The National Task Force Against COVID-19 (NTF) has revised its earlier memorandum regarding pandemic-related restrictions on international travel advertisement

In Memorandum Circular No. 6 dated March 18, 2021, the NTF clarified that all Filipino citizens, including those that are not overseas Filipino workers (OFWs), will be allowed to enter the Philippines.
The circular also said the entry of foreign nationals is suspended from March 22 to Apr. 21, 2021.

The new circular revised a March 16 circular that directed all concerned agencies to implement the travel restrictions from March 20 to April 19.
The previous circular temporarily suspended the entry of returning Filipinos who are not OFWs.

Exempted foreign nationals

Foreigners exempted from the travel restrictions are diplomats and members of international organizations and their dependents 9(c) or 47(a)(2) visa at the time of entry; foreign nationals involved in medical repatriation; foreign seafarers under the "Green Lanes" program for crew change; foreign spouses and children of Filipino citizens with valid visas at the time of entry; and emergency, humanitarian and other analogous cases approved by the NTF.


The NTF said during the March 22-April 21 period, the travel of Filipinos and exempted foreign nationals "shall be subject to the arrival quota set by the Department of Transportation."

GOVERNMENT ISSUES RESTRICTIONS ON INBOUND TRAVEL The Philippine government has limited the maximum number of passenger arrivals from international flights to 1,500 a day for all airlines combined into Manila, and has temporarily suspended the entry of Foreign Nationals and Returning Overseas.

Filipinos who are non-OFWs beginning 12:01AM of March 20 up to April 19, 2021. The restrictions are part of a series of pandemic control measures announced by the authorities.

Allowed to travel to the Philippines within the said period are: -
▪️ Overseas Filipino Workers (OFWs)
▪️ Holders of 9(e) visas
▪️ Passengers on medical repatriation and their escort/s duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers affairs or the Overseas Workers Welfare Administration
▪️ Distressed Returning Overseas Filipinos (ROFs) duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs
▪️ Emergency, humanitarian and other cases approved by the National Task Force on Covid19

If you belong to the profile of passengers prohibited to arrive in the Philippines within the said period, you will have to avail of any of the following options:

1. Rebook on the flight of your choice (on the same cabin class) with rebooking service fees waived; or
2. Refund your ticket cost; or
3) Convert your ticket into a travel voucher for future use. To comply with the new restrictions, airlines will need to cancel a number of international flights to and from Manila during the stated period.

As of today, 3 August, there are 32 airports in the country whose Local Government Units (LGUs) have issued orders categorically supporting the resumption* of commercial airport operations in their areas of jurisdiction.

Meanwhile, domestic flights will not be allowed at the Ninoy Aquino International Airport (NAIA) due to the modified enhanced community quarantine (MECQ). International flights will still be allowed subject to restrictions.

*Some airports, while allowing the resumption of commercial flights, are subject to different documentary and passenger LGU restrictions.

On July 24, the Central Epidemic Command Center (CECC) reported that coronavirus disease 2019 (COVID-19) continues to spread in the Philippines. Furthermore, of 11 imported cases confirmed in Taiwan since July, six are linked to the Philippines. To protect public health, the CECC announced that starting from July 26, travelers arriving in Taiwan from the Philippines must follow related quarantine measures which are listed below.
1. Taiwanese nationals and certain foreign nationals (foreign nationals with an Alien Resident Certificate or a resident visa, migrant workers, foreign students, and foreign diplomats) must, whether they have symptoms or not, have their specimens collected at the airport upon entry into the country. Those who have symptoms shall be transported to a group quarantine facility to await test results; asymptomatic individuals shall undergo a 14-day period of home quarantine at home or at a quarantine hotel.
2. Foreign nationals without an Alien Resident Certificate must provide a certificate of a negative COVID-19 test result issued within three days of boarding before they are allowed to board their flight, board their transit flight, or enter Taiwan. Those who wish to enter Taiwan must also undergo home quarantine for 14 days after entry into the country.

Good news! The Philippine government has lifted the restrictions on outbound non-essential travel of Filipinos. The memorandum has been published on the Official Gazette (click this link: https://bit.ly/IATFReso52) and will be effective starting July 22.

Filipinos who wish to travel abroad shall be subject to the following conditions:
✅ Submission of confirmed round-trip tickets for those traveling on tourist visas
✅ Travel health insurance to cover rebooking and accommodation expenses, should they end up stranded abroad.
✅ They are allowed to enter their destination country, in accordance with their travel, health, and quarantine restrictions.
✅ Ex*****on of a “declaration” acknowledging the risks involved in traveling.
