PH GOVERNMENT SCALES DOWN MANILA INTERNATIONAL FLIGHTS FROM MAR18 TO APR19

Philippine government authorities have directed that international inbound arrivals at Manila's Ninoy Aquino International Airport shall be limited to a maximum of 1,500 passengers per day for all airlines combined, for the period from March 18 (at 8:00 AM Philippine time) to April 19, 2021 (at 8:00 AM Philippine time), in line with a directive issued by the Civil Aeronautics Board (CAB).

To comply with the restriction, airlines will need to cancel a number of international flights to and from Manila during the stated March 18 to April 19 period. Philippine Airlines will operate our full international schedule for March 18 but we will be announcing in due course any flight cancellations on other days for the rest of the period.

Airlines will likewise comply with any directives from the Philippine Bureau of Immigration (BI) and concerned authorities on the type of travelers that will be allowed entry into the Philippines within the same March 18 (8 AM) to April 19 (8 AM) period. Please note that certain passenger types will thus need to postpone their Manila-bound travels until after the stated period.

Please stay posted for further updates, as we await the final announcements and information from the BI and the concerned authorities.

We seek your understanding as we prepare to make adjustments in our operations to comply with these latest government measures, as we support the national effort to prevent the spread of COVID-19.

NEW PROTOCOLS ON TESTING AND QUARANTINE FOR ARRIVING PASSENGERS (eff. FEB1)

In line with the latest resolution of the Inter-Agency Task Force for Emerging and Infectious Diseases (IATF-EID), passengers arriving in the Philippines starting Feb.1, 2021 shall undergo RT-PCR testing on Day 6 of quarantine at a facility/hotel accredited by tourism and health agencies of the government.

Allowed for travel to the Philippines, subject to the presentation of required travel documents are:
- Filipino citizens
- Eligible foreign nationals*
- Diplomats and dignitaries
- Persons with medical emergency cases, including medical escorts

Philippine Airlines is reminding arriving passengers to observe the following revised arrival and quarantine protocols:

1. BEFORE YOU FLY
- Register on the Electronic Case Investigation Form (e-CIF) as early as 3 days before your flight to Manila.

e-CIF for all non-OFW passengers (including Returning Overseas Filipinos, authorized foreign nationals, etc.) arriving in Manila: https://bit.ly/MNLPALeCIF

- For non-OFWs: Pre-book a hotel accredited by Tourism and Health Agencies for a 7-night accommodation.

2. DURING CHECK-IN FOR YOUR FLIGHT TO MANILA
- Present your QR code, Affidavit of Undertaking and the Traze App;

- Sign the declaration and waiver form indicating that you are healthy and fit to travel.

3. WHEN YOU ARRIVE
- Accomplish the Health Declaration Form, Arrival Card and Bureau of Customs Form;

- Listen to the briefing of the Philippine Coast Guard and Philippine Airlines;

- Upon deplaning, submit the Health Declaration Form;

- For non-OFWs:
Hotel verifiers will confirm your quarantine hotel booking;

Proceed to the validation and verification desk where Detoxicare staff will confirm your e-CIF data and pre-pay the RT-PCR test (PHP 4,000). Payments can be made via cash, card, AliPay, WeChat Pay, PayPal and Gcash;

(Note: For passengers with no pre-booked hotel, they must choose from the list of accredited hotels suitable for mandatory or stringent quarantine. Cost to be shouldered by the passenger.)

- For OFWs:
Proceed to the OWWA or MARINA Desk for quarantine hotel assignments.

For sea-based OFWs: Proceed to the validation and verification desk where personnel shall confirm your registration;

- Before exiting the terminal, submit the Affidavit of Undertaking to the Philippine Coast Guard and the Bureau of Customs (BOC) form to the BOC Officer;

All arriving passengers must then proceed to their respective transport vehicles for transfer to their quarantine facilities/hotels.

