BI SUPPORTS PBBM DRIVE FOR BETTER TOURISM, BAN OF POGOs

MANILA, Philippines—The Bureau of Immigration (BI) expressed its full support on the pronouncement of President Ferdinand “Bong Bong” Romualdez Marcos, Jr. during the third State of the Nation Address delivered on July 22.

In his speech, President Marcos highlighted that air transport and tourism have been made more convenient “because of the shift to paperless immigration and customs forms, thanks to the eTravel system”.

The system was hailed for lessening paper-based requirements for travelers, using a system similar to that used by other advanced countries. It serves as the single data collection platform for arriving and departing passengers and establishes an integrated border control, health surveillance, and economic data analysis.

 It is a joint project of the agency with the Department of Tourism (DOT), the Department of Information and Communications Technology (DICT), the Bureau of Quarantine (BOQ), the Bureau of Customs (BOC), the Department of Health (DOH), the Department of Transportation (DOTr), the Department of Justice (DOJ) and the National Privacy Commission (NPC).

Tansingco said that the BI shares the vision of the national government to provide seamless immigration processing to boost the overall tourist experience.

He mentioned that the BI’s medium-term target is to replace 50% of its manual counters at the Ninoy Aquino International Airport (NAIA) to electronic gates.

Currently, there are 21 e-gates are distributed in major international airports. Tansingco sees the need to expand this to further increase the efficiency of their services and lessen decongestion at airports.

A total of 61 new e-gates are being procured by the BI for the phase 1 of the e-gate expansion project, which are set to be deployed at the end of the year.

He added that foreign nationals in the country will better feel the hospitality of the Philippines through its e-services platform, which provides key immigration services through a secure website. The platform, which can be accessed via e-services.immigration.gov.ph allows foreign nationals to apply for their immigration documents while in the comforts of their own homes, hotels, or even by the beach.

Meanwhile, the BI Chief said that the agency will coordinate with the Philippine Amusement and Gaming Corporation (PAGCOR) and the Department of Labor and Employment (DOLE) for the cancellation of permits issued to online gaming companies and its foreign employees. As a result of the cancellation, the BI will also revoke granted visas to said foreign nationals.

Tansingco said he shares the President’s view that the social costs of online gaming companies outweigh its benefits.

He cited having deported more than 2,300 working in scam hubs operating in the guise of gaming companies. #

BI: REGISTERED FOREIGNERS CAN REPORT VIRTUALLY

MANILA, Philippines—The Bureau of Immigration (BI) urged registered foreign nationals to take advantage of the virtual Annual Report, introduced to streamline the reporting process.

Under Philippine laws, aliens holding immigrant and non-immigrant visas, who were issued an alien certificate of registration identity card (ACR I-Card) are required to present themselves to the bureau for the first 60 days of the year for the annual report.

BI Commissioner Norman Tansingco emphasized the benefits of the virtual option, allowing foreign nationals living in the country to fulfill their annual reporting obligations through an end-to-end online process.

The virtual Annual Report, accessible on the BI’s online services website at http://e-services.immigration.gov.ph, provides a seamless experience where foreign nationals can book appointments, make payments, and submit their reports from the comfort of their own homes.

Tansingco said that the virtual option aims to provide convenience while maintaining compliance through an online registration platform.

“We encourage all eligible foreign nationals to embrace this innovation as part of our ongoing efforts to modernize our processes," he said. “These are all learnings from the pandemic. We see the need to update our procedures for it to be more accessible to more people,” he added.

Applicants opting for the virtual reporting option are required to visit the BI’s online services website to set up their appointments.

The virtual annual report complements the physical reporting option available at two malls in Metro Manila, as well as other BI offices nationwide.

“For those choosing the traditional route in Metro Manila, the physical Annual Report for the BI's head office in Manila will take place at the 3rd Level Center Atrium of Robinsons Manila and the Government Service Express (GSE) Unit of SM Mall of Asia from Mondays to Fridays, excluding holidays, between 9 a.m. and 6 p.m.,” Tansingco added.

The BI’s Alien Registration Division has outlined specific requirements for the annual report, including a completely filled-out online registration accessible via the BI’s e-services website. Foreign nationals must present their original valid Alien Certificate of Registration Identity Card (ACR I-Card) with valid visas, along with a valid passport.

