Mayor Benjamin B. Magalong on Nov. 8, 2022 ordered the closure of the man-made tourist attraction Igorot Stone Kingdom along Long-long Road, Pinsao Proper due to permit and safety issues.

The mayor told the Management Committee meeting that the establishment is operating without a business permit while the stone structures inside are not covered by a building permit which puts the structural integrity of these constructions in question.

He said that the owner had earlier been notified of the permit violations and advised to comply with the requirements but had failed to do so.

Instead, the management ventured to build more structures against the advice of the city government and continued to defy cease and desist orders prompting the City Buildings and Architecture Office to file a criminal case for violation of the National Building Code on Nov. 7, 2022.

The mayor said the city needs to close it as a safety precaution since it is potentially dangerous due to lack of certificate ensuring safety of the structures.

โ€œWe have to be proactive. We canโ€™t wait of something bad to happen before we act,โ€ he said.

Based on the ongoing Climate Risk and Vulnerability Assessment (CRVA) for Baguio City being conducted by the Asian Development Bank and the City Disaster Risk Reduction and Management Office (CDRRMO), it was found that the structure is in a โ€œvery high landslide exposure.โ€

The mayor said the Mines and Geo-Sciences Bureau of the Dept. of Environment and Natural Resources (MGB-DENR) has also declared the area as โ€œprone to erosion.โ€ - PIO Baguio

BEWARE OF ACCOMMODATION SCAMS

Mayor Benjamin Magalong and City Tourism Officer Aloysius Mapalo have reiterated advisories to safeguard people against scams on accommodation establishments that continue to victimize unsuspecting tourists.

The mayor said he has been receiving complaints the latest of which involved a scammer who goes by the name Ma Ria in social media who allegedly collected a total of P17,000 from a tourist.

The mayor directed the Baguio City Police Office anti-cybercrime unit to investigate the complaints.

Mapalo said that most of the scamming modus happen on social media.

"While many legitimate businesses engage with their customers through social media, prudence and vigilance on unscrupulous entities must still be observed," he said.

Here are some red flags that should warn people:

1๏ธโƒฃ TOO GOOD TO BE TRUE TRAVEL PACKAGES: all-in packages (inclusion of transport, accommodation, food, tours, and tickets) that are unrealistically cheap may not be actually real! PSA had estimated that a regular domestic tourist in Baguio spends an average of P2,700.00 per day. So let that be your reference.

2๏ธโƒฃ NO BUSINESS PERMIT AND NO OFFICIAL RECEIPT: this should be basic, always ask for copies of business permits and receipts that can be verifiable; the person you are talking with must be associated with the declared legal business, not just any random person declaring to be a representative without proof.

3๏ธโƒฃ NO OFFICIAL PUBLIC WEBSITE OR SOCIAL MEDIA PAGE: legit businesses will promote their services on public and well-recognized online platforms, usually with customer reviews and ratings; so do your research, google if you should.

4๏ธโƒฃ THEIR SOCIAL MEDIA ACCOUNT IS JUST RECENTLY CREATED: not necessarily all new websites or accounts are illegal, but scammers have the propensity for deleting old accounts and then will create new accounts, using different names every time; so be very scrutinizing.

5๏ธโƒฃ OFFERING PROCESSING OF PERSONAL REQUIREMENTS: please know that you alone can register for QTP, perhaps with assistance by legit agents, but not totally without your actual participation; and worst, scammers will offer ready-made IDs, COVID test results, QTPs or any QR codes, and other documents that you should be processing yourself. If done by others, they may be FAKE.

6๏ธโƒฃ OFFERING SERVICES THAT ARE ACTUALLY NON-COMPLIANT WITH ENTRY PROTOCOLS: if they tell you that you don't need to register or undergo triage, or will pick you up somewhere near the border to provide an escape route, or offer an illegal accommodation, then you are actually being SCAMMED!

7๏ธโƒฃ SHOWING IDs THAT ARE NOT GOVERNMENT-ISSUED: many IDs can just be fabricated and therefore may be fake, better ask for government-issued IDs since they are more verifiable.

