[Update] Additional requirements for passengers travelling to Hong Kong
Dear Valued Travel Partner,

The Hong Kong SAR government has recently updated and simplified the immigration requirements for passengers who are ending their journey in Hong Kong and have visited or transited through certain countries in the 14 days prior to arriving.
With effect from Monday, 10 August, passengers who have visited or transited through Bangladesh, India, Indonesia, Kazakhstan, Nepal, Pakistan, the Philippines, South Africa or the United States will be required to show the following documents:

1. A test report issued by a laboratory or healthcare institution that contains the passenger’s name identical to that in his/her valid travel document to show that:
- they have undertaken a nucleic acid test for COVID-19
- the sample for the test was taken within 72 hours of the scheduled time
of departure of the flight to Hong Kong; and the result of the test for COVID-19 was negative
The test report:

Notice via email
-must be written in either English or Chinese
can be presented in paper or electronic format
If the test report above is not in English or Chinese or does not contain all the above mentioned information, it is acceptable to present a written confirmation, in English or Chinese, issued by the laboratory or healthcare institution that contains the following information:
- the name of the passenger (this must be identical to the name in his/her valid travel document) they underwent a nucleic acid test for COVID-19 the sample for the test was taken within 72 hours before the scheduled
time of departure of the flight to Hong Kong; and the result of the test for COVID-19 was negative.

This written confirmation must be presented with the test report.
Please note that if there is a schedule change or flight cancellation, passengers are responsible for ensuring that their COVID-19 test meets the 72-hour requirement based on the new flight departure time.

2. Documentary proof (in English or Chinese) to show that the laboratory or healthcare institution is ISO 15189 accredited or is recognised or approved by the relevant authority of the government of the place in which the laboratory or healthcare institution is located.
This can be in the form of a copy of ‘Certificate of Accreditation’, ‘Certificate of Compliance’, or information printed out from an official government website.
Please note that documentary proof is required even if the test report from the laboratory or healthcare institution contains an ISO accreditation reference.

3. A confirmation of a hotel room reservation in Hong Kong for no less than 14 days starting on the day of their arrival in Hong Kong.

This confirmation can be either printed or shown in a digital format and must be written in English or Chinese.
Accommodation is required for all passengers coming from these countries/regions. Passengers who have a home or residential address in Hong Kong are also required to undergo a 14-days of quarantine at a hotel.
The booking must be with a hotel. Hostels and short term rental accommodation (e.g. Airbnb) will not be permitted by the Hong Kong SAR Government.
- To ensure all our passengers meet these requirements, we will be asking them the following at check-in:
- To complete and sign a declaration regarding their travel history over the past 14 days. We will ask if they have visited or transited through Bangladesh, India, Indonesia, Kazakhstan, Nepal, Pakistan, the Philippines, South Africa or the United States. If the is answer yes, they will be required to show us the documentation mentioned above.
- To demonstrate to us that they have completed the Hong Kong Department of Health online health declaration form by showing us the resulting QR code. This can be in a printed or digital format.

If passengers are unable to meet these requirements, we will unfortunately not be able to accept them for travel. Please refer to our website for more information about ticket changes, should they need to postpone or cancel their journey.
Entry restriction exemptions
The following passengers are exempt from the aforementioned entry restrictions:
- Passengers transiting in Hong Kong
- Passengers falling within the categories listed on Hong Kong SAR
government’s website, who are also being exempted from compulsory quarantine, if they are

Don’t Share Your Air
You know you can see your breath when it's cold out? Yeah, that's why you should wear a mask. Those are respiratory droplets from your lungs.

If you’re a diver chomping at the bit to travel off to tropical waters, but you are declining to wear a face mask and social distance, then you are preventing yourself, every other diver, and every world traveler from ever getting that chance. Don’t share your air.

Undercurrent readers have been traditionally those divers who prefer to travel to warmer climes to go diving, but we’re being stymied in our ambitions by the regulations of entry enforced by each foreign country. Many countries will not even allow us to enter, and the problem is worsening. We’ve yet to get a grip on control of the spread of the virus.

The US, with our notions of freedom of choice, is widely leaving it up to our citizens whether to wear masks and social distance. The crowded beaches, warm weather street parties, large gatherings, etc., indicate that many prefer not to. For this reason, cases of Covid-19 are increasing, and we are no longer welcome in countries that have better management and more conscientious citizens and slowed the spread of the virus.

A word about facemasks. Medics in operating theaters wear facemasks, not to protect themselves but to protect the vulnerable patient from any pathogens those medics might be carrying on their breath. The primary function of a facemask is not to protect the wearer but to protect those the wearer may encounter. People with Covid-19 can carry the infection for up to two weeks without being aware of it, yet they are still able to pass it to others.

