On heightened border control measures to prevent the entry of the B.1.1. 529 variant

The Inter-Agency Task Force (IATF) approved on Friday, November 26, 2021, the temporary suspension of inbound international flights from South Africa, Botswana, and other countries with local cases or with the likelihood of occurrences of the B.1.1.1529 variant. This shall take effective immediately and until 15 December 2021.

The Bureau of Quarantine, in close coordination with our local government units, has been directed to locate travelers from the abovementioned countries who may have arrived in the recent 7 days prior to the temporary suspension of inbound travel. These travelers shall be required to undergo full 14-day facility-based quarantine with RT-PCR test on the 7th day or upon location of the passenger, whichever is later, with the date of arrival as Day 1.

The IATF likewise approved the temporary suspension of inbound international flights from Namibia, Zimbabwe, Lesotho, Eswatini, and Mozambique, which are adjacent to South Africa and Botswana. Passengers coming from or having been to these abovementioned countries within the last 14 days prior to arrival shall be temporarily barred from entering the country.

Passengers already in transit from the abovementioned countries and all those who have been to the same within 14 days immediately preceding arrival to the Philippines, who arrive before 12:01AM of November 28, 2021, shall not be barred from entry, but shall be required to undergo stricter quarantine and testing protocols such as the observation of an absolute facility-based 14-day quarantine period, notwithstanding a negative RT-PCR result.

Meanwhile, all passengers, whether Filipinos or foreigners, merely transiting through the abovementioned countries shall not be deemed as having come from or having been to the said country if they stayed in the airport the entire time and were not cleared for entry into such country by its immigration authorities.

Finally, upon arrival in the Philippines, passengers covered by the immediately preceding paragraph shall comply with existing testing and quarantine protocols.

BI on standby for reopening of PH to foreign tourists

The Bureau of Immigration (BI) said that it is on standby for the eventual reopening of Philippine borders to foreign tourists.

In a statement, Immigration Commissioner Jaime Morente stated that while no definite date has been decided on when the Philippines will reopen to foreign tourists, he is confident that this will be very soon.

“There are reports circulating that the country has already reopened its borders to international leisure travelers,” said Morente. “While we are awaiting the official announcement from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID), we have already put in place the needed manpower and facilities in preparation for this,” he added.

Earlier, the BI announced that frontline personnel have been banned from filing vacation leaves during the holiday season. The Bureau also stated that 99 new immigration officers have been recently hired for deployment in the BI’s ports and different offices nationwide.

“We have also resumed the use of our e-gates for arriving Filipinos as it would greatly lessen the processing time for our kababayans who will be returning here for Christmas,” said Morente.

Morente stated that the status quo on the country’s travel restrictions remains as they wait for the IATF-MEID to make the formal announcement.

He added that members of the IATF-MEID are still extensively discussing and deliberating on proposals to reopen the Philippines to alien visitors, ironing out many details before its implementation.

“Most probably, those coming from green list countries will be the first ones to be allowed entry,” said Morente.

According to BI Port Operations Division Chief Atty. Carlos Capulong, there are 44 countries that are under the green list, while two—Faroe Islands and the Netherlands—remain in the red list.

BI clarifies entry of alien tourists not yet allowed in PH

MANILA, Philippines - The Bureau of Immigration (BI) clarified that foreign tourists are not yet allowed to enter the Philippines despite coming from green list countries.

In a statement, BI Commissioner Jaime Morente reiterated that only Filipinos, balikbayan, and those with valid and existing long term visas from green and yellow list countries are allowed to enter.

He said the reiteration came as the Bureau received numerous queries from foreign tourists who wish to fly to the Philippines already.

Morente added that Filipinos coming from red list countries may return via repatriation flights and bayanihan flights organized by government or non-government agencies.

On Friday, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) released an updated list of Red, Green and Yellow List counries.

Said lists are effective starting October 16, 2021 up to October 31, 2021.

Romania has been classified under Red List, while 49 countries have been placed under the green list.

