Rover Rendezvous is back this year and we are excited to have you join us this year for a weekend of Adventure 🗺️, Service 🫂, and Fellowship 🎉!

This year’s theme is “Rovering With The Community” where we aim to create a platform for our participants to network, collaborate and be heard in their community! 📣 The event details will be as such:

Guess who decided to Tech along…? 💻

The Singapore Scout Association (SSA) was recently invited to attend the Hong Kong International Scout Youth Forum about Modern Technology in Scouting! ⚜️

3 of our Rovers represented the SSA, they were Andrew Toh, Sio Jia En and Luke Lim. At the forum, our Rovers were split into separate groups where they each worked on a different roadmap towards the implementation of technology in Scouting!

Our Rovers created roadmaps covering modernisation of Scout Programmes and Development, Digital Citizenship in Scouting, and Communication and Administration in Scouting. These roadmaps were created with knowledge from the various input sessions held over the forum and open discussions between all the participants!

The highlight of the forum was the educational tour and international night where our Rovers got to explore Hong Kong in a new innovative way and share our culture with everyone else.

Greetings Rovers,

With the recently released Annual Report by The Singapore Scout Association (SSA), I would like to take this opportunity to review what Singapore Rovers has done over the past year and to share what to expect for the rest of 2024.

Firstly, I would like to express my gratitude to all the Rovers in the SSA for your active service. Be it within your Crew, Unit, Area, or the National Level, and for the brave, a combination of a few of them (maybe even all!), I am elated to see our Rover community put themselves out there and learn a thing or two through these varied experiences.

Secondly, as I browse through the Annual Report, a sense of pride for the Rovers fills me when I see familiar names either as award recipients or event-in-charge, it testifies the strength and competence of our community despite the many doubts and second guessing we have received in the past.

Lastly, I would like to draw your attention to the final slide of this post which touches on the upcoming events for the year. I would especially like to highlight Rover Rendezvous happening on 28-29 September. Our event team has been working hard to plan this event so expect the circular to come out in the next few weeks. We’re gonna make it happen this year, and it’s gonna be good.

With that, thank you for your unwavering support in 2023 and the first half of 2024, please keep a lookout for the circulars and continue Rovering to Success in your own unique way!

Creating a Better World for All!

NRC is calling for volunteer facilitators to lead our upcoming Fireside Chat on the topic of “Creating a Safer and Better Internet for all”.

This fireside chat sees the gathering of platform youths from the nine uniformed groups in Singapore, as we come together to share our views regarding digital literacy, safeguarding against online harm and how we can strengthen digital literacy amongst our youth.

- Registered Rover Scout under SSA.
- Willing and able to lead a group of 10 youths age ranging from 13 to 18 years old.
- Some preparation on discussion topic(s) needed.

On 16th December, the National Rover Council organised the National Rover Roundtable (NRR) and Annual General Meeting 2023. The gathering saw the participation of more than 30 Rovers and Rover Scout Leaders from 16 Rover Crews. The NRR was kicked off by a sharing by the National Programme Commissioner before breaking off into three focus group discussions focusing on: 1) Rovering in Singapore, 2) Rover Journey 2025, and 3) Supporting Rovers in Unit Leadership. The Rovers then gathered in their respective Area Rover Roundtables for lunch. The NRR then concluded with the Annual General Meeting of 2023.

The NRC took the opportunity to gather feedback from the ground to better inform the Council’s decisions and activities moving forward. Let us strive to co-create a vibrant Rovering community with all Rover Crews in Singapore!

It’s that time of the year again where we wrap up yet another amazing year of Rovering!

The National Rover Council’s (NRC) Annual General Meeting (AGM) serves as a conclusion to the NRC’s line-up of Rovering activities for the year and charts its direction for the year ahead.

We would like to invite Rover Scouts and Venture Scouts to register for AGM 2022 and participate in key decisions for the coming year.

In addition, we will be holding the election for the NRC Chairperson 2023-2024 where each crew will be entitled to cast a vote for the NRC Chairperson.

My rovering journey has been an integral part of my youth life, witnessing many different transitional stages from youth to young adult. Throughout my rovering journey, I had many opportunities to attempt new challenges, learning and growing along the way. From an introverted self who finds it hard to step out of my comfort zone to making life-long friends in the community and even internationally.

