DFA admits 3-4 million backlog of passports for renewal

THE Department of Foreign Affairs (DFA) admitted during budget deliberations on Tuesday an estimated backlog of 3 to 4 million passport renewals.

DFA Undersecretary Brigido Dulay told the House of Representatives's Committee on Appropriations that the pandemic was the cause of the delays.

"We admit, Your Honor, that there is a current backlog of around 3 to 4 million for passport renewals. And this...really stems from the pandemic which has limited our ability to provide the usual, the regular consular services and passport renewals to a lot of Filipinos", Dulay said.

The DFA official said that in the past few months, Foreign Affairs Secretary Teodoro Locsin Jr. has ordered them to put up additional temporary off-site passport services sites.

Public Advisory: Temporary Closure of DFA Consular Office (CO) in Antipolo City

27 September 2021 – The Department of Foreign Affairs informs the public that the
operations in the Consular Office (CO) in Antipolo City are temporarily suspended today, 27 September, until Friday, 1 October 2021, for the thorough disinfection of its premises and to comply with the isolation and quarantine guidelines imposed by the IATF for Emerging Infectious Diseases.

Personnel of CO Antipolo tested positive for COVID-19 and the rest are considered as
close contacts.

Affected applicants for this period will receive and email providing them the details of their
alternative passport appointment. For urgent concerns, applicants may contact CO Antipolo through [email protected] and [email protected].

The Department requests the public’s understanding as it continues to adhere to
prescribed measures to prevent the spread of the COVID-19 pandemic. Likewise, the Department urges applicants to refer ONLY to the official DFA platforms for announcements and updates.

PHILIPPINES PUSHES FOR REGIONAL RECOVERY AT 7TH MEETING OF ASEAN COORDINATING COUNCIL WORKING GROUP ON PUBLIC HEALTH EMERGENCIES

PASAY CITY 29 September 2021 – Philippines’ Senior Official Meetings’ (SOM) Leader Ma. Theresa P. Lazaro called for enhanced efforts to implement ASEAN’s key initiatives to COVID-19 response for regional recovery during the 7thMeeting of the ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE), held on 27 September 2021 via video conference.

The Philippines stressed the urgency of purchasing vaccines through the COVID-19 ASEAN Response Fund (CARF) and allocating more resources of the Fund for the procurement of vaccines, as well as the immediate operationalization of the ASEAN Regional Reserve of Medical Supplies for Public Health Emergencies and the ASEAN Centre on Public Health Emergencies and Emerging Diseases.

Both bodies serve as regional resource hubs to strengthen ASEAN’s regional capabilities to prepare, prevent, detect and respond to public health emergencies and emerging diseases, and also complement other regional platforms related to public health and safety.

ASEAN Senior Officials also exchanged views on the operationalization of the ASEAN Travel Corridor Arrangement Framework, such as expanding the roles of the latter’s Ad Hoc Task Force, to enable a common approach to verify the authenticity of digital certificates in accordance with the World Health Organization (WHO) guidelines.

The Philippines recommended that the Ad Hoc Task Force establish regional mechanisms to identify or certify nationals of ASEAN member states who have received their doses of COVID-19 vaccines, to jumpstart efforts in re-opening selected areas in the region for international tourism.

The Philippines further underscored the importance of deepening public-private partnership (PPP) between ASEAN and the ASEAN Business Advisory Council. “PPPs have grown in importance over the years, and the pandemic has put them at the forefront in providing possible solutions to meet sustainability goals, aid key sectors such as MSMEs, and allow greater mobility to those partially or fully vaccinated to spur business activity,” remarked Philippine SOM Leader Lazaro.

The ACCWG-PHE’s reports and makes various recommendations to ASEAN’s collective response to the COVID-19 pandemic to the ASEAN Coordinating Council for subsequent approval of the Leaders at the 38th ASEAN Summit in October 2021.

11 April 2021 - With the transition to a Modified Enhanced Community Quarantine (MECQ) from 12 April to 30 April 2021 in the National Capital Region and in the provinces of Bulacan, Cavite, Laguna and Rizal, the Consular Offices of the Department of Foreign Affairs in Metro Manila (including the Office of Consular Affairs in Aseana, Parañaque City), Antipolo, Dasmariñas, Malolos and San Pablo will have skeleton work teams from 12 April 2021, for the duration of the MECQ, from 8:00 AM – 12:00 PM, to attend to emergency or urgent cases only. Read Public Advisory (Advisory #4): NCR Plus Consular Offices Will Attend to Emergency/Urgent Cases such as medical emergencies or returning OFWs with documents supporting proof of urgency (e.g. medical certificate, employment contract plus valid residence permit or working visa) during MECQ through this link: https://bit.ly/3wPkn7C.

An email will be sent to the concerned passport applicants to confirm their new appointment schedule.

Please print out the new email, the application form with your original appointment schedule indicated, the e-receipt and your supporting documents, and present them during your new appointment schedule.

DFA Consular Office: Easing Public Inconveniences in the Time of Pandemic

PARAÑAQUE CITY 23 September 2021 – With strict COVID-19-related restrictions still in place, the Department of Foreign Affairs (DFA) is hard-pressed to deliver consular services to the public while asking the public’s cooperation in making the passport application and renewal experience smoother for everyone.

Among the measures that will be undertaken is the decongestion of the Office of Consular Affairs (OCA) in Aseana Business Park by relocating the passport-releasing site to the DoubleDragon Plaza in Pasay City. Passports will be released at the site from Mondays to Fridays (except public holidays), 8:00 AM to 3:00 PM.

The Department is also gearing up for the opening of more Temporary Offsite Passport Services (TOPS) sites in the National Capital Region (NCR) and other provinces in order to relieve the pressure on OCA Aseana and its 36 consular offices nationwide.

OCA said that the long lines was due to the transfer of passport appointments to the main office in ASEANA from consular offices in the NCR that had to temporarily close for disinfection.

The situation was aggravated by the big number of applicants who were personally picking up their passports at the DFA following the severance of relations with the Department’s previous courier service provider. Over two thousand passports were rendered undeliverable due to erroneous addresses or the lack of authorization letters from applicants who were not personally present at their declared addresses. Said passports were then turned over to the DFA for release to the applicants themselves.

OCA is doing its best to serve clients in a timely manner, and there is no need to go to DFA ASEANA very early in the morning to be able to avail of consular services within the day.

Meanwhile, OCA experienced a significant reduction in its on-site personnel following a spate of COVID-19 positive cases among the members of its staff. This personnel and their close contacts within the offices were required to observe home isolation and be tested again before returning to work.

The Department requests the public’s cooperation as it strives to deliver passport services to the public while ensuring the public’s safety and health. END
