We’ve had such an outpouring of support for this special movie, The Sound of Freedom. However, due to this movie leaving our theater this week and selling out this evening we are going to have a special showing tomorrow evening at 7:00pm. We apologize that we’re down a projector and we’ve had to turn so many people away. We will get it fixed and be up and running as soon as possible. Masks now optional for employees, customers following White House announcement

Following the ruling of a U.S. district court judge on Monday, the Biden administration announced that the Transportation Security Administration will no longer enforce the federal mandate requiring masks in all U.S. airports and on board aircraft. Effective immediately, masks are optional for all airport employees, crew members and customers inside U.S. airports and on board all aircraft domestically, as well as on most international flights.

Delta and Delta Vacations employees and customers may continue wearing masks if they so choose. Wearing a well-fitting mask - such as a KN95 – protects the wearer, even if others around them are not wearing masks, according to our Chief Health Officer Dr. Henry Ting.

Given the unexpected nature of this announcement, please be aware that customers, airline employees and federal agency employees, such as TSA, may be receiving this information at different times. You may experience inconsistent enforcement during the next 24 hours as this news is more broadly communicated – remember to show understanding and patience with others who may not be aware enforcement is no longer required. Communications to customers and in-airport signage and announcements will be updated to share that masking is now optional – this may take a short period of time.

Local mask mandates in other countries may still be in effect. Additional updates will be provided as new information becomes available.

On Thursday, the Centers for Disease Control and Prevention (CDC), issued a new advisory for cruise ship travel, telling all travelers, regardless of their vaccination status, to avoid cruise ship travel in light of the new rise in COVID-19 cases.

“The virus that causes COVID-19 spreads easily between people in close quarters on board ships, and the chance of getting COVID-19 on cruise ships is very high, even if you are fully vaccinated and have received a COVID-19 vaccine booster dose,” the CDC’s new Level 4 warning, the highest level of advisory, reads.

While the CDC hasn’t provided a total list of cruise ship infections, it does categorize ships by infection rate, with an investigation taking place if a ship reports cases in .10% of its passengers. The levels range from Green (no reports during the last seven days), to Orange (reports of infections but below the threshold of CDC investigation), to Yellow (infections meeting the threshold for investigation), and Red (sustained transmission of COVID-19).

According to the CDC’s list, just three ships meet the criteria for the Orange list, while the rest remain at either Yellow or Green.

The Cruise Lines International Association (CLIA) responded late last week, writing in a statement that “the decision by the CDC to raise the travel level for cruise is particularly perplexing considering the cases identified on cruise ships consistently make up a slim minority of the total population onboard.”

CLIA added that the majority of cases onboard or either asymptomatic or “mild in nature, posing little to no burden on medical resources onboard or onshore.”

CLIA, along with the American Society of Travel Advisors (ASTA) and the Association of Canadian Travel Agencies (ACTA), have long pushed against CDC restrictions on cruise ships, as infection rates in the industry have been lower than overall infection rates in the U.S.

“Cruise ships offer a highly controlled environment with science-backed measures, known testing and vaccinated levels far above other venues or modes and transportation and travel, and significantly lower incidence rates than land,” CLIA’s statement continued.

While there isn't a full set of data from the CDC, Royal Caribbean Group has released its findings when it comes to infections. According to Royal, since cruising restarted in June 2021, the company has carried 1.1 million guests with 1,745 people testing positive (a rate of .162%).

More than 16 months into the COVID-19 pandemic, the travel industry continues to get creative with the way it is dealing with the virus.

Miami International Airport (MIA) this week announced that is collaborating with the Global Forensic and Justice Center (GFJC) at Florida International University (FIU) and American Airlines to install a trial program of COVID-19 detecting dogs at the airport.

The airport will host the two dogs—Cobra, a Belgian Malinois, and One Betta, a Dutch Shepherd—for a 30-day pilot program.

The dogs are potentially able to immediately detect and alert to the virus in public spaces. The virus, according to FIU, causes metabolic changes in a person that produces compounds excreted by a person’s breath and sweat, which allows the dogs to alert to the virus.

The two will be stationed at airport security, the same place that the Transportation Security Administration (TSA) has traditionally deployed canines. If the dogs are able to detect a person who may be carrying the virus, security will pull the person aside to get a rapid COVID test.

