FULLY-VACCINATED FILIPINOS ALLOWED TO ENTER SINGAPORE VIA VTL PROGRAM

Effective March 4, 2022, fully-vaccinated Filipino tourists/ short-term visitors shall be allowed to enter Singapore courtesy of the Vaccinated Travel Lane (VTL) program.

The VTL program allows fully- vaccinated travelers to be โ€œquarantine-freeโ€ upon arrival in Singapore. Passengers must have received covid19 vaccines approved by the World Health Organization (EUL).

TRAVEL REQUIREMENTS:
- Proof of Vaccination; COVID-19 vaccination certificate (VaxCertPH) issued by the Department of Health will be recognized,
- Negative COVID-19 Test Result,
- Travel Insurance.
- Booking in a VTL Flight

Please visit the Singapore government website and apply for a Virtual Travel Pass. For hassle-free application, ensure that you have a valid passport, proof of vaccination, and an address where you plan to stay in Singapore.

ARRIVING IN SINGAPORE:

Arriving passengers in Singapore will have up to 24 hours from their entry to take a supervised self-swab (SSS) Antigen Rapid Test (ART) at one of the testing centers located across Singapore.

The weblink to book a test will be provided in the Testing Notice issued to travelers on arrival in Singapore. Once negative results are available, they are free to go out.

NOTE: Except for going to the supervised self-swab, travelers are required to isolate in their accommodation until they have tested negative on the supervised Antigen Rapid Test.

REVISED TRAVEL PROTOCOLS:
- New Arrival Rules for Filipinos & Eligible Foreign Nationals (from Feb 1)
- Foreign Nationals from Visa Free Countries may visit PH (from Feb 10)
Dear PAL Passenger:
We are pleased to share upcoming changes in travel protocols that will help improve the convenience of traveling to the Philippines, both for Filipinos and non-Filipino travelers.
A. NEW ENTRY, TESTING & QUARANTINE PROTOCOLS for entry to the Philippines, effective from 01 February 2022:
1). FULLY-VACCINATED ARRIVING FILIPINOS AND ELIGIBLE FOREIGNERS, regardless of country of origin:
โ–  Shall be required to present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
โ–  Shall no longer be required to observe mandatory facility-based quarantine upon arrival; but shall self-monitor for any sign or symptom of covid for 7 days, with the first day being the day of arrival; and shall be required to report to the local government unit of destination should any symptoms manifest.
โ–  Must have any of the following proofs of vaccination against COVID-19 that are recognized under existing IATF regulations:
a. World Health Organization International Certificate of Vaccination;
b. VaxCertPH certification; or
c. National/State digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement, unless otherwise accepted by the IATF
2). UNVACCINATED AND PARTIALLY-VACCINATED TRAVELERS, AS WELL AS THOSE WHOSE VACCINATION STATUS CANNOT BE VALIDATED:
โ– Shall be required to present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
โ–  Shall also be required to undergo facility-based quarantine until the release of negative RT-PCR test results to be taken on the 5th day of quarantine.
โ–  Shall observe home quarantine until the 14th day from the day of arrival.
Their home quarantine will be monitored by the LGU of destination and their Barangay Health Emergency Response Teams.
3.) NOTE for UNVACCINATED CHILDREN:
Children under 12 years of age who cannot be vaccinated shall follow the quarantine protocols of the parent/s or the accompanying adult/guardian traveling with them.
B. VISITS OF FOREIGN NATIONALS NOW ALLOWED UNDER CERTAIN CONDITIONS, effective from 10 February 2022:
Starting from 10 February 2022, FULLY-VACCINATED NATIONALS OF โ€œNON-VISA REQUIRED COUNTRIESโ€ shall be allowed to enter the Philippines, provided that:
โ–  Their passports are valid for 6 months from time of arrival, and they hold return tickets to their country of origin or to their next destination;
โ–  They must have any of the following proofs of vaccination against COVID-19 that are recognized under existing IATF regulations:
a. World Health Organization International Certificate of Vaccination;
b. VaxCertPH certification; or
c. National/State digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement, unless otherwise accepted by the IATF

