DOT welcomes the approval of IATF uniform travel protocols

The Department of Tourism (DOT) is for the safe reopening of tourist destinations as this allows us to restart our economy and help our tourism workers regain their jobs. The Department therefore welcomes the approval of uniform travel protocols for all local government units (LGUs) by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) to facilitate travel movement and promote local tourism.

The DOT deems the simplification of requirements as vital in encouraging domestic travel and helping in the speedy recovery of Philippine tourism.

The DOT also defers to the decision of LGUs to require tests before travel. For those requiring RT-PCR tests, the subsidized program in partnership with the University of the Philippines-Philippine General Hospital (UP-PGH) and the Philippine Children’s Medical Center (PCMC) will help reduce costs and encourage travel.

Meanwhile, the DOT reminds tourists and stakeholders of the need to still strictly ensure minimum health and safety protocols such as wearing of a mask and face shield, physical distancing, hand sanitizing, and booking or operating in DOT-accredited establishments, among others to protect both the tourists, tourism workers and the residents of host communities.

Relatedly, the DOT will continue to develop minimum health and safety guidelines for the tourism sub-sectors to prepare LGUs in the safe reopening of their destinations.

DOT SUPPORTS THE SAFE REOPENING OF NEGROS ORIENTAL

DUMAGUETE CITY -- The Department of Tourism (DOT) commits to assist yet another provincial destination as the local executives of Negros Oriental heralds reopening its sites to more domestic tourists.

Tourism Secretary Bernadette Romulo-Puyat expressed her support at the press conference together with Negros Oriental 2nd District Representative Manuel “Chiquiting” Sagarbarria, Dumaguete Mayor Felipe Antonio Remollo, Dauin Mayor Galicano Truita, and other provincial leaders on Thursday, 25 February.

“Everyone is aware that the country’s tourism industry suffered a major setback last year, which prompted many of our destinations, including Negros Oriental, to put up travel restrictions. I am happy to say, however, that there has been significant progress in our efforts to rebuild tourism here in Negros Oriental,” she said.

Among the commitments of the department include promotional branding campaigns, assistance on the establishment of a hyperbaric chamber, and the provision of the digital platform called Visitor Information and Travel Assistance (VIS.I.T.A.) through its attached agency Tourism Promotions Board (TPB) for an efficient visitor management system.

Puyat, who chairs the Philippine Commission on Sports Scuba Diving (PCSSD), also lauded the reopening of dive tourism in the Municipality of Dauin to domestic tourists on 19 February, adding that more PCSSD workforce will be deployed in the region to strengthen the building capacity and accreditation of dive establishments.

“This would allow the more efficient processing of the requirements to reopen dive establishments in Negros Oriental. The DOT Region 7 office has also set up several diving activities for the year, including support for a marketing event previously discussed with the Negros Oriental Dive Association,” the tourism chief said.

The DOT also continues to support the provincial government by ensuring the health and safety protocols are implemented in the tourism value chain. As of 15 February, the DOT Region 7 has accredited 962 (AEs) in Central Visayas, 77 of which are in Negros Oriental.

The tourism chief added that the DOT tops up its regional assistance through the Bayanihan 2 cash assistance program for displaced tourism workers together with the Department of Labor and Employment (DOLE). As of 19 February 2021, the DOT Region 7 has endorsed a total of 696 tourism enterprises, tour guide associations/ individuals and community based-tourism associations with 24,588 beneficiaries. 53 of those tourism enterprises, community based-tourism and associations/ individuals are from Negros Oriental with a total of 1,892 beneficiaries amounting to Php 9,460,000.

For its part, the DOLE Region 7 has approved and remitted a total of 877 tourism enterprises, tour guide associations and community based-tourism associations with 12,481 beneficiaries amounting to Php 62,405,000. A total of 886 individuals were approved and remitted amounting to Php 4,430,000. Out of the 1,763 remitted to tourism enterprises, community based-tourism and associations/individuals, 178 are from Negros Oriental.

“Much can still be done in order to ensure that our displaced tourism workers will be given the proper assistance. This is a platform that is being made available until June 30, 2021, so I encourage everyone now from the tourism industry in Negros Oriental to take hold of this opportunity and apply with the DOLE,” Puyat enthused.

Meanwhile, Puyat graced the launch of the “Dumaguete” signage in Rizal Boulevard together with city Mayor Remollo. The DOT Secretary also recommended experiencing budbud or sticky rice wrapped in banana leaves and sikwate or hot tablea drink in the local market for an authentic Dumaguete gustatory experience.

Negros Oriental is the largest province in Central Visayas, logging 283,404 same-day visitor arrivals and 180,857 overnight visitor arrivals in 2020. Among its six cities are Dumaguete, Bais, Tanjay, Guihulngan, Canlaon, and Bayawan.

CEB Travel Advisory on IATF temporary ban for foreign nationals until Jan 15, 2021 as of Dec 30, 2020, 2pm

Due to the newly detected variant of the SARS-CoV-2, the Philippine government, through the Inter-Agency Task Force (IATF), has imposed a temporary ban for foreign nationals flying to the Philippines from December 30, 2020 to January 15, 2021. During this period, only Filipino citizens will be accepted on CEB’s flights from Hong Kong, Nagoya (Japan), Singapore, and Seoul (South Korea).

CEB will not accept foreign nationals who originated from, transited via, or visited within 14 days prior to arrival in the Philippines, any of the 20 countries specified in the IATF resolution. The list of affected countries and complete details may be viewed here: bit.ly/IATFResoNo91_122920

All passengers travelling from, to, and within the Philippines are required to have the free Traze Contact Tracing app prior to their flight. You may download the app via the Apple App Store, Samsung Galaxy Store, Google Play, and Huawei AppGallery.​​

Passengers outside the Philippines who are unable to download the application are encouraged to first download a Virtual Private Network (VPN) application and to set the country to "Philippines".​​

Thereafter, a Negative RT-PCR Result shall be required from ROFs, Non-APORs, and APORs (with travels exceeding 48 hours) pursuant to the aforesaid section of E.O. No. 20-101, s. 2020.

ROFs, Non-APORs, and APORs (with travels exceeding 48 hours) whose travels are scheduled on November 20, 2020 onwards are advised to secure a Negative RT-PCR Test Result

ADVISORY:
Pursuant to DOH DM 2020-0468, a POSITIVE RAPID ANTIGEN TEST among CLOSE CONTACTS is interpreted as a CONFIRMED CASE. For asymptomatic close contacts who test negative with rapid antigen test, the result of the confirmatory test (through rRT-PCR or repeat antigen test) shall be reflected in official DOH reports.

In any setting, only COVID-19 antigen test kits authorized by the Philippine Food and Drug Administration (FDA), validated by the Research for Tropical Medicine (RITM), WHO-Foundation for Innovative New Diagnostics (FIND) and other DOH-designated institutions for test kit validation or those included in the World Health Organization Emergency Use Listing (WHO-EUL), and have met the minimum regulatory, technical and operation specifications set by the Health Technology Assessment Council (HTAC) can be used.