According to Miami International, the dogs were able to detect COVID during their training sessions at a rate from 96% to 99%. According to Miami’s Mayor, should the program prove successful in actual practice, it could expand beyond the airport.

“The pandemic has pushed us to innovate to stop the spread,” Miami-Dade Mayor Daniella Levine Cava said in a statement announcing the program. “We’re proud to do everything we can to protect our residents. I look forward to seeing how the airport tests their skills and expanding the pilot program to other County facilities.”

While Miami will become the first U.S. airport to use the dogs, others internationally have been using them for some time, including Dubai’s main airport.

Travelers who refuse to wear masks could soon face fines of up to $3,000.

The Transportation Security Administration on Thursday said it is doubling fines for travelers who won’t follow a federal mask mandate for air, bus and other forms of transportation. Minimum fines will double, starting at $500, and go up to $3,000 for repeat offenders.

The Biden administration last month extended the federal mask mandate for air, bus and train travel through Jan. 18 in an effort to slow the spread of Covid-19 as infections surged around the country. It had been set to expire in mid-September.

Airline crews have been tasked with enforcing the federal mask policy on planes and have repeatedly complained about a surge in unruly passenger behavior, many of those cases tied to violations of the mandate.

Disputes over following the federal mask rules on planes were cited in nearly 75% of the close to 4,200 cases of unruly passengers the Federal Aviation Administration received this year.

“If you break the rules, be prepared to pay,” President Joe Biden said Thursday, unveiling sweeping measures aimed at stamping out Covid, including plans for vaccine mandates that would apply to millions of U.S. workers.

“And by the way, show some respect,” Biden said, following a surge of cases of unruly and sometimes violent behavior toward flight attendants. “It’s wrong. It’s ugly.”

Carnival Corporation announced a new initiative to make pre-boarding, viral COVID-19 testing more convenient and accessible for guests of Carnival Cruise Line, Holland America Line, Princess Cruises and Seabourn. Guests will now be able to access testing at more than 1,500 Quest Diagnostics patient service centers and select Walmart and other retail pharmacy testing locations throughout the U.S.

Carnival does not pay for the testing, which remains the guest's responsibility (although insurance or the government often may cover that testing). So, it's possible there may be no costs but that varies across providers and individual situations. That said, the program is designed to help streamline pre-cruise preparation for guests.

Currently, all guests boarding ships of the four brands must—regardless of vaccination status—present a negative COVID-19 viral test taken no more than three days before their embarkation, along with additional health and safety requirements. Beginning September 13, 2021 and after, in accordance with Centers for Disease Control and Prevention directives, all vaccinated guests must present a negative COVID-19 viral test taken no more than two days before their embarkation. For example, if a cruise leaves on a Saturday, guests should schedule their tests for the Thursday before embarking the ship.

Details about requirements are available on the individual cruise lines' websites. Appointments are required and may be scheduled online via a secure link provided by Carnival Cruise Line, Princess Cruises, Holland America Line or Seabourn.

Results are typically available within 48 hours via email or mobile application. The company's press release noted, however, that turnaround time can fluctuate with demand, supplies and other factors, and vary by region.

The pre-board test (molecular or antigen) is one of the added measures recently implemented by the company’s cruise lines. Carnival Corporation said the enhanced health and safety protocols are needed in adapting to the evolving public health environment.

"Access to testing continues to play an important role in the restart of our guest operations, and working with Quest simplifies the process for our guests by making it easier to access convenient testing options from a trusted national laboratory provider,” says Roger Frizzell, chief communications officer for Carnival Corporation.

Frizzell notes that the testing protocols are part of a layered approach to safeguarding the health and safety of guests, crew and the communities visited during cruises. Details about all the individual brand heath and safety protocols are available at individual cruise brand Web sites.

In addition, guests are being encouraged by Carnival Corporation to check with their own health plan or the lab provider to see if they are eligible before actually scheduling a test. They're also being directed to www.questcovid19.com for additional information on testing services.

In the wake of both United Airlines and Frontier Airlines announcing new policies for mandatory COVID-19 vaccinations of employees – United’s under threat of job termination – American Airlines CEO Doug Parker said there’s a simple reason why he’s not requiring passengers or staff to be vaccinated.

