Then and Now ....

Year 2021 will be a great and remarkable event for all Bulaneños because Bulan Presidencia will be celebrating its 100 years of establishment.
It's been a long time (well almost a year) since I was researching for some old pictures of the old Bulan Municipal Building. At last, it was a wonderful chance to find this old picture. As if I won a jackpot prize in a Lottery.
"Presidencia" was the name given to earlier municipal buildings during the American era because the mayor was formerly called the Municipal President.
The old Municipal building was designed by the famous Architect Tomas Mapua y Bautista born on December 21, 1888 Binondo, Manila. He was the first registered Filipino architect who also designed St. La Salle Hall in Manila, Manila Central Post Office and Philippine General Hospital, just to name a few.
Around 1920, as seen in the photo, the building was in nearing completion. (1st photo; above)
Construction of a building, which was called Presidencia, started in 1920, with a certain Akura, a Japanese, as contractor. Records are lost that will point out details on how it was funded and built.
The Presidencia was inaugurated on January 2, 1921.
The first Municipal Chief Executive to occupy the new Municipal Hall was Presidente Municipal Federico Gerona. The other municipal officials to occupy this new building were Municipal Secretary Angeles Mojica, Municipal Treasurer Gregorio Callos, Justice of the Peace Felix Gillego, Chief of Police Dionisio Gracilla, and Presidente de Sanidad Dr. Teodoro Nadres. The members of the Police force were, Patrolmen Feliciano Guan, Pio Guray, Ricardo Gueta, Leopoldo Gueta and Fernando Gutay.
In 1954, during the administration of Mayor Rosendo Haylo, the Municipal Council appropriated P10,000.00 for the construction of the two annexes of the Municipal Hall. These annexes are still being used until today by the Bulan Municipal Police and by the COMELEC.
In 1958, during the time of Mayor Eulogio Santos, Municipal Council Session Hall at the third floor and the Treasury Department at the back was constructed.
The edifice was used as the seat of the local government from 1922 by President Municipal Federico Gerona until 1994 Mayor Toby Gonzalez. Then they transferred to the new Municipal Building located in Brgy. Aquino.
The old Building was converted to Bulan Museum that preserves religious and histo-cultural heritage of Bulan.
Bulan Presidencia is one of our heritage that every Bulaneño should be proud of.
As the saying goes:
Our heritage is our inheritance - what the past has conceded to us, what we value in the present and what we choose to preserve for future generations.
