1st EVER FLUVIAL PARADE OF LIGHTED BOATS

The Local Government Unit of Bulan through the Municipality Tourism Office in partnership with the Barangay Coastal Area, different sectors, tourism operation establishments and organizations celebrated the "Padaraw Festival 2022" on May 28-31, 2022.

Looking back, The Padaraw Festival of Bulan which is celebrated every Fiesta time (May 30th) expresses a community’s gladness and thanksgiving for God’s bounties and gifts, gratitude and to honor our Patron Saint, Nuestra Señora De La Inmaculada Concepcion creatively expressed in ethnic music and street dancing.

It was initiated in 1999 by Mrs. Helen C. De Castro (before she became Mayor), Reynaldo B. Gonzalgo, Nilo Raymundo, Fiel Gerero and Rey H. Echane.

“Padaraw” is derived from a Bicolnon term which is commonly used by local fishermen. The root word is “daraw”. Daraw refers to the group or schools of fishes which collect in one part of the sea. This daraw becomes a convergence point for the fishermen to make their catch for the day. Padaraw, therefore, refers to unity. The term “Padaraw” was coined by then Councilor Antonio G. Gilana.

On the other hand, the fluvial parade is a Filipino Catholic tradition, where a patron saint is feted with a bevy of bedecked boats sailing in unison, along the banks of a river or a shoreline. Fishing villages often initiate such celebrations, to invoke the patron's favor to bless the sea and their livelihood.

On May 30, 2022, the LGU-Bulan launched its first ever Fluvial Parade of Lighted Boats Competition with colorful decorations as one of the main highlights of the Fiesta Celebration. Coastal Barangay of the Municipality of Bulan participated the competition.

Here is the list of the winners:

Winner: Barangay SAN RAFAEL (Togbongon)
1st Runner Up: Barangay J.P. Laurel (Pon-od)
2nd Runner Up:Barangay Otavi

Consolation Prizes:
Barangay Butag, Barangay San Vicente
Barangay Zone 4, Barangay Zone 7
Barangay Nasuje.

Definitely, another event to look forward to in the Festival celebration in the Municipality of Bulan. A chance to showcase the God-given talents of all Bulaneños.

A heartfelt gratitude to Hon. Mayor Romeo A. Gordola, Bulan Coast Guard, Sir Eliezer H. Manga (Tourism Ofrice - OIC), Sir Roger Benig (Tourism Operations Officer I) and to All Tourism Staff and OJT.

A research based of Mr. Mark Glenn Tejada's Dance and Musical Rendering Of Padaraw Festival of Bulan was presented during the Weekly Flag Raising Ceremony sponsored by the Bulan Tourism Office headed by Mr. Elizier H. Manga, Bulan Tourism office-OIC.

Also present during the Flag Ceremony were Municipal Mayor Hon. Romeo A. Gordola, Hon. Vice Mayor Chito Delmonte, PltCol Jason Rey C. Colico, LGU Department Heads, OSCA President Rosie Grantos and LGU-Bulan employees.

Year 2021 will be a great and remarkable event for all Bulaneños because Bulan Presidencia will be celebrating its 100 years of establishment.

It's been a long time (well almost a year) since I was researching for some old pictures of the old Bulan Municipal Building. At last, it was a wonderful chance to find this old picture. As if I won a jackpot prize in a Lottery.

"Presidencia" was the name given to earlier municipal buildings during the American era because the mayor was formerly called the Municipal President.

The old Municipal building was designed by the famous Architect Tomas Mapua y Bautista born on December 21, 1888 Binondo, Manila. He was the first registered Filipino architect who also designed St. La Salle Hall in Manila, Manila Central Post Office and Philippine General Hospital, just to name a few.

Around 1920, as seen in the photo, the building was in nearing completion. (1st photo; above)

Construction of a building, which was called Presidencia, started in 1920, with a certain Akura, a Japanese, as contractor. Records are lost that will point out details on how it was funded and built.

The Presidencia was inaugurated on January 2, 1921.

The first Municipal Chief Executive to occupy the new Municipal Hall was Presidente Municipal Federico Gerona. The other municipal officials to occupy this new building were Municipal Secretary Angeles Mojica, Municipal Treasurer Gregorio Callos, Justice of the Peace Felix Gillego, Chief of Police Dionisio Gracilla, and Presidente de Sanidad Dr. Teodoro Nadres. The members of the Police force were, Patrolmen Feliciano Guan, Pio Guray, Ricardo Gueta, Leopoldo Gueta and Fernando Gutay.

In 1954, during the administration of Mayor Rosendo Haylo, the Municipal Council appropriated P10,000.00 for the construction of the two annexes of the Municipal Hall. These annexes are still being used until today by the Bulan Municipal Police and by the COMELEC.

In 1958, during the time of Mayor Eulogio Santos, Municipal Council Session Hall at the third floor and the Treasury Department at the back was constructed.

The edifice was used as the seat of the local government from 1922 by President Municipal Federico Gerona until 1994 Mayor Toby Gonzalez. Then they transferred to the new Municipal Building located in Brgy. Aquino.

The old Building was converted to Bulan Museum that preserves religious and histo-cultural heritage of Bulan.

Bulan Presidencia is one of our heritage that every Bulaneño should be proud of.

As the saying goes:
Our heritage is our inheritance - what the past has conceded to us, what we value in the present and what we choose to preserve for future generations.