Cruise Lines Not Requiring a COVID-19 Vaccination

Carnival Cruise Line
Carnival is not requiring COVID-19 vaccines to cruise, but strongly encourages them as the capacity for unvaccinated guests is extremely limited, and requires additional testing, paperwork, fees, and mask usage.

Unvaccinated Guests: There is a process by which unvaccinated guests may sail. The line has been sailing with 95% of guests and crew vaccinated since its restart on July 4th weekend, which means a limited 5% of passengers are allowed to be unvaccinated.

However, this availability is limited and comes with a set $150 fee to each individual’s Sail & Sign card to cover the cost of additional testing (children under 2 are exempt). Also in effect for passengers 12 and up is proof of travel insurance at check-in, beginning for cruises on or after July 31 for Florida departures, and on or after August 2 for departures from Galveston, Texas. Additionally, there is no independent sightseeing permitted in ports of call for unvaccinated guests (private ports excluded). Limited excursions called “bubble tours” are currently being offered in all other ports.

Crew Requirements: A majority of the crew is vaccinated on current sailings, as part of the 95 percent of all people on board who are required to be vaccinated by the CDC.

Costa Cruises
Vaccines are not required to board a sailing on Costa Cruises. Anyone 6 years old or older on a seven-day cruise or longer will be subject to a swab test mid-cruise. Temperature checks are required at least once daily by 8 p.m.

Unvaccinated Guests: Are welcome. If any guest 2 years of age or older lives in what is determined as a “risky area” by Costa or has been in contact with one in 14 days prior to cruising, they are required to arrive for check-in at least 5 hours ahead of time to undergo testing, complimentary of the cruise line.

Crew Requirements: Status not available.

MSC Cruises
Vaccination is not a requirement to sail onboard MSC Cruises at this time. However, all guests, vaccinated and unvaccinated are subject to additional screening, including a COVID-19 test, as well as a mandatory insurance policy in either English, Italian, German, French, or Spanish. Masks are required for all guests in indoor public areas of the ship.

Unvaccinated Guests: Are welcome onboard, as long as they undergo a molecular or antigen test and are negative 48 hour prior to boarding (children 2 years and younger are excluded). If a guest has had COVID-19, they must be recovered for a minimum amount of 6 months prior to boarding.

Crew Requirements: Unlike passengers, the crew must be vaccinated. Additionally, all crew must wear PPE and are subject to screening, medical checks, and a COVID test prior to embarking as well as daily health monitoring.

A caveat for cruises in Florida and Texas
While cruise lines are moving forward in enforcing their own health and safety measures on all sailings, it’s worth noting that they are currently unable to require vaccines or the use of masks when docked in the states of Florida and Texas.

Florida, home to the two largest passengers cruise ports in the U.S. with Miami and Fort Lauderdale, has a controversial state law in place, enacted by its governor in May. The executive order blocks any business or government entity from requiring proof of a COVID-19 vaccine.

In early June, Texas adopted a similar law, complicating matters for Carnival, which sails from the port of Galveston.

On June 14, Norwegian Cruise Line Holdings sued the surgeon general of Florida, claiming that it would be unable to safely resume sailings with the restrictions on vaccines and masks in place.

The Cayman Island Department of Tourism on Monday revealed its five-phase plan for the safe return of tourism that could see the destination fully reopen by January 2022.

The Cayman Islands, one of the premier Caribbean destinations that includes Grand Cayman, Cayman Brac, and Little Cayman, has been closed since March 2020, but the new plan could see inbound restrictions starting to ease in August, though a full reopening isn’t expected to happen until 2022.

That includes cruise travel, which isn’t part of any of the five phases that the Cayman Islands is planning—under the plan, cruise guests will not be welcomed in until the island fully reopens in January 2022.

Here is what the plan looks like:

Phase 1 – June 2021 – the current phase for the Cayman Islands allows for fully vaccinated and securely verified travelers to come into the Cayman Islands with a mandatory five-day quarantine. Unvaccinated travelers would still be subject to a 14-day quarantine.

Phase 2 – Aug. 9 – some travel restrictions will be removed, including the removal of the GPS monitoring. All inbound tourists will still have to apply for entry via the Travel Cayman Portal.

Phase 3 – Sept. 9 – as long as the Cayman Islands hits its 80% on-island vaccination status, starting on Sept. 9, a “limited” number of vaccinated tourists will be again welcomed in. Cruises will still be prohibited and all inbound travelers will have to apply via the destination portal.

