KAIBIGAN ERMITA OUTREACH FOUNDATION, INC. Founded in 1986, Kaibigan has more than 2 decades of experience in caring for disadvantaged children.

KEOFI envisions "communities in which poor children & their families are empowered, productive and responsible members of society". By the start of the new millennium, Kaibigan, recognizing that development and social programs worldwide were beginning to change, began to examine and assess in a much more in-depth fashion its existing programs and services, and some major changes were implemented a

fter informal program assessments took effect. After questioning and testing its former practices and approaches – and the effects they were having on client children – a view emerged among key stakeholders that Kaibigan’s programs should be strengthened and realigned more directly with the families and the communities, and not exclusively targeted at the children themselves. Kaibigan staff and management began to fully recognize that it was the problematic families and communities which were creating problematic children, often leaving them with no option but to go out into the streets and lives of high risk and low expectation. Stemming from this realization, new community-based programs and services were designed and developmental activities began to be rooted in the communities themselves. At the same time, and in tandem with these new approaches, Kaibigan’s more traditional programs – including outreach work, teaching/educational activities, and a range of recreational and health-related services – continued. Finally, in 2005, after two decades in development work, Kaibigan undertook a major and comprehensive strategic planning exercise, involving the Board of Directors, management, staff, mothers from the community, and, most significantly, representatives of the client children themselves. By looking closely at and critically reviewing its past experience, Kaibigan was now in a position to chart a new course for the future – and to ensure that future reviews would keep the processes of growth and evolution in motion. Changes in Kaibigan’s orientation:
Whereas previously Kaibigan programs and services had been exclusively child-centered (i.e., focused only on the development of the child) they would now be built around the concept that assistance given to a child is more effective, long term, and sustainable if it is contextualized in the child’s family and community. Under this new orientation, Kaibigan’s programs and services were strengthened, made more comprehensive, and broadened – no longer would they be aimed at the child alone; henceforth they would address key issues facing his or her family and community as well. The relationship between Kaibigan and families/communities thus fundamentally changed. From beneficiaries (receivers of services), they now became active and equal partners of Kaibigan. This transformation meant that not only would individuals become empowered – they would in turn be able empower others. A ripple effect was born, with Kaibigan acting as the instigator and generator of new ideas and practices throughout the communities it served. Communities would now be encouraged to identify problems and take action to make the changes necessary to improve their own lives and the lives of their children. Fully subscribing to the dictum that prevention is better than cure, Kaibigan’s new strategy was essentially preventive in approach, identifying and nailing down problems before and where they start, rather than reacting after problems had spilled into the streets. From the start of the new community-organizing approach, the mothers of Kaibigan’s client children helped out in various ways, notably protecting the interests of children (ie, monitoring their studies, health issues, mobilizing the children to participate in various recreational activities, and so on). Many of Kaibigan’s community activities are today assigned to the Kaibigan community leaders (parents of child beneficiaries, 99% of whom are women), under the guidance and assistance of Kaibigan’s own community workers. This organizing of Kaibigan’s community-based women has now really taken hold and plays a significant part in the life of the foundation. Today, these women’s groups are sufficiently well organized and trained to initiate and manage a broad range of community activities. In short, the people are organizing themselves, addressing serious issues, and working to overcome their own problems. Kaibigan also ensures that its community leaders are trained in human rights and the rights of their children. From all this, Kaibigan’s new orientation has been distilled: organizing poor communities in the 5th district of Manila. Community organizing – and the partnership between Kaibigan and its community groups -- is now a central feature of Kaibigan’s work in the six areas in which it operates. Local leaders (today there are 48 of them, eight in each community) are given opportunities to take charge of their own communities and to examine the needs and available resources. From there they form plans as how best to respond, and assist in their implementation. They have learned to network with the barangays (local government units) and other individuals or organizations that can help them, as well as undertake other activities such as fund raising, etc. In the wake of this basic shift in Kaibigan’s thinking, philosophy and approach to helping poor children, a new Vision, Mission and Goal (VMG) were all formulated and approved by the Board of Directors:

The half day event comprised of children’s presentations, games, mini-concert and gift-giving. The energy was electrifying, everybody had fun. It was a morning filled with love, happiness and generosity.

𝗔𝗹𝗮𝗶𝗻 𝗣𝗿𝗼𝗻𝗼𝘃𝗼𝘀𝘁, Kaibigan’s beloved Founder also graced the event. He even gave Christmas message to the delight of the audience.

A year-end training cm Christmas Party was organized for our loyal, committed, and dedicated 33 community leaders. It was held last December 6 – 7, 2024 at the Orchid Garden Suites in Malate Manila as part of Kaibigan’s appreciation and recognition to the women leaders’ love, support, and hard work as Kaibigan partners in facilitating education and organizing work for children, women, and communities.

