PH GOVERNMENT TO ALLOW FOREIGN TOURISTS/BUSINESS TRAVELERS INTO THE COUNTRY

Starting February 10, the Philippines will reopen its borders to fully-vaccinated foreigners traveling to the country for leisure or business from visa-free countries.

The new guidelines (IATF Reso.160-B) cover fully-vaccinated former Filipino citizens with Balikbayan privileges, including their foreign spouses and/or children traveling with them to the Philippines; provided that they are not restricted nationals; and fully vaccinated citizens of countries entitled to stay visa-free for not more than 30 days under Executive Order 408, S. 1960.

Unvaccinated foreign nationals will be denied admission into the country.

A FOREIGN NATIONAL IS CONSIDERED FULLY-VACCINATED WHEN he/she has received the second dose in a two-dose series, or a single dose of a recognized vaccine more than 14 days prior to the date and time of departure;

DOCUMENTS TO BE PRESENTED BY FOREIGNERS BEFORE FLIGHT TO THE PHILIPPINES:

- Proof of vaccination
- Negative RT-PCR test taken within 48 hrs. prior to departure;
- Valid return tickets not later than 30 days after arrival in the Philippines;
- Passport valid for at least six months; and
- Travel insurance for COVID-19 treatment costs from reputable insurers, with a minimum coverage of USD35,000.00 for the duration of their stay

VALID PROOF OF VACCINATION – any of the following –

- WHO International Certificate of Vaccination and Prophylaxis;
- VaxCertPH;
- The national/state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal agreement
- Vaccination certificate issued by a foreign state whether digital or physical; or
- The vaccination certificate issued by the Center for Disease Control and Prevention, whether digital or physical.

Rules for foreign minors traveling with their Filipino parent

- Unvaccinated foreign children below 12 years of age, traveling with their Filipino parent, shall follow the entry, testing, and quarantine protocols of their Filipino parent traveling with them;

- Foreign children from ages 12 to 17 years of age traveling with their Filipino parent, shall follow the protocols based on their vaccination status (i.e., vaccinated or unvaccinated). If the child is unvaccinated, either parent should accompany the child during their facility-based quarantine.

REMINDER:

Fully-vaccinated foreign nationals will no longer be required to undergo facility-based quarantine. Instead, they shall self-monitor for any sign or symptom for seven days with the first day being the date of arrival, and shall be required to report to their local government unit upon the manifestation of symptoms, if any.

Exemptions to the “No Vaccination, No Ride” Policy
As of 8:30PM, January 21, 2022

Cebu Pacific announces that the following travelers are exempted from the Department of Transportation’s (DOTr) “No Vaccination, No Ride” Policy, which is in effect while the NCR is under Alert Level 3 or higher:

1. Unvaccinated passengers, including children and minors under 18 years old, who comply with all the requirements of the local government unit (LGU) of their destination, and

2. Returning residents to and from the National Capital Region (NCR) who can present proof of residency, along with other existing LGU requirements.

CEB has made available its flexible options (rebook or travel fund) for passengers who may want to voluntarily postpone their travels until January 31, 2022. MORE PAL SPECIAL FLIGHTS FROM DUBAI TO HELP FILIPINOS FLY HOME

This October, Philippine Airlines will operate more special flights from the UAE (United Arab Emirates) in support of the Philippine Government’s “Bayanihan” repatriation program.

Our upcoming Bayanihan flights:

· Dubai-Manila (PR 659) – 4x a week (Mon/Wed/Sat/Sun)
October 3, 4, 6, 9, 10, 11, 13, 16, 17, 18, 20, 23, 24, 25, 27, 30 and 31

We will continue to update the list once new dates are finalized.

Please take note of the following reminders:

1. Only Filipino Passport Holders will be allowed to board these flights.

2. Passengers must present the One Health Pass QR code prior to aircraft boarding. Register through https://www.onehealthpass.com.ph/e-HDC and completely fill out all required fields.

3. Passengers will be subjected to 10 days facility-based quarantine upon arrival.

4. Passengers must undergo an RT-PCR test after 7 days of quarantine in the Philippines.

All land-based and sea-based OFWs will be billeted in BOQ-designated stringent quarantine hotels coordinated by PAL with the Overseas Workers Welfare Administration (OWWA) and the Department of Tourism (DOT). The quarantine hotels for OFWs will be paid and assigned by OWWA.

Hotel transfers of sea-based OFWs should be arranged by their LMA (Local Manning Agency).

Returning Overseas Filipinos (ROFs) or non-OFWs should have a confirmed quarantine hotel reservation for 10 days/9 nights in the same BOQ-designated stringent quarantine facilities.

ADJUSTMENTS TO CERTAIN SAUDI ARABIA FLIGHTS
DUE TO ONGOING RESTRICTIONS

Restrictions imposed by Saudi local authorities are continuing over the next two weeks, and thus we are compelled to make adjustments to our flights to and from Riyadh and Dammam in Saudi Arabia, as follows:

• Cancellation of the following Manila-Riyadh-Manila flights: August 13, 14, 16, 20, 21, 27, 28 and 30

• Cancellation of the following Manila-Dammam-Manila flights: August 16, 17, 22, 23, 24, 30 and 31

• Regular operation of our other Dammam and Riyadh flights during the period August 13 to 31, but with available seats reduced to just 186 passengers per flight on the Dammam-Philippines and Riyadh-Philippines sectors to comply with limitations on the number of passengers we are allowed to carry on certain flights.
(Note: We are allowed to carry a full load of passengers on the Manila-Dammam and Manila-Riyadh sectors, so the flights outbound from Manila are not affected.)

To reiterate, these cancellations and adjustments are beyond PAL's control and prevent us from serving the urgent travel needs of our OFWs and other passengers.

Thus, we reiterate our urgent appeal to the Saudi and Philippine authorities to work towards resolving the issue on flight and capacity restrictions so that we may again be able to operate our full schedule of flights to and from Riyadh and Dammam, and make use of all our seats on board each flight, for the best interests of our passengers.

We do our best to notify affected passengers via e-mail and call/text message, if your contact details are in our system. However, we are unable to reach a number of passengers in certain cases, e.g., possibly due to erroneous contact details or transmission problems. We therefore advise all Manila-bound passengers in Saudi Arabia to periodically check www.philippineairlines.com and our social media pages for updates and contact our hotline (02) (+632) 8855-8888 to check on your booking status.

Affected passengers may opt to:

Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check-in at the airport. Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD form upon airport check-in in addition to the online registration.

TRAVELING WITHIN THE PHILIPPINES
For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.

MANILA (NAIA) TERMINAL ASSIGNMENTS
- All our international flights from Manila depart from NAIA Terminal 1. (See note below)
- However, starting July 25, 2021, PAL flights bound for Guam, Honolulu, New York, San Francisco, and Los Angeles will depart from NAIA Terminal 2 (while flights to other international destinations will remain at Terminal 1).
- All international arrivals will be at NAIA Terminal 2, except that PAL Middle East arrivals from Dubai, Riyadh, Dammam and Doha will be at NAIA Terminal 1.
- Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.

NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.

The PAL Testing Facility at PAL Learning Center provide drive-thru or walk-in testing from 8AM to 8PM daily, while PAL Gate 3 offers in-car or walk-in service 24 hours a day, seven days a week. The tests cost 2,599 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online.

Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

FLYING SAFELY IN THE ‘NEW NORMAL’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.
Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

Our cabin crew would have undergone medical evaluation prior to their duty, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.

Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency. The onboard air creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.

TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.

Passenger who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.
