GOOD NEWS: MARINA EXTENDS EXPIRING SIRBs, SRBs FOR SEAFARERS ONBOARD, ASHORE TO ONE YEAR

As part of its efforts to further assist Filipino seafarers who are experiencing difficulties in crew changes and disembarkation and to promote their continued employment, the Maritime Industry Authority (MARINA) has issued MARINA Advisory 2020-67, which grants a one (1)-year extension for expiring Seafarer’s Record Books (SRBs) and Seafarers Identification and Record Books (SIRBs).

All SRBs and SIRBs of seafarers currently serving on board ships and ashore, which are expiring between 13 March 2020 to 31 December 2020, shall be extended for one (1) year from the date of expiry without having to file for an application at the MARINA.

However, the MARINA strongly encourages seafarers who are not currently onboard to renew their SIRBs/SRBs six (6) months prior to the document’s expiration in order to avoid the expected influx of SIRB/SRB renewal next year.

Additionally, manning/crewing agencies and shipping companies advised to submit a list of their crewmember/s whose validity of their SRBs and SIRBs has been extended through the said Advisory via e-mail at [email protected]. A format is provided in Annex A of the said Advisory which can be downloaded in the MARINA website.

The issuance of this Advisory effectively repeals MARINA Advisory 2020-58.

By public interest, the MARINA has been compelled to issue this Advisory as a way to promote the continued employment of our seafarers, facilitate crew change and their repatriation and to allow those ashore to spend more time at home with their loved ones.

The DFA also implements health standards and protocols, which includes basic precautionary measures such as physical distancing, wearing of masks and face shields, and temperature checks to ensure the safety of all applicants and attending personnel and service staff.

The DFA also reminds the public of possible logistical limitations due to community quarantines in certain areas nationwide and to expect some delays in the production, delivery, and availability of passports. Passport applicants are advised to prepare contingencies for their travel plans.

Applicants with questions or emergencies may get in touch with the Consular Office where their appointment was scheduled. Alternatively, applicants may email [email protected] / [email protected] or call (+63)2-8234-3488 for Passport Appointment Concerns.

PUBLIC ADVISORY

Per DOTr Memorandum Circular 2020-014 dated 03 August 2020, ALL public transport passengers MUST wear FACE SHIELDS, apart from face masks, starting 15 August 2020.

This covers public transport passengers in the sectors of aviation, maritime, road, and railways.

The mandatory use of face shields intends to provide an additional and essential layer of protection for the riding public, in order to minimize the risk of contracting the Coronavirus Disease 2019 (COVID-19).

And as emphasized by Secretary Tugade, "No amount of protection is too much when it comes to HEALTH and SAFETY, especially that we are battling an invisible enemy."
