PH to open borders to FOREIGN TOURISTS

MANILA, Philippines—The Bureau of Immigration (BI) announced that the country will be opening its borders to the entry of foreign tourists starting February 10.2022.

In an advisory, BI Commissioner Jaime Morente said that, in compliance with the resolution from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) issued on Thursday, fully vaccinated nationals of non-visa required countries under Executive Order No. 408 s. 1960 as amended, shall be allowed to enter the Philippines.

A total of 157 countries are considered visa free, including the United States of America, South Korea, Japan, Australia, Canada, UK, Malaysia, and Singapore.

Arriving tourists are required to present a passport valid for at least 6 months, and the required proof of vaccination against Covid-19.

Accepted proofs of vaccination are World Health Organization International Certificates of Vaccination and Prophylaxis, VaxCertPH, or national/state digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF-MEID.

Additionally, according to the resolution, starting February 1, arriving passengers must submit a negative RT-PCR test valid for 48 hours prior to departure from country of origin.

Those fully vaccinated are no longer required to undergo facility-based quarantine, but shall self-monitor for 7 days. On the other hand, unvaccinated, partially vaccinated, and those whose vaccination status cannot be confirmed shall undergo the required quarantine protocols as implemented by the Bureau of Quarantine and the local government units.

Minors are exempted from providing proof of vaccination.

“The opening of our borders to foreign tourists is a welcome development,” said Morente. “We see this as a giant leap towards the rebound of the tourism and international travel sector,” he added.

FYI! All arriving INTERNATIONAL passengers are required to go thru the RT-PCR test.

For OFWs, PhilHealth/OWWA will shoulder the cost of the testing.

As of now, for non-OFWs, they will pay for it at thier own expense

From NAIA, OFWs will be brought to a govt designated quarantine facility.

For non-OFWs, they will be brought to an accredited hotel of DEPARTMENT OF TOURISM, at their own expense.

All those who went thru testing shall stay in the facility/hotel until the test result is issued.

If test result is negative, a Quarantine certificate will be issued to them. And they can go home ...

If positive, the person will be picked up by the Bureau of Quarantine who shall assume jurisdiction over them for close monitoring and/or treatment.

OFW Update-
Simula po sa araw na ito, Sept. 6, yung mga OFWs na manggagaling sa restricted countries (Malaysia, Thailand, Indonesia, India, Pakistan, Bangladesh, Nepal, Sri Lanka, Oman, and the United Arab Emirates) ay 10 days na lamang po ang quarantine. Dati po ay 14 days. Salamat po.

NOTE:
Ito po ang green list countries. Kapag complete vaccination from green list at may International Certificate of Vaccination (ICV) po kayo mula sa Ministry of Health kung saang bansa kayo manggagaling, 7 days nlng po ang quarantine niyo. Ipakita agad ang inyong ICV sa BOQ paglapag niyo sa ating paliparan. ✅ Sa ilalim ng pinakabagong Resolution ng IATF, ang COVID-19 TESTING ay hindi na mandatory para sa manlalakbay maliban kung ang LGU na pupuntahan (probinsya, munisipalidad at lungsod) ay mangangailangan ng testing bilang requirement bago ang pagbyahe. RT-PCR o swab test lang ang test na dapat tanggapin kung kakailanganin.

✅ Hindi na rin mandatory ang sumailalim QUARANTINE maliban kung siya ay magpakita ng mga sintomas sa pagdating sa LGU ng patutunguhan.

3. Negative RT-PCR(Swab)test result taken within 24 to 72 hours from the date of departure; not mandatory upon check-in at the airport of origin but shall be required upon exit at Davao International Airport

4. Notice of Coordination from LGU (Proof of coordination)

📍 LEGAZPI
1. Medical Clearance Certification issued by the City/Municipal Health Office, within the last 3 days prior to the scheduled flight, specifying that the guest has not been in contact with, nor a suspect/probable/confirmed COVID-19 case; and has completed a 14-day quarantine.
2. Negative RDT (rapid test) or RT-PCR (swab) test results from a DOH-accredited facility, valid for 3 days before flight.

For guests flying to Tacloban, the City of Tacloban requires all Locally Stranded Individual (LSI) guests to present a Medical Certificate and Travel Authority to be accepted for flight, Acceptance Letter is required.

