Pare-parehong multa sa mga paglabag sa batas-trapiko, isinusulong ng LTO, MMDA at mga LGU

PINAG-AARALAN na ngayon ng iba’t-ibang ahensya ng gobyerno na mapag-isa o gawing pare-pareho at mas malinaw ang kahulugan ng mga paglabag sa batas-trapiko at halaga ng mga multang ipapataw dito.

Kabilang sa mga dumalo sa idinaos na ikatlong pagpupulong ng Technical Working Group (TWG) ang mga opisyal ng Land Transportation Office (LTO), Metropolitan Manila Development Authority (MMDA), at mga kinatawan ng iba’t-ibang lokal na pamahalaan sa Kalakhang Maynila.

Partikular na natalakay ay ang pagtutulak na maipatupad ang Metro Manila Single Ticketing System na naghahanay ng mga paglabag sa batas-trapiko at ang mga katapat na parusa o multa nito.

Ilan sa mga paglabag ng motorista na nais na mapagmulta ay disregarding traffic sign, illegal parking (attended at unattended), reckless driving, pagmamaneho na walang lisensya, pagmamaneho na walang rehistro ng sasakyan, overspeeding, illegal counterflow, hindi pagsunod sa number coding at obstruction.

Inilatag din sa pulong ang mahigpit na pagpapairal ng tricycle ban lalo na sa national highways at kaukulang speed limit ng mga ito gayundin ang truck ban at light truck ban.

Batay pa sa panukala ng MMDA, mahigpit na rin ang pagbabawal sa hindi pagsusuot ng helmet kapwa ng drayber at pasahero ng motorsiklo gayundin ang paggamit ng substandard na helmet.

Sa ngayon ay isinasapinal pa ng mga miyembro ng TWG ang makatwirang halaga ng multa na ipapataw sa mga hindi sumusunod sa batas-trapiko.

Tiniyak naman ni LTO Chief Assistant Secretary Jose Arturo "Jay Art" Tugade na daraan sa mga pampublikong konsultasyon ang ilalatag na mga panuntunan para sa Single Ticketing System.

β€œRest assured po na lahat ng stakeholders na involved, lahat po ng stakeholders ay ikokonsulta at ikokonsidera po lahat ng mga rekomendasyon, agam-agam at kung ano pa man para po ma-implement natin nang maayos itong programa natin," ayon kay Tugade.

Bagamat may mga pinagdaraanang pagsubok ang panukalang sistema, ipinahayag ni Tugade ang kumpiyansa na maipatutupad ito sa lalong madaling panahon.

"So ngayon po, meron pa tayong challenges. Hopefully, we can address the concerns, legally, β€˜yung mga kinaharap natin. To address the timeline, siguro po mga earliest next year na po natin mapapatupad ito assuming everything goes well in the next coming weeks," dagdag pa ni Tugade.

Kasabay nito, umapela si Tugade ng suporta ng publiko dahil kung mapagtitibay na aniya ang Single Ticketing System ay makatutulong ito sa modernisasyon ng road transport system ng bansa.

β€œSana po suportahan po nating lahat dahil kailangan po natin ito. This is one step forward toward improvement, towards modernizing our road transport system,” pagdidiin pa ni Tugade.

Republic Act No. 10586

The law states that it shall be unlawful for any person to drive a motor vehicle while under the influence of alcohol, dangerous drugs and/or other similar substances. Tests to be done to determine driver's intoxication and use of dangerous drugs include the Alcohol Breath Analyzer (ABA) Test and Mandatory Drug Testing.

If a driver is found to have been driving a motor vehicle while under the influence of alcohol, dangerous drugs and/or other similar substances, penalties shall include the following:

If the violation did not result in physical injuries or homicide - Twenty thousand pesos (Php 20,000.00) to eighty thousand pesos (Php 80,000.00) fine and three (3) months' imprisonment

If the violation resulted in physical injuries - The penalty provided in Article 263 of the Revised Penal Code or the penalty provided in the next preceding paragraph whichever is higher and a one hundred thousand pesos (Php 100,000.00) to two hundred thousand pesos (Php 200,000.00) shall be imposed

If the violation has resulted in homicide - A penalty provided in Article 249 of the Revised Penal Code and a fine ranging from three hundred thousand pesos (Php 300,000.00) to five hundred thousand pesos (Php 500,000.00) shall be imposed

1st Conviction - Confiscation and suspension of license for a 12-month period
2nd Conviction - Revocation of license
