ANNUAL REPORT SEASON FOR REGISTERED FOREIGN NATIONALS BEGINS ON JANUARY

The Bureau of Immigration is set to kick off the 2025 Annual Report for all registered foreign nationals starting on January.

Registered foreign nationals are required by law to personally report to the BI within the first 60 days of the year, presenting necessary documents for the Annual Report.

Registered foreign nationals include those working, residing, and studying in the country, with ACR I-Cards.

The service, according to BI alien registration division chief Atty. Jose Carlitos Licas, Jr., is available in the BI’s online platform at e-services.immigration.gov.ph.

The physical Annual Report for the BI’s head office in Manila will be conducted at the 4th Level Center Atrium, Robinsons Manila, and at the Government Service Express (GSE) Unit of SM Mall of Asia, from Mondays to Fridays, excluding holidays, between 9AM to 6PM.

Apart from the two malls, BI offices nationwide may also cater to the reporting. #

BI LAUNCHES ONLINE STUDENT VISA, PERMIT APPLICATION

INTRAMUROS, Manila—The Bureau of Immigration (BI) on Wednesday officially launched its online student visa and permit application.

In an event held inside Intramuros in Manila, BI Commissioner Joel Anthony Viado hailed the project saying that it is one step closer to the BI’s goal of modernization through automation of services.

“This is a priority project of the BI to make things easier and more secure for foreign students to apply for their visas and permits," said Viado.

The system allows schools to apply directly to the BI, removing unnecessary paperwork and adding convenience by making applications online.

The service may be accessed via the BI's e-services website at e-services.immigration.gov.ph.

The system, according to Viado, is the BI's contribution to the country’s efforts to make the Philippines a leading education hub in Asia. #

However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue their operations and render the necessary services.

Upon the recommendation of the National Disaster Risk Reduction and Management Council relative to the forecasted continuous heavy rainfall due to Severe Tropical Storm “Kristine,” and to aid in the rescue and relief operations of the government, work in government offices and classes at all levels in Luzon are hereby suspended on 24 October 2024.

​Agencies involved in the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services are hereby directed to continue their operations and render the necessary services.

BI REMINDS POGO WORKERS OF OCTOBER 15 DEADLINE, OVER 10,000 VISAS ALREADY DOWNGRADED

MANILA, Philippines—The Bureau of Immigration (BI) reminded all Philippine Offshore Gaming Operator (POGO) foreign workers to voluntarily downgrade their visas before the October 15 deadline.

In an advisory, BI Commissioner Joel Anthony Viado reiterated that there will be no extensions for filing, and those who will file after the said deadline will be ordered to leave the country.

Viado shared that the BI, together with PAGCOR, conducted a briefing last September 30 with representatives of POGO companies.

During the briefing, the BI said that it may conduct implementation days for POGO companies where the agency could implement downgraded visa status and issue exit clearances on-site. He added that DOLE representatives will also be present during these service days to accept surrendered Alien Employment Permits from POGO workers.

To date, more than 10,000 POGO workers have already filed for visa downgrading, and the agency expects this number to increase as the deadline approaches.

Visa downgrading allows foreign nationals to revert their status from a work visa to a temporary visitor visa, thereby enabling them to remain legally in the Philippines for 59 days while winding down their affairs. The 59-day period from the deadline aligns with the directive of President Ferdinand Marcos Jr., who has ordered foreign POGO workers to leave the country by the end of the year.

"We are expediting the downgrading process to comply with the President's directive. We encourage POGO workers to file as early as possible to avoid complications," said Viado.

As part of the government's initiative to wind down POGO operations, an interagency task force composed of the BI, Department of Justice (DOJ), Department of Labor and Employment (DOLE), PAGCOR, and other key agencies has been formed to oversee the closure of POGOs and assist affected workers.

The BI stressed that procedures have been simplified to ensure compliance, and those who fail to downgrade by the deadline or leave the country by December 31 will face deportation and blacklisting.

POGO WORKERS URGED TO VOLUNTARILY DOWNGRADE VISAS, NO EXTENSION FOR OCTOBER 15 DEADLINE

MANILA, Philippines—The Bureau of Immigration (BI) announced that there will be no extension for the October 15 deadline for Philippine Offshore Gaming Operator (POGO) workers to voluntarily file for the downgrading of their visas.

This was confirmed during a recent briefing with BI Commissioner Joel Anthony Viado and officials from the Philippine Amusement and Gaming Corporation (PAGCOR), together with representatives of POGO companies.

