The protected area was created by virtue of Republic Act 7586 or the National Integrated Protected A

Presidential Proclamation 2152 declared the area from Liangan River to Larapan River as Liangan-Larapan Mangrove Forest Swamp Reserve. Republic Act 7586 recognized the area as Bacolod-Kauswagan Protected Landscape and Seascape.