📍ZAMBOANGA
1.Travel Authority issued by JTF-CV SHIELD/li>
2. Medical Clearance from local health office (CHO/MHO and PHO) stating that they have no flu -like symptoms
3. Negative RT-PCR (swab) test result. if none, guest will be subjected to a facility-based.

A MUST READ. Hope clients will understand this:
“THE REAL TALK ABOUT TRAVEL AGENTS" by JupiterXVI

1. "Tao lang, natutulog din."
Don't expect them to respond to your message right away during wee hours. They also have families and they deserve to rest during their day off. So when you see the sign
"CLOSED ON SUNDAYS" or
"SATURDAY HALF DAY", please expect to receive the response on the next available day.

2. They will always appreciate your PATIENCE, big time! You are not the only client they have and as much as they want to do all things at the same time, they can't. But rest assured they will attend to your needs. 🙂
They will always prioritize emergency cases and urgent bookings for sure.

3. They are professionals and your transactions are purely BUSINESS and NOTHING PERSONAL.
Please respect their terms, policies and booking procedures. This is not to make you do so much work but to ensure all are in place.

If you can write your information/sign with your name repeatedly when the bank tells you because it's their protocol, then there should be no problem when the travel agent asks you to sign the T&C / reply back with your confirmation.

4. They DO NOT CONTROL EVERYTHING. Flight delays, cancellation, weather, traffic conditions, immigration decisions, visa approvals, and the like. So please do not blame the travel agents for any of these. Trust me, they do not want this to happen too.

5. OBSERVATION: Clients who carry the most positive vibe, those who understand, and those who show respect from the start of the process all through out, experience the most rewarding travel experience. And clients who are mean, who think once they pay they "own you", and those who are demanding (in a wrong way), mostly experience #4.

6. The VOUCHERS exist because they are IMPORTANT. Please and we mean, PLEASE, READ AND FULLY UNDERSTAND THE VOUCHERS. Generally, the travel agents' mission is to provide a hassle free travel experience to the guests and as the saying goes, booking with a travel agency is a "two way street". If you want hassle free, you need to participate. You need to read the instructions so you won't get lost at the airport, miss your tours or even miss your flight!

7. BOOKING ERRORS or not getting what you paid for. This is the most nightmare of travel agents. You see, when you arrive at the destination, you will be handled by the local operators and as much as the agents want to GUARANTEE the trip to be perfect, they can't. This is because of #4 - THEY DO NOT CONTROL EVERYTHING. But ofcourse, if you have concerns, please contact the travel agents immediately so they still have time to fix the problem.

A professional travel agent faces the problem and won't hide. Honestly, you cannot avoid little mishaps but everything can be settled professionaly - no need to disrespect or bad mouth them. Remember they are professionals, not someone you paid to be your "travel slave". You cannot demand but you can REQUEST. You can always ask nicely and they may even be your friend in the future. 😊

8. These TRAVEL AGENTS, though some still work at home, does not mean they did not put their time, effort, money, hard work, and their whole heart to start this business from scratch. You might think just because they are online (no physical office), selling packages on Facebook, that they earn too little for you to disrespect. You have no idea how much these travel agents can earn with their full focus, effort and hardwork. So please, treat them like a real Travel Partner. Share to them your good and bad travel experience during the tour, what you think can help them improve and send them your honest feedback.

A fruitful relationship with you are more rewarding for them than the income they gained from your trip.

Sharing below latest update (as of 1st December, 2020) about

ARRIVING PROTOCOLS TO ALL OFWs LANDED IN MANILA INTERNATIONAL AIRPORT (NAIA) Manila, Philippines

Note: An Overseas Filipino Worker or OFW is a person from the Philippines who is living and working in another country, typically on a temporary basis.

This includes land-based OFWs and seafarers/sea-based OFWs.

Families traveling together with at least one OFW will be considered all OFWs.

BEFORE YOU FLY AND DURING CHECK-IN

1. As early as 3 days prior to your departure, register and accomplish the Electronic Case Investigation Form and save the confirmation e-mail and QR code:

2. For land-based OFWs, create/update your account on the OFW Assistance Information System (OASIS) at

http://oasis.owwa.gov.ph/

3. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.

