The Philippine government's Inter-Agency Task Force on the Management of Emerging and Infectious Diseases (IATF-EID) has revised the testing and quarantine protocols for passengers (Filipino citizens and eligible non-Filipinos) arriving in the Philippines from countries where travel restrictions are in place due to new COVID-19 variants.

Effective January 23, 2021, passengers arriving in the Philippines from countries covered by travel restrictions shall be given RT-PCR testing upon arrival and shall be given the option to avail of a second swab test on their 5th day of quarantine.

PROCEDURES

1.Passengers arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry:

For land-based OFWs arriving in Manila: https://bit.ly/MNLPHRedCrosseCIF

For land-based OFWs, create/update your account on the OFW Assistance Information System (OASIS) at http://oasis. owwa.gov.ph/

For sea-based OFWs arriving in Manila: https://ecif.firstaide.ph
For all non-OFW passengers (including Returning Overseas Filipinos, authorized foreign nationals, etc.) arriving in Manila: https://bit.ly/MNLPALeCIF](https://bit.ly/MNLPALeCIF?

Passengers will proceed to their respective quarantine facilities or hotels.

When passengers swabbed under the PAL OSS receive a negative test, they shall receive an email providing them the option to either avail of a second swab test by PAL testing partner Detoxicare Molecular and Diagnostics Laboratory on the 5th day of quarantine or to continue their quarantine stay up to the 14th day.
Passengers who choose to avail of the second swab test by Detoxicare will register on the email. They may pre-pay online or onsite. The pre-payment link is included in the e-mail.

Note: OFW passengers swabbed under the government OSS will be guided accordingly by the Philippine Coast Guard (PCG).
Once the second swab test is administered on the 5th day of quarantine, passengers must continue their hotel/facility stay and await results.

A passenger who tests negative on the second swab test must register via the DOH-BOQ Certificate Page to receive his/her quarantine and medical certificate. Passenger will present the two negative test results and the certificate for clearance and check out from the hotel. Completion of the 14-day quarantine at home under the monitoring of one's Local Government Unit is highly encouraged.

A passenger who tests positive on the second swab test will be provided proper guidance by the BOQ on the succeeding steps.
FOR PASSENGERS ALREADY IN QUARANTINE
PAL passengers swabbed under the PAL OSS and who are already in quarantine for a minimum of 5 days will receive an e-mail providing them the option to either avail of a second swab test by PAL testing partner Detoxicare Molecular and Diagnostics Laboratory, or to continue their quarantine stay up to the 14th day.
Effective January 23 and onwards, RT-PCR testing for passengers on their 5th day of quarantine in stringent quarantine hotels will be rolled out.

EXEMPTED FROM TRAVEL RESTRICTIONS

The Philippine government's latest directive also expanded the coverage of exemptions from current restrictions on inbound travel to the Philippines from countries with cases of the UK covid variant.

Exempted from the passenger ban on inbound travel to the Philippines are:

Foreign nationals with valid visas, which include personnel of accredited international organizations,

Spouse and minor children of Filipino citizens traveling with them,

Persons arriving for medical and emergency cases, including their medical escorts, if any,

The said passengers are now subject to applicable testing and quarantine protocols as prescribed by the Department of Health (DOH).

EASING OF AGE RESTRICTIONS

The IATF is relaxing age-based restrictions for areas placed under Modified General Community Quarantine (MGCQ) beginning February 1, 2021.

According to IATF Resolution 95, any person below ten (10) years old and those who are over sixty-five (65) years of age shall be required to remain in their residence at all times. Local government units (LGUs), on the other hand, are being enjoined to adopt the s

5 MORE COUNTRIES NOW COVERED BY TEMPORARY RESTRICTIONS FOR PH-BOUND TRAVEL

Foreign passengers from China, Pakistan, Jamaica, Luxembourg, and Oman are now covered by travel restrictions for inbound travel to the Philippines, effective 12:01 PM January 13 up to January 15, 2021.

The inclusion of the 5 countries brings to 33 the total number of countries covered by travel restrictions to the Philippines. The 33 countries have cases of infections from the covid-19 variant.

Philippine Airlines will thus be unable to accept, on our flights to the Philippines, foreign passengers who originate from the above countries or who have travelled to any of these countries 14days prior to their scheduled arrival in Manila.

Filipino citizens originating from or who had traveled to any of the specified countries within 14 days prior to their scheduled arrival in the Philippines, and who are arriving within the period of January 13 to 15, shall be accepted on PAL flights to the Philippines.

The updated restrictions is covered by a Resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) restricting travel into the Philippines from specified countries, as a protection measure against the new variant of the SARS-COV 2 Virus.

Covered by passenger restrictions on flights to the Philippines since December 29, 2020 are:

Denmark, Ireland, Japan, Australia, Israel, The Netherlands, Hong Kong - SAR, Switzerland, France, Germany, Iceland, Italy, Lebanon, Singapore, Sweden, South Korea, South Africa, Canada, Spain, United Kingdom and Austria.

The United States has been covered by passenger restrictions on flights to the Philippines since January 3, 2021.

Covered by passenger restrictions on flights to the Philippines since January 8, 2021 are: Portugal, India, Finland, Norway, Jordan, and Brazil.

For all arrivals in the Philippines:

RT-PCR TESTING

All arriving passengers will be subjected to the mandatory RT-PCR testing-on-arrival.