Wear a mask as a form of altruism, which is the selfless concern for the well-being of others. Without it, society as we know it ceases to exist. For those who think the world revolves around only them, this may be difficult to grasp. Let’s use a gun analogy. Some may think a gun gives them protection. It may be a deterrent. But would you fire off rounds indiscriminately? That is what you are doing if you mix with other people without wearing a mask. If you’re unknowingly infected, you are firing off pathogens randomly. You may injure some and kill others. Are you happy to do that? Similarly, an infected person without a mask is doing that to you.

Wearing a mask is being part of the solution. It’s not ‘living in fear.’ Society lives by many rules, and this should be one of them. Wearing a mask makes you considerate of other people. It reduces the number of people likely to be subject to the horror of being intubated, having lifelong effects, and maybe even dying in an IC ward. It’s not a political statement. It’s good sense. Stay away from those not wearing a mask. They may be as dangerous as someone with their finger on the trigger of a loaded assault rifle.

Covid-19 is a disease that is not yet fully understood. It affects the organs, primarily the lungs, but younger people who appear to have little or no symptoms may yet be found to be harboring health problems for later in life. We simply don’t know. What we do know is that older folks – read people over 65, especially with other medical problems -- those who are overweight or obese, and those who are diabetic, are particularly vulnerable.

We heard recently that the captain of the Catalina Express, which several times a day ferries as many as 450 visitors (including many divers) to and from Catalina Island in Southern California, brought his vessel to a halt because one of the passengers had removed his facemask and refused to replace it. This is the sort of egotism that will make Americans the pariahs of international travel. The vessel lay dead in the water until the passenger complied with the rules. We need this sort of enforcement. You may be free to do as you wish but people should not be allowed to hurt others.

With the end of the global pandemic predicted to come in December 2020, according to Allianz Partners, a new way of living will likely emerge, and the world will be very different. To that end, Allianz Partners commissioned Futurologist Ray Hammond to anticipate and envisage some early patterns of change which are likely to shape this new world. The teams looked at how personal mobility, the home, healthcare and, of course, travel will evolve.

COVID-19 (coronavirus) has been a real turning point for the travel industry: Airplanes stayed grounded, train services reduced, cruise ships could not dock because of infected passengers (and were later suspended entirely) and restaurants and hotels had to close because of sanitary measures. The post-pandemic period will open a new era of precaution with less spontaneity and more protections against virus, Allianz says.

It is predicted that short-haul and domestic air travel will recover first, but travelers will change their behaviors, including wearing face masks throughout their journey and saying goodbye to loved ones outside the airport. In some cases, jet bridges to planes will be used as a final “disinfectant tunnel.” Airlines will cut down on cabin bags to speed up boarding and reduce contamination risk and will reduce food and drink services.

Destinations across Mexico are making their official reopenings, most with certifications from the World Travel & Tourism Council (WTTC) after meeting its standardized health and hygiene protocol based on the guidance from the World Health Organization and Centers for Disease Control and Prevention with the support of the World Tourism Organization. Here’s a roundup of top tourist destinations.

Los Cabos
The Los Cabos Tourism Board started its phased reopening plan on June 15 with statewide safety protocols in place. The government of the state of Baja California Sur announced a new color-coded classification to be given to local establishments, such as hotels, restaurants, bars, tour operators and convention centers, that determine the level of safety they can offer and whether or not they are able to open to the public. The color categorization will be based on density and capacity levels, as well as the establishments' ability to follow the social distancing protocols that were previously announced by the state.

The tourism board has also been working alongside the WTTC to obtain its global safety stamp of approval that recognizes safe travels protocols.

The United States is Los Cabos' main inbound market contributing 80 percent of all of its international travelers. As states continue to ease travel restrictions, Los Cabos is working with airline operators to resume travel connectivity to the destination following its phased reopening approach. On June 20, Los Cabos will start welcoming flights from Los Angeles, San Diego, San Jose, Dallas, Phoenix, Chicago, Charlotte, Houston and Chicago with airlines including American Airlines, Alaska Airlines, Delta, Southwest and United Airlines with Spirit Airlines returning in July. On July 4, Eastern Airlines will launch its first direct flight from New York's John F. Kennedy International Airport to Los Cabos operating twice a week.

To celebrate the reopening of the destination and recognize the progress made by Los Cabos' travel and tourism industry on its swift implementation of the destination's health and safety protocols, Los Cabos Tourism Board, in partnership with American Express, will be hosting its first live concert with the Los Cabos Symphonic Orchestra overlooking the Bay of Cabo San Lucas at Sunset Monalisa. The concert will be streaming live on Sunday, June 21, at 8 p.m. MST at visitloscabos.travel.

Jalisco
On June 14, the state of Jalisco received the WTTC’s “Safe Travels Global Safety & Hygiene Stamp,” just a day before Jalisco announced the latest reopenings. As of June 15, beaches located immediately in front of hotels opened for guests use, hotels are permitted to operate at 25 percent capacity and restaurants and cafes that apply established sanitation and safety protocol may operate at 50 percent capacity. Note that hotel gyms and spas will remain closed.

