NO REFERRAL, NO ADMISSION POLICY. Negros Occ. Provincial Administrator and IATF – Negros Occidental Action Officer, Atty. Rayfrando Diaz, has directed the Hospital Operations Department, Provincial Health Office, and all chiefs of hospitals that starting today (September 15, 2021), a “NO OHCS REFERRAL, NO ADMISSION POLICY" will be strictly implemented to avoid walk-ins and overcrowding at hospital triage and emergency rooms. It is also a way to help protect the frontliners.
All patient referrals must pass through the province’s One Hospital Command System (OHCS), for well-coordinated referrals of patients.
All patients must contact the local Disaster Risk Reduction and Management Office (DRRMO), city/municipal health offices or 911 prior to hospital admission.
With the rising COVID-19 cases in the province, the quarantine facilities will also be used as field hospitals.

Displaced Tourism Workers in the City Receive Cash Aids
At least 19 displaced tourism workers in San Carlos City received one-time cash aid worth P5, 000 from the Department of Tourism in partnership with the Department of Labor and Employment.
Amie Pasustento represented the 14 members of the Sipaway Island Overnight Shed Association (SIOSA) and 5 Roadview Inn employees in the ceremonial turnover of cash subsidies during the Press Conference and Tourism Stakeholders’ Meeting in Bacolod City last Jan. 19, 2021.
Tourism Secretary Bernadette Romulo-Puyat with Gov. Eugenio Jose Lacson and Mayor Evelio Leonardia of Bacolod City led the activity.
Jennifer Saballa, Tourism Operations Officer I, said that the provision of cash grant is under RA No. 11494 or the Bayanihan to Recover as One Act (Bayanihan 2) of the national government wherein beneficiaries include primary tourism enterprises ( hotels; resorts; accommodation-related establishments; travel and tour agencies; tourist transport operators, MICE organizers and facilities; adventure, sports and eco-tourism facilities and tourism trainers) and secondary tourism enterprises (restaurants, tourism training centers, tourist shop, zoos, recreational centers, agri-tourism farm sites, galleries, museums, entertainment complex and health and wellness services).
She cited that the recipients were workers of establishments and members of associations recognized and accredited by the DOT and local government unit and are currently unemployed.
Saballa also said that the City Tourism Office is working with the Cooperatives and Livelihood Development Office (CLDO) to look for other qualified beneficiaries. She also encouraged those who want to avail the grant to approach their office for assistance.

1. Tourists not from San Carlos City should bring valid and verified health certificate from their barangays with 14 days validity, purpose of travel in San Carlos City, name and location of resort/tourist destination.
2. Upon arrival, health declaration and entry confirmation slip should be secured from the City Tourism Office.
3. Tourists are also required to download the VAMOS app.
