รายงานข่าวจากการรถไฟแห่งประเทศไทย ระบุในการประชุมคณะกรรมการ (บอร์ด) วันนี้ (23 พ.ค. 2567) ได้มีการนำเสนอวาระเพื่อทราบ เรื่องหลักการแก้ไขปัญหาโครงการรถไฟความเร็วสูงเชื่อมสามสนามบิน (ดอนเมือง สุวรรณภูมิ อู่ตะเภา) สืบเนื่องจากเมื่อวันที่ 22 พ.ค. ที่ผ่านมา ถือเป็นกำหนดสิ้นสุดการขยายเวลาขอบัตรส่งเสริมจากบีโอไอครั้งที่ 3 ของ บริษัท เอเชีย เอรา วัน จำกัด หรือกลุ่มซีพี ซึ่งเป็นคู่สัญญาในโครงการดังกล่าว
ดังนั้น หากไม่หาทางออกเพื่อแก้ปัญหาจะส่งผลกระทบต่อโครงการ เนื่องจากเงื่อนไขสัญญาร่วมลงทุนโครงการนี้ ระบุไว้ว่า รฟท.จะสามารถออกหนังสืออนุญาตเข้าพื้นที่ (NTP) ได้ต่อเมื่อทางเอกชนคู่สัญญาได้รับบัตรส่งเสริมการลงทุนจากบีโอไอ ดังนั้นเมื่อเอกชนไม่สามารถออกบัตรส่งเสริมการลงทุนดังกล่าวได้ ก็จะส่งผลกระทบต่อการเข้าพื้นที่เริ่มงานก่อสร้าง
อย่างไรก็ดี ต้องยอมรับว่าปัจจุบันเรื่องการจัดหาสิทธิประโยชน์อาจยังไม่ใช่เรื่องแรกที่ต้องดำเนินการ เพราะหากโครงการยังไม่สามารถเริ่มเดินหน้าการลงทุนได้ แม้เอกชนจะได้สิทธิประโยชน์ตามเงื่อนไขก็ไม่สามารถลงทุนให้เกิดขึ้นจริง ดังนั้นขณะนี้เมื่อโครงการมีความพร้อมให้เกิดการลงทุนแล้ว ทั้งสองฝ่ายจึงมองว่าแนวทางออกที่เหมาะสมเพื่อไม่ให้โครงการล่าช้า คือตัดเงื่อนไขสิทธิประโยชน์บีโอไอออกไป เพื่อให้สามารถออก NTP และเริ่มการก่อสร้างโครงการได้
โดยหลังจากแก้ไขสัญญาต่างๆเสร็จสิ้น รฟท.จะออกหนังสือเริ่มงาน หรือ NTP ได้ภายในปลายปี 2567 เป็นการเริ่มต้นโครงการ ซึ่งรฟท.มีความพร้อมในการส่งมอบพื้นที่ให้เอกชนทั้ง 100% แล้ว ใช้เวลาก่อสร้าง 5 ปี นับจากปี 2567 แล้วเสร็จปี 2572