At airports, some of the activities required to achieve “Safe Travels” designation include offering health assessments and screenings, having hand sanitizer in high traffic areas, mandating use of face masks by travelers and staff, and ensuring appropriate table spacing. Some of the hotel protocols include clear signage of enhanced cleaning protocols, use of social distancing and appropriate table spacing, and evaluation of innovations for cleanliness and disinfection, such as UVC light and Environmental Protection Agency-based air filtration.

All residents and visitors are encouraged to maintain social distancing practices when outdoors and use a mask when social distancing is not possible.

Riviera Nayarit
According to the Riviera Nayarit Conventions and Visitors Bureau, the destination reopened and is ready to welcome back international travelers. As of June 15, hotels, restaurants and businesses in Riviera Nayarit’s tourism sector can reopen, strictly abiding by protocols and health measures put forth by state officials and operating at 30 percent capacity to ensure safe social distancing on property including in common areas and pools.

Some businesses and services in the tourism sector are gradually reopening in the upcoming weeks as they finalize preparations to safely welcome back visitors. Travelers should contact preferred service providers directly to confirm dates and details before booking.

Air connectivity from the United States to Riviera Nayarit’s nearest airport, Puerto Vallarta International Airport, is gradually being reinstated with airlines operating flight routes, including daily flights on American Airlines, Alaska Airlines and United Airlines, and weekly flights on Delta Air Lines. Additionally, Puerto Vallarta International Airport will be temperature-monitoring all passenger arrivals and departures via thermal imaging cameras.

After careful review of the Riviera Nayarit’s Tourism Wellness and Best Practices Guide, the destination joined the list of global destinations that have earned the World Travel & Tourism Council’s "Safe Travels Stamp."

Yucatan
Lastly, the State of Yucatán received the “Travel Safety Stamp” from the WTTC for its adoption of new protocols to protect the health of travelers.

Mauricio Vila Dosal, governor of the State of Yucatán, said in an official release that the state is preparing properly to receive visitors, who can be assured that the endorsed tourist establishments are applying strict hygiene measures in all their processes and facilities.

State Tourism Minister Michelle Fridman Hirsch added, “In this new stage of post-COVID-19 tourism, the certainty that we can provide visitors in terms of best sanitary practices will play a fundamental role in travel decisions.”

Note: The U.S.-Mexico border will remain shut down to non-essential vehicular and pedestrian traffic through June 22 due to the COVID-19 pandemic.

The Greater Miami Convention & Visitors Bureau (GMCVB) has announced the launch of Miami Shines, a travel and tourism recovery program to promote Greater Miami and the Beaches as a place for vacations and future meetings and conventions business. The program includes a lineup of promotional incentives across restaurants, hotels, museums, spas and attractions.

The GMCVB is rolling out the Miami Shines platform to coincide with the opening of hotels and public beaches as a way to drive demand and stimulate business for the hard-hit tourism industry. Under the Miami Shines platform, the GMCVB is launching the Miami Spice Restaurant program two months early, offering visitors and locals the opportunity to enjoy restaurants with three-course meals priced at $25 for lunch/brunch and $39 for dinner, now through September 30. Specially curated “Spice and Stay” packages offer guests special rates at participating hotels when paired with Miami Spice meals on property. Miami Shines marketing materials include a video campaign produced in English, Spanish and Creole, targeting local and regional customers, as well as visitors and meeting planners. The program includes a Miami local-pride initiative and offers residents a multilingual Miami Shines Toolkit, encouraging locals to share their moments on social media. Miami Shines includes a comprehensive advertising, social media and public relations strategy.

The Global Business Travel Association (GBTA) says it supports the European Commission’s efforts to coordinate Europe’s reopening and the guidelines it published late last week on how to safely resume travel to the Schengen Area. Despite the recommendation to gradually start reopening external borders as of July 1, the travel sector, according to GBTA, fears that European Union (EU) countries may continue to act unilaterally, leading to the patchwork of rules and confusion already being experienced this month.

“Global travel will be the driving force of the post-COVID recovery. It will allow individuals to reconnect, place skills where they are most needed, boost employment and help resurrect the economies in the EU and across the world,” says Scott Solombrino, GBTA’s CEO.

GBTA, which represents over 9,000 small and large corporations, has been conducting regular polls with its members since the beginning of the crisis to better understand what will build companies’ confidence to resume business travel. The latest poll shows that more than half of companies are considering allowing their employees to travel again in the near future.

Health and safety guidelines throughout all travel sectors are a key part of that process. Airlines and airports are also pledged to uphold the strictest disinfection standards: Aircraft will be sanitized before every flight and all passengers will be required to wear face masks.

