Update on Singapore entry requirements starting April 1

Good news for Singapore-bound travelers:

Effective April 1, 2022, foreign travelers, including children aged 12 and below, will be able to enter Singapore 'quarantine-free' with fewer requirements, provided that they are fully-vaccinated.

The new complete travel requirements for fully-vaccinated travelers are as follows:
1. Negative COVID-19 Test (PCR, Antigen, LAMP, NAAT PCR) taken within two (2) days before departure, or Proof of Recovery (for travelers who recovered from COVID-19), or PDT Exemption Letter;
2. Proof of vaccination; and
3. Singapore Arrival Card – Mandatory to submit 3 days before entering Singapore

Additionally, all Singapore-bound passengers must use the TraceTogether app in Singapore to facilitate contact tracing: https://www.tracetogether.gov.sg/.

NOTE: The above requirements will replace the existing Vaccination Travel Lane (VTL) scheme imposed last March 4, 2022, which originally required eligible travelers to present a Vaccinated Travel Pass, COVID-19 travel insurance, and a booking on a specially designated VTL flight.

Flight Cancellations until January 10, 2022

Cebu Pacific is working closely with its regulators and stakeholders as the aviation industry manages the impact of COVID-19 on its workforce. Following the move of the Civil Aviation Authority of the Philippines (CAAP) to limit the number of arrivals at the Ninoy Aquino International Airport, CEB has cancelled a number of flights until January 10, 2022.

As the situation remains fluid, additional flight cancellations may take place in the coming days, and so we appeal for your patience and understanding.

Cebu Pacific also continues to review its manpower levels with employees currently on quarantine. But we assure everyJuan that CEB is working non-stop to minimize impact on customers and crew, while practicing health protocols.

Passengers affected by the cancellations have been informed through the contact details provided in their booking. They may opt to avail themselves of other available options (rebook, travel fund, refund) through our Manage Booking portal (http://bit.ly/CEBmanageflight) until 30 days from date of departure.

Furthermore, Cebu Pacific is offering flexible options for all domestic flights until January 31, 2022.

Passengers who wish to voluntarily postpone their travel plans may conveniently cancel up to two (2) hours before their scheduled time of departure and select their preferred option (rebook or travel fund) through the Manage Booking portal on the Cebu Pacific website.

CEB operates with 100% fully vaccinated active flying crew. Our pilots and cabin crew undergo regular antigen testing (Test Before Duty) before they are assigned to operate flights. CEB has also started its booster program to ensure the continued safety of its employees and passengers.

Updated Travel Guidelines as of January 7, 2022; 5PM

Fly safely and responsibly by complying with these updated travel guidelines.

A negative RT-PCR test will be required for passengers traveling to Boracay (Caticlan), Iloilo Province and Negros Occidental while an RT-PCR will be facilitated by the LGU upon arrival to Iloilo City. These are requirements for all travelers regardless of vaccination status and shall take effect on January 9 for Boracay (Caticlan) and Negros Occidental, January 10 for Iloilo Province and January 7-15 for Iloilo City.

Payment of the fees for RT-PCR tests, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

DEPARTING FROM THE PHILIPPINES
For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding. You must also accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure. Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check-in at the airport. Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD form upon airport check-in in addition to the online registration.

TRAVELING WITHIN THE PHILIPPINES
For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.

MANILA (NAIA) TERMINAL ASSIGNMENTS
- PAL international flights from Manila depart from:
• NAIA Terminal 1, except for flights to USA and Guam.
• NAIA Terminal 2 for flights bound for Guam, Honolulu, New York, San Francisco, and Los Angeles

- PAL international arrivals will use the following terminals:
• NAIA Terminal 1 for flights arriving from Dubai, Riyadh and Dammam
• NAIA Terminal 2 for all other international flights.

- PAL domestic flights depart from and arrive at NAIA Terminal 2.

TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at:

• Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila (drive-thru or walk-in testing from 8AM to 8PM daily); or
• PAL Gate 3 located at Andrews Avenue, Pasay City (in-car or walk-in service 24 hours a day, seven days a week).

These PAL testing facilities are in partnership with Detoxicare Molecular Diagnostics Laboratory. The tests cost PHP 2,599 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online.

Upon entrance, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

GUIDELINES FOR AFFECTED PASSENGERS:

If you need to take another RT-PCR test for your new flight schedule, you may undergo RT-PCR testing at PAL's own testing facility at PAL Learning Center or PAL Gate 3 (see above information on " TAKE YOUR RT-PCR TEST AT PAL'S TESTING FACILITIES").

FLYING SAFELY IN THE ‘NEW NORMAL’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.

Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

Our cabin crew will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight.

All PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency. TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

MORE PAL CITIES NOW IN THE ‘GREEN LIST’

To our valued passengers:

We are happy to confirm that more PAL overseas stations are now classified under the “Green List’, for the period from November 16 until November 30, 2021, by the Philippine Inter-Agency Task Force (IATF).

This Green List classification will result in the easing of quarantine protocols for PAL passengers traveling from these countries.

The Green List now includes the following countries or regions served by PAL:

• Indonesia (Jakarta)
• Hong Kong SAR, China (Hong Kong)
• Mainland China
• Japan (Tokyo Haneda, Tokyo Narita, Fukuoka, Osaka Kansai, Nagoya)
• Saudi Arabia (Dammam, Riyadh)
• Taiwan (Taipei)
• United Arab Emirates (Dubai)

Fully-vaccinated individuals from Green List areas need only to adhere to the following testing and quarantine protocols:

For fully-vaccinated Filipinos (any of the following):
Present a negative RT-PCR test result taken within 72 hours prior to departure from the country of origin, in which case the traveler will no longer be required to undergo a facility-based quarantine (but is highly encouraged to self-monitor for any symptoms until the 14th day after arrival); or
Take an RT-PCR test upon arrival, and undergo a facility-based quarantine only until the release of a negative test result.

