On Tuesday 26th May, David Thomas President Safe Communities Portugal and Mike Evans Board Member and Travel adviser met with Alberta Borges, Director Faro airport, Vitor Andrade Passenger Services Manager and Celia Viegas Passenger Services Coordinator.

The purpose of the meeting was to discuss:

· Covid-19 testing arrangements for arriving and departing passengers
· Information provide to passengers on Covid-10 measures in Portugal
· Dealing with passengers during peak periods
· The proposed EU Green certificate system
· Issues arising

During the meeting the airport officials raised the issue of a number of visitors from the UK that had not been wearing face masks in the airport on arrival. Indeed in the short while we were there we observed ourselves a number of instances and these people were reminded by airport officials to wear their facemask, which they immediately complied with.

One particular issue which was raised was that on the first few days when UK travellers were allowed into the country for tourist purposes, the airport staff saw a lot of people arriving into the terminal without masks. When asked to put them on many showed a lanyard with a sunflower assuming this would exempt them from wearing a mask.

The sunflower lanyard was introduced in the UK as an aid for people with hidden disabilities such as anxiety, autism and other hidden disabilities. However, these are not recognised in Portugal and we would ask our followers in the UK to pass this message onto anyone thinking of travelling to Portugal with one of these lanyards hoping to be able to circumvent the mask rule.

If people are unable to wear a mask for medical reasons they must obtain a written authorisation from their physician and will need to purchase a clear visor that covers the face in order to comply with the current laws surrounding the wearing of a mask in Portugal.

One other disturbing feature which was highlighted in our meeting was that in some cases these lanyards were actually “fake” sunflower lanyards and the people wearing them had no disabilities at all and when asked to wear a mask did so quite easily.

We wish to thank the senior staff at the airport for giving up their time for this meeting and our appreciation for all the work they are doing.”

PORTUGAL WITH LOWEST 14 DAY AVERAGE COVID 19 CASE RATE IN MAINLAND EUROPE.

The ECDC figures released today for the week ending 25th March show Portugal continues to have the lowest 14 average case rate of Covid 19 of any Mainland European country.

The ECDC rate for Portugal based on a 14-day case notification rate per 100 000 inhabitants for the reporting period is 71.09. Last week this figure was 92.82. The EU average for this last week has increased dramatically to 434.10 when last week it was 381.58.

This shows that whilst many countries in Europe are seeing increases in Infection rates Portugal has continued to reduce its rate of infection due no doubt to the state of confinement in place.
The map below shows how the whole of Europe is faring with regards to infection rates.
With regards to deaths from Covid 19 Portugal has the 6th lowest rate in Europe.

COVID-19 PORTUGAL HAS THE LOWEST RT IN EUROPE

Extract from Infarmed meeting Monday 8th March

Portugal currently has the transmission index (Rt) of the SARS-CoV-2 virus “lowest in Europe”, with an estimated value for the last five days of 0.74 for the national territory, investigator Baltazar Nunes revealed today.

“We continue to present the lowest Rt in Europe and with an incidence already close to 120 [new cases] per 100 thousand inhabitants”, said the epidemiologist at the National Health Institute Dr. Ricardo Jorge (INSA) at the meeting held at Infarmed, in Lisbon, which brings together experts and politicians for the analysis and assessment of the country's epidemiological situation.

However, the INSA researcher, who is part of the group of experts that supports the Government in decision-making in the context of the covid-19 pandemic, underlined that the “downward trend [of the incidence] has been decelerating” and warned that the transmissibility index is “below 1 across the continent, but above 1 in the autonomous regions” of Madeira and the Azores.

FOR THIRD WEEK PORTUGAL RECORDS THE GREATEST DECREASE IN NEW COVID-19 CASES IN EUROPE (PERCENTAGE DECREASE)

PORTUGAL NEW CASES WEEKLY DECREASE – 38.7%, DEATHS -46.9%

THREE WEEKS DECREASE PORTUGAL – 85.2% EUROPE - 4.2%

In this edition of the COVID-19 WHO Weekly Epidemiological Update, for the week up to 28th February compared to 21st February it shows:

Europe new cases +9%
Global new cases +7%
Europe deaths -15%
Global deaths - 6%

According to WHO Report published on 2n March 2021 Portugal recorded 7,505 new Covid-19 cases in the week ending 28th February 2021.

This compares with 12,260 the previous week ending 21st February.

This decrease of 4755 new cases is 38.7% making it once again the largest decrease in percentage terms in the 54 countries in the European area under the WHO category. Since 7th February cases have decreased in Portugal from 50,888 to 7,505 i.e. – 85.2%, compared to -4.2% for Europe as a whole, the largest percentage decrease in Europe over this 3 week period.

Of the 54 countries, 36 had an increase in cases during the period 21st to 28th February and 18 a decrease.

Countries who recorded increases above the European average (+9%) included: Hungary +64.3%, Serbia + 52.6%, Greece + 46.4%, Bulgaria + 48.4%, Italy + 31.8%, Netherlands +18.4%.

Of those who decreased were: UK-17.4%, Spain - 23.4%, Sweden -23.6%

Note: In the list of 54 countries 3 have been excluded as two continue with zero cases and one just 4 which cannot be compared in percentage terms.

DEATHS
In terms of Deaths: Of the 44 countries compared (the lowest 10 excluded as they had figures less than 10), Portugal had the second lowest percentage decrease 379 compared to 714 a week earlier 46.9%. The largest decrease was Denmark with -48.9%
