Ordinance Numbered 1 Series of 2003 states that all motor vehicles, based on the last number of their license plates, are prohibited from entering or operating within the number coding zone from 7AM to 7PM.
Car Plates Ending with the Following Numbers:
1 & 2 - Mondays
3 & 4 - Tuesdays
5 & 6 - Wednesdays
7 & 8 - Thursdays
9 & 0 - Fridays
In the absence of any plate number issued to the vehicle, it will be based on the last number of the conduction sticker.
🟒 PERIOD OF APPLICATION:
The number coding scheme shall be effective at 7AM to 7PM to all vehicles prohibited from entering the number coding zone in accordance with the schedule.
🟒 AREA OF COVERAGE:
The prohibition shall apply to all roads within the number coding zone of the City that are located within the perimeter line defined as follows:

| The CRDRRMC-Task Force Kennon Road announced a new traffic advisory for Kennon Road as per request of Baguio City Mayor Benjamin Magalong to improve the traffic scheme of Baguio City due to the influx of tourists this Holy Week.

-Starting at 5AM on Sunday, April 17, 2022, Kennon Road will be on a one-way, outbound only or going down to Manila for motorists/road users.

-All motorists going to Baguio City or inbound during the said period should pass thru Marcos Highway.

-By 5AM on Monday, April 18, 2022, the traffic scheme in Kennon Road shall be reverted back to one-way traffic inbound or going to Baguio City for non-residents until further notice.

Motorists are advised to drive safely and strictly adhere to traffic rules.

7 additional Delta cases in Baguio

Sept. 5, 2021 -- Seven additional Delta variant cases were detected by the Philippine Genome Center in the city based on biosurveillance report dated Sept. 5.

This brings the total number of known Delta cases in the city to 13.

Mayor Benjamin Magalong said the city's lead contact team immediately conducted link analysis on said Coronavirus disease (COVID-19) patients extending the analysis up to their fifth generation contacts (F1 to F5).

The analysis yielded a total of 470 close contacts, 113 of whom were also confirmed cases. Of the number, 245 are considered possible cases.

BAGUIO SUSPENDS NON-ESSENTIAL TRAVELS FROM ALL AREAS EFFECTIVE SEPT. 3-19

Sept. 2, 2021 - Mayor Benjamin Magalong has ordered the suspension of non-essential travels to Baguio City from all areas regardless of quarantine classification from September 3 to 19, 2021.

APORs from all areas will be allowed subject to requirements. (Please refer to pinned post).

This is part of the control measures to address the current surge in COVID-19 cases in the city.

BAGUIO CHECKPOINTS NAB 14 WITH FAKE TRAVEL DOCUMENTS, SEND HOME HUNDREDS WITH INCOMPLETE PAPERS

24 August 2021 - Stricter border protocols imposed in Baguio City due to the Delta variant have resulted to the apprehension of 14 travelers with fake travel documents and sending home of 377 others with incomplete requirements from Aug. 1-21.

Mayor Benjamin Magalong said reports from the nine quarantine checkpoints stationed at the various entry and exit points also showed three colorum vehicles rounded up during said period.

The Marcos Highway border manned by Police Station 10, being the busiest access route had the bulk of the accomplisment effecting the apprehension of the 14 persons possessing unauthorized papers and three colorum vehicles. It also refused 141 travelers entry for lacking documents.
The Kennon Road team under Police Station 8 blocked 133 with incomplete papers while those at Longlong Tacay under the mobile police unit turned back 36; Irisan under Police Station 9 and Tiptop under Police Station 3, 19 each; Ambiong under Police Station 6, 19; Asin Tadiangan under Stations 1 and 9, nine; and Magsaysay under Station 7, turned back eight with incomplete papers.

Those with fake papers face charges of falsification of document and violation of Republic Act 11332 or β€œMandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act.”

Border rule implementation was tightened as early as July to address gaps in drop-and-go and passing-through travels and later as part of the contigency measures against the more dangerous variant.

The mayor specifically ordered stricter monitoring of all entrances to bar residents in areas placed under Enhanced Community Quarantine (ECQ) from coming to the city to the extent of using fabricated travel documents to skirt the city’s entry requirements.

He urged personnel manning checkpoints and triages to be vigilant and discerning in their scrutiny of travel documents including vaccination cards, identification cards, travel orders and others. - Aileen P. Refuerzo

MODERNIZED PUV UNITS LAUNCH- The Kaaruba Transport Service Cooperative received its Provisional Authority from the Land Transportation Franchising and Regulatory Board (LTFRB) to operate their 12 Modernized Public Utility Vehicles under the public modernization program in the city for the Baguio Plaza - Trancoville Route. The awarding was held on July 28, at the Don Bosco School Grounds.

NO MORE EXEMPTION FOR β€˜DROP-AND-GO’ TRAVELERS TO BAGUIO; NEW RULES ADOPTED FOR β€˜PASS THROUGH ONLY’ VISITORS

14 July 2021 – Drop-and-go travelers are no longer exempted from Baguio City’s entry requirements.

This after the city noted rampant violations of said privilege given to said traveler classification, mostly private vehicle drivers who must bring in passengers to the city and leave on the same day.

Lawyer Althea Alberto, executive assistant IV of Mayor Benjamin Magalong, said a lot of travelers had been taking advantage of the privilege which included exemption from the Coronavirus disease (COVID-19) testing requirement.

β€œThey were supposed to leave the city within the day but our checkpoints have noted that a lot them were taking the opportunity to stay in the city for more than one day,” Alberto said.

She said these travelers are required to leave identification cards at the checkpoints and claim them upon exit. However many of them were able to get back their IDs a couple of days or more after their entry.

In view of this, drop and go travelers will now be subjected to same entry requirements as their passengers based on the city’s travel protocols.

At the same time, the city will also impose requirements for passing-through-only travelers to also address similar problems on privilege abuses.

Passing-through-only travelers who are Authorized Persons Outside Residences (APORs) must present any documentary proof of travel purpose to their destinations such as employment ID, professional ID or travel order issued by their employers.

APORs comprise those: (1) officials, workers, personnel, and agents from both the government and private sectors who are allowed inter-zonal (travel between provinces, highly urbanized cities and independent component cities under different quarantine classifications) and intra-zonal (travel between provinces, highly urbanized cities and independent component cities under the same quarantine classification) travel for purposes of work, industry, or official function; (2) persons travelling for indispensable transactions that require their physical presence (3) and students who are currently enrolled in educational, instructional, and training, institutions that have been permitted to hold limited face-to-face classes.

Non-APORs meanwhile will be required to obtain a QR-coded Tourist Pass (QTP) by registering at visita.baguio.gov.ph.

Unlike staying entrants who must wait for the approval of their QTPs before proceeding to the city, passing-through-only travelers will receive their QTPs automatically. – Aileen P. Refuerzo