8๏ธโƒฃ DECLARED ADDRESS IS NON-EXISTENT: scammers will show you fake photos of accommodations in a non-existing address. Be very vigilant, always verify by googling or by asking those who know the place.

To the tourists, please do not trust social media advertisements as scammers now use downloaded photos and information of legitimate accommodation establishments (AEs) and pretend to be agents or co-owners. After sending your reservation fee or downpayment, they will block your social media account.

16 August 2022 โ€“ The city government has cautioned students and tourists to be doubly careful in their accommodation transactions in the city as more people report of being scammed by unscrupulous persons posing as owners of accommodation establishments and even plain residential houses.

A concerned homeowner in the city on Aug. 8 alerted the office of Mayor Benjamin Magalong that her residence had been used by a poseur who victimized unsuspecting students in need of boarding and lodging facilities for their face-to-face classes.

โ€œThere's a scam going on regarding boarding places here in Baguio. A number of students had been to our home saying they paid reservation fee for boarding. Apparently, the perpetrator posted the photo of the facade of our house,โ€ the complainant told the mayorโ€™s Executive Asst. V Felipe Puzon.

Similar instances had also been reported by tourists looking for places to stay for their vacation in the city.

According to the City Tourism Operations Office, most of the victims negotiated with persons who use downloaded photos and information of legitimate accommodation establishments (AEs) who pretend to be co-owners or agents of these AEs.

After sending the reservation fee or down payment, the scammers blocked the victimsโ€™ social media accounts.

The city government advised both groups to be doubly wary of the persons they are transacting with before agreeing to the deal or giving any payment.

โ€œMake sure that you are transacting with the owners or owner-authorized agents of the establishments and not with poseurs,โ€ they were told.

For students, they were advised to negotiate with the owners of the establishments personally and onsite. If not, they can do verifications by calling the Permits and Licensing Division at 619-3184 to confirm the names of registered owner/s and their contact numbers.

For tourists, the City Tourism Operations Office advised visitors to transact only with accommodation establishments (AEs) listed under visita.baguio.gov.ph.

โ€œBefore sending your down payment, you may call our 24/7 hotline (074) 446-2009 to verify if the person that you are transacting with is really affiliated with legitimate AEs. When in Baguio, do as the Baguioans do: wear your face masks.

Mayor Benjamin Magalong appealed to visitors โ€“ whether coming from the neighboring municipalities or from the lowland areas โ€“ to abide by the cityโ€™s face mask requirement.

โ€œWe still strictly implement face mask wearing in the city and our residents know this so that our level of compliance to this requirement remains high. We expect nothing less from our visitors,โ€ the mayor said.

He also asked other local governments units to remind their constituents to comply with the face mask rule and other health protocols in Baguio and other destinations they will visit.

He said he has been receiving reports of residents from other towns, provinces and cities disregarding the mask requirement while at the city market, grocery stores and accommodation establishments in the city.

โ€œPlease follow our rules as a show of respect to us residents who only want to be protected from the lingering health problem. Letโ€™s remember COVID-19 is still here,โ€ the mayor said.

The mayor said he has issued a directive to the Baguio City Police Office, the Public Order and Safety Division and the City Health Services Office to intensify the implementation of the face mask wearing policy especially that Coronvirus disease (COVID-19) cases have started to increase again in the last two weeks after months of hiatus.

Since we've reopened for leisure travel, it has come to our attention that many entities are now offering tourism-related services without authority, permit or registration, and therefore are illegal, victimizing many unsuspecting tourists!

Examples are illegal BnBs or transient houses, colorum transports and sham travel dealers, brokers or agents. Engaging with such entities is dangerous and unsafe that may cause undue stress, inconvenience or harm.

Note: not all listings in online booking platforms such as airBnB are legitimate and with permits. So check our list first!

With the Delta Variant looming great danger for our babies, shouldn't breastfeeding moms be part of A3 category?

Once a breastfeeding mom is vaccinated it has been noted that antibodies from the vaccine to help protect them from the virus can be passed on to our babies.

So if you vaccinate a breastfeeding mom, you are actually helping 2 people and saving 2 people from imminent danger??

Help us share this and push for breastfeeding moms to be part of A3!! If pregnant moms are added in the category, breastfeeding moms should be as well!
