CHANGES IN PAL’S MANILA (NAIA) TERMINALS
U.S., Guam, Doha and Bali flights will use NAIA Terminal 1 from Dec. 1st.

Starting December 01, 2022, Philippine Airlines flights to and from the United States, Guam, Doha (Qatar), and Bali (Indonesia) will depart from and arrive at Terminal 1 of Manila’s Ninoy Aquino International Airport (NAIA), effective from December 01, 2022.

The transfer of U.S., Guam, Doha, and Bali flights to Terminal 1 is in line with operational requirements in preparation for the busy holiday season.

Please check the flight terminal assigned to your flight before proceeding to the airport, to ensure a hassle-free departure and arrival. Shuttle buses between Terminals 1 and 2 will be available for passengers with connecting flights in the other terminal.

New arrival and quarantine procedures are place for international travelers arriving in Manila, Cebu, Clark, Laoag, Subic and Davao.

Payment of the fees for RT-PCR tests, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

DEPARTING FROM THE PHILIPPINES
For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding. You must also accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure. Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check-in at the airport. Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD form upon airport check-in in addition to the online registration.

TRAVELING WITHIN THE PHILIPPINES
For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.

MANILA (NAIA) TERMINAL ASSIGNMENTS
- PAL international flights from Manila depart from:
• NAIA Terminal 1, except for flights to USA and Guam.
• NAIA Terminal 2 for flights bound for Guam, Honolulu, New York, San Francisco, and Los Angeles

- PAL international arrivals will use the following terminals:
• NAIA Terminal 1 for flights arriving from Dubai, Riyadh and Dammam
• NAIA Terminal 2 for all other international flights.

- PAL domestic flights depart from and arrive at NAIA Terminal 2.

TAKE YOUR COVID TEST AT PAL'S TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at:

• Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila (drive-thru or walk-in testing from 8AM to 8PM daily); or
• PAL Gate 3 located at Andrews Avenue, Pasay City (in-car or walk-in service 24 hours a day, seven days a week).

These PAL testing facilities are in partnership with Detoxicare Molecular Diagnostics Laboratory. The tests cost PHP 2,599 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPal, WeChatPay, or Alipay. Passengers may also pre-pay for their COVID-19 tests online.

Upon entrance, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

GUIDELINES FOR AFFECTED PASSENGERS:

If you need to take another RT-PCR test for your new flight schedule, you may undergo RT-PCR testing at PAL's own testing facility at PAL Learning Center or PAL Gate 3 (see above information on " TAKE YOUR RT-PCR TEST AT PAL'S TESTING FACILITIES").

FLYING SAFELY IN THE ‘NEW NORMAL’
PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers, in compliance with international health and safety protocols.

Please bring your own face masks and face shields and wear them at all times – at the airport and throughout your flight.

We encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures– at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.

Our cabin crew will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight.

All PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.99% efficiency. The air flow system creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.

TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport.

Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

MORE PAL CITIES NOW IN THE ‘GREEN LIST’

To our valued passengers:

We are happy to confirm that more PAL overseas stations are now classified under the “Green List’, for the period from November 16 until November 30, 2021, by the Philippine Inter-Agency Task Force (IATF).

This Green List classification will result in the easing of quarantine protocols for PAL passengers traveling from these countries.

The Green List now includes the following countries or regions served by PAL:

• Indonesia (Jakarta)
• Hong Kong SAR, China (Hong Kong)
• Mainland China
• Japan (Tokyo Haneda, Tokyo Narita, Fukuoka, Osaka Kansai, Nagoya)
• Saudi Arabia (Dammam, Riyadh)
• Taiwan (Taipei)
• United Arab Emirates (Dubai)

Fully-vaccinated individuals from Green List areas need only to adhere to the following testing and quarantine protocols:

For fully-vaccinated Filipinos (any of the following):
Present a negative RT-PCR test result taken within 72 hours prior to departure from the country of origin, in which case the traveler will no longer be required to undergo a facility-based quarantine (but is highly encouraged to self-monitor for any symptoms until the 14th day after arrival); or
Take an RT-PCR test upon arrival, and undergo a facility-based quarantine only until the release of a negative test result.

For fully-vaccinated foreign nationals:
Must present a negative RT-PCR test result within 72 hours prior to departure from the origin country; and
Will no longer be required to undergo a facility-based quarantine (but is highly encouraged to self-monitor for any symptoms until the 14th day after arrival).

We will continue to monitor any new updates on the easing of travel or entry requirements. We also look forward to being able to fly from cities in mainland China in the near future, subject to all the necessary government approvals.

