleys across western Nepal. This upper Dolpo region preserves one of the last remnants of traditional Tibetan culture where the pre-Buddhist Bon-Po religion is still in practice. High mountains including the Dhaulagiri massif to the southeast surround this spiritual sanctuary that remain cut off by high passes closed by snow half the year.
Dolpo remains a truly isolated corner of Nepal. Time has stood still here for centuries as the inhabitants of Tibetan stock continue to live, cultivate and trade the way they have done since time immemorial. The finally preserved Eco system encompasses a wild and wonderful variety of flora and fauna, including the blue sheep and elusive snow leopard. This upper Dolpo trek is one of the great trekking experiences in Nepal. It has given birth of Peter Matthiessens masterpiece and bestselling book Snow Leopard and Eric Valli Oscar nominated movie CARAVAN (also known HIMALAYA) was featured in this isolated Himalayan sanctuary of Dolpo.

After exploring Kathmandu wonder historical sites and obtaining special permit for the upper Dolpa trekking we take our flight to Juphal via Nepalganj. Following up Matthiessen footsteps, we trek north on to Shey Phoksundo National Park before joining ancient Nepal Tibet trade route and steep ascent to cross the Nangdola pass (5110m), enjoy the views of whole of Dolpo valley to Dhaulagiri and the snow capped peaks in boarder with Tibet. The scenery begins to change with the hills becoming shades of red, brown and gray. Eventually you can hear prayer flag fluttering at the top of the pass, and the view opens up dramatically looking east towards the snow peaks of the Kanjiroba and magestice Dhaulagiri range. We soon walk through the pleasant green pastures to the pristine Phoksundo Lake full of crystal deep blue fresh water contrasting with the weathered red and brown hills.

Trip to upper Dolpo trekking pass many mystical stunning peaks and witness the spiritual charms of remote monastery of Shey Gompa, which was established in the eleventh century and little has changed here since then. We cross over other two high passes: the Sela (5094m) and the Jyanta pass (5221m) before trekking descend to the Dho Tarap valley in our way to Juphal airstrip to end our historical trip of lifetime to upper Dolpa, the land of mystery, scenery and peace.

UPPER MUSTANG TREK :
Upper Mustang is a sacred area of Nepal’s Mustang District situated in the other hidden side of Annapurna and Dhaulagiri Himalayan ranges. This area is used to be a Kingdom of Bhote/Thakali community until Nepal is declared a newest secular and Republican Country in 2008. Lo Manthang was the capital of Ex. Mustang Kingdom. Mustang is divided into two parts saying Upper Mustang and Lower Mustang.
The lower part of mustang is open to everyone for normal tour and trekking to Muktinath, Jomsom and Annapurna circuit. However, Upper Mustang is known as restrict area of trekking. To get a permit to trek Upper Mustang you need to apply for a special permit with the Government of Nepal, Ministry of Home, Immigration department paying minimum of US$ 500.00 per person for 10 days and 2 persons group size.
The area is restricted because the historical and religious monuments and the natural and geographical diversity are supposed to be protected as their importance is more essential for the nation. Snowy Horizon had organized several Teahouses and group camping trekking in the Upper Mustang Area which lies in the North West part of Western Region in Nepal beginning from Pokhara-Jomsom flight or overland Journey by 4wd.

Lo Manthang
Lo Manthang was founded in about 1450 by the son of the legendary Ame Pal, who conquered and united the small kingdoms in upper Mustang. The high wall, 300m long by 150m wide, in an ‘L’ shape, has safeguarded the town from warriors, bandits and fierce winds for hundreds of years and archaeologists say the fact that the wall has not been extended is proof that this community has remained largely unchanged for the last 500 years.

In the town Lo Manthang, around 1200 people live in about 150 houses, connected by narrow alleyways. Most of the houses are two-storeyed, with the bigger buildings being monasteries or palaces. There are some chortens in front of the main gate, and after these the first building we see is the 40 feet high king’s palace. There are three monasteries in Lo Manthang, but monks are only resident in the newest, C***e Lhakhang, which is about 200 years old and offers secular as well as Buddhist teachings. The other two monasteries are no longer used, but are looked after by different families, who share the duties of changing the water each morning and lighting the butter-lamps when night falls. Many people here protect their homes from evil spirits by hanging ‘ghost traps’ over their doors. These are decorated goat skulls with pieces of string knotted around. The landscape around Lo Manthang is jigsaw-like in its diversity, being composed of valleys, canyons, plains, snow-topped mountains and rivers, with the ancient city as the centerpiece.
Lo Gekar Monastary:
A small creek flows down the other side of the pass and a welcome change; we begin to see grass, flowers and bushes. Soon the monastery of Lo Gekar, one of the oldest and most important in Mustang, appears. It was here that the first of the hidden scriptures of Padmasambhava were discovered (he hid his teachings in many different places in the Himalayas, to ensure that they were safe when the times were dangerous for the survival of Buddhism). In the anteroom of the monastery are tiles depicting Buddha Sakyamuni and Bodhisattwas. The Gonkhang is illuminated by dozens of butter-lamps, which enhance the statues, including images of Padmasambhava and the Yoginis Yeshe Tshogyal and Mandarava. In a small room to the left are more beautiful figures, including a Green Tara.

Tsarang:
The Gompa in Tsarang is a massive structure on a small hill with glaciers visible behind. In former times several hundred monks lived here. Now there are only about 50, but most are not resident. Though imposing from the outside, the Gompa is running to ruin and many rooms are unusable. There are some fine paintings in the assembly hall, as well as Thangkas and statues. The other main landmark here is the king’s palace, which too has fallen into disrepair, having not been used for half a century. The only two rooms remaining in good condition are the Gonkhang and the chapel, which has some fine statues, including ‘The Three Holies’, figures who played an important part in Mustang’s early history, and Tibetan books. In the Gonkhang, or room of the protectors, above, is a stuffed snow leopard, some old weapons and armor and an infamous severed hand. There are three popular theories about the hand that it was the hand of a thief (severing the right hand was the typical punishment for a second thieving offence), that a monk offered his hand as a sacrifice, and that it was cut from the architect of the dzong, to prevent him creating a similar building anywhere else !
