GENERAL Community Quarantine Guidelines
1. Only workers and sectors in Category I, II, and III may continue to work or operate in phases: (Work sector category I, II, and III as clarified by DILG Secretary Eduardo Año during their press briefing):
CATEGORY I (100% pwede na mag-operate/work)
a. Agriculture, Fishery, Forestry
b. Food Manufacturing and its entire supply chain (including ink, packaging, raw materials, etc)
c. Food retail (supermarket, Public & Private Market, restaurants - Takeout &Delivery Only)
d. Healthcare (Hospitals, Clinics, Drugstores)
e. Logistics
f. Water
g. Energy
h. Internet, Telecomms,
i. Media
CATEGORY II (50 to 100% pwede na mag open/work)
a. Other manufacturing (electronics, exports)
b. E-commerce and delivery for essential and non-essential items
c. Repair and Maintenance services
d. Housing and office services
CATEGORY III (50% on-site work and 50% WFH)
a. Financial Services
b. BPO
c. Other non-leisure wholesale and retail trade
d. other non-leisure services
CATEGORY IV - non-essentials that are not related to health and food (100% closure)
a. schools
b. leisure, amusement, gaming, fitness
c. "kid" industry
d. tourism
e. all gatherings incl. religious conferences
f. malls (limited opening - supermarket, drugstore, bank, laundry, restaurants for takeout and delivery, hardware)
g. construction (limited opening, )
2. The general population may go out of their homes for purposes of accessing basic necessities;
3. In any case, those with ages below 21 years old and those 60 years old and above, as well as those ages ranging from 21 years old but below 60 years old but reside with persons with co-morbidities or other risk factors, shall remain at home;
4. Non-leisure stores in malls and shopping center may partially open;
5. Higher Education Institutions (HEIs) may continue classes to finish the Academic Year and issue credentials to students, in accordance with guidelines as may be issued by the Commission on Higher Education.
6. Priority and essential construction projects may resume in accordance with guidelines as may be issued by the DPWH;
7. Public Transportation may operate at a reduced capacity in accordance with guidelines as may be issued by the DOTr.
8. Local Government Units (LGUs) shall enforce curfew at night for non-workers; and
9. Airports and seaports may operate insofar as the unhampered movement of goods.