My rover journey took me from cycling in Taiwan, to backpacking high up in the mountains in China. Learning new cultures in Korea to memorable campfires in Malaysia. The key developmental milestone was when I took on roles to plan and run programs for other rovers. Being part of the team to continue bringing life to the rovering community during the pandemic was fulfilling and life changing.

Reaching this milestone wouldn’t been possible without the many leaders, mentors, fellow rovers, family and friends, guiding me and working with me throughout the past years. This milestone is the attestment to the dedication and patience of the people around me through the years. Thank you my friends, and let’s continue to work hard for the youths.

The Baden Powell Award is the highest award attainable by youth members in the Singapore Scout Association. It represents a pinnacle achievement Rover Scouts work towards on their Scouting journey.

This award is named after Lord Baden Powell, who was the founder of the Scout Movement, and it is hoped that naming the Award after him will remind award recipients of their responsibility to uphold the ideals espoused by Lord Baden Powell in their thoughts, words and deeds forever more.

Presenting our sixth Baden-Powell Awardee for this year, we have….

Name: Huang Chaojie

Initially, I was not interested in Rovering as I was very occupied with my role as a Scout Leader in Bedok South Kijang. I was also being content with just staying in my unit, guiding my juniors and scouts along. However, as I got more involved in the Area, helping out in the area events, I saw that some of my peers (scout leaders from other units) are pursuing the Baden Powell Award, I was tempted to join in as well.

Though I have some interest in pursuing the award, I have no idea how to go about doing, and that is when I was invited to join Eagles Scout Group (Open). It was a group of like-minded individuals that are all pursuing the BPA, of which most of them eventually got the BPA as well. With the wonderful peer support, I set off on my Rovering journey. Unexpectedly, it was an arduous, but rewarding journey. I got to try and experience many things that I usually would be unable to make time for. Given my career progression and job requirements requiring me to work weekends, it was not easy to juggle in rovering as well. However, with a lot of perseverance and determination, coupled with a can-do attitude, I managed to complete my rovering journey with the attainment of the Baden Powell Award.

For that, I want to thank my peers in the East Area Team and Eagles Scout Group (Open) for their support and encouragement in my rovering journey. Special thanks as well to Humming Bee and Smiling Ox for mentoring and guiding me along in my scouting and rovering journey since I was a scout.

Presenting our fifth Baden-Powell Awardee for this year, we have….

Prior to 2019, I was not involved in Scouting in any form, and I would never have thought to have even joined Scouting, and much less going for (and completing) the Baden Powell Award. But after getting to know more about Scouting, and getting involved in the activities, I decided to take the plunge and go for broke with Rovering.

My first contact with Scouting is with the Special Needs Scouts campfire at Lee Kong Chian Gardens School. What I saw there was the fellowship of the East Area Ventures and Rovers helping out with the campfire, making sure everything runs smoothly so the cubs and SN Scouts can enjoy themselves. That in itself was one of my main inspiration to be involved with the Scouting movement. The starting was definitely not easy for me as there was a lot to take in, from the Promise and Law to the hard skills of pioneering and backwoodsmen. 2019 was essentially a crash course in Scouting, if I have to say so myself. But that is not to say that I did not enjoy myself in the activities itself. Though the pandemic does have quite a bit of negative influence to how Scouting was conducted, with activities heavily curtaile, but as the 5th Scout law has it, “A Scout has courage in all difficulties”, I keep buggering on (W. Churchill) and managed to make the best of a negative situation. Scouting also has made me more adventurous, in the sense that I am more willing to try activities that I have never expected to try. In the course of 3 years in Scouting, I have tried more new activities than I could have ever imagined, from kayaking to scuba diving.

Presenting our fourth Baden-Powell Awardee for this year, we have….

The decision to start my Rover Journey only came much later when I knew I wanted to use this opportunity to be a role model to inspire and motivate my juniors to do their best at their sections. It was a simple intention, which led to many leaps of faiths. There was a period of time I struggled with my identity as a Scout in the greater perspective of my other commitments “outside” of Scouting, I was not able to recognise the connection between the two. It took me a while, and only recently that I was able to appreciate how the Scout movement is actually a pedagogy that prepares young people to be active contributors to the society and community. It is not just about doing services because “We are Scouts”, but because we are all fellow members of global citizenship and we should. I started to see integration and greater meaning in how Scouting has been impacting my life. The Rover Journey has shown me that Scouting is beyond the scarfs and uniforms, but the B.P spirit that we must carry within us in everything we do.

