Pasay City - The Civil Aviation Authority of the Philippines (CAAP) proudly concludes 2024 as a year of remarkable progress, marked by significant milestones in aviation safety, infrastructure modernization, and regional and global collaboration.
As part of its commitment to modernizing the country’s airports, CAAP has reinforced its strategic partnerships with the private sector.
A key highlight of the year was the privatization of the Laguindingan Airport in partnership with Aboitiz InfraCapital, enabling advanced development efforts aimed at improving operational efficiency, enhancing passenger experience, and ensuring long-term sustainability.
Similarly, the signing of the Public-Private Partnership (PPP) agreement for the Bohol-Panglao International Airport underscores CAAP’s vision to elevate the Philippines’ airport facilities to international standards.
The agency has also initiated plans for the development of the New Dumaguete and New Siargao airports.
In a significant leap toward enhanced air navigation and safety, CAAP signed a Non-Binding Air Navigation and Implementation Cooperation Work Plan with the Federal Aviation Administration (FAA). This partnership establishes a robust framework for sharing non-sensitive data and resources, furthering air navigation advancements.
Additionally, CAAP collaborated with AeroThai to upgrade the country’s aviation communication systems and partnered with Aireon to improve air traffic monitoring and management capabilities.
The Philippines also joined a multilateral agreement with Indonesia, Malaysia, Singapore, and Thailand to exchange aviation data and information. This landmark collaboration fosters greater integration and efficiency across Southeast Asia’s aviation landscape.
On the global stage, CAAP actively participated in key forums to advance the interests of the aviation sector. Director General Captain Manuel Antonio Tamayo and Deputy Director General for Operations Captain Edgardo Diaz represented the country at the 2024 Civil Air Navigation Services Organization (CANSO) Global ATM Summit and 28th Annual General Meeting in Azerbaijan. The summit focused on critical issues, including environmental sustainability, bringing together aviation leaders and air traffic management experts.
CAAP joined Transportation Secretary Jaime Bautista and other officials at the Association of Southeast Asian Nations (ASEAN) Senior Transport Officials Meeting (STOM) in Kuala Lumpur, Malaysia. Discussions centered on initiatives to improve regional transportation systems, further demonstrating the Philippines’ active engagement in advancing Southeast Asia’s connectivity.
CAAP also solidified its leadership role within the region as Captain Tamayo was appointed Chairman of the 21st Cooperative Development of Operational Safety and Continuing Airworthiness Programme (COSCAP) South East Asia Steering Committee Meeting and the 35th Asia/Pacific Air Navigation Planning and Implementation Regional Group. These appointments affirm the confidence of the International Civil Aviation Organization (ICAO) and other member states in the Philippines’ commitment to aviation safety and excellence.
The Philippines hosted the prestigious Conference of Directors General of Civil Aviation (DGCA) for the Asia and Pacific Regions in Cebu, gathering over 400 delegates from ICAO member states and international organizations.
The conference tackled vital issues, including aviation safety, air navigation, security, and sustainable economic development, underscoring the country’s dedication to maintaining the highest standards in the aviation industry.
ICAO Secretary General Juan Carlos Salazar and ICAO Council President Salvatore Sciacchitano commended CAAP for its successful hosting of the DGCA during the sidelines of the 80th Anniversary Celebration of the Chicago Convention in the United States.
Looking ahead to 2025, CAAP remains unwavering in its mission to drive innovation, foster global partnerships, and deliver world-class services. With its continued focus on modernization, operational excellence, and safety, CAAP is poised to position the Philippines as a vital player in the global aviation industry.