The first day, was alloted for training, recapping the 2024 work and making initial plans for next year. In the evening, a Christmas Party happened in which games, dance presentations, raffles and tribute to the leaders made the occasion extra special.

The event was also highlighted by the stunning presence of all the community leaders (and staff) wearing 80’s inspired costumes.

On the 2nd day, they enjoyed the amenities of the hotel and made sure they rested well. A short recollection also concluded the 2-day activity in which they had the chance to reflect , connect with the higher being and renew their faith in God.

KEOFI’s partner barangay and Sanggunian Kabataan (SK) councils and People’s organization joined together to hold a community-based Children’s Month Celebration in four separate occasions. The celebration was highlighted by the KEOFI Theater group presentation through street play focus on child labor and on-line sexual abuse or exploitation of children (OSAEC), two of the most pressing issues of children. The audience were mesmerized by the acting skills of theater group and how these heart wrenching stories were portrayed effectively. After the play, an open forum made way to further clarify the topics and highlight about the overarching message of the campaign which is the need to protect, defend and fight for the rights of the children.

Barangay and SK councils served as emcee, others gave solidarity messages in support of the campaign while some even donated love gift to the theater group, food and refreshments for the children-audience. The partner local government units also arranged for a specific place to hold the event while the police from Police Station 6 mobilized personnel to secure the area and maintain peace and order. The five people's organizations namely 𝗕𝗜𝗡𝗛𝗜, 𝗢𝗣𝗘𝗡𝗔, 𝗣𝗔𝗙𝗔𝗖𝗢𝗪𝗔, 𝗦𝗧𝗘𝗣-𝗨𝗣 𝗮𝗻𝗱 𝗧𝗢𝗣𝗡𝗔 spearheaded organizing the four events. Through this collaboration work, these series of events were successfully completed!

In addition, the activity in Baseco was in collaboration with 𝗕𝗜𝗔𝗡 (𝗕𝗮𝘀𝗲𝗰𝗼 𝗜𝗻𝘁𝗲𝗿-𝗔𝗴𝗲𝗻𝗰𝘆 𝗡𝗲𝘁𝘄𝗼𝗿𝗸) in which KEOFI and BINHI are members. It was a half-day activity and all the members were there represented by 20 children in each organization. The activity was started with a parade followed by a program wherein children showcased their talents in singing, dancing & acting. Food was also served during the program. It was a successful celebration of Children’s Month.

The advocacy work was made possible through a series of events as we celebrate Children’s Month

𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟯, 𝟮𝟬𝟮𝟰 it was held at Rafael Palma Elementary School, ABCD Cor Zobel Roxas, Manila. In the morning, a simple yet compelling program attended by a total of 302 children was accomplished. Children danced, had acted, learned and shouted chants revolving on this slogan: Children’s Rights: Protect, Defend and Fight for! In the afternoon of the same day, a virtual learning session via zoom application have been completed via simultaneous breakout groups. Younger children ages 9-12 years old children learned two issues of children such as child labor and climate change while older children ages 13 years old and above gained information focus on teenage pregnancy and mental health KEOFI youth group conceptualized and facilitated the four learning sessions. Four NGO-partners also joined the session. In total, there had been 338 children-attendees.

𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟲, 𝟮𝟬𝟮𝟰 a Network level Children’s Month Celebration was held at ARG Theater De La Salle-College of St. Benilde. Malate Manila. Kaibigan Foundation collaborated with 16-NGOs to make the celebration memorable. The half day event brought 276 NGO children together in a fun learning atmosphere. Children’s interpretation of the theme in the form of ballet, musical, chorale and theater performances were compelling. EIC materials (children’s booklets) made by Kaibigan youth-leaders on different issues of children were explained and distributed among children-participant. Selected NGO heads delivered heartwarming messages in support of the celebration. All the speakers also highlighted the call to continue these notable initiatives and work together so that more children will be cared for and protected from abuse and exploitation.

On November 27 to 30, the campaign continues as KEOFI is heading towards the community-based Children’s Month Celebration. Partner barangay, SK Councils and people’s organization spearheaded the celebration which was organized in three separate areas within San Andres Bukid and Baseco, Manila areas. 🌟 Happy National Children's Month! 🌟

The Benilde Center for Social Action together with its institutional partners proudly co-organizes an activity for the Children’s Month Celebration! 👧🏾🧒🏻👦🏼

With the theme “Break the Prevalence, End the Violence: Protecting Children, Creating a Safe Philippines!” and the sub-theme “Batang protektado, tiyak hindi maaabuso, ang kanyang paglago ay sigurado, kasama ang kanyang pamilya at Komunidad sa pag-asenso! Karapatan ng Bata, protektahan, ipagtanggol, ipaglaban!”, the celebration aims to raise awareness of children’s issues and strengthen partnerships for child protection.