Included in the Green List are Algeria, American Samoa, Bhutan, Burkina Faso, Cameroon, Cayman Islands, Chad, China (Mainland), Comoros, Republic of the Congo, Cook Islands, Eritrea, Falkland Islands (Malvinas), Gibraltar, Hong Kong (Special Administrative Region of China), Kiribati, Madagascar, Mali, Marshall Islands, Federated States of Micronesia, Montserrat, Nauru, New Zealand, Nicaragua, Niger, Niue, North Korea, Northern Mariana Islands, Palau, Poland, Saba (Special Municipality of the Kingdom of the Netherlands), Saint Helena, Saint Pierre and Miquelon, Samoa, Sierra Leone, Sint Eustatius, Solomon Islands, Sudan, Syria, Taiwan, Tajikistan, Tanzania, Tokelau, Tonga, Turkmenistan, Tuvalu, Uzbekistan, Vanuatu and Yemen.

The IATF-MEID said that all other countries not mentioned are classified under the Yellow List.

The testing and quarantine protocols of those arriving under these lists, according to the IATF-MEID, shall be implemented and monitored by the Bureau of Quarantine.

"Despite these travel restrictions, we remain hopeful that international travel will be safely revived soon," said Morente.

BI suspends ‘Order to Leave’ of overstaying foreigners during the COVID-19 pandemic

The Bureau of Immigration (BI) announced on Thursday, the temporary suspension of the Order to Leave (OTL) of foreigners who have overstayed their temporary visitor's visa in the country due to the coronavirus disease (COVID-19) outbreak.

BI Commissioner Jaime Morente said that the order to suspend the OTL was imposed in consideration of the effects of the pandemic to domestic and international travel.

“Pursuant to various resolutions from the IATF-MEID directing the public to exercise social distancing and minimize travel, and in the interest of public safety and welfare, we will be implementing this order as a form of regulatory relief for foreigners,” he said in a statement.

Morente further shared that the suspension also reciprocates the leniency extended by other countries to Filipinos who may be experiencing the same situation abroad.

The BI Chief then discussed that the relief shall apply to holders of temporary visitor’s visas: 1) who have reached the 24-month period maximum stay for visa-required nationals, and 36-month period maximum stay for non-visa required nationals, as of March 1, 2020; or 2) who have overstayed beginning March 1, 2020 regardless whether they have been in the country beyond the maximum allowable period.

Concerned foreigners will still, however, be assessed and shall still be required to settle their immigration fees and penalties in lieu of the OTL.

Travel ban on 10 countries to continue until September 5

MANILA, Philippines -- The Bureau of Immigration (BI) has announced the extension of the temporary travel ban for passengers coming from 10 countries until September 5.

In an advisory, BI Commissioner Jaime Morente said that following the directive from Malacanang, as recommended by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID), the restriction for those coming from India, Pakistan, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, Oman, Thailand, Malaysia and Indonesia is extended from September 1 to 5, 2021.

Those coming from the said countries, as well as those with a travel history in the 10 countries within the last 14 days prior to arrival to the Philippines, will not be allowed to enter.

Morente added that other travel restrictions remain in place. Currently, only Filipinos, balikbayan, and those holding valid and existing visas are allowed to enter the country. The entry of foreign tourists remains suspended.

The move, Morente said, has been implemented as the IATF deems it the best action to slow down the rising number of COVID-19 cases and stop the further spread of the delta variant while increasing the country's existing healthcare capacity.

Aliens hired to work in PH but still abroad may now be given work visas - BI

The Bureau of Immigration (BI) announced that foreigners currently abroad who are hired to work in the Philippines by employers based here will soon be allowed to pre-apply their work visas before entering the country.

Immigration Commissioner Jaime Morente disclosed that he just issued an operations order allowing companies who wish to engage the services of foreigners who are still abroad to apply for a 9(g) working visa on behalf of these expatriates.

BI reportedly adopted the new procedure pursuant to a resolution of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) which authorizes the issuance of working visas to foreigners who intend to come to the Philippines for long-term employment with a Philippine-based employer.

