TRAVEL REQUIREMENTS FOR LSIs AND PRIVATE APORs ARRIVING FROM MANILA AND RESIDING IN CEBU CITY

Following the mandate of the City Government of Cebu, starting 28 August 2020, all domestic passengers classified as locally stranded individuals (LSIs) and private Authorized Persons Outside of Residence (APORs) arriving from Manila and residing in Cebu City are required to submit a Letter of Coordination issued by their barangay of residence in Cebu City prior to their arrival at Mactan-Cebu International Airport (MCIA). This is in addition to the Travel Authority issued by PNP JTF COVID Shield for LSIs.

Upon arrival in Cebu City, all LSIs and private APORs must:
- Undergo a 14-day quarantine at a facility determined by the Barangay of Residence in Cebu City, and;
- Undergo mandatory RT-PCR swab test on the 3rd to 5th day from their arrival date in Cebu City. The cost of swab test is shouldered by the City Government of Cebu.

Passengers are strongly advised to continuously monitor the status of their flights and to ensure that they have the necessary documents in compliance with the regulations and guidelines of the LGU of their point of origin and destination.

Cebu Pacific and Cebgo will resume a number of domestic flights to and from Manila on August 19, 2020, following the announcement of General Community Quarantine over NCR: bit.ly/CEBFlightsAug19-31

Check in at your hotel and wait for the release of your test results (if you test negative). The timings on release of test results are not definite and may be shortened or extended.

For OFWs, test results are released by the Philippine Red Cross.

For ROFs, test results are released in 24-48 hours.

Any additional hotel fees due to required extensions must be shouldered by the traveler (except for Overseas Filipino Workers, where hotel and test fees will be shouldered by their governing agency).

ARE YOU AN AIR PASSENGER BOUND FOR DAVAO CITY?

Here are 12 important things to remember:

1. If you want to expedite your exit out of the Davao International Airport (DIA) or entry to Davao City, take an RT-PCR test 24 hours to 72 hours before your departure date at the airport or place of origin. You need to present the negative test result at the arrival inspection area of the DIA.

2. If you fail to secure an RT-PCR negative test result before your scheduled departure, be prepared to take the free Covid-19 RT-PCR test at the DIA.

3. Be prepared to wait for your test results inside a government holding facility. The waiting time is between 24 hours and 48 hours, depending on the volume of passengers.

4. Arriving passengers who were tested 24 hours to 72 hours before departure at the airport or place of origin, but have not received their results, shall be made to wait in the holding facility until a negative result is received and duly inspected.

5. Meals (no pork) will be served. Special meal requests will not be accommodated. You may download available food delivery service apps for special food preferences and requirements at your own cost. Bring extra food, snacks, water, and preferred beverages.

6. Bring fully-charged powerbanks for your gadgets.

7. Bring your own ballpen, small alcohol bottle, soap, towel, blanket, small pillow, spoon and fork, and extra face masks.

8. Children 12 years old and below will not be tested unless the accompanying adult/s are confirmed Covid-19 positive. Please ensure that all the needs of your children (milk, medicine, etc) are ready.

9. If you are an arriving international passenger, the RT-PCR result taken from a laboratory overseas will only be accepted provided it was taken 24 hours to 72 hours before the domestic departure date.

10. Passengers with positive RT-PCR results will automatically be brought to Covid-19 facilities and referred to the Southern Philippines Medical Center (SPMC, a public hospital) for a complete medical check-up. Patients who opt to pay for their own medical bills have the option to coordinate with the Dumoy satellite facility of the Davao Doctor's Hospital (DDH, a private hospital).

11. Passengers with negative test results shall be duly informed of the result, which they will be be able to access online. They will be immediately released from the holding facility and advised to go on strict home quarantine. They must arrange and shoulder the cost of their own transportation in Davao City or to their LGU of destination.

12. Plan your trip properly. Book your flight 1 day to 2 days ahead of your business meeting or other important schedules.

Attention - Passengers from PR 103, PR 117 on June 24 and PR 437 departing on June 26
We wish to alert our passengers that the following PAL flights departing from the US and Canada on June 24 and from Japan on June 26 will be re-routed to land in CEBU (Mactan Cebu International Airport - CEB ) instead of in Manila, because of quarantine processing limitations at Manila airport:
• PR103 departing Los Angeles (LAX) on June 24
-- will operate instead as PR5103 departing LAX at 11:55 PM and arriving in CEB at 5:00 AM on June 26
• PR117 departing Vancouver (YVR) on June 24
-- will operate instead as PR5117 departing YVR at 09:30 AM of June 25 (Thursday) and arriving in CEB at 01:30 PM on June 26
• PR437 departing Nagoya (NGO) on June 26
-- will operate instead as PR5437 departing NGO at 11:30 AM and arriving in CEB at 3:00 PM on June 26
ATTENTION TO ALL MANILA-BOUND PASSENGERS: WHAT TO EXPECT
The rerouting to CEBU is necessary to avoid a full cancellation of your flight, as we avail of the newly established testing and quarantine facilities at Mactan Cebu.
You will undergo the required COVID testing in Cebu rather than in Manila, and quarantine at a Cebu hotel accredited by the Department of Health (DOH).
Once you receive a negative test result (usually within 24 to 48 hours of the test), PAL will fly you from Cebu to Manila at no extra charge. Please note that the cost for the COVID tests and the quarantine hotel will be borne by the traveler, whether the tests and quarantine take place in Cebu or Manila.
BOOK YOUR HOTEL IN ADVANCE
Please book your Cebu hotel accommodation prior to your departure from the US, Canada, and Japan. You may choose from this list of DOH-accredited hotels (please click this link for the updated list). We suggest that you book your hotel for at least two (2) nights, in line with the expected 24 to 48 hours processing time to receive the COVID test results.

Please show a copy of your hotel reservation as you check in for your PAL flight to the Philippines.

CEBU AIRPORT & PROVINCE ON GCQ STATUS

Cebu airport, Mactan Island and most of the province of Cebu are presently under a more relaxed GCQ or General Community Quarantine status; this includes the many accredited hotels on Mactan Island. Only Cebu City proper has been classified under the stricter ECQ or Enhanced Community Quarantine status.

PLEASE NOTE:
This new option to land in Cebu is one solution (to the quarantine arrival limitations) that we are working on with our airport and health authorities, so that we can serve the thousands of travelers who have urgent and essential reasons to travel home to the Philippines.