Visa downgrading allows foreign nationals to revert their status from a work visa to a temporary visitor visa, thereby enabling them to remain legally in the Philippines for 59 days while winding down their affairs.

The 59-day period after Oct. 15, said Viado, coincides with the President’s directive for foreign POGO workers to leave by the end of the year.

Viado said that the BI is committed to expediting the downgrading process for POGO employees. "We will ensure that the orders of the President are implemented swiftly and efficiently.”

As part of the government's coordinated effort to address the closure of POGO operations, the BI, together with the Department of Justice (DOJ), Department of Labor and Employment (DOLE), Department of the Interior and Local Government (DILG), PAGCOR, Philippine National Police (PNP), National Bureau of Investigation (NBI), and the Presidential Anti-Organized Crime Commission (PAOCC) formed an interagency task force on the closure of POGOs.

The BI, together with PAGCOR, conducted a briefing last September 30 with representatives of POGO companies.

"During the briefing, the BI said that it may conduct implementation days for POGO companies, where we will implement their downgraded visa status and issue exit clearances on-the-spot,” Viado said. Workers who fail to leave the country by December 31, 2024, will face deportation proceedings and be blacklisted from re-entering the Philippines.

NEW BI CHIEF VOWS AGENCY REFORMS

INTRAMUROS, Manila—The Bureau of Immigration (BI) on Tuesday welcomed lawyer Joel Anthony M. Viado as its new Commissioner.

Viado, who was previously designated as the agency’s officer-in-charge last month, has been in the BI as a Deputy Commissioner since April 2023.

His appointment completes the three-member BI Board of Commissioners, alongside Deputy Commissioners Daniel Laogan and Aldwin Alegre.

As a lawyer with a deep understanding of immigration laws, Viado reiterated his support for the passage of a new immigration law to replace the country’s 84-year-old Philippine Immigration Act, which he described as outdated and an obstacle to the agency’s modernization efforts.

He noted that the new law would not only streamline immigration procedures but also strengthen border security and improve the governance of immigration policies.

"The Bureau is fully supportive of the President’s initiative to prioritize a new immigration law, which will enhance our operations and allow us to serve the public more effectively," Viado stated.

In addition to pushing for legislative reform, Viado stressed the importance of combating corruption within the Bureau through the automation of key processes. “We will take advantage of the aggressive thrust of the national government in terms of ICT,” said Viado.

He said that digital systems are a key priority under his leadership. He added that he will continue working with the Department of Justice in ensuring the improvement of the agency.

Viado announced that his office will undertake a comprehensive review of the BI’s existing policies and procedures to identify inefficiencies and remove redundancies.

Before his appointment, Viado was an accomplished lawyer who represented several multinational corporations involved in construction operations across Asia, the United States, and Europe. He also previously served in government, working at the House of Representatives and as a legal counsel under the Presidential Management Staff.

He holds a degree in Political Science from the University of the Philippines Diliman, where he also earned his law degree. Viado was admitted to the Philippine Bar in 1999. #

ALL POGO WORKERS TO LEAVE–BI

MANILA, Philippines—Bureau of Immigration (BI) Commissioner Norman Tansingco said that all workers of Philippine Offshore Gaming Operators (POGOs) and Internet Gaming Licensees (IGLs) will be required to leave the country in 60 days.

The move comes after the directive of President Ferdinand “Bong Bong” Romualdez Marcos, Jr. to ban all POGOs during his third State of the Nation Address last July 22.

President Marcos said during his speech that the illegal activities related to POGOs must stop.

“Disguising as legitimate entities, their operations have ventured into illicit areas furthest from gaming such as financial scamming, money laundering, prostitution, human trafficking, kidnapping, brutal torture, even murder,” he stated.

Tansingco said foreign nationals who worked with POGOs and IGLs, as well as its related service providers will be given 59 days to wind down their affairs and leave the country.

He said that they are expecting around 20,000 foreign workers in the said industry to leave the country in the next two months.

Tansingco added that pending applications and new applications for visas for POGO and IGL workers will be denied by the BI.

The BI Chief said that they have a list of foreigners working in POGOs and IGLs, which were acquired from the Philippine Amusement and Gaming Corporation (PAGCOR).

He warned that violators will be subjected to deportation proceedings, and stated that he has instructed their intelligence division and fugitive search unit to intensify arrests against violators and illegal online gaming hubs.

The agency has deported more than 2,300 workers in scam hubs operating in the guise of gaming companies in the Philippines. #