DURING THE FLIGHT

4. Accomplish the Health Declaration Form and Arrival Card.

WHEN YOU ARRIVE

5. Upon arrival, listen to the briefing conducted by the Philippine Coast Guard.

6. Undergo a temperature check, submit the Health Declaration Form upon deplaning, and proceed to the designated waiting area. Fill out the Project Care Slip.

7. Wait for your turn to proceed to the verification and barcoding booth.

8. Present the QR code sent to you after accomplishing the e-CIF.

9. You will be given six (6) barcode stickers.

One (1) barcode sticker will be placed on the back of your passport.

10. Proceed to the Swab Test booth and hand the remaining five (5) barcode stickers to the tester.

11. Undergo the COVID-19 RT-PCR Test for free.

12. Help Desks are available at the waiting area for passengers who do not have smart devices/phones.

Charging stations are also available.

13. Clear with immigration and submit the Arrival Card.

14. Proceed to your respective desks for your quarantine hotel assignment:

• For land-based OFWs and your dependents, proceed to the Overseas Workers Welfare Administration (OWWA) Desk. Present the same QR code from the e-CIF and submit the OWWA Project Care Slip.

• For sea-based OFWs and your dependents, proceed to the Maritime Industry Authority (MARINA) Desk

15. Claim your baggage at the designated carousel and clear with Customs Check.

16. Exit the terminal and wait for your shuttle/bus that will take you to your assigned hotel.

AT THE QUARANTINE HOTEL

17. Check in at your hotel and wait for the release of your test results.

For those who tested negative, it will be sent by the Philippine Red Cross to the e-mail address you have provided when you registered.

The timings on release of test results are not definite and may be shortened or extended.

18. Your accommodation and food during your stay will be shouldered by the Philippine government.

Any additional hotel fees due to required extensions will be shouldered by their governing agency.

GOING HOME

19. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management.

If you test negative, present your test result together with your medical certificate to the assigned quarantine personnel at your hotel for clearance.

For a hard copy of your certificate, printing services will be available at your hotel.

20. Once you are cleared, you may contact your relatives to pick you up and bring you home.

• For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your final point of arrival.

• For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your final point of arrival.

21. Once at home, please complete your 14-day quarantine/self-isolation.

☑️BORACAY CATICLAN—
For Local Stranded Individuals (LSI):
1. Travel Authority issued by Joint Task force COVID Shield
2. Negative RT-PCR (swab) test result issued by DOH-Accredited testing facility
3. Certificate of acceptance from the receiving local government unit, with proper coordination with the barangay of destination.

For Authorized Persons Outside Residence (APOR):
1.Negative RT-PCR (swab) test result taken within (7 days) before departure date
2. Valid ID / Government ID or Employee Certificate
3. Travel Order / Proof of Engagement for Government Official or Personnel and Mission Order for Personnel/ Military or PNP

☑️BUTUAN—
The Province of Agusan del Norte is requiring guests to present negative COVID-19 test results, taken within five (5) days before the flight. The test may either be a rapid antibody test or RT-PCR (swab) test. We can only accept guests with negative test results for boarding.

☑️COTABATO—
1. Valid ID with address
2. Certificate of Acceptance from LGU
3. Travel Authority
4. Medical Certificate (Valid for 7 days)

☑️DAVAO—
1. Negative RT-PCR (swab) test results taken within 24 to 72 hours from departure date. This is not mandatory upon check-in, but shall be required upon exit at the Davao International Airport.
2. Guests who tested in their place of origin within 24-72 hours before departure, but have not received their results, will not be allowed to exit the Davao Airport, until the test result is available.
3. Children 12 years old and below are exempted from the RT-PCR requirement upon check-in, as long as the accompanying adult complies with the requirement.

☑️DUMAGUETE—
For Locally Stranded Individuals (LSI), the requirements are:
1. Medical Certificate and Travel Authority, or Travel Pass from the Philippine National Police. LSIs are subject to local health and safety protocols of the receiving LGUs

For Authorized Persons Outside Residence (APOR), the requirements are:
1. Medical Certificate and Mission Order, as well as coordination with the provincial IATF-EID. For contact information of your local tourism offices,

☑️GENERAL SANTOS—
The City of General Santos requires guests to present a Travel Authority, as well as a negative RT-PCR (swab) test result taken within 72 hours before departure date.

