Dating back to 1915, Peredo’s Lodging House was crafted by Japanese carpenters under the employ of Rogue Peredo. The house is made mostly of pinewood that was harvested from the massive trees that once grew in the lot. A testament to

the former glory of these trees in the olden days remain in the house until today in the form of a dinning table that can seat up to 12 people. This table is one solid piece of Narra. Another interesting fact about the house is that, in the Second World War, it was used by the Japanese soldiers who occupied Baguio. While the Peredo family had fled to Bontoc during the occupation, the house served as barracks to the higher ups of the Japanese Imperial Army. Today, the house serves as an inn to travelers and family alike. It remains as one of the oldest buildings in Baguio and has been included as one of the cultural treasures of Baguio City.

The Cordillera Regional Health Research and Development Consortium (CRHRDC), in partnership with Health Justice Philippines, will conduct a Smoke-Free Research Dissemination Forum on January 30, 9 am to 1 pm, at Fortune restaurant, here.

In a letter to Mayor Benjamin Magalong, Jan. 15, consortium director Maria Rowena Madarang said the activity aims to inform stakeholders of the result of the World Health Organization (WHO) commissioned study regarding the implementation and compliance of select local government units in Benguet on their smoke-free ordinances.

Her letter disclosed that the WHO wanted to assess the effectiveness of smoke-free measures, the extent of compliance, and the reduction of exposure to second-hand smoke due to these legislations.

The study result may drive both local and national governments to formulate, design and revise smoke-free policies, programs and activities that will create and promote healthy environments for Filipinos, it added.

“We recognize the crucial role of the city government of Baguio in promoting and protecting the health of its constituents. The full implementation of the city’s anti-smoking ordinance is the gold standard in the enforcement of local legislation on to***co control,” Madarang’s letter stated.

Adopted in 2017 and principally authored by former Councilor Joel Alangsab, the Baguio Smoke-Free Ordinance prohibits the use, sale, distribution, and advertisement of ci******es and other to***co products in certain places and imposes penalties for violations.

The Mayor was requested to share a message of support during the forum and emphasize the importance of smoke-free policies in promoting public health and well-being. Representatives from concerned government offices were also invited to attend.-Gaby B. Keith

The city government is urging unlicensed deep well and other water delivery services businesses to legalize their operations by obtaining business permits and complying with sanitary requirements to ensure the safety of their commodity.

Mayor Benjamin Magalong said this is one of the measures that the city is pursuing to prevent a repeat of the diarrhea outbreak, the source of which was traced to contaminated water from private deep wells and bulk water delivery companies.

The mayor said that of the 1,300 deep wells inventoried in the city, only close to 300 have permits from the National Water Resources Board (NWRB).

The city government may not have the authority to close these illegal deep wells but it can impose safety regulations on those supplying water commercially through the issuance of business licenses to make sure that their water gets tested regularly and their operations are compliant with sanitation standards.

In the two consultations conducted on Jan. 20 and 22, the mayor sought the help of licensed bulk water suppliers and the association of purified water refilling stations known as Baguio Association of Purified and Mineral Water Refillers Inc. in convincing the unlicensed entities to legitimize their operations.

The mayor said legalizing these commercial deep wells and delivery trucks engaged in water delivery services will be for the benefit of all – for the owners to freely undertake their businesses without fearing sanctions, for the city government to ensure that regulations are in place to safeguard the health of the public and for their customers like the refilling station that draw water from these sources to be able to protect their businesses.

In response, the refillers association promised to make it a requirement for its members to draw water only from licensed deep well and bulk water sources.

At present, there are 39 registered bulk water delivery businesses and 186 licensed refillers in the city. The list of legitimate businesses will be published for the public to be aware.

The Sanitation Division of the City Health Services Office said present circumstances pose a problem for their team as some water delivery truckers draw water from any available sources regardless if these are unlicensed especially when they are pressured to meet the demand.

“Even if they make sure that their water storage cans are clean, they get contaminated if they get water from infected sources. Moreoever, there are trucks that are unmarked and we do not know where they are drawing their water from,” Sanitation Inspector Robert Bruce Colewan said.

To address this, the city will conduct inspection and reinspection of water delivery facilities, impose requirements such as standard ledgers for customers and proper personal protection equipment (PPEs) and uniforms for employees.

The city will also conduct an inventory and inspection of all the trucks and require sanitary clearances for them.

For easy monitoring, the bulk water delivery companies to include those with both deep wells and delivery were also urged to form an organization.

“We are making our policies more stringent not to restrict your businesses but to level up our safety standards for your own benefit and that of the public we are serving,” the mayor said.

“I am sure none of you wants to deal with companies that operate illegally as it will endanger even your own businesses so please help us compel these colorum businesses to legalize their operations. What happened to us is not a joke so let’s be responsible citizens and businessmen. While the city has responsibility, you also have responsibility,” he said. – Aileen P. Refuerzo

City officials recently warned the public against the proliferation of fraudulent Torrens titles and urged the concerned individuals to report to the appropriate authorities any suspicious encounter, information or activities regarding entities or individuals promising to secure land titles on their behalf.

In a resolution authored by Councilor Maximo H. Edwin, Jr., local legislators reminded the public to be vigilant against unscrupulous individuals and their felonious acts regarding the issuance of fake land titles and to report the same to the appropriate authorities for immediate action.

The council narrated that sometime in 2009, a dubious entity named ‘Bagong Lahing Pilipino (BLP) Multipurpose Cooperative’ was organized and reported to have been allegedly issuing Torrens titles and claiming authority under the Real Property Act of 1958 and Republic Act (RA) 8371 or the Indigenous Peoples ‘Rights Act (IPRA) of 1997.

The body stated that this organization allegedly holds registrations with the Cooperative Development Authority (CDA) and the Securities and Exchange Commission (SEC) and had targeted members of indigenous cultural communities and indigenous peoples in different parts of the country.

In 2019, the National Commission on Indigenous Peoples (NCIP) in the Cordillera received a complaint regarding a fraudulent title covering a parcel of land in La Trinidad, Benguet issued to a certain cooperative issued by Bagong Lahing Pilipino Multipurpose Cooperative.

According to the council, it has come to the attention of the NCIP and the Indigenous Peoples Mandatory Representatives League of the Philippines that the BLP Multipurpose Cooperative is still allegedly operating but assuming other names such as BLP Cooperative, BLP Development Foundation, Inc., to name a few.

The council claimed that most recently, local legislators allegedly received copies of fake land titles over a portion of land located at St. Joseph Village, Baguio City with an area of 305 square meters and another containing an area of 54,875 square meters at Loakan Liwanag, Baguio City, both issued by Bagong Lahing Pilipino Development Foundation, Inc., which is obviously fake but to untrained and average persons, the same may pass as legitimate.

The council underscored that the city government is deeply concerned about the potential mass exploitation of vulnerable individuals and the undermining of the integrity of the land and the titling system by the deceptive issuance of fake land titles. The resolution condemned the questionable activities of this cooperative as their actions are illegal, deceptive and immoral as they prey on unsuspecting and oftentimes desperate individuals.

Copies of the resolution will be furnished to all the city’s 128 barangays, the NCIP Baguio and regional offices, Registry of Deeds and other concerned offices for their information, guidance, ready reference and further needed action. By Dexter A. See