The IATF-MEID said the visa may also be issued to foreign workers whose expertise will be tapped for foreign-funded government projects such as those in transportation and infrastructure.

Morente explained that at present, only foreigners who are already in the country and whose services are engaged by companies here are issued 9(g) visas by the BI upon the filing of a petition for issuance of such visa by their employers.

“With the promulgation of this new policy, would-be expatriates bound for the Philippines will be able to apply for their working visas, which they would present when they enter the country,” the BI Chief said.

Morente, however, stressed that as in the case of foreigners who were previously issued their 9(g) visas, the employers of these alien workers must still apply for an alien employment permit (AEP) on their behalf with the Department of Labor and Employment (DOLE).

“Those who fail to secure their AEP will not qualify for the issuance of a 9(g) visa, and the petition for visa issuance by their employers will be denied by the Bureau outright,” he stressed.

Among others, the BI operations order provides the 9(g) working visa shall be applied for and processed in the Philippines by a Philippine-based employer, in behalf of the applicant.

Upon approval by the BI, the order granting the visa will be forwarded to the Department of Foreign Affairs - Office of Consular Affairs (DFA OCA) which will then transmit the same to the foreign service post (FSP) abroad where the applicant is situated.

The FSP will then issue the 9(g) visa to the applicant who must travel to the Philippines within 90 days, and upon arriving here, he shall proceed to the BI main office to have his visa implemented and registered with the Bureau.

BI clarifies validated vax cards must be presented upon arrival

PASAY, Philippines—The Bureau of Immigration (BI) clarified that fully vaccinated passengers must present documentary proof upon arrival in the country.

In an advisory, BI Commissioner Jaime Morente stated that those fully vaccinated in the Philippines must carry their vaccination card, which should be verified prior to their departure from the Philippines through the Certificate of Vaccination Record Portal of the Department of Information and Communications Technology or the City Health Officer of the local government unit which administered the full vaccination.

“For those vaccinated outside the Philippines, they may present their International Certificate of Vaccination, or have their documents validated through the Philippine Overseas Labor Office (POLO), as the case may be,” he added.

Those vaccinated outside the Philippines must also come from the list of 57 “green” countries to be able to undergo a 7-day facility-based quarantine only.

These countries are Albania, American Samoa, Anguilla, Antigua and Barbuda, Australia, Benin, Belize, British Virgin Islands, Brunei, Burkina Faso, Burundi, Cayman Islands, Chad, China, Ivory Coast, Eswatini, Falkland Islands, French Polynesia, Gambia, Ghana, Greenland, Grenada, Hongkong, Iceland, Isle of Man, Israel, Laos, Liberia, Malawi, Malta, Marshall Islands, Mauritius, Micronesia, Montserrat, Morocco, Mozambique, New Caledonia, New Zealand, Niger, Nigeria, Northern Mariana Islands, Palau, Rwanda, Saba, Saint Barthelemy, Saint Kitts and Nevis, Saint Pierre and Miquelon, Sierra Leone, Senegal, Singapore, Saint Eustatius, South Korea, Taiwan, Togo, Turks and Caicos Islands (UK), Vietnam, and Zimbabwe.

Morente said that passengers fully vaccinated abroad who stayed exclusively in any of these 57 places within the past 14 days immediately preceding their arrival shall undergo a seven-day facility-based quarantine.

Hence, Morente said that they would only need to present a 7-day booking in a government-accredited quarantine hotel or facility during primary immigration inspection when they arrive in the country.

“They would also need to present said documents to the Bureau of Quarantine (BOQ) at the port’s Department of Transportation One Stop Shop (OSS) after immigration clearance,” he clarified.

Otherwise, Morente said other arriving passengers not fully vaccinated, not coming from the 57 territories, or do not have the required documentary proof, will be required by the BI to present a 10-day facility-based quarantine booking.

BI Port Operations Division Chief Atty. Carlos Capulong warned that foreign nationals who would not be able to present their quarantine bookings will be excluded for being improperly documented, while those who present fake bookings and are intercepted by the Department of Tourism and other OSS agencies may be referred back to the BI for the initiation of deportation proceedings.