4. AT THE QUARANTINE FACILITY/HOTEL
- Check in for your quarantine stay;

- On Day 3, non-OFWs shall receive an e-mail requesting them to fill up a health check questionnaire;

- Day 6: RT-PCR Testing will be administered;
Non-OFWs shall present their QR code, passport, and payment receipt and shall undergo RT-PCR testing to be given by Detoxicare Medical and Diagnostics Laboratory;

OFWs shall undergo RT-PCR testng to be administered by the Philippine Coast Guard/Philippine Red Cross.

At any point from day of arrival to Day 5, passengers showing symptoms shall inform their hotel of their condition. The hotel shall inform the DOH and BOQ for assessment, medical management and testing.

5. TEST RESULTS

- If a passenger tests positive, an assessment will be made by the health/quarantine officer to determine the approriate next steps.

- A passenger who tests negative may obtain the Bureau of Quarantine (BOQ) medical certificate via quarantinecertificate.com and by emailing the BOQ at [email protected];

- Present your test result and BOQ medical certificate for clearance.

6. CHECKING OUT / GOING HOME

- Once cleared, you may call up your relatives or Local Government Unit to pick you up or you may arrange for your own transportation. OFWs may contact OWWA or their Local Manning Agencies

Please complete your 14-day quarantine/ self-isolation under the monitoring of your Local Government Unit (LGU) or Barangay Health Emergency Response Team.

PH GOV'T ISSUES NEW RULES ON TESTING/QUARANTINE FOR PASSENGERS FROM COUNTRIES WITH UK VARIANT

The Philippine government's Inter-Agency Task Force on the Management of Emerging and Infectious Diseases (IATF-EID) has revised the testing and quarantine protocols for passengers (Filipino citizens and eligible non-Filipinos) arriving in the Philippines from countries where travel restrictions are in place due to new COVID-19 variants.

Effective January 23, 2021, passengers arriving in the Philippines from countries covered by travel restrictions shall be given RT-PCR testing upon arrival and shall be given the option to avail of a second swab test on their 5th day of quarantine.

PROCEDURES

1. Passengers arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry:

For land-based OFWs arriving in Manila: https://bit.ly/MNLPHRedCrosseCIF

For sea-based OFWs arriving in Manila: https://ecif.firstaide.ph

For all non-OFW passengers (including Returning Overseas Filipinos, authorized foreign nationals, etc.) arriving in Manila: https://bit.ly/MNLPALeCIF

Passengers arriving in Cebu (Mactan Cebu International Airport or MCIA), are required to register online not earlier than five (5) days prior to their flight departure via the Passenger Arrival Registration Form. Please click on this link -- https://bit.ly/CEBRegForm

2. For OFWs arriving in Manila, swab testing on arrival will be carried out by the government One Stop Shop, free of charge. For non-OFWs and eligible non-Filipinos arriving in Manila, swab testing will be carried out by the PAL One Stop Shop for a fee of PHP 4,000. (Discounts for Sr.Citizens and PWDs apply)

3. Passengers will proceed to their respective quarantine facilities or hotels.

4. If you are in quarantine at a government-designated facility (free accommodation) and receive a negative test result, your second swab test on day 5 will be administered by the Philippine Red Cross and Philippine Coast Guard, free-of-charge. For a follow-up on your scheduled swab test, please coordinate with the head nurse available in your hotel.

Travelers in government-designated facilities (free accommodation) WITHIN Metro Manila have the option to avail of the services of a testing laboratory of their choice for their second RT-PCR test. Such test will be shouldered by the traveler.

If you are in quarantine at a DOH-accredited hotel of your own choice (on passenger's account) WITHIN Metro Manila and receive a negative RT-PCR test result and choose to take the second swab test on day 5, the test will be administered by Detoxicare Molecular Diagnostics Laboratory at a prescribed area in the hotel, with test results released within 24 hours. Cost of test is PHP4,000. Please note that our testing partner requires a two-day lead time between your registration on the second test and the actual day of testing.

Note: Please be advised that completing the 14-day quarantine is an option only for travelers who paid for their own hotels.

