The Philippine Airlines released new quarantine and testing guidelines for arriving passengers in the country starting February 1, 2021:

• Passengers shall undergo RT-PCR testing on their 6th day of quarantine at a facility/hotel accredited by tourism and health agencies of the government

• Allowed for travel to the Philippines, subject to the presentation of required travel documents are: Filipino citizens, foreign nationals with long-term visas, diplomats and dignitaries, and those with medical emergency cases, including medical escorts.

• Before you fly, register on the Electronic Case Investigation Form (e-CIF) as early as 3 days before your flight to Manila (e-CIF for land-based OFWs: https://bit.ly/MNLRedCrossPHeCIF, e-CIF for sea-based OFWs: https://ecif.firstaide.ph, e-CIF for all non-OFW passengers (including Returning Overseas Filipinos, authorized foreign nationals, etc.) arriving in Manila: https://bit.ly/MNLPALeCIF)

For non-OFWs, pre-book a hotel accredited by Tourism and Health Agencies for a 6-night accommodation.

• During your check-in for your flight, present your QR code, Affidavit of Undertaking and the Traze App and sign the declaration and waiver form indicating that you are healthy and fit to travel.

• When you arrive, accomplish the Health Declaration Form, Arrival Card and Bureau of Customs Form, listen to the briefing of the Philippine Coast Guard and Philippine Airlines, submit the Health Declaration Form upon deplaning.

For non-OFWs proceed to the validation and verification desk where Detoxicare staff will confirm e-CIF data. Pre-pay the RT-PCR test (PHP 4,000). Payments can be made via cash, card, AliPay, WeChat Pay, PayPal and Gcash. Hotel verifiers will confirm passenger’s booking;
(Note: For passengers with no pre-booked hotel, they must choose from the list of accredited hotels suitable for mandatory or stringent quarantine. Cost to be shouldered by the passenger.)

For OFWs, proceed to the OWWA or MARINA Desk for quarantine hotel assignments;
(Note: For sea-based OFWs: Proceed to the validation and verification desk where personnel shall confirm your registration.)

• Before exiting the terminal, submit the Affidavit of Undertaking to the Philippine Coast Guard and the Bureau of Customs (BOC) form to the BOC Officer, proceed to your respective transport vehicle for transfer to your quarantine facility/ hotel.

• At the check-in facility, check-in for your quarantine stay. On Day 3, OFWs shall receive an e-mail requesting them to fill up a health check questionnaire. On Day 6, RT-PCR Testing will be administered.

Non-OFWs shall present their QR code, passport, and payment receipt and shall undergo RT-PCR testing to be given by Detoxicare Medical and Diagnostics Laboratory.

OFWs shall undergo RT-PCR testing to be administered by the Philippine Coast Guard/Philippine Red Cross.

At any point from day of arrival to day 5, passengers showing symptoms shall inform their hotel of their condition. The hotel shall inform the DOH and BOQ for assessment, medical management and testing.

• On the day of the test result, if a passenger tests positive, an assessment will be made by the health/quarantine officer to determine the appropriate next steps. A passenger who tests negative may obtain the Bureau of Quarantine (BOQ) medical certificate via quarantinecertificate.com by emailing the BOQ. Present your test result and BOQ medical certificate for clearance.

• To checkout, once cleared negative, you may call up your relatives or Local Government Unit to pick you up or you may arrange for your own transportation. OFWs may contact OWWA or their Local Manning Agencies. Complete your 14-day quarantine/ self-isolation under the monitoring of your Local Government Unit (LGU) or Barangay Health Emergency Response Team.

The Department of Tourism (DOT) welcomes the decision of the Municipal Government of El Nido to ease its travel restrictions starting October 30, allowing tourists to enter the island under a test-before-travel policy.