In addition to the health and safety protocols developed by the transport and travel sector, the business travel community also expects prompt initiatives by governments to reopen borders in a safe and coordinated way, as recommended by the European Commission. Blanket quarantine rules, such as the one imposed by the British government, are at this time disproportionate and unenforceable, according to the GBTA, adding it “will deliver a killer blow to a travel sector, which is struggling for survival.” Alternative measures, such as tests and temperature checks at the country of origin and upon arrival, are much more favorable among those in the travel industry.

Lastly, once safety protocols are in place, it is important that the EU reopens its internal and external borders as soon as possible, as the epidemiological situation begins to resemble a stable, downward trend in many regions and countries.

Ready. Set. Let’s Go! I hope you are as excited as I am that today Monday June 15, Jamaica will reopen it’s borders to international travelers. The past few months have been hard on all of us and we must now find ways of “living with COVID-19” which will allow us to remain safe and responsible. Jamaica is ready! Our phased reopening plan, Ready. Set. Let’s Go!, will kick into gear immediately. In Phase 1, which runs from June 15 – 30, all travelers should be aware of changes in the entry requirements. All persons intending to travel to Jamaica will now be required to secure a Travel Authorization online at www.visitjamaica.com. Additionally, as part of our risk management measures, and to ensure that our residents and visitors stay safe, Jamaica will require all high risk passengers, upon arrival, to submit to a mandatory PCR/swab-test. All persons arriving from countries where there is high community transmission will be tested.


In short, the new procedure for travelers arriving in Jamaica is as follows:

·Secure approval online for the Travel Authorization. This is to be completed at www.visitjamaica.com/travelauthorization and is to be done within 72 hours of checking in. This is a requirement for checking in for your flight.

·Passengers are encouraged to purchase appropriate travel insurance for their journey.

· Wear face masks and practice physical distancing throughout the journey.

In Flight

·Follow the protocols established by the airline for a comfortable flight to Jamaica.

·Practice physical distancing and good hand hygiene to the extent possible.

Upon Arrival

·Wear face mask in all public spaces while in Jamaica.

·Have Travel Authorization available for the Health and Immigration Officials.

·Be prepared to follow the instructions of these Officials.

·Proceed through immigration, customs and transfer to their accommodation where they will “Stay in Place” while awaiting their test results.

Gradual easing of restrictions in effect through June 27, 2020

PHASED APPROACH TO RESUME SOCIAL
& ECONOMIC ACTIVITIES

Effective Friday, June 12, 2020, the Prime Minister of St. Kitts & Nevis Dr. the Hon. Timothy Harris announced that, under the new SR&O No. 25 of 2020, Government will be introducing new regulations. Effective Saturday, June 13, 2020 through Saturday, June 27, 2020, the new regulations are part of the process of gradually relaxing restrictions and reintroducing the Federation to more economic and social activity. The Prime Minister announced:

• Saturdays through Sundays, nightly curfews will be in effect from 12:00 a.m. to 5:00 a.m. The shorter nightly curfews will facilitate nightly religious services with the same protocols already established for daytime services.
• Beaches will now be open from 5:00 a.m. to 6:00 p.m. daily for the purpose of exercise.
• The suspension of retail liquor licenses has been removed and bars can open in compliance with physical distancing measures.
• Restaurants can open for in-dining in compliance with physical distancing measures, maximum per table allocations and appropriate sanitization programs.
• Restaurant patrons are required to wear masks on arrival except when eating and drinking.

The borders of St. Kitts & Nevis remain closed to commercial traffic by air and sea to prevent and/or delay the possibility of importing new cases of COVID-19 to the Federation. A coordinated effort is being made with regional and international partners to determine the opportune time at which to open the borders.

The continuing relaxation of restrictions is being implemented at the recommendations of the Chief Medical Officer, the Medical Chief of Staff and medical experts. Based on their advice, the Federation has successfully flattened the curve.

On May 18, it was announced that all 15 confirmed positive cases of COVID-19 in the Federation have successfully recovered and there have been 0 deaths to date. As of Wednesday, June 10, a total of 417 persons have been sampled and tested for COVID-19, 15 of whom tested positive with 402 persons tested negative and 0 test results pending. 13 persons are currently quarantined in a government facility while 0 persons are quarantined at home and 0 persons are in isolation. A total of 829 persons have been released from quarantine.

St. Kitts & Nevis has one of the highest testing rates in CARICOM and the Eastern Caribbean and uses only the Polymerase Chain Reaction (PCR) test which is the gold standard of testing. The Federation was the last country in the Americas to confirm a case of the virus and among the first to report all cases having recovered with no deaths.

The Government continues to act under the counsel of its medical experts, who advised that St. Kitts & Nevis has met the 6 criteria established by the World Health Organization (WHO) for doing so and that all persons who need to be tested have been tested at this time.
