In order to provide government employees full opportunity to properly observe traditional AIl Saints' Day and All Souls' Day activities, allow them to travel to and from different regions in the country, and promote domestic tourism, work in government offices and classes at all levels shall be suspended on 31 October 2024 starting 12:00 p.m.

However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue their operations and render the necessary services.

The suspension of work for private companies and offices is left to the discretion of their respective heads.

This Circular shall take effect immediately.

Upon the recommendation of the National Disaster Risk Reduction and Management Council relative to the forecasted continuous heavy rainfall due to Severe Tropical Storm โ€œKristine,โ€ and to aid in the rescue and relief operations of the government, work in government offices and classes at all levels in Luzon are hereby suspended on 24 October 2024.

โ€‹Agencies involved in the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services are hereby directed to continue their operations and render the necessary services.

BI REMINDS POGO WORKERS OF OCTOBER 15 DEADLINE, OVER 10,000 VISAS ALREADY DOWNGRADED

MANILA, Philippinesโ€”The Bureau of Immigration (BI) reminded all Philippine Offshore Gaming Operator (POGO) foreign workers to voluntarily downgrade their visas before the October 15 deadline.

In an advisory, BI Commissioner Joel Anthony Viado reiterated that there will be no extensions for filing, and those who will file after the said deadline will be ordered to leave the country.

Viado shared that the BI, together with PAGCOR, conducted a briefing last September 30 with representatives of POGO companies.

During the briefing, the BI said that it may conduct implementation days for POGO companies where the agency could implement downgraded visa status and issue exit clearances on-site. He added that DOLE representatives will also be present during these service days to accept surrendered Alien Employment Permits from POGO workers.

To date, more than 10,000 POGO workers have already filed for visa downgrading, and the agency expects this number to increase as the deadline approaches.

Visa downgrading allows foreign nationals to revert their status from a work visa to a temporary visitor visa, thereby enabling them to remain legally in the Philippines for 59 days while winding down their affairs. The 59-day period from the deadline aligns with the directive of President Ferdinand Marcos Jr., who has ordered foreign POGO workers to leave the country by the end of the year.

"We are expediting the downgrading process to comply with the President's directive. We encourage POGO workers to file as early as possible to avoid complications," said Viado.

As part of the government's initiative to wind down POGO operations, an interagency task force composed of the BI, Department of Justice (DOJ), Department of Labor and Employment (DOLE), PAGCOR, and other key agencies has been formed to oversee the closure of POGOs and assist affected workers.

The BI stressed that procedures have been simplified to ensure compliance, and those who fail to downgrade by the deadline or leave the country by December 31 will face deportation and blacklisting.

POGO WORKERS URGED TO VOLUNTARILY DOWNGRADE VISAS, NO EXTENSION FOR OCTOBER 15 DEADLINE

MANILA, Philippinesโ€”The Bureau of Immigration (BI) announced that there will be no extension for the October 15 deadline for Philippine Offshore Gaming Operator (POGO) workers to voluntarily file for the downgrading of their visas.

This was confirmed during a recent briefing with BI Commissioner Joel Anthony Viado and officials from the Philippine Amusement and Gaming Corporation (PAGCOR), together with representatives of POGO companies.

Visa downgrading allows foreign nationals to revert their status from a work visa to a temporary visitor visa, thereby enabling them to remain legally in the Philippines for 59 days while winding down their affairs.

The 59-day period after Oct. 15, said Viado, coincides with the Presidentโ€™s directive for foreign POGO workers to leave by the end of the year.

Viado said that the BI is committed to expediting the downgrading process for POGO employees. "We will ensure that the orders of the President are implemented swiftly and efficiently.โ€

As part of the government's coordinated effort to address the closure of POGO operations, the BI, together with the Department of Justice (DOJ), Department of Labor and Employment (DOLE), Department of the Interior and Local Government (DILG), PAGCOR, Philippine National Police (PNP), National Bureau of Investigation (NBI), and the Presidential Anti-Organized Crime Commission (PAOCC) formed an interagency task force on the closure of POGOs.

The BI, together with PAGCOR, conducted a briefing last September 30 with representatives of POGO companies.

"During the briefing, the BI said that it may conduct implementation days for POGO companies, where we will implement their downgraded visa status and issue exit clearances on-the-spot,โ€ Viado said. He added that DOLE representatives will also be present during these service days to accept surrendered Alien Employment Permits from POGO workers.

The BI emphasized that the procedures for visa downgrading have been simplified, leaving no excuse for foreign POGO workers to delay compliance.

Workers who fail to leave the country by December 31, 2024, will face deportation proceedings and be blacklisted from re-entering the Philippines.

NEW BI CHIEF VOWS AGENCY REFORMS

INTRAMUROS, Manilaโ€”The Bureau of Immigration (BI) on Tuesday welcomed lawyer Joel Anthony M. Viado as its new Commissioner.

Viado, who was previously designated as the agencyโ€™s officer-in-charge last month, has been in the BI as a Deputy Commissioner since April 2023.

His appointment completes the three-member BI Board of Commissioners, alongside Deputy Commissioners Daniel Laogan and Aldwin Alegre.

As a lawyer with a deep understanding of immigration laws, Viado reiterated his support for the passage of a new immigration law to replace the countryโ€™s 84-year-old Philippine Immigration Act, which he described as outdated and an obstacle to the agencyโ€™s modernization efforts.

He noted that the new law would not only streamline immigration procedures but also strengthen border security and improve the governance of immigration policies.