BI to implement extended travel ban until July 15

The Bureau of Immigration (BI) announced that it will continue to implement the ban on the entry of all passengers arriving from seven restricted countries until July 15.

In an advisory, BI Commissioner Jaime Morente said the extension of the ban is in compliance with the latest Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) resolution extending for two more weeks the ban on the entry of passengers from the said countries which was supposed to expire on Wednesday.

The seven countries covered by the travel ban are India, Pakistan, Nepal, Bangladesh, Sri Lanka, Oman, and the United Arab Emirates.

Morente thus said that existing guidelines governing the arrival of passengers from these seven countries shall still be observed.

“Foreigners arriving the said countries will be denied entry, and immediately sent back to their port of origin. On the other hand, Filipinos arriving from these countries as part of repatriation efforts by the government and non-government sectors will be allowed entry,” the BI chief added.

He also reminded the airlines not to board passengers coming from the said region, as their infractions will be referred to the aviation authorities for the imposition of appropriate sanctions.

Atty. Carlos Capulong, BI Port Operations Division Chief, clarified that the latest IATF-MEID resolution also allowed passengers who have been fully vaccinated to undergo a 7-day facility based quarantine. “Hence they would need to present their 7-day booking, as well as proof of vaccination to the BI before clearance,” said Capulong. “They must likewise have come from countries tagged as green by the Department of Health,” he added.

He added that those who have not been vaccinated will still undergo a 10-day facility-based quarantine.

In the resolution, the IATF-MEID tasked the Bureau of Quarantine at the airport’s One Stop Shop to verify vaccination records of arriving passengers.

Current restrictions allow the entry of Filipinos, balikbayans, and those with valid and existing visas from countries not part of the travel ban. “Except for balikbayans, tourist visa holders are still not allowed to enter the country,” Capulong added.

BI backs proposed ‘green lane’ for vaccinated foreign travelers to revive PH tourism

The Bureau of Immigration (BI) said it supports a proposal to allow fully vaccinated foreign national to enter the country as part of efforts to revive country’s moribund tourism industry and reopen the country’s borders.

In a statement, BI Commissioner Jaime Morente said, the Bureau backs the setting up of a “green lane” for vaccinated aliens in the different ports to pave the way for the reopening of tourist destinations to leisure travelers, should the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) deem it viable.

“If approved by the IATF-MEID, we in the Bureau, support this initiative by the Department of Tourism (DOT) as it will not only resuscitate our tourism industry, it will also generate employment for millions of Filipinos who lost their jobs due to the pandemic,” Morente said.

Morente said that he trusts the wisdom of the IATF-MEID in deciding when is the appropriate time to open the country's borders.

He added that aside from the tourism and travel industry, opening the country’s borders to international leisure travelers will also hasten the revival of the commercial aviation and shipping industries whose businesses suffered a beating from the pandemic.

“Once these ‘green lanes’ are set up, operations in our international airports and seaports hopefully will begin to return to normal,” Morente said.

Earlier, Tourism Secretary Bernadette Romulo Puyat asked the IATF-MEID to approve the setting of the “green lanes” to facilitate the re-employment of tourism workers and revive the tourism industry under safe conditions.

Puyat said the scheme would allow vaccinated foreign travelers to visit the country for leisure as quarantine rules are being relaxed while the government undertakes a massive vaccination rollout for its citizens nationwide.

She also stressed that the Philippines should keep pace with its neighbors and the rest of the world in slowly reopening the country’s tourist destinations.

The BI is one of the government agencies which comprised a small working group (SWG), headed by the DOT and Department of Foreign Affairs (DFA), which was formed to study the feasibility of implementing the “green lane” scheme and formulate related heath protocols.

Also in the group are the Bureau of Quarantine (BOQ), Department of Information and Communications Technology (DICT), Department of Transportation (DOTr), Office of the Presidential Adviser on the Peace Process (OPAPP), Overseas Workers Welfare Administration (OWWA), and Department of Trade and INDUSTRY (DTI).
