As a public health measure against COVID-19 and in compliance with the IATF resolution on uniform protocols for land, air, and sea travel, I am revising the guidelines for travel to Cebu City of persons coming from provinces outside Cebu. Executive Order No. 125, which I signed today, modifies an earlier directive dated November 16, 2020.

Under EO 125, returning residents, private authorized persons outside residence (APOR), non-APOR, and those traveling for leisure or humanitarian reasons are required to prepare a negative RT-PCR test from any DOH-accredited facility taken not more than 72 hours prior to arrival in Cebu City. Government APOR on official business must not show COVID symptoms and will need to present their official government ID as well as mission or travel order issued by the head of agency.

Travelers will also be asked to register with the Safe, Swift, and Smart Passage (S-PaSS) Travel Management System of the Department of Science and Technology and comply with all documentary requirements to get a Travel Coordination Permit (TCP) or Travel Pass Thru Permit that will need to be presented at the ports before boarding.

Other pertinent details of the new EO:

* Travelers will be checked for symptoms upon arrival at the ports and a new RT-PCR test may be required.
* All travelers except government APOR will need to report to the receiving barangay for monitoring purposes.
* Those transiting through Cebu City will also need to present a TPP at their respective ports of origin and destination.

These new guidelines are needed to ensure the well-being of Cebu City residents and to help slow down virus transmission. Please be guided.
