In 1965 the three Congressmen of Bohol - 1st district: Natalio P. Castillo; 2nd district: Bartolome C. Cabangbang; 3rd district: Maximino A. Garcia, sponsored the Bill to convert Tagbilaran into a City. On June 18, 1966 President Ferdinand E. Marcos signed into law R.A. 4660, otherwise known as the City Charter of Tagbilaran. In Section 107 says, that the Effectivity of this Act shall take effect on July first, nineteen hundred and sixty-six (that was during the time of Mayor Venancio Pahang Inting (1 January 1960 – 31 December 1971)).
The first City Officials of Tagbilaran were the following:

Francisco Bustrillos —— City Councilor
Teodorico Majarocon —— City Councilor
Eliodoro Zamora —— City Councilor
Pacifico Cabalit —— City Councilor

Paticio Pizarras —— City Councilor
Romualdo Lumantao —— City Councilor
Jose Torralba —— City Councilor
Moreover, on February 20, 1997, Republic Act 8267 was approved (during the time of Mayor Jose ‘Joe’ Torralba, (24 June 1988 – 30 June 1992; 30 June 1995 – 30 June 2004)) — declaring July One of Every Year as a Non-Working Special Public Holiday for the City of Tagbilaran to be known as “TAGBILARAN CITY CHARTER DAY”, and for other purposes.

As shown in this photo in 1966, the City Hall’s pre-war architectural vintage was still very apparent. This building houses the administrative, executive, legislative, and judicial offices of the city government of Tagbilaran. The building has undergone major repairs and improvements, principally, to provide space for the offices when Tagbilaran was converted into a chartered city in 1966.