CEB ADVISORY
UPDATED 18 JAN 2022 - CEB NO VACCINATION,
NO RIDE POLICY

In line with the Department of Transportation Order No. 2022-001, unvaccinated and partially vaccinated
guests will not be allowed to use public transport, including air travel, from 17 January 2022 until further
notice, for as long as the National Capital Region is under Alert Level 3 or higher. This is applicable to all
Domestic flights to and from Manila.
Unvaccinated and partially vaccinated guests may be allowed to travel, if they fall under these exception
cases:
1. Persons with medical conditions that prevent full COVID-19 vaccination, as evidenced by a duly
signed medical certificate with name and contact details of the physician
2. Persons who will procure essential goods and services, such as but not limited to food, water,
medicine, medical devices, public utilities, energy, work, and medical and dental necessities, as
evidenced by a duly issued barangay health pass or other appropriate proof to support and justify
such travel
3. Persons who are returning to their place of residence, regardless of age will be allowed to travel
provided that they present proof of residence, subject to the destination's LGU restrictions.
To be allowed to board the flight, all guests must present the following documents in addition to the
travel requirements of their destination LGU:
1. Valid government-issued ID with picture and address
2. Physical or digital copies of an LGU-issued Vaccine Card, a DOH-issued Vaccine Certification, BOQ ICV
or any IATF-prescribed document
Waivers and flight options have already been given to guests traveling from 17 JAN to 23 JAN and 24 JAN to
31 JAN based on previous memos. Should Alert Level 3 or higher be extended beyond 31 JAN, guests may
be provided with Level 3 โ€“ Uncontrollable Common Waiver:
๏‚ท Rebook - rebook without fare difference for travel up to sixty (60) days from original flight date. Fare
difference will apply if travel period is beyond sixty (60) days from original flight date.
๏‚ท Travel Fund - store the value of the booking in a Travel Fund, which shall be valid for two (2) years.
Travel Fund includes the fare, taxes, all unused ancillaries, Admin Fee, and Handling Fee, but excludes
Flight Fees.
๏‚ท Refund - request for Refund, to be processed within two (2) months
Guests must manage their flight booking online via bit.ly/CEBmanageflight up to thirty (30) days after the
original flight date.

Dear Valued Passenger,



Effective January 17, 2022, airlines are only allowed to accept fully vaccinated passengers for carriage on our domestic flights to and from Manila.



This requirement was imposed by the Philippine Department of Transportation (DOTr) and is valid for as long as the Metro Manila area (National Capital Region โ€“ NCR) remains under Alert Level 3 or higher. The requirement applies to all domestic travel to and from NCR, including the travel of individuals who reside outside NCR but who work inside NCR.



Travelers are considered fully vaccinated if at least two weeks have elapsed after their second dose of a two-dose COVID vaccine, or two weeks after receiving a single-dose COVID vaccine. You are required to present physical or digital copies of a vaccine card issued by your local government unit (LGU), or a vaccine certification issued by the Department of Health (DOH), or any document prescribed by the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Disease); as well as a valid government-issued identification card (ID) with your picture and address.

However, PAL can accept unvaccinated individuals, including minors, who can present:



A duly signed medical certification with the doctor's name and contact details that states that their medical condition prevents full COVID-19 vaccination; or
Appropriate proof (e.g., barangay health pass) to support that their travel is to procure essential goods and services (e.g., medicine, medical devices, medical and dental necessities, public utilities, etc).


Children 11 years old and below can be accepted on PAL flights without the need for a medical certificate, but should still present proof of essential travel, and must follow the LGU requirements for their destination. Please be ready to present proof of the childโ€™s age if requested.



We seek your kind understanding, as we are required to comply with government directives for the safety of all travelers and our communities. We reiterate that the new directives apply only on domestic flights to and from Manila; our other domestic flights do not fall under these restrictions.



If the new directive prevents you from traveling, and you purchased your ticket prior to January 17, 2022, and booked for travel on any date from January 17 to January 31, 2022, your ticket is safe and remains valid, and you may avail of the following options:



Convert your ticket to Travel Credits equivalent to the unused base fare of your ticket. Voucher validity is one year (1) year from date of issuance.
Rebook or reroute your ticket to another flight with available space within 60 days from the original flight in the same cabin class.
Refund ticket without penalties, excluding Ticketing Service Charge.


No show fees will be collected if your confirmed reservation was not cancelled at least four hours before your booked flight departure time.

