Aliens with immigrant, non-immigrant visas may enter PH beginning May 1

PASAY, Philippines—Bureau of Immigration (BI) Commissioner Jaime Morente announced that they will be implementing the resolution of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) allowing the entry of aliens with valid and existing visas beginning May 1.

According to the BI, this includes aliens with existing immigrant and non-immigrant visas.

“In compliance to the IATF ruling, foreign residents, students, investors, and workers who are holding valid and existing visas may now return to the Philippines,” said Morente.

Additionally, foreign nationals qualified under the government’s Republic Act No. 6768 or the Balikbayan Program may also be allowed to enter visa free.

The said program allows the spouse and the children of a Filipino national traveling with the Filipino spouse or parent, or a former Filipino who has acquired the citizenship of another country, to enter visa free if part of the 157 countries covered by EO 408.

Morente added that foreign nationals who are holders of valid and existing Special Resident and Retirees Visa (SRRV) or Section 9(a) temporary visitors’ visas, may be allowed entry provided they present an entry exemption document issued by the Department of Foreign Affairs upon arrival.

Arriving passengers, except for diplomats and members of international organizations holding Section 9(e) visas, are required to present a pre-booked accommodation for at least 7 nights in an accredited quarantine hotel of facility, and are subject to Covid-19 testing at the quarantine facility on the 6th day from date of arrival.

According to BI Port Operations Division Chief Atty. Carlos Capulong, they will still be implementing previous regulation on the presentation of valid pre-booked quarantine accommodation.

“Those who fail to present their quarantine arrangements shall be denied entry and shall be boarded immediately on the next available flight back to their port of origin,” said Capulong.

The BI also added that following previous IATF ruling, those coming from India or have a travel history to India within the last 14 days preceding arrival are still barred from entering until May 14.

NON-FILIPINOS MAY NOW TRAVEL TO THE PHILIPPINES (UNDER CERTAIN GOVERNMENT CONDITIONS)

The Philippine government is now allowing the entry of certain foreign nationals into the Philippines under certain conditions set by previous resolutions of the Government's Inter-Agency Task Force on COVID-19 (IATF).

Effective May 1, foreign nationals may now be carried on PAL flights to the Philippines, provided they:

- Must have a valid and existing visa at the time of entry, unless they qualify for visa-free travel under the Balikbayan Program set by Republic Act No. 6768;

- Must have a pre-booked accommodation for at least seven (7) nights in an accredited quarantine hotel or facility, and they must subject to COVID-19 testing at the quarantine hotel / facility on the sixth (6th) day from the date of arrival;

However, each Philippine airport continues to impose a daily maximum number of allowed international arriving passengers, in line with governmental restrictions.

Also allowed to travel to the Philippines are:

- returning or repatriated OFWs and other Returning Overseas Filipinos (ROFs) returning to their places of residence
- members of the diplomatic community
- duly-authorized humanitarian assistance actors
- persons traveling for medical/humanitarian reasons

If you were unable to take your flight due to travel restrictions or limitations, you may:

1. Convert your ticket to a Travel Voucher (request until June 30, 2021);

2. Avail of unlimited rebooking (no rebooking fee) until December 31, 2021. If you will be completing your travel in the same booking class by June 30, 2021 (or ticket validity, whichever comes first), there will be no fare difference charge;

3. Refund your ticket without penalties.

PHILIPPINE GOVERNMENT ISSUES RESTRICTIONS ON INBOUND TRAVEL – UPDATE

The Philippine government has limited the maximum number of passenger arrivals from international flights to 1,500 a day for all airlines combined into Manila for the period beginning 8:00 AM of March 18 up to 8:00 AM of April 19; and has temporarily suspended the entry of Foreign Nationals and Returning Overseas Filipinos who are non-OFWs beginning 12:01AM of March 20 up to April 19, 2021. The restrictions are part of a series of pandemic control measures announced by the authorities.

RESTRICTIONS ON TYPES OF TRAVELERS:

For the March 20 up to April 19 period, only the following types of travelers are allowed to enter the Philippines:

- Overseas Filipino Workers (OFWs)
- Holders of 9(e) visas
- Passengers on medical repatriation and their escort/s duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs or the Overseas Workers Welfare Administration
- Distressed Returning Overseas Filipinos (ROFs) duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs
- Emergency, humanitarian and other cases approved by the National Task Force on Covid-19

If you belong to the profile of passengers prohibited to arrive in the Philippines within the said period, you will have to avail of any of the following options:

1) Rebook on the flight of your choice (on the same cabin class) with rebooking service fees waived; or
2) Refund your ticket cost; or
3) Convert your ticket into a travel voucher for future use.

PH GOVERNMENT SCALES DOWN MANILA INTERNATIONAL FLIGHTS FROM MAR18 TO APR19

Philippine government authorities have directed that international inbound arrivals at Manila's Ninoy Aquino International Airport shall be limited to a maximum of 1,500 passengers per day for all airlines combined, for the period from March 18 (at 8:00 AM Philippine time) to April 19, 2021 (at 8:00 AM Philippine time), in line with a directive issued by the Civil Aeronautics Board (CAB).

To comply with the restriction, airlines will need to cancel a number of international flights to and from Manila during the stated March 18 to April 19 period. Philippine Airlines will operate our full international schedule for March 18 but we will be announcing in due course any flight cancellations on other days for the rest of the period.

Airlines will likewise comply with any directives from the Philippine Bureau of Immigration (BI) and concerned authorities on the type of travelers that will be allowed entry into the Philippines within the same March 18 (8 AM) to April 19 (8 AM) period. Please note that certain passenger types will thus need to postpone their Manila-bound travels until after the stated period.

Please stay posted for further updates, as we await the final announcements and information from the BI and the concerned authorities.

The Department of the Interior and Local Government (DILG) today confirmed that the travel authority from the PNP and the medical certificate from the LGU health office are no longer required for travel after the IATF-MEID approved the harmonized national travel protocols for land, air, and sea recommended by the department.

Following the recent reports on falsified COVID-19 RT-PCR results, the Department of Health (DOH) reminds and urges everyone to get tested only in licensed COVID-19 testing laboratories.

Here are some ways to verify if a laboratory is licensed for COVID-19 RT-PCR testing:

1. Visit the DOH website for the complete list of licensed COVID-19 testing laboratories at https://hfsrb.doh.gov.ph/1729-2/

2. Check the daily-updated list of the licensed COVID-19 testing laboratories in BEAT COVID-19 Situational Report uploaded on the DOH official page (https://www.facebook.com/OfficialDOHgov/)

3. Consult with or seek advice from your local health centers and Regional Epidemiology and Surveillance Units health care provider (BHERT, rural/city health units or health centers) in case you need to get tested.

4. If you have doubts on the authenticity of the laboratory or your results, ask for a copy of their readily available license specific for COVID-19 RT-PCR testing valid until Dec. 31, 2021 only and usually posted in their vicinity.

New IATF protocols for international arrivals effective Feb 01, 2021

The Philippine government has lifted the ban on travelers from over 30 countries and regions effective today, February 01, 2021, allowing Filipino citizens and foreign nationals to enter, subject to conditions.

In compliance with the latest resolution released by the Inter-agency Task Force (IATF), passengers flying to the Philippines will be required to undergo RT-PCR testing on their 6th day of quarantine from date of arrival.