Phase 4 – Oct. 14 – quarantine requirements will be removed for all fully vaccinated tourists, while unvaccinated tourists will still need to undergo a 14-day quarantine upon approval. All travelers will still need to be verified via the Travel Cayman Portal.

Phase 5 – Nov. 18 – unvaccinated children will again be welcomed in without quarantine, as long as they are traveling with an adult, vaccinated traveler.

After that, starting on Jan. 27, all travelers will again be welcomed in without quarantine travel restrictions, including cruise travel.

While the destination’s plan to reopen is slower than some of its peers, the Minister for Tourism and Transport, Hon. Kenneth Bryan, said that the plan was built in a deliberate way to ensure a safe return.

"Since March 2020, the Cayman Islands has been deliberate in all efforts to protect our people and visitors; from rapid and widespread testing, investing in the Caymanian workforce and implementing a phased strategy to safely reopen our shores to luxury-seeking visitors, the health and safety of our community was paramount in all decisions," he said.

“Our guests will appreciate the impactful developments and enhancements we've made to the destination – surely proving that Cayman is worth the wait."

There’s finally a date for the return of Canadian large ship cruising.

Canada’s Minister of Transport, the Honourable Omar Alghabra, on Thursday, announced that the government would lift its cruise ship ban as of Nov. 1, 2021, months earlier than previously planned. The decision was made with an improving COVID-19 outlook in Canada.

“As Canadians have done their part to reduce the spread of COVID-19 our government continues to work hard to safely restart our economy and build back better. We will welcome cruise ships—an important part of our tourism sector—back in Canadian waters for the 2022 season,” he said.

Transport Canada had originally extended its cruise ship ban to February 2022 earlier this year, a move that was met with outrage from the travel community. That ban not only stopped Canadian sailings but initially also prevented sailings out of Seattle to Alaska.

At the time, Transport Canada said “temporary prohibitions to cruise vessels and pleasure craft are essential to continue to protect the most vulnerable among our communities and avoid overwhelming our health care systems” and called the ban’s extension “the right and responsible thing to do.”

Now, with the cruise ship ban expected to end, Canada will now await news on the future of the country’s non-essential travel ban with the U.S.

Prime Minister Justin Trudeau on Thursday said that Canada could start allowing fully vaccinated Americans into Canada as soon as mid-August. It could then welcome other fully vaccinated international travelers as soon as September. The most important factor continues to be vaccination rates and COVID-19 infection rates, which both are trending in the right direction.

As travel continues to turn back on, with it is coming some growing pains. One of the biggest has been an increase in the time it takes to get a passport. And while travel advisor business is finally coming back on, passport waiting times, which are stretching into 18 weeks now, are becoming more and more of a concern.

“I feel like every day I’m getting an email from somebody asking for assistance getting their passport expedited,” Melissa Lisell, the executive vice president of Dallas’ Lisell Travel told TMR on Thursday.

“The passport issue has not gone away, first of all, it is definitely something that we are challenged within the travel industry,” Sanya Weston, the CEO at Michigan’s Your Premier Travel Services said. “What we talk about in our office is basically preparing for that.”

“I have had many clients have to cancel/postpone trips due to the passport not coming in time,” Julie Langham of Georgia’s Vacations to Remember told TMR.

The State Department is adding staff to help with the delays—a spokesperson told TMR this week that over 150 staff will return to work at 21 agencies across the country, which could help increase capacity, which will help applications move along.

However, there is going to be a ramping-up period, so applicants are still asked to remain patient.

“For the time being the current wait from when a customer mails their application to when they receive their passport will remain 12-18 weeks,” the spokesperson said.

“This means Americans who are waiting on passports for travel this summer should make alternate plans if they haven’t been able to get an appointment at one of our agencies for a last-minute passport. Appointments remain extremely limited.”

The options to cut that time are limited—applicants can pay for the Expedited service, which costs an additional $60, but that only means that the timeframe goes from 12 to 18 weeks to 12 weeks, which includes up to 6 weeks for processing and up to 6 weeks for mailing times.

The spokesperson also told TMR that while several companies offer quicker passport times, those are private companies and they are not affiliated with the Department of State.