For such rebooking requests and transactions, we encourage you to use our MyPAL Request Hub rather than call our PAL customer hotline (which is presently unable to fully accommodate the very high volume of calls and requests). If you purchased your ticket through a travel agent, please deal directly with your agent.



Passengers are still mandated to comply with the Local Government rules and requirements for their destination.

New Update as of January 15 - Regarding Qualified Exemptions and Children on PAL flights.

Effective January 17, 2022, the Department of Transportation under Urgent Department Order No. 2022-0001 will implement โ€œNo Vaccination, No Ride" Policy for DOMESTIC TRAVELERS.

This will apply to all domestic travel to and from NCR.

Please read the guidelines for Fully Vaccinated, Qualified Exemptions, and Partially Vaccinated / Unvaccinated.

Note the following changes as of January 15:

1. Qualified Exemptions - those exempted are no longer required to have RT-PCR 48 hours before flight, unless required by destination LGU.

2. Children 11 years old and below can be accepted on PAL flights without the need for a medical certificate, but should still present proof of essential travel, and must follow the LGU requirements for their destination. Please present proof of the child's age.

We continue to experience challenges in sustaining full operations because an increasing number of our frontline and support personnel are unable to report for work due to precautionary quarantine or self-isolation requirements.

PAL adopts and continuously updates strict health and safety protocols to protect all travelers, including full PPE for our cabin crew, aircraft cabin air flow systems that continuously infuse fresh air, and HEPA filters that screen out viruses and other contaminants, for a safer and cleaner environment.

Options for Passengers of Cancelled Flights

We sincerely regret the inconvenience this will cause to your travel plans. Your current tickets are safe and remain valid, and you may avail of the following options if your flight is cancelled:

1. Convert your ticket to Travel Credits equivalent to the unused base fare of your ticket. Voucher validity is one year (1) year from date of issuance.

2. Rebook or Reroute your ticket to another flight with available space within 60 days from the original flight in the same booking class or higher within the same cabin class.

3. Refund ticket without penalties, excluding Ticketing Service Charge

You may request the above through our MyPAL Request Hub facility at https://www.philippineairlines.com/en/ph/home/covid-19/mypalhub.

You may access the online self-reaccommodation tool for flight rebooking. Click the Manage Booking Tab and then select the Flight Disruptions radio button in our homepage www.philippineairlines.com.

If your contact details are in our reservations records, you will be informed of the status of your flights via e-mail, telephone call or SMS/text.

Reminders as we adjust to service constraints:

We encourage you to:
โ€ข use our MyPAL Request Hub for rebooking requests, queries and ticket transactions, rather than call our PAL customer hotline or visit our ticket offices (which are unable to fully accommodate the very high volume of calls and requests).
โ€ข Please defer less urgent rebooking transactions related to travel within the next seven (7) days, so that we can reserve the customer hotline and ticket offices for the most urgent calls and transactions.
โ€ข If you purchased your ticket through a travel agent, please deal directly with your agent for any rebooking or ticketing transaction needs.

We are redirecting more personnel and resources to handle MyPAL Request Hub transactions where they are most needed to help us serve more passengers during this challenging time.
Our Metro Manila city ticket offices will be open only five (5) days a week, from Mondays to Fridays, 9 AM to 5 PM. However, our airport ticket offices at NAIA Terminal 2 (2 AM to 10 PM) and Terminal 3 (8 AM to 5 PM) will remain open on all days of the week; and our Domestic Airport Road ticket office in Pasay City will be open from Mondays to Saturdays.

Flight Cancellations for January 15 to 24, 2022

Dear PAL passengers:

We continue to experience challenges in sustaining full operations because an increasing number of our frontline and support personnel are unable to report for work due to precautionary quarantine or self-isolation requirements.

We are taking the precaution of cancelling a number of PAL flights, even as our PAL teams do all we can to maintain as many other flights as possible, process all passenger requests and relieve the longer call waiting times and ticket office queues. We are also compelled to cancel some international flights to comply with newly reduced limits to the daily number of passenger arrivals allowed at Manila airport by the Philippine government authorities.

We request your kind understanding as we cope with these temporary challenges.

In compliance with the Philippine Department of Tourism (DOT), Civil Aeronautics Board Advisories, and the Province of Aklan, only tourists are allowed to fly to Caticlan. The Caticlan Airport is the only port of entry and exit of Boracay Island tourists. All tourists must comply with the province.....
