Intend to buy a HDB Resale flat? The very first action you must do is to apply for the HDB Flat Eligibility (HFE). There are 2 steps.

1st step is to complete the preliminary HFE check. Lock in the HDB Flat portal using your Singpass and provide the particulars of all the buyers & occupiers, any interest in private property & any usage of housing loan.

2nd step is to apply for the HFE letter within 30 days after initiating the 1st step. After providing, reviewing & confirming all information, to submit before the due date.

Within 21 working days from the submission of the 2nd step, you will receive your HFE letter. This HFE letter is valid for 9 months from the date of issue.

Note: Strongly advice to do the 1st step and 2nd step on the same calendar month, otherwise you need to update the employment details of all the buyers & occupiers.

Selling your HDB flat? The very 1st step you need to do is to apply for the “Intend To Sell”.

For Buying a HDB Resale Flat. The very 1st step is to apply for the HFE (HDB Flat Eligibility) letter.

To do these, Sellers & Buyers need to login to the HDB Flat Portal (HDB web-site) using your SingPass.

The whole Resale procedure will complete about 7 to 9 weeks from HDB’s acceptance of your submission. The final step is the appointment at HDB Resale Dept for the legal completion.

What is a Dual-Key Unit? Why is it sought after by some buyers?

1. Dual-Key unit has 2 main entrances with their own doors & gates.
2. Comprises 2 living spaces connected by a shared common foyer.
3. Basically, it is similar to having 2 homes but with a single address.

*Advantages of a Dual-Key unit*
(1) With a Dual-Key unit, you buy ‘two’ homes without incurring the hefty ABSD.

(2) For Multi-Generation families - Stay together and yet have some degree of privacy.

(3) For Subletting, there are best of both world when renting out “the other unit”.
Firstly, will feel safer knowing that you will be aware if there is anything “fishy” going on in your subletted unit.

Intend to take a 2nd subsidised HDB loan? If you do so, then 50% of your cash sales proceeds from the sale of your existing HDB flat (or previously owned flat) have to be used to offset the purchase price of the HDB flat that you are buying.

Assuming your cash sales proceeds is/was $120,000 then you need to use 50%, that is $60,000, to offset the purchase price of your next HDB flat.

If it is from the sale of your existing HDB flat, then this 50% ($60,000) will be deducted from your cash sales proceeds.
However, if it is from the previously owned HDB flat, then you have to pay this 50% ($60,000) using hard cash.

This table shows the details of these three new classifications, especially in terms of their eligibility conditions, resale restrictions & housing subsidies.

Some of the restrictions for the Resale of “Plus” & “Prime”:
a) Only can do upon 10 years of MOP,
b) Subsidy recovery upon resale,
c) Resale buyers of must meet the prevailing BTO income ceiling, currently at $14,000.

What is the difference between owning a HDB flat and owning a Private Condominium? For those who can afford either one, there are 6 main differences (refer diagram below).

Referring to item (4), for private condominium owners when they need urgent cash, they can take advantage of the increase in their condominium’s value by applying for bank’s equity loan.

For HDB flat owners, I know many of them especially those in their 40s & older whose HDB flats has increased so much in value. However, they are not able to financially benefit from this, unless they sell their home.

HDB Resale Levy is one issue where some are confused about. There are several wrong advices given by “experts” which caused unnecessary stress & even financial loss.

Point 1. If you are buying a HDB *Resale* flat, then you do not have to pay any Resale Levy at all. Regardless how many times you have bought a HDB Resale flat & the size of your Resale flat.

Important point is: No Resale Levy for buying a HDB *Resale* flat.

Point 2. If you are buying a BTO flat directly from HDB, then you need to pay Resale Levy if:
(a) Previously you had also bought a BTO flat directly from HDB, OR
(b) You had bought a HDB Resale flat using CPF 1st-Timer Housing Grant.

Below is a table showing how much Resale Levy need to be paid.