This year’s series of events will focus on five key issues affecting urban poor children: teenage pregnancy, OSAEC (Online Sexual Abuse and Exploitation of Children), child labor, mental health, and climate change. Activities include theater presentations, IEC materials, and learning sessions by children, for children to empower them in addressing these critical concerns.

𝗦𝘂𝗺𝗶𝘁𝗼𝗺𝗼 𝗠𝗲𝘁𝗮𝗹 𝗠𝗶𝗻𝗶𝗻𝗴 𝗟𝘁𝗱, (𝗦𝗠𝗠) is a long-time funding partner of Kaibigan Foundation. SMM made significant contributions to Kaibigan’s over-all operations specifically in supporting various program components such as scholarships, training for children and women-leaders, children’s activities and administrative costs.

SMM representatives from Tokyo and the Philippines have recently visited Kaibigan Foundation and immersed into the work of the Foundation in Manila.
They visited the community-partners, met the community leaders, staff, current scholars and two graduates from SMM provided scholarship.

Filipino lunch was also served for everyone to enjoy.

𝐊𝐀𝐈𝐁𝐈𝐆𝐀𝐍 𝐢𝐬 𝐆𝐞𝐚𝐫𝐢𝐧𝐠 𝐮𝐩 𝐟𝐨𝐫 𝟐𝟎𝟐𝟒 𝐀𝐝𝐯𝐨𝐜𝐚𝐜𝐲 𝐂𝐚𝐦𝐩𝐚𝐢𝐠𝐧

As the scheduled dates of advocacy campaign in time for the National Children’s Month Celebration is nearing, KEOFI is busy gearing up for the series of events in collaboration with LGUs and NGO network-partners. National Children's Month in the Philippines is an annual observance held throughout the month of November. It aims to promote and protect the rights of children, raise awareness about children's issues, and celebrate their significance in society.

Here’s a glimpse of course of action being undertaken to ensure the success of the campaign:

Coordination Meeting with (a) different Sanggunian Pangkabataan (SK) and Barangay Councils to firm up the community-based programs. Six SK and Barangay Councils within District 5 of Manila agreed to collaborate in this endeavor; (b) NGO-network comprise of 13 child rights organizations have been active in developing the Children’s Month Celebration so that more children will be involved and protected from abuse.

Children themselves as Child Rights advocates composed of Theater and Core (youth leaders) groups continuously undertake trainings and practices. This year advocacy campaign focuses on five critical issues of children such as OSAEC (On-line sexual abuse or exploitation of children), teenage pregnancy, child labor, mental health and climate change.

In this meeting, KEOFI sealed another support from Avior Marine Inc headed by its President, Capt. Gregorio Nick Sevilla, MSM President and Managing Director and Ms. Milagros Agbayani Quality Assurance Manager

This time, Avior Marine pledged to shoulder the food cost of the two major activities of the Foundation - the Children’ s Month Celebration targetting 360 children-participants on November 23 and Chirstmas get- together with 700 expected attendees slated on December 14. Avior Marine Inc. employees will also grace both events to integrate with the children and experience firsthand advocating for children’s rights and of course, the joy of giving this Christmas season.

KEOFI is now expanding its reach by involving more children and parents in its child protection initiatives in the local communities. It aims to facilitate awareness raising and develop protective behavior among children and parents to prevent different abuses of children online or offline.

Last September and October 2024 (𝑶𝑺𝑨𝑬𝑪) 𝑶𝒏𝒍𝒊𝒏𝒆 𝑺𝒆𝒙𝒖𝒂𝒍 𝑨𝒃𝒖𝒔𝒆 𝒐𝒓 𝑬𝒙𝒑𝒍𝒐𝒊𝒕𝒂𝒕𝒊𝒐𝒏 𝒐𝒇 𝑪𝒉𝒊𝒍𝒅𝒓𝒆𝒏 𝒂𝒏𝒅 (𝑽𝑨𝑾) 𝑽𝒊𝒐𝒍𝒆𝒏𝒄𝒆 𝑨𝒈𝒂𝒊𝒏𝒔𝒕 𝑾𝒐𝒎𝒆𝒏 were conducted in Barangay 792 and Barangay 777 respectively.

For OSAEC it was attended by Junior High School students and some of the parents in collaboration with the 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝟳𝟵𝟮 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗮𝗻𝗱 𝗖𝗵𝗮𝗶𝗿𝗺𝗮𝗻 𝗝𝗮𝘆 𝗠𝗶𝗰𝗵𝗮𝗲𝗹 𝗠𝗶𝗿𝗮𝗻𝗱𝗮. For VAW session, women attendees were mobilized by 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝟳𝟳𝟳 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗹𝗲𝗱 𝗯𝘆 𝗶𝘁𝘀 𝗖𝗵𝗮𝗶𝗿𝘄𝗼𝗺𝗮𝗻 𝗘𝗱𝗶𝘁𝗮 𝗣𝗲𝗿𝗮𝗹𝘁𝗮.