I believe that one of the reasons Scouting is still around, even after a century, is that volunteers continue to give back and put youths at its center. With a major part of my journey spent being a unit Scout Leader, I want to use my journey to pave a less recognised path and send a message that there is no one way Rovering should be done. I believe that growth is also about the constant effort to renew yourself in a familiar environment. It is about the drive to try to do the same thing a little differently every time.

My unit, Unicorn Scout Group, has been the greatest source of motivation for my perseverance and courage throughout this long journey. It was the strongest foothold I could always go back to when things were rough and I hope I have done my part to uphold and continue the good work of those who came before me. This achievement goes to everyone, past and present, from my unit. As I move on to the Adult Support of the movement, I would like to show my appreciation for the mentors whom I have met along the way, even before my Rovering years, it was your support and guidance that lit up my passion for Scouting. Last but not least, thank you to the many new friends I made in the later part of my Rovering Journey. It was you guys who played a part in renewing and “rejuvenating” my purpose in Scouting.

Rovering is a huge phase of my scouting journey, it took up at least half of my scouting days thus far, it is also one where I went through the most growing, developing and most importantly understanding myself.

Rovering has also seen me transiting from a teen to a full fledge adult. The ever changing life experiences has allowed personal growth and development in myself and this could not have been achieved without the principals and values that I have discovered in scouting.

Additionally I would like to take this chance to thank my fellow rovers and East Area Team members who were along and have contributed to this awesome journey of mine. Without the support and believe of you guys, I would not be whom I am today!

⚜️⚜️ Presenting our first Baden-Powell Awardee for this year, we have…. ⚜️⚜️

The Rover Journey for me has been one that I am really grateful for. I’ve been privileged enough to be given multiple opportunities throughout the years that has influenced me positively through the Fellowship of the Open Air and Service. As one of the more senior Rovers in my crew and an Assistant Venture Scout Leader, there is this expectation of being a role model for my juniors. I feel the Rover Journey gave me that platform to be that role model and inspire my juniors to do the same and hopefully see the beauty of Rovering and pursue the Baden-Powell Award for themselves as well.

The most memorable moment for my Rover Journey has to be the 13th Asia-Pacific Region Rover Moot held in Canberra, Australia in 2019. This event made me realise the power Rovering held as a medium of youth empowerment and engagement where the Rovers would take control of the activities and plan them accordingly for the moot for fellow Rovers. It is this “of Rovers, for Rovers” mindset that drove me into planning activities for fellow Rovers be it in my crew, area or the national level and to work hard into building up the Rover community within my area. The Rover Journey has given me a multitude of experience where I’ve grown in many ways through the hardships I went through in my life that only made me come out stronger as I was guided by Scouting.

I would like to thank my main support system, the Rovers of Southern Cross, my fellow friends from East Area and other Scout friends across Singapore and the world for being a part of my Rover Journey. This is certainly not the end for me as there is still so much more to do out there in Scouting! Once again, thank you to all those who have been a part of this journey and my heartiest congratulations to the other BPA Awardees for 2022!

Singapore Rovers is proud to present the pinnacle year-end event, Rover Rendezvous alongside Project Rigel!

This year, the event is focused on the theme of Adventure, Service and Fellowship with our target audience being our Scouts with Special Needs.

From 19-23 July, two Rover Scouts represented the Singapore Scout Association (SSA) at the inaugural Asia-Pacific Regional Youth Leadership Training Course (APR YLTC) held in Thailand. The SSA was among the 20 APR National Scout Organisations (NSO) present at the course.

The Rovers attended workshop sessions ranging from emotional intelligence to presuppositions and ethical dilemmas. They also worked with other APR Scouts to propose Messengers of Peace (MOP) projects to the panelists in a "Shark Tank" style.

⚜️⚜️ The 10th Asia-Pacific Regional Scout Youth Forum has concluded recently and the Singapore Delegation has corresponded with 15 delegations across the Asia-Pacific Region over the past few months. 🇸🇬🇸🇬

Endless nights of discussions and sharing came to fruition when both of our youth delegation's proposed recommendations were supported and carried.

The youth delegation is grateful to be given the opportunity to represent the voices of Singapore Scouts at the forum.