For fully-vaccinated foreign nationals:
Must present a negative RT-PCR test result within 72 hours prior to departure from the origin country; and
Will no longer be required to undergo a facility-based quarantine (but is highly encouraged to self-monitor for any symptoms until the 14th day after arrival).

We will continue to monitor any new updates on the easing of travel or entry requirements. We also look forward to being able to fly from cities in mainland China in the near future, subject to all the necessary government approvals.

FLYING TO THE U.S. -- NEW RULES FOR NON-U.S. CITIZENS & NON-IMMIGRANTS TO SHOW PROOF OF VACCINATION

To our valued passengers:

Effective November 8, 2021, the U.S. government will require non-U.S. citizens who are not immigrants to be fully-vaccinated, and show proof of vaccination status, to be able to enter the United States.

This does not apply to U.S. citizens, U.S. nationals, U.S. lawful permanent residents and immigrants. For information on travel requirements for U.S. citizens, U.S. nationals, U.S. lawful permanent residents and immigrants, please refer to

One is considered fully-vaccinated for COVID-19:
• 14 days after his or her dose of an accepted single-dose COVID-19 vaccine;
• 14 days after his or her second dose of an accepted 2-dose series COVID-19 vaccine;
• 14 days after he or she received the full series of an “active” (not placebo) COVID-19 vaccine in the U.S.-based AstraZeneca or Novavax COVID-19 vaccine trials; or
• 14 days after he or she received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart*

*The U.S. Centers for Disease Control & Prevention (CDC) has not recommended use of mix-and-match combinations, but will accept them for the purpose of interpreting vaccination records for entry into the U.S. because such combinations are adopted by many countries:

If you do not meet the above requirements, you are NOT considered fully-vaccinated and you will not be allowed to board a flight to the United States, unless you meet exemption criteria under the latest CDC regulations. Such exceptions include:
• Persons on diplomatic or official foreign government travel
• Children under 18 years of age
• Persons with documented medical contraindications to receiving a COVID-19 vaccine
• Participants in certain COVID-19 vaccine trials
• Persons issued a humanitarian or emergency exception
• Persons with valid visas [excluding B-1 (business) or B-2 (tourism) visas] who are citizens of a foreign country with limited COVID-19 vaccine availability
• Members of the U.S. Armed Forces or their spouses or children (under 18 years of age)
• Sea crew members traveling with to a C-1 and D nonimmigrant visa
• Persons whose entry would be in the national interest, as determined by the U.S. Secretary of State, Secretary of Transportation, or Secretary of Homeland Security (or their designees)

If you travel by air to the United States under one of these exceptions, you must attest that you are exempted from the requirement to present proof of vaccination:
• You will be tested with a COVID-19 viral test 3 to 5 days after arrival in the United States, unless you have documentation of having recovered from COVID-19 in the past 90 days;
• You will self-quarantine for 7 days, even if the test result to the post-arrival viral test is negative, unless you have documentation of having recovered from COVID-19 in the past 90 days; and
• You will self-isolate if the result of the post-arrival test is positive or if you develop COVID-19 symptoms.

A parent or an authorized person should attest on behalf of a passenger who is under 18 years old or any passenger who is unable to sign their own attestation (e.g., because they are too young, or because of physical or mental impairment). All types of COVID-19 Vaccination proof must show the full name of the passenger (as shown in passport), the name of official source issuing the record (public health agency, government agency, other authorized vaccine provider), the vaccine brand and the dates of inoculation.

The following COVID-19 Vaccination proof are acceptable:
• Verifiable records (digital or paper): Vaccination certificate with QR code*, digital pass via Smartphone application with QR code* (e.g., United Kingdom National Health Service COVID Pass, European Union Digital COVID Certificate);
• Non-verifiable paper records: Printout of COVID-19 vaccination record or a COVID-19 vaccination certificate issued at national or subnational level or by an authorized vaccine provider (e.g., the CDC vaccination card); and
• Non-verifiable digital records: Digital photos of vaccination card or record, downloaded vaccine record or vaccination certificate from official source (e.g., public health agency, government agency, or other authorized vaccine provider), or a mobile phone application without QR code*.

*The QR code in a verifiable vaccination record must link to information confirming the credential was generated from an immunization record in an official database and is protected from tampering.

Travel Advisory No. 220

TRAVELERS FROM CANADA MUST BE FULLY-VACCINATED STARTING NOVEMBER 30, 2021

To our valued passengers departing from Vancouver and Toronto:

All passengers departing from Canadian airports are now required to be fully-vaccinated, and must be able to show proof of vaccination.

This new regulation imposed by Canadian health authorities applies to travelers ages 12 and older who are flying on domestic, transborder or international flights from any airport in Canada.

One is considered fully-vaccinated for COVID-19:

• 14 days after his or her dose of an accepted single-dose COVID-19 vaccine; and

• 14 days after his or her second dose of an accepted 2-dose series COVID-19 vaccine.

FOR THE ONGOING TRANSITION PERIOD UNTIL NOVEMBER 29:

Travelers who are still in the process of being vaccinated may still travel, but only if they show a negative result from a valid COVID-19 molecular test taken within 72 hours of travel.

ONCE THE POLICY IS IN FULL FORCE, STARTING FROM NOVEMBER 30:

All travelers, 12 years and older, will be strictly required to be fully-vaccinated, with very limited exceptions to address specific situations such as emergency travel, and those medically unable to be vaccinated.

A pan-Canadian standardized proof of vaccination for international travel is being developed in partnership with Canada’s provinces and territories. This will be available to travelers in digital formats, and may easily be recognized.