BOHOL EASES REQUIREMENTS FOR FULLY-VACCINATED TRAVELERS

To our valued passengers:

Effective October 25, fully-vaccinated travelers who wish to enter the Province of Bohol may present a Vaccination Certificate generated from the website vaxcert.doh.gov.ph in lieu of a negative RT-PCR test result.

In the absence of a Vaccination Certificate, one may present his or her valid ID, authenticated and duly signed Vaccination Card issued in the Province of Bohol along with a Government-issued ID and should still secure an S-Pass approval. An acknowledgement notice or a copy/screenshot showing that a pending request has been made for their Vaccination Certificates at vaxcert.doh.gov.ph is needed. This requirement will be accepted until November 30, 2021.

From December 1, 2021, all travelers will have to present a Vaccination Certificate.

The Vaccination Certificate must be authenticated by the DOH-Bureau of Quarantine (BOQ) through its app – VaxCertPHVerifier – and must be incorporated in the S-Pass.

An individual is considered fully-vaccinated if:
- 2 weeks or more have passed after receiving the second dose in a 2-dose series;
- 2 weeks or more have passed after receiving a single-dose vaccine;
- vaccine administered is included in the Emergency Use Authorization (EUA) list or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration (FDA); or Emergency Use listing of the World Health Organization (WHO).

Unvaccinated and partially vaccinated individuals, including those aged 5 to 17, must still present a valid negative RT-PCR test result taken not more than 72 hours before flight departure. Children ages 1 to 4 years old are exempted from this requirement.

SYDNEY, AUSTRALIA EASES TRAVEL RESTRICTIONS FOR RETURNING AUSTRALIAN CITIZENS, PERMANENT RESIDENTS

To our valued passengers:

Please be advised that effective November 1, 2021, Australian citizens, permanent residents, and their immediate family members will be eligible to enter Sydney, Australia without quarantine arrangements provided that they are fully-vaccinated and comply with document requirements.

A traveler must be fully-vaccinated with any of the following vaccine brands recognized by the Therapeutic Goods Administration (TGA):

- COVID-19 Pfizer Comirnaty
- AstraZeneca Vaxzevria
- Janssen-Cilag (also known as Johnson & Johnson) COVID-19
- Moderna Spikevax
- Coronavac (Sinovac)
- Covishield (AstraZeneca/Serum Institute of India)

Please be ready with a vaccination certificate issued by a national public health authority, in the form of a digital or paper certificate.

You must also present your negative RT-PCR result taken within 72 hours and a duly accomplished Australia Travel Declaration at least 72 hours before flight departure.

Unvaccinated individuals, and those who have received vaccines that are not approved/recognized by TGA must quarantine for a period of 14 days.

However, non-Australian citizens and non-permanent residents are not allowed to enter Australia, unless a travel exemption is secured from the Australian Department of Home Affairs.

Return flights from Sydney to Manila are as follows:
• November 6
• November 10, 13, 17, 20 and 27 (via Melbourne)
• December 4
• December 8, 11, 15, 18 (via Melbourne)
• December 21, 23, 27, 28 and 29
• January to March 2022 – Every Wednesday, Saturday and Sunday

INTERNATIONAL FLIGHT TRANSFERS FROM GREEN LIST COUNTRIES NOW ALLOWED VIA MANILA

Effective immediately, travelers may now fly via Manila on a journey between two different countries, as the Philippine government has approved the reinstatement of such international transfers under the following conditions:

1. Passengers are traveling from a country in the Green List as defined by prevailing IATF Resolutions*.

2. Passengers must be flying to Manila on a PAL international flight and must be departing from Manila on another PAL international flight on the same day. If the connecting flight is on the next day, connection time shall be within twelve (12) hours from the time of arrival (overnight transfers will not be permitted).

3. Passengers will undergo health and requirements checks conducted by the Bureau of Quarantine (BOQ) upon arrival and disembarkation in Manila prior to their departure on a connecting flight.

4. Transfers are permitted:
a) between international arrivals in Terminal 1 and international departures from Terminal 2
b) between international arrivals in Terminal 2 and international departures from Terminal 1
c) between flights arriving in and departing from Terminal 1
d) between international flights arriving in and departing from Terminal 2

5. Passengers must present the following from airport of origin:
a) One Health Pass QR code (Electronic Health Declaration)
b) Negative RT-PCR Test result if required at final destination
c) Travel and Health Insurance (with COVID-19 coverage) if required at final destination)

6. Passengers must observe the following health and safety protocols as mandated by the government:
a) Temperature checks at the airport
b) Social Distancing in all airport touchpoints
c) Wearing of face mask and face shield
d) Contained movement inside the terminal