☑️ILOILO—
For Local Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF):
1. Negative RT-PCR (swab) test result valid for three (3) days before departure date
2. Medical Clearance certification issued by the City/Municipal Health Office
3. Travel Authority issued by Chief of Police of the City/Municipality of origin
4. Any Valid Government ID (showing relevant information such as residence, citizenship or occupation)
5. Notice of Coordination from LGU (Proof of coordination)

☑️KALIBO—
For Locally Stranded Individuals (LSI):
1. Travel Authority issued by Joint Task force COVID Shield
2. Negative RT-PCR (swab) test result issued by DOH-Accredited testing facility
3. Certificate of acceptance from the receiving local government unit, with proper coordination with the barangay of destination

For Authorized Persons Outside Residence (APOR):
1.Negative RT-PCR (swab) test result taken within (7 days) before departure date
2. Valid ID / Government ID or Employee Certificate

☑️LEGAZPI—
1. Medical Clearance Certification issued by the City/Municipal Health Office, within the last 3 days prior to the scheduled flight, specifying that the guest has not been in contact with, nor a suspect/probable/confirmed COVID-19 case; and has completed a 14-day quarantine.
2. Negative RDT (rapid test) or RT-PCR (swab) test results from a DOH-accredited facility, valid for 3 days before flight

☑️OZAMIS—
1. Negative Rapid antibody test result, released within 48 hours before departure date
2. Letter of Acceptance
3. Medical Certificate
4. Travel Authority

☑️PAGADIAN—
For Locally Stranded Individuals (LSI):
Medical certificate or certification issued by the City Health Officer/Municipal Health Officer or DOH-accredited hospitals that guest has not been in contact with, nor a suspect/probable/confirmed COVID-19 case; or has a Negative result of an RT-PCR (swab) test
1. Travel authority
2. Proof of residency/ LGU acceptance issued by the PDRRMO

For Returning Overseas Filipinos (ROF):
1. Negative RT-PCR (swab) test result
2. Medical certificate or certification issued by the City Health Officer/Municipal Health Officer or DOH-accredited hospitals that guest has not been in contact with, nor a suspect/probable/confirmed COVID-19 case
3.Travel authority
4. Proof of residency/LGU acceptance issued by the PDRRMO

For Authorized Persons Outside Residence (APOR):
1. Entry Authorization Pass from the PDRRMO
2. Letter request or travel order and government-issued ID to PDRRMO
3. Medical certificate or certification issued by the City Health Officer/ Municipal Health Officer or DOH-accredited hospitals that guest has not been in contact with, nor a suspect/probable/confirmed COVID-19 case
4. May be subject to RDT rapid test upon payment and the health authorities of the province shall determine whether said APOR shall be admitted to a facility-based quarantine

☑️PUERTO PRINCESA—
For Locally Stranded Individuals (LSI):
1. Medical Certificate issued by Local Health Office
2. Travel Authority or Travel Pass issued by Local Police
3. Proof of Residence copy (with complete city or municipal address)

For Returning Overseas Filipinos (ROF):
1. Travel Authority or Travel Pass
2. Negative RT-PCR (swab) test result and Quarantine certificate issued by Bureau of Quarantine
3. Proof of Residence copy (with complete address)
4. Valid Passport

For Authorized Persons Outside Residence (APOR)
1. Company ID or Employee Certificate
2. Mission Order or Job Order
3. Negative RT-PCR (swab) test result valid within 3-5 days before departure date
4. Proof of residence copy (with complete address)

☑️TACLOBAN—
For guests flying to Tacloban, the City of Tacloban requires all Locally Stranded Individual (LSI) guests to present a Medical Certificate and Travel Authority to be accepted for flight.

☑️ZAMBOANGA—

1.Travel Authority issued by JTF-CV SHIELD/li>
2. Medical Clearance from local health office (CHO/MHO and PHO) stating that they have no flu -like symptoms
3. Negative RT-PCR (swab) test result. if none, guest will be subjected to a facility-based.
4. Prior coordination with the City Tourism Office for the availability of the quarantine facility...
