Dear Travel Partners,

Please be advised that Bureau of Immigration released an advisory regarding the full-scale implementation of the e-Travel System (Electronic Travel Declaration System) form. It is MANDATORY that ALL PASSENGERS and FLIGHT CREW that will depart from the Philippines, commencing on
April 15, 2023, to register at https://etravel.gov.ph:

- Arriving passengers: Not earlier than seventy-two (72) hours from the scheduled time of arrival up to actual arrival into the country; and
- Departing passengers: Not earlier than seventy-two (72) hours up to not later than three (3) hours from the scheduled time of departure from the country.

Paper-based arrival/departure cards shall discontinue effective 01 May 2023.

Please disseminate this information to your clients for everyone's reference and guidance.

Starting November 1, 2022, an eArrival Card will be required from all inbound travelers arriving in the Philippines prior departure from their country of origin.

The Bureau of Quarantine observes an e-Arrival Card scan-and-go system in our airports for ease of travel. To ensure enjoyment of this, arriving travelers should register for an eArrival Card within 72 hours prior their departure via onehealthpass.com.ph or by scanning the blue code above.

ALL DOMESTIC FLIGHTS RETURN TO TERMINAL 1

Cebu, Philippines – Mactan-Cebu International Airport (MCIA) shall operate all Domestic Departures and Arrivals at Terminal 1 (T1) effective 15 October 2022, 00:01 PST. Effectively, Terminal 2 (T2) shall be dedicated for all International Departures and Arrivals.

MCIA continues to experience increased domestic traffic with domestic demand now at 67% of pre-pandemic levels. In the same period of 2019, daily average at MCIA tipped at 35,000 passengers for domestic and international. International traffic continues to take increased traffic from Korea, Japan, and Taiwan. In the next months, MCIA is also expecting resumption of flights from Hong Kong and China.

MCIA remains committed in ensuring smooth airport experience for its passengers and stakeholders. Thank you for your usual cooperation and understanding.

Oct. 13, 2022 is estimated to be the end of Taiwan's quarantine!

Taiwan's Premier Su Tseng-chang has announced that the "0 + 7" system will be implemented on Oct. 13, as well as the expansion of visa-free entry to more nations and the lifting of the tourist ban.

Phase 1
Policies taking effect on September 29th:

a) Arriving passengers undergoing the "3 + 4" quarantine scheme will be able to spend the entire seven-day period in a residence with others as long as they can follow the "one person per room" principle.

b)There will be no more on-arrival saliva tests; instead, four (4) rapid antigen test kits will be given to passengers.

c)Additionally, all reciprocating countries will receive visa-free entry.

Phase 2:

Following the implementation of these policies, Su stated that the situation with the local outbreak will be monitored for a week. In the event that conditions are deemed appropriate, the "0 + 7" scheme will be launched two days after the announcement of the policy, which he estimates will be October 13.

Under the 0+7 plan :

a)150,000 passengers will be allowed to arrive weekly.

b) Opening borders to travelers from countries that do not have visa-free travel.

c) An end to the ban on tour groups.

d) If asymptomatic, inbound visitors can use all means of public transportation.

Effective March 28, 2022, ALL AirAsia DOMESTIC flights to and from Manila will now operate out of Terminal 4 of Ninoy Aquino International Airport.

Meanwhile, ALL AirAsia INTERNATIONAL flights to and from Manila will still operate out of Ninoy Aquino International Airport Terminal 3.

Payment of the fees for RT-PCR tests, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be

shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs). DEPARTING FROM THE PHILIPPINES

For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding. You must also accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure. MANILA (NAIA - MNL) TERMINAL ASSIGNMENTS

- Until March 26, PAL international flights from Manila depart from:

· NAIA Terminal 1, except for flights to USA and Guam.

· NAIA Terminal 2 for flights bound for Guam, Honolulu, New York, San Francisco, and Los Angeles

Effective March 27, 2022, flights from Manila will depart from:

· NAIA Terminal 1 for flights to Dammam, Dubai, Riyadh, Toronto and Vancouver

· NAIA Terminal 2 for all other international flights.

- Until March 26, PAL international arrivals will use the following terminals:

· NAIA Terminal 1 for flights arriving from Dubai, Riyadh and Dammam

· NAIA Terminal 2 for all other arriving international flights.

Effective March 27, 2022, PAL international arrivals in Manila will use:

· NAIA Terminal 1 for flights from Dammam, Dubai and Riyadh

· NAIA Terminal 2 for all other arriving international flights.

- PAL domestic flights depart from and arrive at NAIA Terminal 2.

MACTAN CEBU (MCIA - CEB) TERMINAL ASSIGNMENTS

o Terminal 1 for domestic arrivals only

o Terminal 2 for domestic departures

o Terminal 2 for international departures and arrivals.

TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES

Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at:

· Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila (drive-thru or walk-in testing from 8AM to 8PM daily); or

· PAL Gate 3 located at Andrews Avenue, Pasay City (in-car or walk-in service 24 hours a day, seven days a week).

These PAL testing facilities are in partnership with Detoxicare Molecular Diagnostics Laboratory. The tests cost PHP 2,599 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online. Upon entrance, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

If you need to take another RT-PCR test for your new flight schedule, you may undergo RT-PCR testing at PAL's own testing facility at PAL Learning Center or PAL Gate 3 (see above information on " TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES").

FLYING SAFELY IN THE ‘NEW NORMAL’ PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.

Please bring your own face masks and wear them at all times – at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing.