“We thank and congratulate the provincial and local government officials and tourism stakeholders of Palawan for moving on to the second phase of El Nido’s travel bubble. Tourists must undergo RT-PCR test and get their negative test results at least 72 hours prior to their trip,” Tourism Secretary Bernadette Romulo-Puyat said during the DOT’s October 23 meeting with Palawan local government officials including Palawan 1st District Rep. Franz E. Alvarez, and El Nido Mayor Edna G. Lim, and tourism stakeholders to finalize details of the expansion of the province’s travel bubble.

“The tourism industry’s reopening is gradually building momentum, especially after the news about the re-opening of Boracay and the Ridge and Reef travel bubble between Baguio and the provinces of Region 1. Considering that Palawan’s El Nido has been consistently voted as the world’s best island, I would also like El Nido to be seen as part of the industry's rebirth,” added Puyat.

Puyat noted that the on-going COVID-19 pandemic has caused El Nido Php 3.2 billion in visitor receipts, displacing 5,997 of its tourism workers.

As early as July, the tourism chief visited El Nido to conduct inspections among tourism establishments to ensure their compliance to the DOT’s health and safety guidelines. She also consulted local leaders and stakeholders to align with the DOT’s slow but sure strategy in jumpstarting domestic tourism.

“There are nine (9) establishments for now that have obtained a Certificate of Authority to Operate (CAO) and 27 establishments with Provisional Certificate of Authority to Operate (PCAO) from the DOT and which may start accommodating guests,” Puyat said.

After successfully complying with the protocols set by the DOT, the El Nido Resorts was the first tourism establishment in Palawan to obtain a CAO and to reopen its doors to tourists from outside the province through the travel bubble strategy. Under this set-up, guests from Manila that have obtained a negative RT-PCR test result 72 hours prior to date of travel were allowed to board the 8 flights to Lio Airport via Airswift, and stay at one of the island locations of the resort chain since July.

Puyat said that following successful runs of the travel bubble strategy between Manila and El Nido, the DOT is now taking further steps to increase visitor confidence and awareness about Palawan’s preparedness in terms of medical services and facilities, as well as emergency response protocols, sharing the best practices employed in the Ridge and Reef Travel Corridor Plan between Baguio City and Region 1, and in Boracay Island in implementing contactless processes in contact tracing.

How to register? Just these simple steps:

• Download the TRAZE App from your mobile store and install it on your phone

• Just follow the instructions indicated in the app and input the needed information
• Activate your account

Meanwhile, for passengers who do not have mobile phones or any other mobile gadget, they may go to the Malasakit Helpdesk at the airport where they will be provided assistance in getting a unique QR code. Or, they may likewise ask a family member to register them with the app.

The QR code can be used at any DOTr Office nationwide.

Flying Safely in the ‘New Normal’
In compliance with international health and safety protocols, PAL is strictly implementing Fly Safe “new normal” practices to protect our passengers as they travel with us.
We wish to remind all passengers to bring your own face masks or facial coverings, as you are now required to wear face masks at all times – at the airport and also throughout your flight.
We also encourage you to check-in online and arrive early at the airport to allocate extra time for new safety procedures (thermal scanning, social distancing practices for queuing, etc.) – at least 3 hours prior to departure for domestic flights; and 4 hours prior to departure for international flights.
Our cabin crew would have undergone rapid antibody testing prior to the flight, and will be wearing full Personal Protective Equipment (PPE) for your protection on board the flight. A modified meal and snack service will be offered on board, using sealed packaging instead of traditional meals.
Don’t worry about the cabin air --- all PAL aircraft are equipped with high-technology systems that continuously infuse fresh air across the cabin (cabin air is replaced every 2 to 3 minutes), as well as HEPA filters that trap viruses, bacteria and other contaminants with 99.9% efficiency. The onboard air creates a cleaner environment that is safer than most enclosed public spaces and comparable to hospital operating rooms.

If your flight is cancelled, we wish to assure you that your current tickets are safe and remain valid. For details on your options, please pm us.
