Dear HDB Flat owners. Your HDB flat is the most valuable when it reaches THE 5-YEARS MOP.

Primary reason is at this time your CPF ACCRUED INTEREST is at the lowest level and this will cause your CASH PROCEEDS to be at a high level.

These are what some owners of 5-years old HDB flats do:

1. Resize to a smaller or older HDB flat which is much cheaper where it will be fully paid up with no loan, plus a good amount of cash for savings for retirement/emergency.

2. Move to a bigger HDB flat. It will be either fully paid up; or get another loan plus with a tidy amount of cash profit for savings.

3. Upgrade to a Condo, either resale or new launch. With all payments from the sales proceeds, without touching their savings. Taking the first step to wealth creation.

Despite recent cooling measures, HDB resale prices still continue to go up. In 3rd Qtr 2024 it rose for the 18th straight quarter at 2.7%. Transaction volumes also rose at 10.7%.

Over the first 9 months of this year, HDB resale prices jumped by 6.9%. The likely reason for this steep increase in HDB resale prices is the low supply as the number of new flats meeting their MOP dropped.

Spouse Consent is a must when selling a HDB flat. The wife/husband must agree to it, even if she/he is not a joint-owner but an occupier.

HDB ensures that the non-owner spouse gives an official permission by endorsing HDB’s spouse consent form before the resale can be legally completed.

Foreign spouses are also protected. Their consent is also required, even if these foreign spouses are not residing in Singapore.

Similarly, for buying a HDB resale flat. The spouse, who is not a joint-buyer, must give approval before it can be legally completed.

Intend to rent out your HDB flat? Be careful if you are renting out to non-Citizens. There is a Non-Citizen Quota that you must check first to see if these tenants are eligible.

There are 2 points to note. Firstly, Malaysian non-citizens are not subject to this quota. Secondly this quota does not apply to renting out of bedrooms.

Sharing on HDB Resale - Relationship between CPF Accrued Interest & Sales Proceeds (Cash)

CPF Accrued interest is the interest amount that you would have earned if your CPF savings had not been withdrawn for your HDB flat purchase.

It is computed on a monthly basis and compounded yearly. As you withdraw these CPF funds monthly to pay for your flat, they start accumulating CPF accrued interest.

What it means, the longer you keep your HDB flat the bigger your CPF monies will be; but your Cash will get smaller when you sell your flat. As such, a good number of HDB flat owners sell their flats when reached the MOP so as to get the highest Cash possible.

Referring to the diagram, if seller sells his flat on the 10th year, he will lose $112,033 in Cash through CPF accrued interest. However, if he sells his flat on the 5 years MOP, his loss in Cash will be much lower at $52,563.

TIME-LINE is an extremely important factor when selling & buying HDB flats at the same time. This is to ensure a smooth transition of moving out of present home & moving in to new home.

As such besides the usual negotiation of selling price, it is crucial to discuss & agree on the time-line before signing the legal document i.e. the Option To Option.

These are several time-line methods when Sell & Buy simultaneously, the 4 main ones are:

#1. HDB CONTRA: Here the legal completion for the buying & selling are at the same day & same time. Technically got no time to renovate before moving in.

#2. BRIDGING LOAN: It is taken when bank loan is used. Another reason for using this is to adjust the time-line so that the buying completes earlier than the selling.

#3. SELL 1st & BUY LATER: Need to secure alternative accommodation for at least 3 months. The advantage is that there is a longer time to buy, compare to Contra & Bridging loan.

#4. BUY 1st & SELL LATER: Must have sufficient funds. The advantage is that have all the time to search for the next dream home, before committing to sell existing flat.

HDB resale flat prices continue to rise due to strong demand in 3rd Qtr 2024. This is based on the latest HDB flash estimates.

Resale Price Index (RPI) rising to 192.6, this is an increase of 2.5% over the last quarter.

The volume of resale HDB flat transactions reached 8,035, this is 20% higher compared to the same period last year, which saw 6,695 transactions.

Selling your HDB flat? The very 1st step you need to do is to apply for the “Intend To Sell”.

For Buying a HDB Resale Flat, the very 1st step is to apply for the HFE (HDB Flat Eligibility) letter.

To do these, Sellers & Buyers need to login to the HDB Flat Portal (HDB web-site) using your SingPass.

The whole Resale procedure will usually complete about 7 to 9 weeks from HDB’s acceptance of your submission.

The final step is the appointment at HDB Resale Dept for the legal completion.