“Be wary-they charge additional fees, and you will not receive your passport any faster than you would if you applied in person at a Passport Agency. You are still required to appear in person at an acceptance facility if applying on Form DS-11, even when using a courier service,” the spokesperson said.

St. Kitts & Nevis Prime Minister Timothy Harris announced that effective Monday, July 12, 2021, the Vacation in Place period for fully vaccinated international air travelers is reduced from nine days to three days, with testing on day four and the ability to fully integrate into the Federation upon receipt of a negative test result.

International borders remain open for travel by commercial air and sea vessels. As summer family travel is at its peak in July, the travel requirements for non-vaccinated children under 18 have been aligned with those of their parents: Non-vaccinated children under 18 traveling with fully vaccinated parents are welcome; non-vaccinated children under 18 traveling with fully vaccinated parents will observe the same period of Vacation in Place as their parents.

The increased vaccination rate in the Federation of St. Kitts and Nevis, with 69.7 percent of the adult population having received one dose of the AstraZeneca/Oxford vaccine and 57.6 percent of the adult population fully vaccinated, has achieved notable improvements over the past two weeks managing the number of COVID-19 cases since the first case of community spread was reported on May 19, 2021, resulting in 530 cases and three deaths.

As announced on May 29, 2021, only fully vaccinated travelers will be allowed entry to the Federation. Exemptions are in place for citizens and residents of the Federation of St. Kitts and Nevis and children under the age of 18 coming from international destinations. Travel restrictions for the UK, Brazil, India and South Africa remain in place, with persons from those destinations denied entry into the Federation at this time. A traveler is considered fully vaccinated when two weeks have passed since receiving their second dose of a two dose vaccine series (Pfizer/BioNTech, Moderna or AstraZeneca/Oxford) or two weeks after they have received a single dose vaccine (Johnson + Johnson). Proof of vaccination is a scanned copy of the traveler’s official COVID-19 vaccination record card. Upon submission of their vaccination card and completion of their travel authorization form, once verified, international travelers will receive authorization of their vaccination card and a KN number.

The traveler must complete the Travel Authorization Form on the national website at www.knatravelform.kn, including uploading proof of vaccination and proof of booking at a Travel Approved hotel. Upon submission of a completed KNA travel form, the traveler must upload their official COVID-19 RT-PCR negative test result from a CLIA/CDC/UKAS approved lab accredited with ISO/IEC 17025 standard taken 72 hours prior to travel. There are no exceptions to the 72-hour timeframe.

Upon submission of the copy of their official vaccination card and copy of their COVID -19 RT-PCR test negative result, the traveler’s information will be reviewed and they will receive the approval letter to enter the Federation. For their trip, the traveler should bring a copy of their COVID-19 Vaccination record card and their negative COVID-19 RT-PCR test. Acceptable COVID-19 RT-PCR tests must be taken by nasopharyngeal sample. Self-samples, rapid tests, or home tests will be considered invalid.

International travelers will undergo a health screening at the airport, which includes a temperature check and a health questionnaire. Upon arrival, if a fully vaccinated traveler is exhibiting symptoms of COVID-19 during the health screening, they may be required to undergo a RT- PCR test at the airport at their own cost ($150).

Fully vaccinated international travelers arriving by air will be asked to Vacation in Place at a Travel Approved hotel for three days. All fully vaccinated international travelers arriving by air are free to move throughout the “Travel Approved” hotel, interact with other guests and partake in hotel activities only. Fully vaccinated international travelers arriving by air and staying beyond three days are required to be tested on day four ($150 at visitors’ cost) of their stay and once their test is negative, they may integrate into the Federation.

Effective May 1, 2021, fully vaccinated international travelers arriving by air are not required to submit an exit RT-PCR test. If a pre-departure test is still required for the country of destination, the RT-PCR test will be taken 72 hours prior to departure. For example, if a person is staying seven days, their pre-departure test will be on day four; if a person is staying 14 days, their pre-departure test will be taken on day 11.

Travel Approved hotels for international travelers are: Four Seasons. Golden Rock Inn. Marriott Beach Club, Montpelier Plantation & Beach, Paradise Beacy, Park Hyatt and Royal St. Kitts Hotel. International travelers who would like to stay at private rental home or condo must stay at a property that has been pre-approved as a quarantine housing at their own cost, including security.
