La Libertad Strengthens Maternal and Infant Care Programs
The La Libertad LGU, under Mayor Emmanuel 'MM' Limkaichong Iway, continues its efforts to reduce home deliveries through the "Mommy and Baby Care Package" and "Payag ni Nanay" programs.
Launched in 2022, the "Payag ni Nanay" program encourages expectant mothers, especially from remote areas, to visit the lying-in clinic before their due date. The LGU provides food for pregnant women and their companions while they await childbirth. The cottages, located near the infirmary, are equipped to accommodate four mothers with essential amenities.
In December 2023, the LGU also introduced the "Mommy and Baby Care Package," offering ₱1,500 worth of supplies to mothers and newborns.
The Sangguniang Bayan has passed an ordinance penalizing traditional birth attendants who don't comply with Republic Act 7392 to ensure safe deliveries in proper facilities.

12TH CLEFT LIP AND PALATE SURGICAL MISSION IN LA LIBERTAD, TRANSFORMS 71 PATIENTS
The Municipality of La Libertad, headed by Hon. Mayor Emmanuel 'MM' Limkaichong Iway, in collaboration with Negros Oriental First District Representative Congresswoman Josy Limkaichong, Medical Mission Matters Philippines, and Smile Train Foundation, achieved remarkable success during the 12th Cleft Lip and Palate Surgical Mission, at La Libertad Infirmary, held from January 24 to 31, 2024.
A total of 71 patients, from various parts of the Visayas, including Cebu Province, Siquijor, Ilo-Ilo City, Negros Occidental, Guihulngan Ciand ty, Tanjay City, among others, benefited from the surgical mission aimed at addressing cleft lip and palate conditions.
Physicians Dr. Leah Victorio (Reconstructive Plastic Surgeon, UP General Hospital) and Dr. Maria Hedwig Reyig (Anesthesiologist, Makati Medical Center) led the surgical operations along with their team of medical professionals and local government unit support.
Mayor Iway, driven by a vision to alleviate the prevalence of cleft lip and palate cases among Filipinos, highlighted that these surgical missions occur twice a year in La Libertad.
The initiative provides free laboratory services, operation procedures, meals for patients and their aides, and transportation.
"Welcome ra gyud kaayo mo sa La Libertad para ani nga medical mission. Ako, kinsa raman ko para mobalibad kung sila nagkailangan ani, kung ang doktor andam mo-opera, welcome ra gyud kaayo ang tanan," expressed Mayor Emmanuel 'MM' Limkaichong Iway.
Mayor Iway extended his sincere thanks to Medical Mission Matters Philippines and Smile Train Foundation, acknowledging their continuous collaboration for the successful surgical mission beginning 2016.
The second Cleft Lip and Palate Surgical Mission in La Libertad will be in June 2024, welcoming patients from various parts of the country.
