MANILA, Philippines — Bureau of Immigration (BI) Commissioner Norman Tansingco shared that arrival figures show that foreign tourism is on a rebound.

The pronouncement comes after the statement of Department of Tourism (DOT) Secretary Christina Garcia Frasco that the country has recorded more than four million foreign visitors from January to September 2023.

Tansingco shared that from January to August 2023, the BI has processed a total of 8,117,286 Filipino and foreign passengers.

Prior to the pandemic, the agency recorded more than 11 million arrivals during the same period, a far cry from the 2,873,423 recorded during the same months in 2022.

“We are getting there,” said Tansingco. “The significant increase in arriving passengers show that tourism and international travel is already on the rebound,” he stated.

Tansingco said that the agency also supports efforts of the DOT in making things faster and more simple for arriving passengers, to give them a great experience from the moment they arrive the country.

“We are procuring more e-gates for faster immigration processing. Through technology, we can work around the limited space that we have at the airports and improve passenger experience,” he stated.

Tansingco projected that arrivals could reach more than four million for the last quarter of the year.

PASAY, Philippines — An American man previously convicted in his country for crimes against children was denied entry to the country by Philippine immigration.

Bureau of Immigration (BI) Commissioner Norman Tansingco that Ronald Huy Young, 54, was excluded after arriving on board a Philippine Airlines flight from Honolulu on Sunday.

Young was denied entry by the immigration for violation of the Philippine Immigration Act of 1940. In the said law, foreign nationals who have been previously convicted of crimes involving moral turpitude are inadmissible in the Philippines.

Records of the Hawaii Criminal Justice Data Center show that Young pled guilty to electronic enticement of a child in the first degree. He was sentenced by the first circuit court in the State of Hawaii to ten (10) years in prison last 2008, and was included in the state’s s*x registry.

BI Commissioner Norman Tansingco reiterated that aliens with records of s*xual crimes are not welcome in the country.

“The law is very clear in its intent to protect Filipinos from foreigners who might be engaged in s*x tourism, and may prey upon the vulnerable,” said Tansingco. “Aliens with such criminal records are barred from entering our country,” he added.

Young will be boarded on the next available flight back to his country of origin, and his name shall be included in the BI’s blacklist.