5. Once the second swab test is administered on the 5th day of quarantine, passengers must continue their hotel/facility stay and await results.

6. A passenger who tests negative on the second swab test must register via the DOH-BOQ Certificate Page to receive his/her quarantine and medical certificate. Passenger will present the two negative test results and the certificate for clearance and check out from the hotel. Completion of the 14-day quarantine at home under the monitoring of one's Local Government Unit is highly encouraged.

7. A passenger who tests positive on the second swab test will be provided proper guidance by the BOQ on the succeeding steps.

FOR PASSENGERS ALREADY IN QUARANTINE

PAL passengers swabbed under the PAL OSS and who are already in quarantine for a minimum of 5 days will receive an e-mail providing them the option to either avail of a second swab test by PAL testing partner Detoxicare Molecular and Diagnostics Laboratory, or to continue their quarantine stay up to the 14th day.

Effective January 23 and onwards, RT-PCR testing for passengers on their 5th day of quarantine in stringent quarantine hotels will be rolled out.

EXEMPTED FROM TRAVEL RESTRICTIONS

The Philippine government's latest directive also expanded the coverage of exemptions from current restrictions on inbound travel to the Philippines from countries with cases of the UK covid variant.

Exempted from the passenger ban on inbound travel to the Philippines are:

- Foreign nationals with valid visas, which include personnel of accredited international organizations,

- Spouse and minor children of Filipino citizens traveling with them. Spouse and minor children of Filipino citizens must hold valid entry visas and must present proof of affiliation with Filipino citizen such as marriage certificate or birth certificate.

- Persons arriving for medical and emergency cases, including their medical escorts, if any,

The said passengers are now subject to applicable testing and quarantine protocols as prescribed by the Department of Health (DOH).

For OFWs flying home from Middle East, PAL offers test results in 24 hours upon arrival



Overseas Filipino workers flying Philippine Airlines from the Middle East will secure their free RT-PCR test results within 24 hours after arrival in Manila.



From December 21 to 31, 2020, land-based OFWs and dependents departing from Dubai, Doha, Dammam, Riyadh, and Bahrain may now avail of PAL's own One-Stop Shop (OSS) facility for their complimentary RT-PCR tests upon arrival. The 24-hour turnaround time for the PCR tests results in a shorter quarantine isolation period of no more than one night, as compared to the 2 to 5 days averaged by other testing centers.

PAL is offering this special holiday privilege exclusively for OFWs and their dependents as a way of thanking the country's modern-day heroes, so that they may maximize the time they spend with their families during the Christmas and New Year season. Tests are free of charge.

The Philippine Government through the Overseas Workers Welfare Administration (OWWA) will continue to handle the quarantine hotel accommodations of all arriving OFWs.



To avail, passengers on these flights must register to PAL’s electronic Case Investigation Form (eCIF) as early as three (3) days before departure at https://bit.ly/MNLPALeCIF.

The PAL OSS facility at the Ninoy Aquino International Airport (NAIA) Terminal 2 is operated under a partnership with the Detoxicare Molecular Diagnostics, a DOH-accredited laboratory.



Sea-based OFWs and dependents shall also enjoy free RT-PCR tests to be conducted by another laboratory testing facility in NAIA Terminal 2.

For OFWs flying on PAL from Manila to Dubai between December 21 to 31, the flag carrier is also offering a special RT-PCR test rate of only PHP 2,000 through PAL's own Testing Facility at the PAL Learning Center in Ermita, Manila. Test results are also released within 24 hours.

To avail, and upon entering the testing facility, OFWs including traveling dependents must present their ID, PAL ticket with the MNL-DXB flight, QR code after registering via PAL's PPHD at https://bit.ly/PALIntPPHD, and documents proving employment abroad such as a valid visa or an Employment Overseas Certificate (OEC).

The flag carrier likewise reminds all passengers flying to, from, or within the Philippines to download the Traze Contact Tracing app and register through the app before proceeding to the airport for their trip. This is a requirement of the Philippine Government authorities for all international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to trace and notify travelers in case of health concerns.
