BI optimistic in eased travel restrictions soon

MANILA, Philippines—After being separated due to travel bans and border closures during the global pandemic, binational couples cry: ‘Love is not tourism’.

Love is Not Tourism is a global social media campaign dedicated to lobbying to ease travel restrictions for foreigners seeking to reunite with their partners.

Bureau of Immigration (BI) Commissioner Jaime Morente recognizes some of the looming effects of the imposed travel restrictions.

"Travel bans have also had a profound impact on unmarried couples and families. Some were forced to weather the pandemic without their loved ones. We hear you, and we understand your plight," said Morente.

Supporters of the online petition using the hashtag assert that the movement is not about looking for ways to take a holiday; it is about love being regarded as essential in the time of pandemic.

At present, in the Philippines, while the ban on non-essential outbound travel has been lifted, only Filipinos, balikbayans, and foreigners holding valid and existing visas from green and yellow list countries are allowed entry into the Philippines.

However, Morente further advised, however, that while their agency recognizes their cause, the decision will still come from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF).

"We see your comments in our different channels, and we hear you. However, please bear with us as we implement what the IATF deems necessary. We trust their wisdom in deciding policies, and developing guidelines for safe inbound travel," Morente added.

Morente also expressed the hope that the Philippines will eventually open international tourism in the near future.

"With aggressive vaccination campaigns ongoing worldwide, we are optimistic that travel restrictions will ease up soon," he said.

Morente said the Bureau likewise supports the Department of Tourism’s campaign to keep the country's top-of-mind destination for foreign tourists. "Once the IATF sees that it’s safe, we will be more than glad to welcome you again to our shores," he stated.

Travel ban on 7 countries extended –BI

MANILA, Philippines--the Bureau of Immigration (BI) announced that they will be implementing an order from Malacanang extending the arrival ban on 7 countries until June 30.

BI Commissioner Jaime Morente announced that pursuant to an order from the Palace, the ban on arriving passengers from India, Pakistan, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, and Oman shall remain until the month's end.

"Those with a travel history from these countries within the last 14 days before arrival are also temporarily banned from entering," he added.

He clarified that transiting passengers, or those who did not exit the airport or were cleared by immigration in said countries are not covered by the said ban. "They are not considered to have been admitted in a country if they are there for a mere layover," he clarified.

BI Port Operations Division Chief Atty. Carlos Capulong added that existing travel restrictions remain in place. “Our immigration officers are on stand by and ready to service arriving repatriation flights with our kababayan from these 7 countries,” he stated.

Apart from the travel ban on 7 countries, the country has imposed a restriction on arriving tourists. “Arriving foreign tourists are not yet allowed, unless authorized by the Department of Foreign Affairs through the country’s foreign posts abroad,” said Capulong. “If approved, they would be issued their entry visas and entry exemption documents, which they will present to immigration upon arrival,” he added.

Capulong reminded the public that despite prior approval by the foreign posts, arriving aliens would still undergo regular immigration inspection. “They are still required outbound tickets, as well as documentary proof of their purpose in the country,” he stated.

The clarification was made following several reports of improperly documented aliens arriving in the country. “Once we encounter improperly documented aliens, they are excluded and sent back to their port of origin,” he stated.

BI backs proposed ‘green lane’ for vaccinated foreign travelers to revive PH tourism

The Bureau of Immigration (BI) said it supports a proposal to allow fully vaccinated foreign national to enter the country as part of efforts to revive country’s moribund tourism industry and reopen the country’s borders.

In a statement, BI Commissioner Jaime Morente said, the Bureau backs the setting up of a “green lane” for vaccinated aliens in the different ports to pave the way for the reopening of tourist destinations to leisure travelers, should the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) deem it viable.

“If approved by the IATF-MEID, we in the Bureau, support this initiative by the Department of Tourism (DOT) as it will not only resuscitate our tourism industry, it will also generate employment for millions of Filipinos who lost their jobs due to the pandemic,” Morente said.

Morente said that he trusts the wisdom of the IATF-MEID in deciding when is the appropriate time to open the country's borders.

He added that aside from the tourism and travel industry, opening the country’s borders to international leisure travelers will also hasten the revival of the commercial aviation and shipping industries whose businesses suffered a beating from the pandemic.

“Once these ‘green lanes’ are set up, operations in our international airports and seaports hopefully will begin to return to normal,” Morente said.

Earlier, Tourism Secretary Bernadette Romulo Puyat asked the IATF-MEID to approve the setting of the “green lanes” to facilitate the re-employment of tourism workers and revive the tourism industry under safe conditions.

Puyat said the scheme would allow vaccinated foreign travelers to visit the country for leisure as quarantine rules are being relaxed while the government undertakes a massive vaccination rollout for its citizens nationwide.

She also stressed that the Philippines should keep pace with its neighbors and the rest of the world in slowly reopening the country’s tourist destinations.

The BI is one of the government agencies which comprised a small working group (SWG), headed by the DOT and Department of Foreign Affairs (DFA), which was formed to study the feasibility of implementing the “green lane” scheme and formulate related heath protocols.

Also in the group are the Bureau of Quarantine (BOQ), Department of Information and Communications Technology (DICT), Department of Transportation (DOTr), Office of the Presidential Adviser on the Peace Process (OPAPP), Overseas Workers Welfare Administration (OWWA), and Department of Trade and INDUSTRY (DTI).

UAE, Hungary added to travel restrictions

MANILA, Philippines—Bureau of Immigration (BI) Commissioner Jaime Morente, in an advisory, stated that the travel restrictions for arriving foreign nationals has been expanded to include the United Arab Emirates and Hungary, starting midnight of January 17.

The expansion, according to Morente, is in compliance with directives from Malacanang to include the two countries as an added measure to address emerging Covid-19 variants.

“The expanded travel restrictions is in effect tomorrow midnight,” said Morente. “Hence, foreign nationals who are coming from the 35 restricted countries, or have traveled there within the last 14 days prior to arrival in the country shall be excluded,” he added.

Yesterday, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) announced the extension of the travel ban on aliens coming from the United Kingdom, Denmark, Ireland, Japan, Australia, Israel, The Netherlands, The People’s Republic of China, including Hong Kong Special Administrative Region, Switzerland, France, Germany, Iceland, Italy, Lebanon, Singapore, Sweden, South Korea, South Africa, Canada, Spain, and the United States.

Also included in the travel ban are those coming from Portugal, India, Finland, Norway, Jordan, Brazil, Austria, Pakistan, Jamaica, Luxembourg, and Oman.

“Filipinos who will be arriving from these countries will be allowed to enter, but will be referred to the port’s one stop shop for strict implementation of a 14-day quarantine,” shared Morente. “On the other hand, arriving unaccompanied minors from the 35 countries will not be allowed to board aircrafts. In the unlikely event that they arrive, they shall be turned over to the Overseas Workers Welfare Association for assistance and to ensure that they undergo the required 14-day quarantine,” he stated.

The Government of the United Arab Emirates is requiring all passengers coming from the Philippines to have a negative PCR certificate before they are allowed to board flights flying to the emirates including Abu Dhabi and Dubai.

All affected passengers are strongly advised to get in touch with their respective air carriers to get the details on the implementation of the new regulation.

Passengers without the required negative PCR test certification may not be allowed to check-in for their flights even if they have confirmed bookings.