"The Bureau is fully supportive of the Presidentโ€™s initiative to prioritize a new immigration law, which will enhance our operations and allow us to serve the public more effectively," Viado stated.

In addition to pushing for legislative reform, Viado stressed the importance of combating corruption within the Bureau through the automation of key processes. โ€œWe will take advantage of the aggressive thrust of the national government in terms of ICT,โ€ said Viado.

He said that digital systems are a key priority under his leadership. He added that he will continue working with the Department of Justice in ensuring the improvement of the agency.

Viado announced that his office will undertake a comprehensive review of the BIโ€™s existing policies and procedures to identify inefficiencies and remove redundancies.

Before his appointment, Viado was an accomplished lawyer who represented several multinational corporations involved in construction operations across Asia, the United States, and Europe. He also previously served in government, working at the House of Representatives and as a legal counsel under the Presidential Management Staff.

He holds a degree in Political Science from the University of the Philippines Diliman, where he also earned his law degree. Viado was admitted to the Philippine Bar in 1999. #

ALL POGO WORKERS TO LEAVEโ€“BI

MANILA, Philippinesโ€”Bureau of Immigration (BI) Commissioner Norman Tansingco said that all workers of Philippine Offshore Gaming Operators (POGOs) and Internet Gaming Licensees (IGLs) will be required to leave the country in 60 days.

The move comes after the directive of President Ferdinand โ€œBong Bongโ€ Romualdez Marcos, Jr. to ban all POGOs during his third State of the Nation Address last July 22.

President Marcos said during his speech that the illegal activities related to POGOs must stop.

โ€œDisguising as legitimate entities, their operations have ventured into illicit areas furthest from gaming such as financial scamming, money laundering, prostitution, human trafficking, kidnapping, brutal torture, even murder,โ€ he stated.

Tansingco said foreign nationals who worked with POGOs and IGLs, as well as its related service providers will be given 59 days to wind down their affairs and leave the country.

He said that they are expecting around 20,000 foreign workers in the said industry to leave the country in the next two months.

Tansingco added that pending applications and new applications for visas for POGO and IGL workers will be denied by the BI.

The BI Chief said that they have a list of foreigners working in POGOs and IGLs, which were acquired from the Philippine Amusement and Gaming Corporation (PAGCOR).

He warned that violators will be subjected to deportation proceedings, and stated that he has instructed their intelligence division and fugitive search unit to intensify arrests against violators and illegal online gaming hubs.

The agency has deported more than 2,300 workers in scam hubs operating in the guise of gaming companies in the Philippines. #

PASAY, Philippines - The Bureau of Immigration (BI) said its officers at the Ninoy Aquino International Airport (NAIA) intercepted a blacklisted American who attempted to re-enter the country.

Immigration Commissioner Norman Tansingco said 40-year-old Jared Allen Kasper was denied entry on Saturday, at the NAIA terminal 1 after he arrived aboard a Philippine Airlines flight from Los Angeles, California.

Tansingco said he signed the order putting Kasper in the BI blacklist last October 25, after the Bureau received a complaint from three of his female victims who accused the American of s*xually abusing and exploiting them.

โ€œThe complainants alleged that there were at least 20 Filipino women who were victimized by him but only the three of them filed a formal complaint,โ€ the BI Chief said.

The women narrated how they met Kasper via an online dating app, and that he promised to marry each of them if they would sleep with him. They also narrated how Kasper, after having in*******se with them, would forcibly take pictures of them in the n**e, claiming he needs to keep them as souvenirs. Worse, the complainants said some of Kasperโ€™s victims were impregnated but they were all abandoned and disowned by the American.

BI records show that Kasper last arrived in the country last July 21 and departed on August 3. He returned last Saturday, unaware that he was already banned from entering the country for being an undesirable alien.

Meanwhile, the BIโ€™s Border Control and Intelligence Unit (BCIU) reported the interception of an American, who was blacklisted by the Bureau three years ago for being a registered s*x offender.

The 68-year-old William Calloway Shaw was denied entry at the Mactan-Cebu International Airport last November 13, when he arrived aboard a Korean Airlines flight from Incheon.

Shaw was previously denied entry in 2020 based on information obtained from the US Embassy that he is a convicted s*x offender in the US.

In 2007, in the state of Washington, he pled guilty to one count of third degree assault and two counts of communicating with a minor for immoral purposes.

PASAY, Philippines โ€” Bureau of Immigration (BI) agents at the Ninoy Aquino Terminal 1 has intercepted a Japanese national attempting to leave the country with a counterfeit Special Resident Retireeโ€™s Visa (SRRV).

The Japanese, identified as Yoshiaki Nakamura, 64, was about to board a Philippine Airlines flight to Osaka last November 19.

BI Commissioner Norman Tansingco disclosed that the primary inspector initially referred Nakamura for secondary inspection for holding a visa that appeared counterfeit. After validation from the agencyโ€™s Forensic Documents Laboratory, it was revealed that the SRRV visa affixed on his passport was counterfeit.

In response to this incident, Tansingco then issued a stern warning to all foreign nationals emphasizing the gravity of possessing counterfeit documents.

โ€œSuch actions violate Philippine immigration laws and warrant serious consequences,โ€ he said. "We remain committed to safeguarding the integrity of our immigration system, and will take decisive action against those attempting to deceive or defraud it" he added.

The arrested alien will be detained in the BIโ€™s Warden Facility pending deportation procedures.