Certain groups are exempted from physically reporting to the BI, including foreign nationals below 14 years old, those aged 60 and above, mentally or physically incapacitated individuals, pregnant women, and foreigners with medical conditions. #

EL NIDO, Palawan—The Bureau of Immigration (BI) arrested 5 foreign nationals in separate operations in Palawan last October 17.

BI intelligence division (ID) Fortunato Manahan, Jr. reported to BI Commissioner Norman Tansingco the successful arrests in Taytay, Puerto Princesa, and El Nido against the 5 aliens.

The operations were conducted in coordination with government intelligence units, the Armed Forces of the Philippines, and the National Bureau of Investigation.

The investigation stemmed from intelligence reports that the foreigners were working without the proper documents.

Arrested in Brgy. Bucana in El Nido were Chinese nationals Lin Yongzhen, 45 and Zhang Haicong, 49. The duo were found to be working in a construction site in the area. Lin was found to be possessing a 9(g) working visa under a different company, while Zhang was found to be working under a tourist visa.

Meanwhile, arrested in Brgy. Liminangcong in Taytay, Palawan were Chinese national Zhang Haicong, 33 and Taiwanese national Lin Tsung-Te, 58. Zhang also possessed a working visa but was working in a different worksite. Lin, on the other hand, failed to present his passport, but was found to be overstaying already since 2016.

Zhang was also found to be misrepresenting himself as a Filipino, having shown a Philippine driver’s license indicating his nationality as such.

Arrested in Brgy. Tagburos, Puerto Princesa was Zhang Jinfei, 47. He was found to be working in the area despite holding a working visa in a different location in violation of immigration rules. He misrepresented himself as a Filipino citizen by also presenting a Philippine driver’s license.

All 5 were found to be working in fisheries near naval bases and were reportedly associated with a Palawan-based organized Chinese crime group involved in illegal activities, including wildlife trade, facilitating the illegal entry of undocumented Chinese nationals and harboring undocumented Chinese nationals, land acquisition through Filipino proxies, and unlawful acquisition of Philippine identification documents.

They were arrested for violation of the Philippine immigration act and will remain in the BI’s facility in Bicutan, Taguig while facing their deportation cases.

PASAY, Philippines - The Bureau of Immigration (BI) reported that its officers at the Ninoy Aquino International Airport (NAIA) have intercepted another s*x offender, this time a Briton, who was convicted of child po*******hy in his country.

Immigration Commissioner Norman Tansingco identified the Briton as 42-year old Anthony Collins, who was denied entry at the NAIA Terminal 1 last October 14 upon his arrival from Kuwait.

Collins, according to Tansingco, is another registered s*x offender (RSO) who is subject to outright exclusion under the Philippine Immigration Act.

He said the Briton was immediately booked on the first available flight to his port of origin, and placed in the BI blacklist of undesirable aliens.

According to the Interpol’s National Central Bureau (NCB) in Manila, Collins was convicted on May 27 last year by a court in Manchester, England for voyeurism and taking indecent photographs of two 16-year-old children.

The Philippine Center for Transnational Crime alerted the BI about Collins’ impending arrival in Manila, which prompted Tansingco to immediately issue a lookout order for the said British passenger.

BI records show that more than 130 foreign s*x offenders were already intercepted and turned back by the BI since January this year.

Tansingco had warned these aliens to avoid traveling to the Philippines as there is a very big chance that they will be denied entry by immigration officers at the airports.

“We have established a working arrangement with the different foreign missions in Manila, who regularly provide us with the names of their nationals who have been convicted of s*x crimes in their country,” the BI Chief said.

GENERAL SANTOS CITY, South Cotabato — An American man illegally working as a bus dispatcher was arrested by agents of the Bureau of Immigration (BI) last September 29.

BI Intelligence Deputy Chief for Mindanao Melody Penelope Gonzales reported the arrest of Vladislav Igorevich Black, 36, who carried the alias John Black.

Gonzales shared that the BI earlier received a report from an unnamed source that Black was working as a bus driver in a provincial bus line in General Santos.

Verification confirmed that Black was indeed overstaying for more than 5 years, having been in the country since 2018.

The BI team coordinated with the city intelligence and regional intelligence unit and the Philippine National Police (PNP) in effecting the arrest.

During interview, Black said the was unable to renew his visa having fallen into financial distress, hence he was constrained to work as a bus dispatcher.

He was temporarily held at the General Santos City Police Office pending transfer to the BI’s holding facility.