For OFWs, RT-PCR testing will be carried out by the government One Stop Shop, free of charge. For non-OFWs and eligible non-Filipinos, RT-PCR testing will be carried out by the PAL One Stop Shop for a fee of PHP 4,000. (Discounts for Sr.Citizens and PWDs apply)

14-DAY STRINGENT QUARANTINE

For OFWs, please proceed to OWWA Desk. You will be assigned a quarantine facility designated by the Philippine government, free of charge.

For non-OFWs and eligible non-Filipinos, please proceed to the DOT desk. You will be assigned a quarantine facility designated by the Philippine government, subject to availability of accommodation.

In cases where hotels designated by the Philippine government are at full capacity, travelers must prepare to shoulder their accommodation in one of the hotels suitable for the 14-day stringent quarantine.

PAL shall not be liable for the unavailability of government-provided hotel accommodation or for any and all hotel accommodation costs incurred or to be incurred by travelers in compliance with the 14-day mandatory quarantine.

If you do not wish to stay at your assigned hotel, you must choose your own accredited hotel suitable for stringent quarantine and arrange your transportation from the airport to the hotel. Hotel stay and transfer costs will be on passenger's account.

You may also book your 14-day quarantine stay in advance. For the list of accredited hotels suitable for stringent quarantine, click https://bit.ly/MNLHotels-SQF. After arranging your hotel and transportation, fill out the Affidavit of Undertaking and ensure that this has been signed or stamped by the hotel verifier.

Note: Hotels suitable for stringent quarantine are designated facilities to those travelers coming from high-risk areas or vessels as identified by WHO, and those who exhibit flu-like symptoms as identified by the health officer at the airport. These are different from hotels suitable only for mandatory quarantine.

Unaccompanied Minors:

Effective until January 15, 2021, all unaccompanied minor Filipino citizens - from any of the 33 countries covered by the above travel restrictions - shall not be allowed to enter the Philippines, unless they are part of the government's repatriation program. However, unaccompanied minor Filipino citizens from countries other than those covered by the new restrictions shall be allowed to enter the Philippines. Diplomats and dignitaries are exempted from the new travel restrictions, provided they comply with arrival and quarantine protocols.

Options for Passengers:

Passengers who cannot take their flight to the Philippines because of these temporary bans may: rebook their flights with rebooking service fees waived, convert their ticket to a travel voucher, or avail of a refund.

Passengers who are still eligible to enter the country but choose not to push through with their flight may voluntarily change their bookings subject to the rules of their ticket and following the "No-Worry Flight Fare Brand". 3. Pumunta sa PNP para iprocess ang TRAVEL AUTHORITY

PAALALA:

Habang magpo-process ng medical certificate, makipag-coordinate po muna sa LGU na uuwian ninyo. Tawagan ang kamag-anak at magpakuha ng ACCEPTANCE LETTER. Tatawagan po kasi ng LGU kung saan ka ngayon ang uuwian mong probinsya o LGU para kumpirmahin ang iyong pag-uwi. Mas madali ang pagkuha ng travel authority kapag ang iyong kamag-anak sa iyong uuwian ay nakapunta rin sa LGU municipal office para ipaalam na uuwi ka at makakuha ng acceptance letter.
Pag nakakuha na ng ACCEPTANCE LETTER ang iyong kamag-anak ay pakuhanan ito ng picture at nararapat na isend ng kamag-anak mo sa messenger dahil ikaw na byahero ay ipapakita mo ito sa PNP upang di kana mahirapan sa pagkuha ng travel authority.

DOT, TPB expand RT-PCR financial subsidy program for 11,600 tourists through PCMC
MANILA, Philippines – In a bid to further expand access to affordable RT-PCR (Real-Time Reverse Transcription Polymerase Chain Reaction) test in time for New Year domestic travels, the Department of Tourism (DOT) through the Tourism Promotions Board (TPB) Philippines, inks a Memorandum of Agreement with the Philippine Children's Medical Center (PCMC) on December 28, 2020.
Tourism Secretary Bernadette Romulo-Puyat explained that the Php 8.7 million financial subsidy program with the PCMC is poised to further encourage the traveling public to rediscover places that have been declared open and safe by the Inter-Agency Task Force Emerging Infectious Disease (IATF-EID) and local government units.
Among these destinations are Manila, Boracay, Palawan, Cebu, Bohol, Baguio, and Ilocos Norte. This is also a strategic step in continuously marketing and promoting the country as a safe tourism destination.
“The rolling out of the subsidized RT-PCR tests for qualified domestic tourists is just one of the tourism promotions’ recovery strategies as part of our Safe Bangon Turismo campaign to support the Philippine tourism industry which has been adversely affected by the ongoing pandemic,” Secretary Romulo-Puyat said.
Last December 15, DOT and TPB first signed a MOA with the University of the Philippines-Philippine General Hospital (UP-PGH) to subsidize 50 percent of the hospital’s RT-PCR testing cost of Php 1,800 for about 11,000 qualified domestic tourists. The partnership with PCMC is an added effort of DOT and TPB’s to expand the financial subsidy program for tourists, considering that
PCMC RT-PCR testing cost is Php 1,500, to benefit 11,600 domestic tourists.
To avail of PCMC’s 50 percent testing cost subsidy, travelers must first register online to pre-schedule their RT-PCR test at http://www.tpb.gov.ph/rtpcrphtravel/" and submit a valid government-issued identification card, proof of hotel booking in a DOT-accredited accommodation establishment, and proof of mode of travel such as airline or bus ticket. PCMC will accept RT-PCR test applications on a first-come, first-served basis.
Now that the country is gearing for its recovery by easing travel restrictions for domestic tourists, IATF-EID has mandated tourists to submit a negative test result before departure and travel to their desired region to prevent the further spread of the COVID-19 virus.
